Dear EBA Members:

As you can see, the Elmwood Business Association has an ambitious agenda with an exciting event coming up. This is a reflection of how committed our Board of Directors are this year.

In January our speaker was Billy Nungesser, Lieutenant Governor. He is second in command in the executive branch and Louisiana’s Ambassador as Commissioner of the Department of Culture, Recreation and Tourism. In February we had Sheriff Lopinto update the Elmwood

Business Association members about what is going on in the Parish. The meeting ended with us presenting a check to the sheriff ’s office for the purchase of 5 bullet proof vests for our officers.

The Elmwood Business Association’s premier charity fundraiser, “Taste of Elmwood,” presented by Home Bank will be held Tuesday, March 20, 2018 from 11:30 a.m. – 1:00 p.m. at Elmwood Self Storage and Wine Cellar. The eventfeatures local Elmwood restaurants and caterers showcasing samples of their cuisine in a fun, social networking atmosphere.

We are excited to announce that this year’s charity beneficiary is ARNO - Animal Rescue New Orleans. ARNO is dedicated to the rescue and aid of abandoned and homeless animals. ARNO’s care includes responding to the immediate needs of animals who are too old, too young, too sick, neglected, abused and/or deprived of love. ARNO promotes the foster, adoption and reunion of pets with caretakers as well as spaying and neutering all companion animals through their no-kill shelter.

AWARD-WINNING GLOBAL FIRM SELECTED TO DEVELOP CHURCHILL TECHNOLOGY & BUSINESS PARK MASTER PLAN

T he Churchill Technology & Business Park is one of the region’s greatest assets. Born out of the Jefferson EDGE, the Parish’s long-term economic development strategic plan, the park offers a 480-acre stretch of land ripe for development on the West Bank. The Park is home to JEDCO, JEDCO’s Conference Center and Business Innovation Center, and the Patrick F. Taylor Science and Technology Academy, a top-performing magnet school emphasizing STEAM curriculum. It is also the future home of the Delgado Community College River City Campus and Advanced Manufacturing Center of Excellence. Growth and investment into Churchill Park will have a positive impact on the entire Parish. Last year, JEDCO took a critical look at the future of the park and the role it will continue to play in the advancement of the Parish’s economic climate.

In late 2017, JEDCO issued a public Request for Proposals (RFP) to identify a firm to develop a master plan for the Park. JEDCO received ten proposals from a mix of locally based and non-local planning and design-related firms. After a rigorous review process, JEDCO selected Perkins+Will, an award-winning global multi-disciplinary, research-based architecture and design firm to develop the master plan.

Under the contract, Perkins+Will will provide an analysis of existing conditions and uses of the Churchill Technology & Business Park, a public participation plan to interview and engage with area stakeholders, a master plan of the Park, including land use plan, identification of needed infrastructure improvements, and implementation plan, and an analysis of and recommendations for amendments to the

Park’s covenant restrictions. The entire project, including professional and travel fees, will not exceed $288,264. The development of a master plan is a priority initiative of the Jefferson EDGE 2020 plan and will be fully funded by EDGE Investor dollars.

Perkins+Will employs a multi-faceted team of architects, interior designers, urban designers, landscape architects, consultants, and branded environment experts to approach projects from many perspectives. The company has extensive experience in a range of areas of practice; including Corporate and Commercial developments, Civic and Cultural, Healthcare, Higher Education, Science and Technology, among others. Perkins+Will is responsible for the planning and design of several high profile research parks and districts, including the 20-acre University of California Davis Health mixed-use Research + Innovation District in Sacramento, a 60-acre mixed-use urban research district Innovation Square at University of Florida, a 500-acre mixed-use NeoCity Innovation District in Central Florida, and the 3,800-acre Cummings Research Park in Huntsville, Alabama. Perkins+Will’s projects extend into Louisiana as well, with the Baton Rouge Health District Master Plan and the design of the addition to the Louisiana State University’s Patrick F. Taylor Hall. The company has 24 offices globally including 18 offices within the United States and six throughout Canada, Europe and the United Arab Emirates (Dubai).

