I Dr. Nahum Goldman was here and asked thnt the following be brought confidentially to the General's attention.
Golillnan visited y~terday the Soviet Embassy, ~here he was received 9lf the Charge d'Affaires Novikov, and First Secretary Gronov. He told them·of \'IJC 1 s informAtion recei•red from S1~i t zerla.nd that the Germans are interested in the fate of· GP.rmans in RoumAnill 11nd Transylvania and may be ready to make concessions in favor of Jews·deported from these areas, if an exchange could be arranged against Germans in that uart of the world or if, at least, ~he Russians could uromise better treatmeqt of these people, '
The Soviet officials w<>re interested in the question, butraised the following points:
(a) What proof is. there that the Germans are sufficiently interested in thP fate of their fellow-Germans to consider concessions or exchange of these lives;
/ (b) Through what channels could such negotiations bet1veen Russia and
Germrmy take place, in view of the fact that Russia has no protective power in Germllny and. th11t the Russians ~muld not negotiate through the Red Cross.
Regarding the second point, Dr. Goldman mentioned various neutral countries as sui table negotiators. Among th-em 'the R~ssians seemed to be. most receptive to Sweden.
At the suggestion of the Russie.n officials, lvJC will give them a memorand1~ on this ouestion which they will cable to Moscow,
Dr. Goldman wants the Board to have this information, but he requests that nothin~ should be done which wo1lid lea~ Soviet officials to know thnt the substance o: WJC's conversation with them has been transmitted by them to a U.S. Government agency.

One of the mambers of our Italian Jewish Representative Committee drew our attention to a ~ber of Jews who were deported in the middle of October 1943 to an unknown des• tination~ We have not as yet been able to find OUT their present whereab~uts. '
. . I Mr. Arrlgo Tedeschi who was one of the members of this group of deportees, was born in Ferrara on September 15, 1887. He was deported from his residence, Rome, Via Po. No. 4~on October 16, 1943. It is interesting to note that hlsrwiftv¥6-ceived a note from him a few days latter which was mailed from Verona, wherein he stated that he was going North, meaning ap. parently to Germany. He was included in a mass transport of Jews and I think that it ShoulQbe possible to find ou~, through the facilities of the War Refugee :Board, the whereabouts of this group.

Referring to your letter to Professor ~hrenpreis, passed to us by the kindness of ·•ttache Ohlsen from the War Refugee Board, we herewith want to inform you about the 'situation. As you presumed, we received ·the same cables from the ·executive in New York and Professor Ehrenpreis got in touch with our authorities to find out, what would pe the best ~ay to influence on the German Government. After our Government having investigated this matter, Professor Ehrenpreis has been informed that it has still been impossible to find out, whether the rumours about the German plans are correct or not. Our Government is inviestigating the suitable form for intervention, but notwithstanding that our Government is very willing to be helpful, our l<'oreign Department considers the success of such c.n action as very small. Nevertheless we have been informed that it is considered that Public protests and demonstrative steps only could deteriorate the situation of the Jews in Germany. We have also been informed by initiated people that it would not be good to issue protection passports to the Jews ili Theresienstadt. At the ·· same tj~e we were told from this very initiated people that we should emphasize the necessity of an interallied warning of immediate reprisals. Our friends think that it is not sufficient that the interallied Government issue another statement that they will punish those, who are parti:_ cipating in the war criminals, but it should be made clear to the German Government and the German p_eople that the reprisals will be taken. illllilediately, if the German Government will not stop murde~~g the Jews.
By the intermediary of Attache Ohlsen we cabled the contents of this letter to the ~xecutive and hope that they have taken immediate action, but we would be grateful, if you too would do whatever you can jn order to have such an action started, Our friends believe that the threat of Dillnediate reprisals might be the only possibility to stop the plans of the Nazis, since they know that the allied count~ies now have the possibility to immediate reprisals.
As said above, we _also continue our endeavaurs in other directions and will keep you informed about the results.
