T he October 2016 analysis of the Cadre harmonisé1 expands its
coverage to include for the first time 16 out of 36 states, almost half of Nigeria. In these states, some eight million people are currently facing acute food insecurity (phases 3-5, October-December 2016). Due to the Boko Haram insurgency and massive population displacement, the three northeastern states, Adamawa, Borno and Yobe, have

reached extremely high levels of food insecurity (Maps & Facts no 44). While humanitarian access is improving, the situation remains particularly worrisome in the state of Borno, where nearly 60% of the population (3.3 million people) are still facing acute food insecurity (phases 3-5), including 55 000 people threatened by famine (phase 5). If no appro-priate measures are being taken, the current food and nutrition situation
is likely to get worse during the next lean season in June-August 2017. By then, the Cadre harmonisé projec-tions indicate that the number of severely food insecure people in the 16 analysed states could reach 8 to 10 million people. Analytical tools, data collection methods and training for local administrations need to be further developed in order to fine-tune and expand the analysis of the Cadre harmonisé to all parts of Nigeria.

FOOD AND NUTRITION SITUATION IN NIGERIA
O f the 9.6 million people in need of food and nutrition assistance
in the Sahel and West Africa (March-May 2017), some 7.1 million live in Nigeria: 3.2 million in Borno State, 800 000 in Adamawa State and 600 000 in Yobe State and the rest in other northern states. Some 44 000 more Nigerians currently face the threat of famine, mostly in Borno State. If urgent humanitarian assistance does not reach the zones that are still inaccessible, this number is likely to increase to 50 000 people by June-August 2017. Today, beyond the issues of funding, the key challenges are the protection and access of humanitarian actors to Boko Haram-controlled territories. Authorities have a month to two-month window to avert a famine in the non-accessible areas.

Sur les 9.6 millions de personnes ayant besoin d’aide alimentaire et
nutritionnelle au Sahel et en Afrique de l’Ouest (mars-mai 2017), environ 7.1 millions vivent au Nigéria : 3.2 millions dans l’État de Borno, 800 000 dans l’État d’Adamawa et 600 000 dans l’État de Yobe, et le reste dans d’autres États du nord. Quelque 44 000 Nigérians sont actuellement menacés par la famine, principalement dans l’État de Borno. Si l’aide humanitaire n’atteint pas les zones encore inaccessibles, ce nombre devrait augmenter jusqu’à atteindre 50 000 personnes d’ici juin-août 2017. Aujourd’hui, plus que le fi nancement, la protection et l’accès aux territoires contrôlés par Boko Haram sont des défi s majeurs. Les autorités disposent d’une période d’un à deux mois pour éviter une famine dans les zones non accessibles.
