Bill Kelton III was born in Crane, Texas, and is one of three
sons born to Bill and Pat Kelton. At his birth the family was living
on a ranch. Though his father later became a school teacher, Bill grew up a week-end and summer
cowboy, and for fun participated in rodeos, including participation for several years in the finals of the
American Junior Rodeo Association. He lived in several West Texas towns while growing up, but
finished school in Monahans. Bill remains a certified ferrier.
Born in Refugio, Texas, to Tom and Nelta Lancaster, Juli lived several places before the family put
down roots in Monahans. Growing up she had fun riding bikes with her friends, participated in theatre
arts and pep club in school, and hunted ducks and fished with her father. In 1968, at age fifteen, Juli
was baptized into Christ at Monahans by Terry Bouchelle.
For a time, Bill’s father and Juli’s mother both taught 6th Grade at the same Monahans-Wickett-Pyote
ISD school. Later Bill’s father became a school counselor and then an assistant principal in that
school district. Juli met Bill in 1970 when they were students at Monahans High School. After high
school, Bill studied business at Texas A&M and Juli studied education at Angelo State. While
attending college in different cities, they wrote lots of letter to each other. The couple married in
1972, and have been married for 47 years.
Bill went on to study law at the University of Houston. Reared in the Methodist Church, Bill was
baptized in 1977 while he was a law student. After completing law school, he worked as an attorney
and a Landman for several companies, and now an independent practice. Juli taught Kindergarten
for 25 years.
The Keltons have been blessed with a son, Thomas, who has three sons, and a daughter, Katie, who
has a son. While the children were growing up the family rode bikes, traveled to Disneyland and to
the beach, camped at Balmorhea, and visited relatives. Both of Bill’s parents are still living. Juli spent
four and one half years caring for her mother, who was dearly loved by those of the Main Street
congregation. She died last year. Bill’s hobby is being a grandpa. While Juli shares that hobby, she
also likes reading mysteries, cooking, and gardening. Her favorite Bible verse is, “Be still and know
that I am God” (Psalm 46:10).
