Assessment of demand for serviced land: (e.g. planning applications increase in house prices, population growth and projections, etc.)

2,272 Planning Applications were processed in County Kilkenny in 2007, a marginal decrease on the 2006 figure of 2,346. To 1st July in 2008, 903 Planning Applications were processed. This would represent a decrease of 20% if carried through to a full year. A majority of applications are for housing. The average house price in County Kilkenny in 2008 is about €260,000 approximately; this is more or less the same as in 2007 (Housing Section, KCC). Castlecomer is a Scheduled Town under the 2002 Kilkenny County Development Plan. The Zoning Objectives Map shows a total of 23.57 ha of undeveloped land available for housing development within the Plan area. Development in Castlecomer is at present retarded by limitations in public services particularly the sewerage system. A number of pending applications (see Consultant’s report) for a total of 120 houses are held up, the prospective Applicants having been advised that their applications are premature pending the upgrading. These Developers have formed the Castlecomer Developers Group, which is funding the Consultancy for the Design and Construction of the upgrade.

Other Impacts of Scheme (Environmental, Economic)

The proposed upgrading will result in a significant improved in the quality of treated effluent discharged from the Works to the adjoining River Dinan. This is currently well below the required Standards. The increase in population in the Town arising from the proposed developments will result in an increased downstream demand for services, which will be accommodated in a future extension to the upgraded Plant; these will be funded from future Development Contributions.

Wastewater Treatment Plant at Smithstown, Castlecomer, Co. Kilkenny

1. INTRODUCTION

1.1 This report has been prepared for submission to Kilkenny County Council in order to comply with Local Government (Planning and Development) Acts 2000 – 2004, and deals with the proposed upgrading of Wastewater Treatment Plant at Smithstown, Castlecomer, Co. Kilkenny

1.2 The development will include:

A 15:25 BOD:SS Treatment Plant to cater for a population equivalent of 6,000 with facilities for further upgrading and incorporating:

Automatic Inlet Screen Ferric Dosing Automated Pumping Equipment Balancing and Mixing Tanks Sequencing Batch Reactors Sludge Holding Tanks New Control Building New Access

1.3 The scheme was advertised in the “Kilkenny People” and was available for inspection at the County Hall, Kilkenny and Castlecomer Area Engineering offices from the 15th June 2007 until 13th July 2007. Submissions were invited to be submitted not later than 27th July 2007

2. KILKENNY COUNTY DEVELOPMENT PLAN

In Volume 1, Section 4.4 of the Kilkenny County Development Plan, it states that

“The provision of wastewater treatment infrastructure is imperative to facilitate the economic, social and physical development of the County

It is essential to facilitate the planned phased expansion of the towns and villages throughout the county”

In Section 4.5 it is the policy of the Council to:

a) extend waste water treatment to meet the expanding domestic, commercial and industrial of the county and

b) improve the provision of treatment services in those areas where deficiencies exist at present

In Volume 2 in the Castlecomer Plan section 12.1 it is an objective “to investigate the adequacy of the town’s sewage treatment facility, with a view to assessing future need for improvement”.

3. SUBMISSION AND OBSERVATIONS RECEIVED AND RESPONSES THERETO

One submission was received from the Southern Regional Fisheries Board. Their observations and comments have been taken into account in establishing the discharge standards of the proposed upgraded treatment plant and in determining the assimilative capacity of the receiving waters.

Two further submissions were received from local landowners. Their comments generally deal with issues related to the pipeline. An issue in the submissions in relation to the screening of the site. These issues will be addressed at the detailed design stage of the project.

4. RECOMMENDATION

I consider therefore the proposed scheme to be in compliance with the provisions of the County Development Plan and to be in accordance with the proper planning and sustainable development of the area.

SITE & LOCATION The Wastewater Treatment Plant (WWTP) is located on the southern edge of the town, adjacent to the River Deen (also known as the Dinin), and is accessed from the N78 by a roadway, which Kilkenny County Council shares with the Carter family farm and Castlecomer Golf Club. The WWTP is a traditional design Percolating or Trickling Filter plant. The site comprises an overall plot of c.0.38ha, which is securely fenced and accessed via a 3m wide double leaf entrance gate.

