The most important project is the replanting of mangrove forests and other suitable beach species throughout Sabah. A State Level Ceremony was held on 5 th July 2007 to mark the official launching of the project by the Chief Minister. Other projects carried out in 2007 included the establishment of the FRM survey team and Forest Resource Accounting (FRA) unit. The FRM survey team comprised in-house trained staff who will carry out survey works for boundary establishment, to address issues related to encroachments, illegal logging and related activities. Whereas, the main purpose of the FRA project is to calculate and estimate forest stands in commercial forest reserves. Information and projections on the available forest stands, stumpage value, carbon stocking, and other important data specifically on timber production up to the compartment management level, will be made accessible for planning and decision making purposes. In the last quarter of 2007, the FRM Division commenced the exercise of verifying the exact boundaries of mangrove forests throughout Sabah and its remaining distribution. The re-mapping of this forest type is still on-going using remote sensing techniques of satellite images in combination with aerial photographs followed by the application of a Geographical Information System (GIS) to describe or verify the forest conditions. Besides the above, this division continues to fulfill its main functions in Licensing, Surveying, Mapping, Geographical Information System (GIS) Development and Remote Sensing Applications, as well as the implementation and monitoring of Reduced Impact Logging (RIL). There had been an appreciable degree of progress on work achieved and implemented in 2007. As usual, all forest mapping, remote sensing and GIS activities are documented including the listing of all map updates, map production, database management and systems development. Also summarized, are the licenses and coupe permits issued in 2007 and an overview of field activities implemented under the RMK 9 as well as duties and tasks carried out relating to RIL operations. Corporations and NGOs can contribute towards the effort to conserve and protect coastal areas due to the high cost of maintaining and conserving them. Of the 340,000 ha of mangrove forests in Sabah, 320,521.56 ha had already been gazetted as Permanent Forest Reserves. The initiative to replant mangrove species in the non-gazetted areas such as Lok Kawi, would surely assist the Government towards managing the mangrove forest reserve on a permanent basis. However, the need to enhance public awareness on the functions of mangrove forests, and the love for the natural environment, must be instilled at all levels of society including students and young children. Therefore, all relevant government agencies and those with the technical knowledge ought to create community-related activities especially through forestry and environmental education programmes. The devastating tsunami tragedy of Dec 26, 2004, that hit the shores of 18 nations including Malaysia, is a good reminder of a natural disaster etched in the people’s minds. Although human kind cannot prevent tsunamis from happening, they could minimize the damaging impact by forming natural barriers through the planting or conserving of mangrove trees. The mangrove replanting project aims to provide support towards the restoration of degraded mangroves, management- planning activities, stability of the ecosystem and promotion of public awareness. In commemoration of the project, The Chief Minister of Sabah launched “The State-Level Planting of Mangrove Trees and Other Suitable Species” project at Meruntum Rest Area, Lok Kawi, Putatan on the 5 th July 2007 and also launched a book on “Sabah’s Mangrove Forests” that contains the documentation of Sabah’s mangrove ecosystems and other species. The Federal Government had allocated a special fund of RM40 million under the Ninth Malaysia Plan (MP) period for the restoration of mangroves located in sheltered coasts throughout Malaysia. Forest Mapping And Harvesting Section

The Forest Mapping and Harvesting Section consists of 4 units which includes: the Cartography Unit, GIS Unit, Remote Sensing Unit and the Forest Harvesting Unit. The Forest Resource Accounting Unit was formed in November 2007 to manage forest resource accounting and information.

1. Forest Resource Accounting System DevelopmentThe Forest Resource Accounting System Development project is funded by the Federal Government under the Ninth Malaysian Plan Development Programme. The objective of the project is to develop a “Forest Resource Accounting System” as a tool for forest policy makers and managers to formulate forest policies and management decisions. The scope of the project is to develop 4 types of accounts, i.e. 1. Forest Resource Area Account, 2. Timber Volume Account, 3. Timber Value Account, and 4. Carbon Stock Account.

