Bids are hereby invited from suitable qualified experienced service providers to submit quotations for supply and delivery of two (2) Tractors to Ndwedwe Local Municipality office premises.

THERE IS NO COMPULSORY CLARIFICATION MEETING. Bidders are requested to download Bid documents on www.etenders.gov.za .

Bids must be sealed in an envelope marked with the relevant: Project Name and Bid Number, and must be deposited in the box situated at reception area Ndwedwe Municipality Lot, 47- 48 P100 road, not later than 12H00 on TUESDAY the 20th of FEBRUARY 2018 where bids will be opened in publi

Late proposals or proposals received by way of post, facsimile or e-mail will, under no circumstances, be considered.

The Ndwedwe Municipality subscribes to the Preferential Procurement Framework Act, Act 5 of 2000, new 80/20 preference points system will apply in terms of the Preferential Procurement Regulation. 2017 (B-BBEE Status Level of Contribution) - an original or certified copy of the certificate is required), Bids shall be valid for a period of 120 days. 1. INTRODUCTION

1.1 The purpose of the brief

The main purpose of this brief is to engage the services of an experienced and

qualified service provider to provide the Municipality 02 tractors for agricultural

purposes under the Department of Economic Development and Planning.

1.2 Background


The Ndwedwe Local Municipality wishes to secure the services of the suitable

service provider (consultants) to provide 02 tractors for agricultural purposes.

These tractors are being procured to assist the SMME’s and Co-operatives within Ndwedwe in enhancing the amounts of their produce in their respective

agricultural endeavours.

2. AIMS AND OBJECTIVES

The aim of the exercise is to engage the services of a qualified and experienced service provider to supply the required vehicles.

4. PROJECT DELIVERABLES

The project deliverables for this project are as follows:


The successful bidder is to supply and deliver the registered tractors

ordered within five weeks of the date of the official order.

Warranty is compulsory

Service plan is compulsory

5. METHODOLOGY

Service Providers will be required to indicate in their proposals clear, relevant and

practical documentation. The tendered rate will include Registration, Warranty,

Service Plan and delivery costs to Ndwedwe Local Municipality Main Offices.

Prices shall include Value Added Tax.

6. REQUIRED COMPETENCIES

A service provider with extensive knowledge on agricultural equipment for different

kinds of arable lands and also be able to give clear service advice thereof.

7. CRITERIA FOR SELECTION

All proposals will be evaluated according to the following evaluation system which is

in accordance with the Municipality’s Supply Chain Management Policy. The system

also complies with the Preferential Procurement Framework Act.

7.2 Scoring on Preference Points

Preference points are earned as contemplated in the B-BBEE Framework Act,

2011 and its accompanying regulations.

7.3 Scoring on Price

The bidders are required to submit a cost breakdown and relevant stages of the

project that they will be using for payment purposes. Points scored on price uses

the inverse relationship of the proposed contract price to the lowest price. The

lowest priced proposal therefore scores the maximum price points, and the

higher priced proposals proportionally lower points.


Note: The Ndwedwe Local Municipality does not bind itself to accepting the

lowest.

8. REPORTING

The service provider shall liaise directly with the Acting Director Economic

Development and Planning Directorate.

9. SUBMISSION DATE AND REQUIREMENTS

Proposals are to be completed in accordance with the conditions attached to the terms of reference document and must be sealed and marked “SUPPLY AND DELIVERY OF 2 X MUNICIPAL TRACTORS – BID NO: NDWB 17/17/18”, and must be deposited into the bid box situated at the reception area: Ndwedwe Municipal Offices, Lot 47- 48, Road, P100, Ndwedwe, not later than 12H00, on 20TH OF FEBRUARY 2018. The name and address of the service provider must be clearly written on the sealed envelope containing the proposal. Late quotations or quotations received by way of post, facsimile, or e-mail will, under no circumstances be considered.
