MDD/62/15 CONFIRMATION OF MINUTES OF MEETING OF THE

MUNICIPAL DISTRICT OF DONEGAL HELD ON THE 2ND MARCH 2015

On the proposal of Cllr McEniff, seconded by Cllr Jordan the Minutes of the Workshop of the Municipal District of Donegal held on the 2nd March were confirmed.

MDD/63/15 HOUSING AND CORPORATE SERVICES REPORT Progress reports on Grants, Loans and Casual Vacancies Members noted the update reports on Grants, Loans, and Casual

Vacancies as circulated with the Agenda and presented by Ms. B McBrearty.

Ms. B McBrearty also updated Members in detail in relation to the

casual vacancies noting the further progress made on letting vacancies in Bundoran, Donegal Town and Pettigo. Members also noted in relation to No. 8 Clos Naomh Columba that there is currently no demand on the waiting list and it would be advertised for Choice-based Letting in May 2015.

Housing Assistance Payments (HAP) Ms. B McBrearty briefed Members in relation to Housing Assistance

Payments. She advised it is intended to progress same in Donegal in quarter 2 of 2015. She informed Members the HAP payments would replace rent supplement with new applicants applying to Donegal County Council instead of the Community Welfare Officers in the initial changeover and it is intended over an 18 month to 2 year period to move all those on rent supplement to HAP. She advised Rent Supplement would only apply to those who have become recently unemployed. She advised there have been meetings held with the Department of the Environment, Social Protection to make the arrangements for the transition and the payments will be processed by the ‘HUB’ in Limerick County Council as a shared service. Training and briefing for staff will be held in the coming weeks and thereafter, applications for Housing Assistance Payments will be made to the Housing Section in Donegal PSC for those applicants in the Municipal District of Donegal for processing locally.

In response to a query from Cllr Campbell regarding staff resources for the new arrangements, Ms. B McBrearty informed Members initially there should only be a small number of applications to be dealt with weekly which should be manageable until the Work Force Plan comes into place.

MDD/64/15 ROADS / TRANSPORTATION SERVICES REPORT Schedule of Road Works 2015

Members noted the schedule of Road Works 2015 for the Municipal District of Donegal including the list of additional works which was previously discussed with Members at a workshop. Following a short discussion, on the proposal of Cllr O’Neill, seconded by Cllr McEniff the additional works were noted and agreed by Members. Mr. P Thomas also briefed Members in relation to the progress of the agreed Schedule of Road Works for 2015 and advised he did not anticipate any difficulties in getting the works completed in 2015. Retirement of Mr. Peadar Thomas, Area Manager Members noted this would be the final meeting of the Municipal District of Donegal Mr. Thomas would be attending given his pending retirement. Members unanimously paid warm tribute to Peadar and thanked him for all his hard work and dedication to the Council over some nearly 42 years. Members submitted he was a great asset and servant to the Council over many years, adding he had been well liked by the Public, Members and Staff in his interactions during the course of his long service. Members wished him a long and happy retirement and also best wishes to his wife and family. On behalf of Council Management, Mr. G Martin paid tribute to Peadar for his good guidance and assistance over the years which was very much appreciated and wished him and his family a long and happy retirement. Peadar thanked Members and Officials for their kind words adding that he really enjoyed working with Donegal County Council and of the importance of the team work involved by everyone. He was appreciative of the great working relationships he had with all concerned and that he was looking forward to doing a bit of travelling to visit family in different parts of the world. Members also noted that Mr. Mark Sweeney would be replacing Peadar after he retires.