The project comprises of 4 components, i.e. 1. system analysis and modeling, 2. system design and programming, 3. data acquisition and interpretation, and 4. data conversion and automation. In November 2007, the system analysis and modeling component was completed. Prior to it, a two-day workshop was held in which a guiding principle for the modeling was concluded. The system design and programming component commenced in the early 4th quarter of the year and is scheduled to be completed in June 2008. Data acquisition and interpretation will be done by the RS Unit in 2008 until 2009, where a total of 9 scenes of SPOT5 (5 meter resolution) will be identified and to be purchased from the Malaysian Remote Sensing Center (MACRES). Meanwhile the GIS Unit will assist in data conversion and automation.

In 2007, the Forest Resource Area Account was updated, analysed and compiled. The account demonstrates that 4.32 million hectares of Sabah are covered by forests. Out of this, 3.60 million hectares are designated as Permanent Forest Estate (PFE) as indicated in Table 18.1 and Fig.18.1. The trend of forest reserve gazettement since 1925 is illustrated in Chart 18.1. It shows an increasing trend from 2,482,906 hectares (approx.) in 1925 to 3,604,866.506 hectares (approx.) in 2007.

2. Forest Harvesting Planning in Malua Forest ReserveThis is a continuation of 2006’s activities where the Sabah Forestry Department was given the task to assist the Sabah Foundation in its harvesting of an area of 26,716 hectares in Malua Forest Reserve within 18 months, using RIL techniques. The implementation was supervised under a joint-management RIL Technical Committee between the Sabah Forestry Department and the Sabah Foundation. The Remote Sensing Unit assisted in the forest stratification works (Fig.18.2), while the GIS Unit assisted in the preparation of compartment boundaries. The area was divided into 73 compartments. In 2006, a total number of 19 compartments of Comprehensive Harvesting Plan (CHP) data were compiled and stored in GIS database while the remaining 54 compartments covering an area of 20,030 hectares, had the exercise completed in September 2007. Fig.18.3 shows a CHP map of Compartment 32, Malua Forest Reserve.

The Forest Harvesting Unit assisted in the planning and supervision of the preparation of CHPs. Under the strict supervision and assistance from SFD staff and officers, Sabah Foundation through its 3 CHP contractors, had managed to complete the preparation of CHPs by the end of September 2007, which was only 2 weeks behind schedule (Chart 18.2). Harvesting under RIL has since ceased on 31st December, 2007 in conformity with the policy decision announced on 15th March, 2006 by the State Cabinet.

3. Mapping of Flora in Pulau Balembangan and Pulau MabulUnder the Natural Resources and Environment Ministry (NRE), a Project entitled “Flora and Fauna Mapping in Pulau Balembangan and Pulau Mabul” was carried out. The Sabah Forestry Department was requested to map out the present status of the islands’ vegetation. The SPOT5 image for both locations was supplied by MACRES. These images were taken on 19th April 2007 and were used to classify the vegetation and the land use for Pulau Balembangan. Nonetheless, the field verification work is scheduled to commence in April 2008. The aerial photographs of both areas have also been used for comprehensive mapping of tree species and its distribution on the islands. The preliminary map of vegetation types in Pulau Balembangan is shown in Fig.18.4.

4. Mapping of Mangrove ForestsUnder the Ninth Malaysian Plan, a project entitled “Preparation of Mangroves Management Plan in Sabah”, had two main tasks initialized i.e. re-mapping of mangrove forest reserve boundary, which includes mapping out the mangrove reserve boundary and the current status of mangrove forests; and the mapping of mangrove species distribution. A total of 26 SPOT5 (10 m) scenes were acquired to delinate the present mangrove forest distribution throughout the state. The first task of transferring the Mangrove Forest Reserve boundary to 1 to 50,000 scale was carried out by the Cartography Unit, whereas the mapping of current mangrove forests, was carried out by the Remote Sensing Unit. This task is expected to be completed by March 2008. It will then be vectorised and analyzed by the GIS Unit.

5. Forest StratificationIn 2007, the forest reserves area that were stratified included: Malua Forest Reserve, Ulu Segama Forest Reserve, Ulu Kalumpang Forest Reserve, Timimbang Forest Reserve (Part B) and Botitian Forest Reserve. Forest stratification was done based on a project basis and was carried out using multiple data sources such as aerial photos and satellite imageries. For instance, the Ulu Segama and Malua Forest Reserves (Fig. 18.5) were stratified into 4 forest strata classes i.e. stratum 1 (Good Forest: 180 m3/ha); Stratum 2 (Moderate Forest: 90 m3/ha); Stratum 3 (Poor Forest: 60 m3/ha) and Stratum 4 (Very Poor Forest: 20 m3/ha). Whereas based on the number of trees per ha of 40 cm dbh and above, this translates as: Stratum 1 (> 9 trees/ha); Stratum 2 (7 to 9 trees/ha); Stratum 3 (5 to 6 trees/ha) dan Stratum 4 (< 4 trees/ha). Other classification includes Secondary Forests and Forest Plantations.

