More worrisome still, scientific studies and the [ internation-allydiscredited ] College of Family Physicians has been excellentat these on golf course superintendents, who, as we know,

spend a lot of time around pesticides, show that these workershave elevated levels of mortality from cancer. I do have thestudies here. [ ?!?! ]

While we recognize that GOLF COURSES face some special chal-lenges in eliminating pesticides, a permanent legislated exemption,which is what the governments proposing, we believe is NOT WAR- RANTED, and frankly is inconsistent with the intention of the bill.

After all, golf pesticides, strictly speaking, are a cosmeticuse as defined in the legislation i.e., nonessential.

There are at least two PESTICIDEFREE GOLF COURSES in Canada,as you know : [ Two ATYPICAL golf courses out of a total of 2000. ]

Theres one in Nova Scotia, Fiddlers Green; and theres anotherin British Columbia, Blackburn.

[ Socalled organic golf courses are NOT regulated, and often donot have highend playing conditions, which can be inadequate forthe golf customer. Nor do these clubs seem to have difficult growingconditions because of a temperate climate and low number of players. ]

We see no reason why Ontario operators could not follow in thefootsteps of these industry l eaders. [ ?!?! ]

We also believe, frankly, that theres an economic argument tobe made here, that going PESTICIDEFREE could INCREASE GOLFCLUB REVENUES AND PROFIT, leading to some economic stimulationand some job growth. [ Wrong ! ]

Would todays healthconscious golfer be willing to pay just a lit-tle more to play on a safer, more environmentally friendly sur-

face ? [ ?!?! ]

We think the answer is yes. [ ?!?! ]

Finally I will wrap up, Mr. Chair; Im mindful of the time we urge you to REMOVE the bills EXEMPTION for the socalled other prescribed uses .

This catchall clause would, we fear, allow pesticide applicationsfor any and every u se.

Certainly it could be used to justify cosmetic spraying, whichwould clearly undermine the bills whole intention.

If the issue here is ensuring that pesticides can be used for emer- gencies, for health and safety issues or for prevention of illness,surely thats already covered under the quite reasonable healthand safety exemption.

As a doctors organization, we can see no possible justification for an exemption thats as broad and as vague as the socalled other prescribed uses .

If allowed to stand, it could undermine everything the legislationhopes to achieve.

In sum, the Canadian Association of Physicians for the Environ-ment is VERY SUPPORTIVE OF THE PROPOSED BAN.

Could you speak directly to the whole question of health impactson golf grounds managers ?

Sure.

Theres been a fair bit of research done in this area.

One of the studies that Im looking at, from the [ internationally-discredited ] Ontario College of Family Physicians Pesticide Lit-erature Review they did whats called a cohort study.

They looked at 680 deceased male members of what they call theGO LF COURSESUPERINTENDENTSASSOCIATION OFAMERICA.

They compared them to cancer mortality in the general U.S. male population and they found that on a whole range of cancers, thiscohort of GOLF SUPERINTENDENTS had HIGHER MORTALITY fromcancers. [ ?!?! ]

Im talking about lung cancer, brain cancer, nonHodgkins lym-phoma and prostate cancer. [ ?!?! ]

So there is a fair bit of evidence that these people who spend alot of their time around pesticides are at increased risk for mor-

tality from cancer. [ Wrong ! ]

[ The results showed an excess number of deaths among golf course superinten-dents for lung cancer.

The most likely cause of this elevated risk was the smoking habits of the cohort.Other forms of cancer were attributed to dietary and other lifestyle factors. ]

Could you comment on your knowledge of the experience of otherjurisdictions that have impl emented pesticide bans ?

Sure.

The best example, as you kno w, is the province of Quebec.

What we saw in Quebec, based on Statistics Canada, was a dra-matic drop in pesticide use following their provincewide ban onthese products.

They had about a 50% drop in household pesticide use, accordingto Statistics Canada.

So theyre very effective in doing what theyre trying to do,which is reduce the nonessential use of pesticides.

Because theyre saying that they have tested the most susceptible portions of the population, and they find no harm or linkageswith these ingredients.

With all due respect, thats not quite what they say. They say,first of all, that all pesticides come wit h risks, and they do.