• Other cases (Part 8’s etc.) A number of comments/queries were dealt with as follows: Development at the Batter, Clyhore, Ballyshannon Cllr O’Neill made a lengthy submission in relation to a development at the Battery, Clyhore, Ballyshannon. He expressed his extreme dissatisfaction that the Council had granted an application made reference to a road which had not formally been extinguished by Donegal County Council which had formed part of the application. Cllr O’Neill asked that an enquiry into this matter and this was supported by Cllrs McEniff and Jordan. Cllr O’Neill requested that the Chief Executive and Director of Planning Services attend a public meeting with the residents of the Battery to deal with his concerns. Mr. K Smith, informed Members that the application to which Cllr O’Neill referred to was still a ‘live’ application as the decision taken by Donegal County Council may still be appealed to An Board Pleanala as the time for appeal has not yet expired and therefore the matter cannot be discussed. Mr. G Martin advised as this was the case, the matter cannot at this stage be dealt with in a public meeting and that it would be important to establish the facts of the matter prior to coming to any conclusions. In this regard he advised he would work with the planners to ascertain the full facts and revert to Members at an early date. This was accepted by Members. Town Design Statement Cllr Campbell referred the motion passed at a previous meeting of the Municipal District of Donegal in relation to the Town Design Statement for Donegal Town and asked for an update on progress as he is anxious that the process be initiated. In response to the request for an update on progress, Mr. K Smith informed Members he would discuss the matter with the Central Planning Unit and revert to Members. Cllr Campbell also submitted there should be a public notice of the intention to have 4 additional members of the Committee to prepare the Town Design Statement and Mr. Smith agreed to ask Denis Kelly to contact Cllr Campbell in this regard.

A number of Comments/queries were dealt with as follows: In relation to the Community Tourism Diaspora Project, Mr. B McLaughlin wished to draw particular attention to same and advised applications under this project should be made to Ms. Iga Lawne. In response to a query regarding interest in the vacant units at the Craft Village in Donegal Town Mr. B McLaughlin informed Members there is interest in same. In response to a request from B McLaughlin to invite the Youth Councillors to attend a meeting of the Municipal District of Donegal, Members agreed to invite them to the May 2015 meeting. In response to a request for a copy of the revised Sliabh Liag/Gobbins plan, Mr. B McLaughlin advised he would forward a copy of this to the Members. He further advised that the project is due to be completed in June 2015. In response to a query from Cllr Kennedy as to when the pontoons for Teelin Pier are due to be installed, Mr. B McLaughlin informed Members they would be installed in the water in the coming weeks. Cllr Kennedy referred to a number of thefts that had taken place at Inver Pier and queried if the Council could provide CCTV Cameras at the Pier as a deterrent. In response to the request Mr. G Martin informed Members there would be data protection and control issues in this regard and also advised the Council does not provide CCTV at Piers/Harbours in the County at present. Members Strategic Development Fund 2015. Mr. B McLaughlin referred to the earlier workshop at which the Members Strategic Development Fund 2015 was discussed and circulated the proposed allocation of funding for 2015. On the proposal of Cllr Campbell, seconded by Cllr McEniff, the allocation of funding as circulated was agreed and is set out hereunder. Mr. B McLaughlin advised that successful applicants would be advised accordingly.

MDD/67/15 Report Environment Service in the Municipal District of Donegal

Members noted the report circulated in relation to the Environment Service for the Municipal District of Donegal as presented by Mr. G Martin. The report dealt with the range of services as follows:

• Waste Management

• Waste Regulation

• Litter Management

• Beach Management

• Water Safety

• Pollution Control. Mr. Martin also informed Members it is hoped there will be a representative of the Environment Section to deal with queries in relation to this service for future meetings of the District. A number of comments/queries were dealt with as follows: Cllr Campbell paid tribute the Donegal County Council and the Community Groups who are involved in the clean ups in the County. He also highlighted that the Water Safety Conference being held in Redcastle on Wednesday the 15th April 2015. In response to a query from Cllr Campbell if the number of Blue Flag Beaches in the County could be extended, Mr. G Martin informed Members there are 13 at present but that there are no specific targets as such to extend this. He also advised there is ongoing maintenance and sampling issues that must be followed through each year to maintain the Blue Flag Status and it would be very negative for the County to loose this status on a beach and emphasised the importance of maintaining the current blue flag beaches to a proper standard. In response to a query from Cllr Kennedy regarding signage, lights and clean ups on beaches, Mr. G Martin informed Members these matters are dealt with by the Environment Section in Lifford. In response to a request from Cllr Kennedy for the access at Fintra Beach to be restored where storm damage had taken away the disabled access, Mr. P Thomas undertook to refer same to Mr. Cathal Sweeney, Marine Engineer and to revert to Members. In response to a request for ‘Doggy Bins’ to be provided on Beaches, it was agreed that Mr. G Martin/Cllr Kennedy would raise this at the next meeting of the Environmental Strategic Policy Committee.