Plant Layout

The existing WWTP and process is briefly summarized hereunder:

Inlet works: The incoming pipeline to the plant is 150mm diameter and discharges into an Inlet Channel, constructed in 2000, which incorporates a Stormwater Overflow to the adjacent river. The inlet channel also incorporates an automatic fine screen and a by-pass with a coarse screen for emergency use\maintenance down time alternative.

Imhoff Tank: The screened wastewater is discharged by gravity to an Imhoff tank, comprising a horizontal flow settlement tank 4.88m wide x 13.71m long x 4.8m deep. Primary treatment is achieved in the Imhoff tank. Settled sludge is pumped to drying beds.

Percolating Filters: A dosing siphon and rotating distributors introduce the settled liquor to the 2 no Percolating Filters, which are 14m diameter and c 1.5m deep and operate in parallel. The filter media is “Marpak” plastic, which replaced the original stone media when the Plant was upgraded in 2000.

Clarifier: The Clarifier comprises a 10m diameter x 2.5m high precast concrete tank, with a sloping floor and central hopper bottom, and a rotating half-bridge scraper system. The treated liquor from the Trickling Filters is pumped to the Clarifier for final settlement and discharge to the River Deen. The settled sludge is pumped to Drying Beds.

Sewerage Network: The Sewerage Network in Castlecomer is a combined system. The pipe network serves the Castlecomer town area and extends from the plant northwards through the main Kilkenny Street, with individual branch networks serving Oakhill development, the Hospital and Hillside View area, Maryville houses, and a branch extending westwards from central town junction at High Street serves Barrack Street-Marymount-Donaguile. A pumped main also discharges into manhole (MH E4) located at this central town junction, the Pumping Station being located at the bottom of High St. on the western bank of the River Deen. This Pumping Station is gravity fed by a pipeline from Love Lane via Ballinakill Road, Chatsworth Street, via the rear gardens of houses on the northern side of High Street and crossing High Street to the Pumping Station. 225mm before connecting to the main 300mm sewer which runs through Kilkenny Street.

The main pipeline from High Street main junction is a 300mm spigot and socket concrete pipe, increasing to 375mm adjacent to the Oakhill branch connection. The 375mm pipeline extends to the end of the Kilkenny Road main run and to the River Deen crossing, where a 150mm cast iron siphon under the river bed discharges to a manhole from which a 225mm pipeline extends to the Inlet Works at the plant. There is a storm overflow connection to the river at the river crossing siphon location, another mid-way along Kilkenny Road and a third at the Pumping Station at the bottom of High Street.

Plant Capacity

The WWTP was originally constructed as a traditional design Percolating Filter plant, with stone as the filter media. This WWTP in its original stone media filter form had a design capacity of c. 1300 PE.

In 2000 the plant was upgraded to a design capacity of 2500 PE, the upgrade including the provision of:

SURVEY AND RECOMMENDATIONS Survey & Findings

It has been established that there are problem areas adversely affecting the operation of the WWTP and associated pipe network as follows:

Blockages periodically occur in the pipe network at the river crossing adjacent to the inlet works of the plant. This results in backing up of the pipework system and consequent flooding and sewer blockage of service connections to houses adjacent to the WWTP.

The Humus Tank/Pump Chamber, which is the lowest level chamber at the WWTP, is prone to incursion of river water during high flood level occurrence, unnecessarily adding to the pumping demands of returning liquor to the clarifier.

Video camera surveying confirmed that the pipelines adjacent to the River Deen and immediately upstream of the river/siphon crossing contain very considerable deposits of silt and debris; however it also confirmed that the pipelines are in good repair. Camera surveys also highlighted the connection of 8 no. road gullies to the sewer system.

Survey and inspection of working WWTP confirms that the plant is operating satisfactorily and identifies that there is evidence of river water incursion into the humus tank, as identified above.

Pipeline blockages: It is apparent from observation of pipe flows and particularly storm flows that the method of flow via siphon across the River Deen adjacent to the plant inlet is incapable of catering with design flows.

