The agency has in- house experts in various areas such as health care, education, agriculture, governance, digitisation, basic infrastructure, the environment, water and health infrastructure. Enabel also offers expertise in other areas: (public) finances, public procurement, human resources, process management, fair trade, marketing, communication… The geographical expertise of Enabel covers the fourteen partner countries of the Belgian governmental cooperation (in Africa and the Middle East) but also comprises countries in Latin America and south-east Asia. Sourcing expertise Enabel uses a diverse pool of experts from Belgian public services, universities and research centres with which it has signed cooperation agreements. This pool comprises various areas of expertise such as human rights, social security, vocational training and employment, food security, justice, law enforcement, security, migration, port management, energy and waste management. Sustainable Development Goals Belgium’s development cooperation policy is aligned with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs). This universal global agenda was approved in September 2015 in New York by the General Assembly of the United Nations. Civil society, the private sector as well as authorities are playing an important role in this agenda. Enabel ? Enabel is a Belgian variant of the English verb ‘to enable’, which means making things possible, facilitating and empowering, which is exactly what the Belgian development agency does. We enable our partners to do what is required to achieve sustainable development in their country. MissionThe mission of Enabel, the Belgian development agency, is to implement and coordinate the Belgian international development policy. This policy focuses on inclusive economic growth, human rights and in particular women’s and children’s rights, digitisation and the least developed countries.

Enabel has the exclusive competence for the execution of the Belgian governmental cooperation in the fourteen partner countries.

In addition, the agency actively explores assignments and funding opportunities offered by third-party donors to enhance the impact of Belgium’s development policy.

Enabel can also carry out and coordinate international cooperation initiatives of Belgian public instances. Thus, Enabel becomes the interface between Belgium’s public instances and Belgian or foreign donors for international development interventions, especially in low- and middle-income countries.

Assignments for third-party donorsSince 2005, the Belgian development agency has implemented projects for donors such as the European Commission, the World Bank, GIZ, AFD, DFID, UNDP, LuxDev, Irish Aid, USAID, Flanders, the Brussels-Capital Region…

Legal frameworkEnabel is a public-law company with social purposes. The Belgian State is the sole shareholder. The Minister of Development Cooperation represents the Federal State at the General Meeting of the agency.

The rights and duties of the federal State and the Belgian development agency are described in the management contract.

Enabel implements Belgium’s development policy as well as – at the request of the federal government – any public service assignment in low- and middle-income countries under the 2030 Agenda for Sustainable Development.