MDD/68/15 DISCUSSION ON SEEKING ATLERNATIVE FUNDING FOR FINTRA BRIDGE

Cllr Kennedy submitted the following motion: “That this Municipal District seek alternative funding for Fintra bridge through cross border co-operation with Larne Borough Council as a continuation from the Gobbins Sliabh Liag project.” On the proposal of Cllr Kennedy, seconded by Cllr Jordan the motion as above was adopted. Members were advised : “The Council would be anxious to continue with and build on our positive collaboration with Larne Borough Council and other relevant stakeholders in the future. In this context, we would be glad to discuss any possibilities for joint working with the newly formed Mid & East Antrim District Council in relation to the Fintra and Ballycarry Bridges. The Council are currently awaiting for suggestions as to possible dates that relevant people from our two organisations might be able to meet to discuss this further.” Cllr Kennedy in referring to a meeting in Lifford with Larne Borough Council and a discussion she had with a Councillor from that authority and advised there is unanimous agreement to try to work together on both Ballycarry and Fintra Bridges as a project and to seek INTERREG funding for same. She advised that Larne Borough Council had written to the Council’s Chief Executive to request that both authorities work together to seek to obtain funding for the bridges as key strategic bridges. She further advised that the reply back to Larne Borough Council from Donegal County Council was that the Council would be anxious to build collaboration and joint working and acknowledged that this was reflected in the reply to the motion. She emphasised it was a matter for the Roads/Transportation Division to meet in relation to this matter to and to follow up on same. In seconding the motion, Cllr Jordan submitted he was glad to support this as it was a very worthy cause to seek to obtain funding for both Fintra and Ballycarry bridges. He also felt it was important for Donegal County Council to seek outside funding for Fintra bridge and submitted the Council should treat this work as a priority. Cllr Campbell submitted it was prudent to follow up on any funding opportunities. He also noted that the Bridge in the Municipal District of Glenties had recently been allocated funding through Central Government and submitted funding is still being granted through lobbying government although the priority may not have been agreed in all cases. Members unanimously supported the motion as adopted.

MDD/69/15 DISCUSSION SEEKING FUNDING FROM THE NRA FOR

TURRISHILL, MOUNTCHARLES

On the proposal of Cllr Jordan, seconded by Cllr Campbell the following motion was adopted. “That this Municipal District seek the necessary funding from the NRA to upgrade a stretch of road at Turrishill, Mountcharles to a satisfactory condition”. Members were informed that:- “The NRA systematically survey the National Network annually with specialised vehicles that measure structural stability, surface irregularities etc and from which a database is developed from which defective sections of the network are prioritised for rehabilitation either through the pavement improvement, the surface dressing, or the HD28 (improvement of Skid Resistance) programmes. The NRA pavement section are aware of the issues relating to the pavement at Turris Hill through representations from the EE Donegal Roads Area. The HD 28 programme is still being evaluated by the NRA for 2015 and pavement improvements at this location may be included but as yet Donegal County Council have not received any allocation under this programme for 2015”. Cllr Jordan commended Mr. P Thomas and the Roads Staff for works already carried out on Turrishill. He submitted that the ‘step mix’ used to repair the road will only stay for a while and that this stretch needs to be repaired properly given that this is the main road from Donegal Town to Killybegs. Cllr Campbell in supporting the motion submitted he hoped the NRA would allocate funding to get the realignment carried out on this stretch of road, in particular given the strong case was made to the NRA at the recent meeting held with them.

MEMBERS NOTED THE FOLLOWING QUESTIONS:- MDD/70/15 Submission from Bodies to An Board Pleanala

The following question was submitted by Cllr Niamh Kennedy:- “Can this Municipal District answer the question, why is it that a Body (An Taisce) could put in a submission to An Bord Pleanala on a European issue which is beyond the control or remit of a, or any, private company in Ireland? In this instance jeopardising a 40 million euro investment and 120 jobs to our local economy in the fishing industry in Donegal which could effect the entire fishing industry of this Country?”- Cllr Kennedy was informed that:-

“An Taisce is a prescribed body identified in Article 28 of the Planning & Development Regulations 2001 (as amended) and can appeal decisions of the Planning Authority as provided for in Part III of the Planning & Development Act 2000 (as amended). The Planning Authority are in the process of addressing the grounds of the appeal through a submission to An Bord Pleanála in support of the decision made in this case.