The assessment of this section of pipe network with the substantial flow of a combined system running in a 300mm pipe along Kilkenny Road, increasing to 375mm (flat gradient 1:300) along the run approaching the river crossing gives a clear explanation for the problems identified on site.

In particular the cumulative effect of this considerable flow in a 375mm pipe being carried to the inlet of the 150mm Siphon gives explanation for the consequential backing up – the large reduction of pipe diameter; the reduction in flow velocity; the deposition of silt and grit in backed-up pipework; the absence of screening to remove solids and debris; all as observed in camera surveys. The 375mm incoming pipe is serviced by a 150mm siphon under the river bed and also a 225mm storm overflow to the river. Lack of screening and a turbulent flow regime in the environment of this storm overflow results in solid matter and debris, not alone blocking the siphon entry, but also discharging directly to the river via the storm overflow.

A) Recommendations for Improvements to the existing WWTP:

The matter of river backflow to the Humus Tank/Pump Chamber is relatively easy to solve and involves the fitting of a non-return or flap valve on the discharge to the river. This modification can be carried out without any major disruption to plant operation.

In relation to the problems associated with the river crossing the proposed solution is to provide a replacement 375mm inlet gravity pipeline extending directly into the WWTP Inlet Works from the manhole adjacent to the N78.

It is also recommended, and important, that the 8 road gullies, which have been identified by camera as being connected to the sewer, should instead be connected to existing surface water systems and adjacent culverts. These are located along the Kilkenny Road in the surveyed c 600m section extending from Maryville towards the WWTP.

Central Statistics Office (CSO) data from 2002 census is used as a population datum, and new homes, constructed since 2002, are factored into current PE estimates.

Proposed developments which account for 540PE contribution have been confirmed for immediate planning applications by developers E. Nolan at Clogh Rd (100 houses), by Cordill at Castlecomer (50 houses) and by Caisleán Homes at Convent (30 apts.)

The further existing lands, zoned residential in 2002 County Kilkenny Development Plan, which are not at planning application stage are factored into estimates.

The further existing c 117 acres of lands, not zoned residential in 2002 County Kilkenny Development Plan but within the development boundary, which are not at planning application stage are provided for in Table 2 as a 1600PE allowance, which is the equivalent of 50acres of residential development. This increase in PE capacity allowance will provide for the opening up of these lands for future development.

The Kilkenny County Development plan is subject to revision and update in 2008, and is not taken into account at this stage.

Revised 2006 Census figures are not available until mid 2007, and PE figures will be reviewed when these become available.

Summary

The existing percolating filter WWTP has a capacity of 2500PE. The future population demand assessment indicates that a 6000PE plant is required in order to provide a satisfactory and compliant effluent treatment system.

Recommendations for Proposed Upgrade of Scheme 1) Pipe Network and Pumping Station at High Street It is apparent from site inspections and from an examination of pump

chamber dimensions that the present arrangement is inadequate to cater for present flows and that overflows to the river Dinin are constant and that pipelines feeding directly to the pump chamber constantly back-up. This pump chamber, which was constructed on the floor of the filter bed of original WWTP, has an effective depth of 1m under incoming pipe and the chamber is c 1.8m x 3.6m in plan. The sump, with a capacity of c 6.5cu m., is gravity fed by a 225mm which reduces to 150mm immediately before sump entry. Surplus flows are diverted to river Dinin via 375mm storm overflow pipework. The pipework feeding into this pump station extends from Love Lane northwards to the Ballinakill road, along part of Chatsworth St, onwards behind and in the private back gardens of buildings on northern side of High St., and crosses High St. to enter the pumping station. Furthermore this line also affords the only possibility of serving Respond, Cordill & E Nolan lands (178houses + commercial) and particularly in this context the adequate capacity of pumping station is a priority.

