EightyFif th Legislature of the State of South Dakota , the Senate concurringtherein, that the South Dakota Legislature urges that instruction in the PUBLICSCHOOLS relating to global warming include the following

( 1 ) That global warming is a scientific theory rather than a proven fact;

( 2 ) That there are a variety of climatological, meteorological, astrological,thermological, cosmological, and ecological dynamics that can effect world

weather phenomena and that the significance and interrelativity of these fac-tors is largely speculative; and . . .

( 3 ) That the debate on global warming has subsumed political and philoso-phical viewpoints which have COMPLICATED and PREJUDICED the scientific in-

vestigation of global warming phenomena; and . . .

BE IT FURTHER RESOLVED, that the Legislature urges that all instruction on the THEORY OF GLOBAL WARMING be appropriate to the age and academic develop-ment of the student and to the prevailing classroom circumstances.

It is our opinion that the Sun is the main di-rect and indirect driver of climate change.

Variations in solar activity and cosmic rayscorrelate to temperature much better thanCO2. This may be because an electromagnetically active sun diverts cosmic raysfrom hitting the atmosphere. Cosmic rayshave been shown experimentally to assist incloud formation.

Fewer cosmic rays result in reduced lowcloud cover, which allows more sunlight towarm the Earths surface.

The United NationsIPCC reports have beenmisrepresented by the nonscientific IPCC

bureaucrats in preparing the SummaryforPolicyMakers.

Recent research casts doubt on historicaldata used by the IPCC. Urban effects havecontaminated surface temperature data.Some measured CO2 levels of the past 180years appear to be in excess of present lev-els. Current climate computer models areunsuitable for making reliable climate fore-casts mainly because they assume without justification that CO2 is the major driver ofclimate. The cosmic ray effects on clouds

are ignored. The input assumptions are ad-justed to make the temperature projectionsmatch recent temperature trends, therebygrossly exaggerating the effects of CO2 onthe climate. The models, in response toCO2, predict a distinctive temperature pro-file in the atmosphere, which is totally ab-sent from the observational record.