MDD/71/15 Request for a Deputation from Bundoran Surf Industry On the proposal of Cllr McEniff, seconded by Cllr Conaghan,

Members agreed to accept a deputation from the Bundoran Surf Industry in relation to access to Tullan Strand to the next meeting of the Municipal District which is on Tuesday the 12th May 2015.

MDD/72/15 Workshop on Infrastructure Mr. G Martin informed Members it is intended to hold a workshop in

relation to Infrastructural Development as referred to at a recent meeting of the Plenary Council and with the agreement of Members this could be held on the same date as the next meeting of the Municipal District. Following a short discussion it was agreed to hold the workshop at 12.00 noon on Tuesday the 12th May 2015.

Update on the Taking in Charge of Housing Estates

Mr. Frank Sweeney, A/Senior Executive Planner, Planning & Economic Development presented a detailed update report on the Taking in Charge of Housing Estates as circulated to Members. The update report included the number of applications in each of the Municipal Districts, and the numbert of estates that have been adopted within the last 12 months. The update report also detailed the processes and procedures for the taking in charge of estates, the relevant legislation/circular, the role of the Council and Irish Water. He also presented details on the estates in the Municipal District of Donegal where applications for takeover are being dealt with in advance of same being presented at a meeting of the Plenary Council. Members thanked Mr. Sweeney for his detailed comprehensive report and a number of queries were dealt with at the workshop and in particular the following: In response to a query from Cllr Jordan if additional estates can be added, Mr. F Sweeney informed Members applications can be made by either the developer or by 51% of the residents of an estate for the Council to takeover an estate.

In response to a query from Cllr Jordan, Mr. F Sweeney informed Members the Council would takeover the services and then transfer the water services e.g. pumping stations, treatment plants etc. to Irish Water. He also advised if the water/waste water services are of a substandard, Irish Water will have to carryout wroks to remedy this. In response to a query from Cllr Campbell if can be refused, Mr. F Sweeney informed Members the Council has consider all applications that come from the developer or 51% of the residents. He also advised ‘as built drawings’ are required as part of an application. In response to a query from Cllr Campbell regarding estates covered by Sub-Section 2A Mr. F Sweeney informed Members that in the long term it was the intention to move into estates in this category but priority is being given to those ready for takeover. He further advised that the policy on taking over estates had changed in 2013 and there is a requirement for progress to be made by the Council either by working with the developers or the residents of the estate. In response to a query from Cllr O’Neill if Woodlands, Ashbrooke and Park View estates had been takeover as they had previously been on the takeover list, Mr. F Sweeney informed Members he thought these were but advised he would check and revert to Members in relation to the three estates. He also advised that if they were taken over it would be pre-1996 but that he would check with Roads and revert to Members. In response to a query from Cllr Jordan regarding an estate in Bundoran, Mr. F Sweeney informed Members the Council does not take over ‘holiday homes’ developments. Members agreed the list of estates as presented for discussion at the plenary Council meeting.

Killybegs Tourism New Flags have been ordered for Killybegs Harbour to welcome

cruise ships. 10 free standing welcome flags have been ordered with

weighted bases that can be used along the Shore Road and in other

locations. The flags will feature a design of the maritime heritage of

Killybegs, a welcome message and the website address

www.killybegs.ie

Marine Infrastructure New permanent pontoon has now been put in place at Greencastle

Pier. Set up of new pontoons and access gangways to Teelin Pier,

Mountcharles Pier will take place shortly.

Sliabh Liag Branding and Website Development The development of the new Sliabh Liag branding and website is

underway with OSD Design Company appointed to carry out the

work following a formal procurement and assessment process. A

revised Marketing Plan has been produced to compliment the Sliabh

Liag/The Gobbins INTERREG project which includes significant digital

elements. The use of audio guides in multi-lingual format is being

investigated. This would compliment tour guiding in person.

Fanad Lighthouse A new website is being developed for Fanad Lighthouse to include a

booking engine for the accommodation section. The domain

www.fanadlighthouse.com has been registered. A new Facebook

page has been set up and is synchronised with Twitter. This

development work is ongoing via Donegal Tourism Ltd.

Donegal County Council Strategic Development Plan A list of Marine Tourism potential projects has been developed and

will be included as part of the Donegal County Council Strategic Plan

for the next 5 years.