Perkins+Will began developing the plan in late February. The entirety of the planning process will span ten months, culminating in a presentation of the final master plan in early 2019.

INCOME TAX WITHHOLDING TABLESThe IRS recently issued new income tax withholding tables. IRS Notice 1036 updated the withholding tables for 2018. This change was necessary due to the enactment of the Tax Cuts and Jobs Act, TCJA. This new law increases the federal standard deduction and decreases many individual income tax rates thus reducing income taxes to most taxpayers. Employers were instructed to begin using the new 2018 withholding tables no later than February 15, 2018. Accordingly, many taxpayers experienced an increase in their pay checks. This is good news for most employees. However, this reduction in federal income taxes for taxpayers will cause their taxes due to the State of Louisiana to increase. Accordingly, on February 19, 2018, Louisiana adjusted their tax withholding tables in anticipation of State income tax increases. The new withholding tables increase the amount of taxes to be withheld from employees reducing the net pay on their paychecks.

100% WRITE-OFF ALLOWED FOR HEAVY SUVSs USED ENTIRELY FOR BUSINESSThe new tax act, TCJA, has also enacted many changes to the depreciation and expense write-off of both luxury vehicles

and heavy SUVs. The most dramatic changes are those to the expensing of heavy SUVs. A heavy SUV is any vehicle with a gross vehicle weight, GVW, of 6,000 pounds or more. These vehicles are exempt from the depreciation rules that apply to luxury vehicles. Under TCJA, the first year bonus depreciation allowed percentage is 100%. Prior law only allowed 50% first year bonus depreciation. The new law applies to those vehicles acquired and placed into service after September 27, 2017 and before January 1, 2023. This new law includes the purchase of both new and used vehicles. The 100% is limited to the percentage of business use. However, if you buy a $72,000 SUV in April of 2018 and use it entirely for business, you may expense the full $72,000 on your tax return.You also have the option to reduce the write off from 100% to 50%. This allows you to still deduct a large portion of the vehicle cost in the year of acquisition and retain a portion of the cost to be depreciated in future years.

The new tax law is bringing many changes to both individual taxpayers and to corporate taxpayers. It is very important that you always consult a professional tax advisor or CPA with all of your questions and concerns. The new tax law offers many opportunities for tax planning for the 2018 tax year and now is the time to obtain knowledge and make changes.

Resolution #1: Create or Update Your Employment Hand-bookIf not yet done, create or update your employee handbook. A handbook communicates important workplace information to employees, may be used defensively o defeat lawsuits and shows with various employment laws.

Resolution #2: Develop, Implement, and Enforce a C ompliant Anti-Harassment PolicyIn 2018, employers need to revisit how they handle harassment complaints. Now more than ever, policies, com-plaint procedures, and employer investigations will be highly scrutinized. Think #MeToo.

Resolution #3: Train Your Managers and EmployeesManagers should be trained on effective communication, in-terviewing, discipline, equal employment opportunity, harass-ment, and retaliation. In addition, managers should be trained on how to address leave requests and absences under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), workers’ compensation, and state leave laws. Managers must understand the importance of involving HR before making decisions that might have legal implications for the company. Finally, employees should be trained on the company’s policies and procedures—including how to report complaints of discrimination, harassment, and retaliation to the company. Civility training is also advisable.

Resolution #4: Create or Update Job DescriptionsWritten job descriptions identify essential functions (very important for defending ADA claims), requirements, and qualifications needed for a position.

Resolution #5: Review Leave of Absence PoliciesMake sure that processes are in place for addressing leave issues that involve the interplay between the FMLA, ADA, Pregnancy Discrimination Act, workers’ compensation, and state leave and discrimination statutes.

Resolution #6: Evaluate Performance ManagementClearly communicate performance goals to all employees, deliver regular feedback, and provide employees with the support and resources they need to meet their goals.

Resolution #7: Review Workplace Violence PoliciesWorkplace violence can take many forms, including physical violence, harassment, intimidation, and disruption of the workplace. Make sure violence prevention policies are current and that appropriate training has been conducted.