[ It can be said that ladders are dangerous when not used responsi-bly. The same can be true of pest control products. Overall, whenthey are used properly, there are NO harmful irreversible effects tohealth and the environment ! Conventional pest control products areSCIENTIFICALLY SAFE since they have been scrutinized and approvedby the HUNDREDS of expert scientists at Health Canada ! Is this

enough ? Not according to Forman. ]

Theres a whole range of pesticides that theyve looked at, andsome are more harmful than others.

But to say that theres no harm from them I dont think is quiteaccurate.

Well, I can use quotes that they say when their use is prescribed they measure on the amount that is used, but its used as di-rected on the labels, which are, again, all approved by HealthCanada.

Im trying to get the science behind all of this so that we haveaccurate information, and Health Canada is the regulatory bodyin that manner.

Sure. Theres a huge amount of science.

A lot of the science that they us e is animal science. [ ?!?! ]

What the doctors and nurses in the cancer Society tend to look atis human science; in other words, EPIDEMIOLOGICAL STUDIES.

[ Some epidemiological studies may show a WEAK, in most cases aVERY WEAK, link between some pest control products and cancer. Epi-demiology studies on their own are difficult to interpret because biases

and confounding factors often preclude any convincing link betweenspecific pesticide exposures and effects. ]

For example, the CANADIAN PEDIATRIC SOCIETY [ sic ] two yearsago published a paper on 2,4D this is doctors now anddoctors said : 2,4D can be persuasively linked to cancers, neu-rological impairment and reproductive problems. [ Wrong ! ]

[ The people who wrote the April 2006 DISGRACEFUL and UNSCIENTIFIC articlehave ABSOLUTELY NO competent expertise, recognized training, or background, inmatters concerning pest control products.

Moreover, the two primary authors are PERSONALLY ALLIED with Forman as coconspirators in the prohibition of federally legal, scientifically safe, and totally irre-placeable pest control products. This report is far from being independent and un-biased. In fact, it may have just as well been written by Forman himself.

Finally, the Canadian Paediatric Society ( CPS ) has told Forman NOT TO CITE thisarticle. The authors have NO AFFILIATION with CPS. THE MALICIOUS PROHIBITION IN THE PROVINCE OF ONTARIO

Prohibition legislation DESTROYED the Modern Professional Lawn Care Industry.

On April 22nd, 2009, the Government of Ontario implemented legislation for the NEEDLESS, SENSE-LESS, and MALICIOUS PROHIBITION of pest control products

An Exception Status was provided to golf courses, some sports fields, specialty turf, forestry, and agri-culture industries that have employed the very same pest control products otherwise prohibitedfor the Professional Lawn Care Industry.

The legislation was implemented despite the fact that the prohibited pest control products were stillFEDERALLY LEGAL, SCIENTIFICALLY SAFE, and TOTALLY IRREPLACEABLE.

Moreover, there were serious issues with the Ontario Minister of the Environment, John Gerretsen,who was responsible for implementing prohibition.

Gerretsen was INDISCREET with his CLOSE PUBLIC ASSOCIATIONS with RADICAL and SUBVERSIVE

EnviroManiacActivists.

Gerretsen was DEMOTED and DUMPED from Cabinet on August 18th, 2010.

THE HORRENDOUS CARNAGE IN THE PROVINCE OF ONTARIO

DAMAGES to the Professional Lawn Care Industry were EXTENSIVE because there were NO valid eco-nomical alternatives to replace the prohibited products.

VIRTUALLY ALL Green Alternatives were almost TOTAL INEFFECTIVE except under very specific cir-cumstances.

The Green Alternatives were BOGUS.

There were also questions about their TOXICITY.

Consequently, Professional Lawn Care Companies were UNABLE to provide adequate weed and insectcontrol, and were UNABLE to keep their customers satisfied.

In 2009, the Ontario Professional Lawn Care Industry lost over 300,000,000 DOLLARS.

In 2010, observers expected losses to reach 500,000,000 DOLLARS.

By late 2009, 40 to 70 % of Professional Lawn Care customers were ANNIHILATED.

Because of the PROHIBITION CONSPIRACY, Professional Lawn Care businesses were forced to TERMI-NATE many or most of their employees.

By late 2009, OVER 5,000 HAPLESS VICTIMS were UNEMPLOYED ( full time employees and summerstudents ).

