3. PSC meetings are convoked by the LP. The LP can invite representatives of the JTS, MA and INTERREG National Contact Points to attend to the PSC meetings as observers.

4. The members of the PSC shall make an effort to reach the widest agreement; if this is not reached in due time, decisions are taken by simple majority vote among the project managers and substitutes present at the meeting. In case of parity, the final decision is the one of the LP. Decisions taken by the PSC are binding for project participants.

Role of the Lead Partner(from Partnership Agreement)

The LP shall take all the steps needed to correctly manage the project in accordance with the project application, the decisions of the Steering Committee and the subsidy contract.

In addition, the LP shall:• keep the project partners informed on a regular basis about all relevant communication between LP and Joint Technical Secretariat (JTS) and LP and MA

• complete all actions foreseen for each year of the project implementation and have these expenditures certified within 12 months after receipt of the respective invoice or equivalent accounting document at the latest.