6. Forest Cover MappingIn preparation of a forest baseline data for calculating carbon stocks and remaining forested areas in Sabah, an effort was made in 2007 to map forest cover in the 1980s and 1990s as shown in Fig.18.6. The purpose is to calculate the rate of deforestation within this time period. A combination of datasets was used to extract and to map the forest cover using GIS techniques i.e. forest inventory data, satellite imageries and land use datasets from the Department of Agriculture. A general view of forested areas in the 1990s was used for this purpose.

7. Forest Landuse MappingAs of 2007, the data on forest functions within the SFMLA holders based on forest zoning is shown in Fig.18.7. This also includes the preliminary forest zoning for Ulu Segama–Malua SFM project area.

9. Forest Reserve Boundary DemarcationTo date, a total of 49 forest reserves had been surveyed and demarcated, accounting to a total length of 1,307,730.32 meters (refer Table 18.4). Out of this, a total length of 496,790.00 meters were surveyed and demarcated in 2007.

10. Integrated Spatial Data Processing System (ISDPS) DevelopmentTo facilitate forest map production, the supply of workstations and peripherals for ISDPS was tendered out at a cost of RM 167,000.00. The ISDPS focused on supplying and the maintenance of AO sized Scanner (with R2V), Remote Sensing (RS) and Geographic Information System (GIS) workstations used in forest mapping and updating. A system requirement studies and design application workflow that caters for the customization of the above-mentioned spatial data processing application system, was conducted and participated by two (2) GIS/RS officers.

11. Proposed Forest Reserves GazettmentA total area of 9,264.79 hectares of Stateland was approved by the State Cabinet in 2007 to be gazetted as Forest Reserves and 1,230 hectares of Sipitang Forest Reserve (Class II) was regazetted as Class I (refer Table 18.5). Out of this, a total of 5,168 hectares (out of the total proposed area) had been proposed to be gazetted as Class I Forest Reserves in 2007.

12. Comprehensive Harvesting Plan ApprovalA total number of 79 CHPs, which is about 32,792.49 hectares were approved in 2007. Table 18.6 shows a summary of the Comprehensive Harvesting Plans (CHP) issued, approved and implemented in 2007. The largest part comes from the Sabah Foundation concession areas. This is followed by KTS, Timberwell Berhad and Deramakot Forest Reserve.

13. Registration of CHP Contractors and RIL Logging ContractorsContractors implementing the RIL system must be registered and certified by the Sabah Forestry Department. The contractor registration is renewable annually through an evaluation process whereby, the workers records of experience and training are checked. This is the basic and general requirements of the RIL system and work procedure. In 2007, there were only seven contractors registered as CHP contractors and RIL contractors. All were involved in the preparation of CHPs. Four of these contractors namely Makmuran Sdn. Bhd., KTS, Rakyat Berjaya Sdn. Bhd. and Timberwell Berhad were the key players in implementing RIL techniques throughout 2007.

14. Forest Harvesting Operation, Auditing, Monitoring and ComplianceFor 2007, apart from the Yayasan Sabah area, three different areas were also inspected, namely Timberwell Berhad, Makmuran Sdn. Bhd. and SFI. The total areas covered in the inspection was about 3,540 hectares divided into 8 compartments. The total number of skid trails (SKT) constructed was about 393 with a total length of 127,782.70 meters. The estimated number of harvestable trees based on the CHP was about 13,711 trees with an estimated total volume of 114,724.60 m3. The actual production derived from the inspected areas was 7,410 logs which is only 54% of the estimates in the CHP. The actual volume produced was 39,229.67 m3 or about 34% of the estimates. The recovery rate was low due to the fact that the areas identified for harvesting especially for Timberwell and Makmuran were logged over forests whereby the percentage of defect trees was high. The damage calculated due to construction of SKT is ranging from 2.8% to 3.5% which is below the allowed figure of 6% maximum. The calculation is based on the net logged areas.