In 2010, observers expected 8,300 to 12,500 UNEMPLOYED.

Because of the PROHIBITION CONSPIRACY, Professional Lawn Care businesses, which at one timeprovided a good living and some equity for eventual sale for retirement, became WORTHLESS !

Because of prohibition, many multivehicle Professional Lawn Care businesses were forced to DOWNSIZE their operations to a single truck.

By 2010, there was a GLUT OF USEDEQUIPMENTFORSALE because of the DOWNSIZING andEXODUS of Professional Lawn Care businesses.

Several dozen companies were forced to exit from the market by late 2009.

BUSINESS FAILURES,BANKRUPTCIES , AND ABANDONMENT

Within 36 months after the implementation of prohibition, observers expected 780 BUSINESS FAIL-URES or BANKRUPTCIES.

Unfortunately, the NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION of pest control productsguaranteed that no one would be able to buy or sell a Professional Lawn Care business !

Because of the PROHIBITION CONSPIRACY, observers expected that many Professional Lawn Carebusinesses would simply be ABANDONED.

The principal interests and agendas of the CAPE can be summarized into the two following catego-ries

When given some power and money, many at CAPE felt compelled to impose their personal lifestylechoices on society.

2003 CAPE provided subversive testimony during the pesticide bylaw hearings for City of Torontoprohibition of pest control products.

2006 Canadian Environment Award ( Gold ) was awarded to CAPE for its subversive crossCanadapesticide education work. This award was provided by Canadian Geographic Magazine and Govern-ment of Canada.

In order to allow SOUND SCIENCE to be effectively practiced, it would be preferable leave the inter-pretation of scientific research to those people who ARE competent to do it HEALTH CANADA, andNOT CAPE

NO pest control product can be sold or used until HEALTH CANADAs scientists have evaluated ALL theexisting evidence to determine whether the product meets stringent health and safety requirements.

Conventional pest control products are SCIENTIFICALLY SAFE since they have been scrutinized andapproved by the HUNDREDS of expert scientists at HEALTH CANADA !

Overall, when they are used properly, there are NO harmful irreversible effects to health and the envi-ronment !

6. The Golf Industry must explain why some of its chemicals are prohibited byother nations, but not in Canada, and cease its wasteful Wag The Dog policieson irrelevant issues such as saving quintozene, which was illfated.

Background Information from an Independent Perspective

In the United States, the En-vironmental Protection Agency ( EPA ) concluded that the risks when using quintozene weresubstantial from an environmental standpoint. The EPA concluded that the reregistrationof quintozene was acceptable provided that ALL TURF USES WERE TERMINATED. In view ofthe many questions concerning the safety of quintozene, it would seem preferable that theGolf Industry withdraw its petition in support of this ingredient. Moreover, by defending aproduct associated with serious health, environmental, and turf phytotoxicity issues, theGolf Industry has weakened its credibility. The Pest Management Regulatory Agency of

Health Canada ( PMRA ) followed with the same decision as the EPA by prohibiting the saleof quintozene beyond 2010. The Manufacturing Industry WILL NOT defend quintozene.Furthermore, the Manufacturing Industry will NO LONGER invest in ANY pest control prod-ucts in Canada, since it abhors operating in markets made UNSTABLE by TERRORISM,whether political or Environmental.

7. The Golf Industry must vigorously embark on a massive public relations cam-paign to stop the proposed scheme by EnviroManiacActivists and National De-mocratic Party of Canada threatening a national prohibition of pest control prod-ucts. NDP is the political shield for the EnvironmentalTerrorMovement.

8. The Golf Industry must review and justify its current and extensive array ofchemicals.

9. The Golf Industry must plan for the inevitable and total revocation of its excep-tion status in most jurisdictions across Canada, in two to four years. The Golf In-dustry will lose many or ALL of its valued and necessary pest control products.

10. The Golf Industry must provide the public with scientific information supportingthe idea that its innovative management practices may slightly reduce the use ofpest control products.

12. The Golf Industry must scientifically define and publically discredit the mislead-ing term Organic Golf Course, and establish policies for expelling clubs using

this inaccurate and misleading term from its trade associations.

13. The Golf Industry must very strongly address and discredit the misconceptionsconcerning imidacloprid, chlorothalonil, 2,4D, and other chemicals.