In regard to and in response to the above network and pumping difficulties the following is recommended:

a) Provide new pump sump, pumps, controls, holding tank with screened overflow, and necessary adjustments to incoming pipework at the existing pump station location.

b) Provide system capacity to cater for the future developments identified and also for future lands\North of town centre.

c) It is evident that the existing pipelines carry very large volumes of surface and rain water and this compromises the proper functioning and efficiency of WWTP and also of pumping station. Whilst some sections of the network have been surveyed and surface water gullies and ingress have been identified, further camera surveying is recommended to identify ingress of surface water. Remedial action can then be detailed and this will bring benefits to functioning and efficiency of pipelines and also the WWTP

2) 6000PE WWTP Upgrade-Preliminary Proposals. It has been established that the existing WWTP has a capacity of 2500PE and will require upgrading to min. 6000PE. This upgrade may be acceptable and advisable in phases, but this will be subject to confirmation following detailed design.

It is evident that the WWTP site is relatively small and also restricted by cross-falls and also low areas are subject to flooding. This will impact on design approach and final assessment.

The proposed WWTP will have minimum design criteria to produce final effluent as follows:

The establishment of the appropriate effluent standards is based on river Dinin assessment, assimilative capacity of the river and also compliance with the various regulations as set out later in this report.

Assessment of type of plant to be provided will be undertaken in greater detail and will take into account construction costs, flexibility in relation to further increases in capacity, advantages and disadvantages relating to space requirements, running costs, efficiency and reliability in meeting the required effluent quality standards.

Preliminary assessment of the option of maintaining percolating filter design would lead to some concerns about site size, but in particular the difficulties associated with nitrification, which can only occur in slow rate filtration plants, which are not efficient in BOD removal. Thus stone filtration plants remove ammonia efficiently but efficient BOD removal is achieved in rapid plastic media percolation plants. However a plant design for combined BOD removal and nitrification will be undertaken in order to assess options.

It is evident from the site size considerations and effluent discharge standards required that a satisfactory effluent treatment method is batch treatment in Sequencing Batch Reactors. This method easily lends the approach to phasing the work and a typical plant upgrade to SBR system is summarised hereunder.

Brief outline of Process & Works proposed: Phase 1 - Inlet works: The existing inlet channel has an automatic fine screen and a by-

pass with a coarse screen for emergency use\maintenance down time alternative. The automatic screen will require replacement and upgrading to accommodate the increased flows. Grit separation and removal will also be incorporated. Inlet flow will be automatically measured and monitored.

- Existing Imhoff Tank will be maintained as a primary settlement tank, with sludge removal pumping system to Sludge Holding tank.

- A new pump chamber will be constructed adjacent to and immediately downstream of the Imhoff tank. A submersible pump set, c/w mixer and level and ultrasonic control will feed the SBR tanks.

- SBR tanks: The submersible pump set will feed the SBRs via actuated valve sets. The SBRs will have fully automatic & programmable sequences- filling, mixing, aeration, settling and drainage stages. Decanters are automatically actuated to drain off supernatant liquor to discharge to existing outfall. Likewise the settled sludge is pumped to the sludge holding tank, SBRs and associated equipment and design also incorporate phosphate & nitrates removal. Ferric sulphate or phosclear dosing plant, mixers, pumps, actuated valves, measuring and monitoring of dissolved oxygen levels, flow and level

controllers and measurement, composite sampler, recorder etc. Optional satellite or equal telemetry system to incorporate call out\message\dial out facility, with all site equipment\controls etc to accommodate such a facility.

- Sludge Storage and removal: Existing clarifier will be used as a sludge holding tank, fed from SBRs by means of a valve actuated submersible `positive displacement\pd\mono` type pump set. The tank will incorporate supernatant draw-off valves, discharging to the inlet channel, also submersible aerator\mixer and sludge draw-off by means of low level valved connection pipe with tanker coupling.

- Tertiary treatment is required in order to achieve the recommended discharged effluent standards and this will be achieved by providing final holding tank and filtration system.

- Construct new control building, all interconnecting pipework and cables. Provide access platforms, stairs and ladders to tanks and equipment. Provide hard cored roadway to plant from public road, hardcore to entire site area, site lighting and necessary adjustment to fencing and gates.

