• Increase the quality of the total force by aggressively seeking qualified Sailors for officer and enlisted, active and reserve.

• NRC maintains a healthy pool of young men and women in the Delayed Entry Program (DEP).  – Management and mentorship of the Future Sailors in DEP is

critical.

• NRC continues to provide needed support to our great nation and Overseas Contingency Operations (OCO) demands by meeting the mission requirements for the other ratings that support NSW/NSO missions.

Enlistment Policy

• 95% High School Diploma Graduates

• 70% Above average score on the Armed Forces Qualification Test (AFQT)

• 0% in CAT IV (30 or less on the AFQT)

• Must meet additional standards for rating

• Must pass Navy physical fitness and body fat standards

• Must have no significant history of drug use

• Must be drug free at time of enlistment

• Must not have significant or offensive tattoos and no tattoos above the shirt collar

• Must not have sole custody of dependents

• Must have no significant legal issues and no issues outstanding

Navy’s current Recruiter detailing process

• PERS-4010 communicate current openings with rating detailers

• PERS-4010 requires Detailers to nominate 75 Sailors each month to meet NRC’s manning requirements

• Sailor’s “posted” to available NRD

• PERS-4010 releases Special Duty Screening (SDS) message

• Commands required to return SDS results to PERS-4010 within 30 days

• PERS-4010 review Sailor’s PRIMS results and evaluation

Navy’s current recruiting detailing process (cont.)

• If suitable, based on command SDS message, final orders released to NRD

• Upon receipt of orders, NRD is required to forward Ultimate Duty assignment (UDA) message to Sailor’s command with a copy to NORU within 30 days

• Commands are required to recertify Sailor’s suitability 5 days prior to detachment of command (documentation of recertification not required)

• Sailor execute transfer to NORU under TEMDUINS orders for 5 weeks

• Upon graduation and leave, Sailor (9585 Recruiter) reports to assigned NRD

• Since the beginning of FY10, PERS-4010 have screened 828 Sailors for recruiting duty. Of the 828, 108 were screened unsuitable for various reasons (i.e., BCA, NJP, tattoos, legal or medical issues) with the implementation of the revised detailing process.