15. Establishment of “Survey Team” and Boundary Demarcation of Kebun Cina Forest ReserveThe launching of the “Survey Team” and Boundary Demarcation of Kebun Cina Forest Reserve, was held on 14th June 2007. This event was officiated by the Director of Forestry, Datuk Sam Mannan. The “Survey Team” was established on 11th

July 2006 with a total of 16 trained staff for survey works. This “Survey Team” is under the supervision of the Head of Forest Resource Management Division. However, the placement of members of the survey team is still maintained at their respective stations.

License Section

LicencesThe issuance of timber licences, coupe permits, and the Occupation Permits continued to be carried out in 2007. These licences are issued in accordance with Section (24) of the Forest Enactment. As in 2006, coupe permit issuance dominated the type of extraction permits issued in 2007. Coupe permits are issued to the long-term licencees under the Sustainable Forest Management Agreement (SFMLA). In 2007, there were (17) SFMLAs and Long Term Licence Agreement (LTLAs) licencees and an additional (6) forest areas managed directly by the Forestry Department, making it a new total of 23 altogether. A total of 126 coupe permits were issued by the Forestry Department in 2007. This involved a total area of 106,329 hectares which was slightly higher than the previous year (2006). As shown in Table 18.9, most of the coupe permits were from the Benta Wawasan and Yayasan Sabah areas. Other long-term licencees under the SFMLA, which were quite active in 2007, were Bornion Timber Sdn Bhd, Sabah Forest Industries Sdn Bhd, Timberwell Berhad and TSH Resources. These coupe permits allow the licencees to undertake various forestry activities such as Industrial Tree Plantations, Harvesting and Silvicultural Tending/Treatments, Forest Restoration and Enrichment Planting, Agro-Forestry Establishment, Nursery Development and Helicopter Logging. Under the SFMLA, the coupe permit’s validity for these forestry activities spans between 3 to 30 years depending on the usage or type of activities being prescribed. However, most of the SFMLA coupe permits have a validity of 15 years, on average. Apart from issuing coupe permits, in 2007, the department had also licenced out 4,573.00 hectares of Form I licences under Forest Reserves (FR), 3,110.00 hectares under Stateland and 1,497.19 hectares under alienated lands. In 2007, a total of 9,054.81 hectares were issued with this type of licence, which is a reduction of 5,814.00 hectares as compared to 2006, of 14,868 hectares. The list of Form I licences issued in 2007, is as shown in Table 18.10. Apart from issuing coupe permits and Form I licences, the department had also issued Form 2B licences to private land owners. Such a permit allows the land owners to remove logs from their lands for their own use or for commercial purposes. In 2007, a total of 255 Form 2B licences covering an area of 73,546 hectares were issued by the department. This type of licence produced 163,719 logs with an approximate volume of 252,863 m3 of timber and a total of 373,063 metric tonnes of pulpwood respectively as shown in Table 18.11. Comparatively, the production of timber under Form 2B licences in 2007 had decreased significantly compared to 2006’s achievement of 449,823 m3. Nonetheless, there was a notable increase in the production of pulpwood in 2007. This may be attributed to less new lands being opened up for agricultural development. Overall, the number of timber licences issued was on a decreasing trend in 2007. The decline was attributed to the dwindling of areas available for logging, conservation policies, or availability of land to be opened-up for agricultural purposes.The “Survey Team”

Appointment of Contract OfficersOne (1) contract officer of scale J17, was appointed to assist in the mapping of Mangrove Reserves and satellite image analyses. Two(2) permanent officers of scale J17 were also recruited and posted to the FRM Division to do forest resource mapping work.

Practical TrainingPractical training was given to two (2) students of University Malaysia Sabah (UMS) and four (4) students from Geomatica College (Kuala Lumpur). They were given various exercises with regard to the workflow of forest map production. Actual work on Comprehensive Harvesting Plan preparation, GIS, RS and cartography’s activities were part of the training syllabus.

Courses and TrainingTo strengthen knowledge and skills of GIS and RS technicians in various aspects of forest information analysis and processing, five (5) courses were organized by the FRM Division. In addition, a briefing on the application of GPS and survey equipments in forest boundary survey, was organized to strengthen the skills of the survey team, in September 2007.