- The various items\processes\equipment etc as mentioned above will be further specified in a Scope of Work & Project Specification document. They will form the basic guidelines for specialist design, supply, fit\construct contract, to be further clarified in contract documents.

Brief outline of Process & Works proposed: Phase 2 - Construct additional SBRs complete as per Phase 1 general arrangement.

- Construct sludge thickening plant to later detail.

Effluent Discharge Standards The standards appropriate to the effluent discharge from Castlecomer WWTP are established by reference to the following Statutory Instruments (S.I.), as follows:

S.I. 254\2001-Urban Waste Water Treatment Regulations, 2001 This regulation specifies that in all instances a discharged effluent shall contain a BOD maximum concentration of 25mg\l, a COD maximum concentration of 125mg\l, and a Total Suspended Solids maximum concentration of 35mg\l.

Furthermore in listed sensitive areas (rivers and lakes listed by name in schedule 3) Total phosphorous, P, maximum concentration of 2mg\l, Total nitrogen, N, maximum concentration of 15mg\l.

The river Dinin is not listed as a river in a `Sensitive Area`.

Water Quality Standards for Phosphorous Regulations, 1998 This regulation sets a minimum target water quality standard for rivers and lakes based on their Biological Water Quality Rating, Q. Q is the rating assigned by the EPA, resulting from monitoring by EPA. The river Dinin is designated Q3-4, slightly polluted. For a Q4 rated river a 30 mg\l P target water quality standard is recommended and 50 mg\l P for Q3 rivers.

Whilst the river Dinin is not listed as `Salmonid Waters` and as such these regulations are not mandatory in respect of the river Dinin, due regard is given to the Salmonid Water Quality standards, listed in Second Schedule of S.I.293:1988, particularly as follows for the river waters maximum (average 12month samples)concentrations :

- Total Suspended Solids maximum concentration of 25mg\l. - BOD maximum concentration of 5mg\l

- Nitrites 0.05 mg\l NO2 - Non-ionized Ammonia 0.02 mg\l NH3

- Total Ammonia 1.0 mg\l NH4 N, subject to conforming to non-ionized Ammonia 0.02 mg\l NH3

Receiving Water Assimilative Capacity Quality of Receiving Water\Dinin River The river Dinin water quality is determined by reference to Environmental Protection Agency(EPA), Regional Water Laboratory, Kilkenny-River Quality Report-2005, the relevant river reference Code 15D02, and Station No. 0300 is located in Castlecomer North and upstream of the WWTP and Station No. 0400 is located at Dysart Bridge just South and downstream of the WWTP.

The latest Biological Quality Rating (2005) is Q3-4 slightly polluted at Station No. 0400 and Q4\unpolluted at Station 0300, which indicates slight deterioration downstream of WWTP. Biological components and concentrations are tabulated in latest EPA report for the Dinin River and these results are used in assessing the assimilative capacity of the river.

Dinin River flow rate The river Dinin flow is determined by reference to Office of Public Works(OPW) data from adjacent river gauging station, which confirms a 95th percentile flow of 0.21 m3/s. From catchment data and site assessment it is estimated that average flow is c. 2 m3/s and typically low summer flows are c 0.5 m3/s.

Assimilative Capacity of River Dinin Assimilative capacity calculation for BOD, phosphorous, suspended solids, Ammonia and non-toxic substances is based on the recommended (EPA) methodology set out in the following equation:

Waste Assimilation Capacity (WAC) = (Cmax - Cback) x F95 x 86.4 kg \day

Where: Cmax = max permissible (mg\l) , in accordance with S.I. standards

Cback = background upstream (mg\l), determined from EPA River Quality records

Where Cmax = max permissible BOD (mg\l)

Cback= background upstream BOD (mg\l) WAC = (2.30-1.30) x 0.21 x 86.4 kg BOD \day = 18.144 Kg.

6000PE gives rise to additional 1,080,000 L @15MG\L BOD, which equates to 16.2 Kg\day i.e. 89% WAC.

Effluent BOD @ 15 mg\l is recommended. Assimilative Capacity Ammonia and Orthophosphate Ammonia Applying the above methodology, the River Ammonia median is 0.026 mg\l N and the Permissible N =1.0 mg\l N, there is adequate assimilative capacity to receive a final discharge with Ammonia concentration of N not greater than 15 mg\l.

