Preface

This publication presents the current approval status of the professional educator preparation

programs at colleges and universities in Maryland that offer programs leading to initial and

advanced level certification. The Maryland Program Approval and Assessment Branch

conducts on-site reviews every five to seven years for fully approved programs and follow-up

visits to programs on probation. State and national standards are applied in the evaluation

process.

The first section of this publication lists programs by institution. Programs in the listings are

shown as baccalaureate (basic undergraduate) or post-baccalaureate (certification only or

certification and a graduate degree). The listing by institution also indicates the initial date of

approval, the date of the most recent program review and the approval status.

The approval status is presented as full or probation. Full approval is a period of five to seven

years from the date of the review. Probation is a form of approval that is limited to one or two

years with state monitoring. During probation the institution and its students receive the

benefits of state approval. To conclude the probationary status, thereby restoring full five to

seven year approval from the date of the original visit, the State Superintendent determines that

the conditions of probation have been met. If these conditions are not met, the State

Superintendent terminates state approval.

Maryland statute requires colleges and universities with an enrollment of 2000 full time

equivalent (FTE) or more students to become accredited by the Council for Accreditation of

Educator Preparation (CAEP). Colleges and universities with an enrollment of less than 2000

FTE may choose to seek CAEP accreditation. This publication displays the CAEP logo for

those institutions that have earned the CAEP accreditation.

Following this section is a listing of all approved programs by certification area. For example

this section lists all of the elementary education programs in the state under the heading of

“elementary education.”

This publication of approved education programs is updated regularly on the Maryland State

Department of Education’s website www.marylandpublicschools.org for all Maryland colleges,

universities, school personnel officers, as well as certification officers in other states and any

other interested institution or agency.

Program Verification

Maryland Approved Program (MAP) Transcript Stamp [effective February 2, 2015] Note the date of the initial state approval. If a student graduated before state program approval,

s/he should not receive a MAP stamp on his/her transcript. Make sure that the courses in the

program were all successfully completed.

Maryland issues administration certificates for administrative assistants, supervisors,

principals and superintendents. To qualify for principal assignments, individuals are

required to successfully meet the state qualifying score on the School Leaders Licensure

Assessment (SLLA), which is Maryland’s principal candidate assessment.

� Dual Programs

Programs listed with a diagonal mark (/) between titles are dual programs. For example:

Early Childhood/Elementary indicates a candidate has completed program

requirements for both certification areas.

� Program Concentrations

Program listed with a colon (:) after the certification field identify a particular

concentration within the field. For example: Music: Vocal indicates a candidate has

completed program requirements for certification as a music teacher with a concentration

in voice.

� Program Levels

Levels separated with a semi-colon (;) indicate that a program leads to certification at

different levels. For example: a Special Education: Generic program which lists Infants-

Grade 3; 1-8; 6-12 as the levels indicates that completion of the program leads to