Orthophosphate River o-Phos median 0.02 mg\l

Permissible o-Phos = 0.03mg\l as per EPA advisory\River Quality Q4 Effluent o-Phos @ 1 mg\l is recommended.

There is only minimal assimilative capacity available for Orthophosphate, as the median o-Phos concentration of 0.02 mg\l is close to permissible 0.03 mg\l. Best practice indicates that a recommendation for higher quality treated effluent with 1 mg\l concentration is appropriate and this will have minimal impact on the Dinin, with average flows estimated to exceed 2.0 m3/s.

Tipperary Re: Upgrade to Wastewater Treatment Plant at Castlecomer Dear Sir I refer to your letter of 26th July 2007 regarding the proposed upgrade of Castlecomer Waste Water Treatment Plant and your comments in relation to orthophosphate levels. I have been in contact with the Consultant who has informed me that the median orthophosphate level of 0.02mg/l used in calculations was derived from the last ten results received from the EPA. It would appear from an anlaysis of the results that there has been an improvement in the orthophosphate levels with a median orthophosphates level of 0.02mg/l from the last ten results, 0.03mg/l from the last 20 results and a median level of 0.04mg/l over the period 2001-2006 as pointed out in your correspondence. Having reviewed the figures and taking your comments on board, Kilkenny County Council proposes that the final effluent standard for orthophosphates be improved to a level of 0.5mg/l as opposed to the original proposed standard of 1mg/l. An increase of 0.004mg/l in the orthophosphate levels in the receiving waters would give an assimilative capacity of (Cmax –Cback) x Fmed*86.4 which equals 0.004*2*86.4 Kg = 0.69 Kg Where Fmed is the median flow in M3/S A 6,000 PE Treatment Plant with a 0.5mg/l effluent standard for orthophosphate would give a loading of 6,000*180*0.5mg = 0.54 Kg. This means that there would be an increase in orthophosphate levels in the receiving waters of 0.004*0.54/0.69 or 0.0031mg/l. This would give a median orthophosphate level of 0.0231mg/l based on the last ten results from the EPA or 0.0331mg/l based on the last twenty results. Kilkenny County Council would welcome a meeting with the Fisheries Board to discuss issues of mutual interest. Our Senior Engineer, Mr. Billy Mernagh, is on leave/courses until 13th September 2007. 7th September 2007 Dorcas Carter Smithstown House Castlecomer Co. Kilkenny Re: Castlecomer Wastewater Treatment Plant Upgrading 2007 at

Smithstown, Castlecomer Dear Dorcas Further to your letter of 25th July 2007 and a meeting of Ronald Carter, Terry Brennan and myself, I wish to confirm the following: Subject to the proposed upgrade taking place, the following alterations and accommodation works will take place.

• The route of the pipeline will be altered as shown in red on the attached drawing and a 10 metre long concrete culvert will be installed over the new sewer pipe to facilitate access to your field from the existing gate . The existing pipes and concrete plinths are to be removed.

• The amount of trees to be felled at entrance no. 1 is to be minimised with the most southerly tree being maintained and four adjacent trees being felled. New beech and Leylandii trees to be planted at existing entrance and 3-4 foot beech hedging to be sown in Carter’s field opposite the entrance.

• Hard core to be place in the verge opposite entrance no. 1 to facilitate vehicular access to the treatment plant.

• Entrance no. 2 to be relocated as per attached drawing. This entrance to be 12 foot wide.

• The new entrance gates are to be of timber construction. • A new eight foot block wall is to be installed to the west of entrance no. 2 as

shown on the attached drawing. This wall is to pointed and capped with ivy creepers to be sown. In as far as is possible, the width between this new wall and the existing wall at the other side of the access road is to be eight metres.

• An existing manhole in Carter’s field is to be removed. Hole shall be backfilled up to existing ground level

• The access road to the treatment plant is to be tarred and chipped. I trust that this is an accurate reflection of our discussion.