New Rowing Website A new website is in development to promote rowing in Donegal

www.donegalbayrowingclub.com features a blog, social media

integration, e-mail marketing options etc.

Tides of Time Project The proposed Atlantic Area Programme project called ‘Tides of Time’

is in circulation to potential partners around Europe including Sail

West partners. Expressions of interest have been received and the

EU Unit are working to determine the best project partners to form

consortium. This project incorporates both education and tourism in

the development of a marine touring route of locations where

marine events of historic significance took place such as the Spanish

Armada, World Wars etc. Donegal has a huge amount of shipwrecks.

This project seeks to educate, to conserve and enhance locations of

historic importance and to promote the coast a location of marine

heritage and history.

NEA 3 Project Donegal County Council are working with the council in Brittany on

NEA 3 an Atlantic Area project. Applications will be submitted for

consideration in Q3 of this year. Donegal County Council have

specified the areas of interest to them as part of this project that

would provide the best benefits for Donegal. The project is based on

the development of three centres of excellence including tourism,

waste and seaside sports, industry & trade services and pleasure

boating, ports development. The project seeks to develop a

‘Destination Atlantic’ to promote marine tourism activities on the

Atlantic coastlines. Donegal County Council has made suggestions as

to a new name for the project as requested by Brittany County

Council.

Killybegs Tourism A town map will also be produced for inclusion in the new Killybegs

presentation folder. Further training will be provided for users of

Killybegs.ie.

Sliabh Liag Project The new branding and website for Sliabh Liag will be developed in

the coming weeks. The delivery of a new website promoting Sliabh

Liag is planned for the coming weeks including an extensive online

marketing campaign in association with The Gobbins.

Donegal Rowing Association Work is ongoing with Donegal Bay Rowing Club on various activities

to support and develop rowing in County Donegal including event

organisation and sourcing funding for project development. The new

website will continue to be developed.

Gola Island Facilities Measures are underway to carry out a percolation test and produce

a Natura Impact Statement as required by planning for the Gola

Island facilities development.

A new website for Arranmore Island is in development including the

addition of a blog and mobile responsive design.

Fanad Lighthouse Developments The website will continue to be developed in the coming weeks. An

e-mail marketing campaign will be set up. Social media channels will

be promoting the Fanad Lighthouse project.

Downings Project A potential project to develop a promenade in the Downings area is

in consideration along with a revamp of the web presence for that

area.

Poll an tSnamh A potential marine themed project for the old swimming pool in

Rannafast is under investigation. A Natura Impact Statement would

have to be produced first. The location may make an excellent kayak

training facility. Also potential to develop Bothy’s, moorings and

coastal walks.

projects:

• The addition of new picnic tables at suitable coastal and

beach locations with hot plates for BBQ’s would be most

welcome for visitors in various locations.

• Outdoor showers for use at beaches and along walking

routes would allow visitors to clean their equipment e.g. surf

boards before leaving the beaches.

• SOS Points – in order to meet requirements for blue flag

marina awards, it is necessary to have SOS points at each

marina. These are secure points that offer first aid and fire

equipment at marina locations.

• Further development of a sailing trail around County Donegal

to include more marinas, pontoons, visitor moorings and

associated facilities. Facilities for servicing visiting yachts are

required e.g. recycling, water, waste disposal.

Sail West Activity

The Sail West project aims to develop marine tourism within the

shared maritime regions of North West Ireland, Northern Ireland and

Western Scotland. The project is funded by the EU INTERREG IVA

programme. Led by DCC the project commenced in 2010 and good

progress was made in the initial 3 years.

The Marketing Plan for 2015 has been approved by SEUPB and will

continue promotions into 2015. The Marine Marketing Development

Officer has been employed by Donegal Tourism Ltd to continue to

develop marine themed opportunities and promote the MalinWaters

brand.

MalinWaters.com Website Statistics Targets for traffic to MalinWaters.com have been reached and

exceeded in Q1. Traffic to date for Q1 on MalinWaters.com

compared with the same period last year has shown a significant

increase of 474.01% which translates as 14,465 visits vs 2,520 the

previous year. Page views have seen a massive increase in line with

traffic figures increasing by 261.31% which is 24,320 page views vs

6,731 the previous year.

Marketing Plan Planned marketing activity detailed in the MalinWaters marketing

plan for Q1 of 2015 has been completed. The marketing plan contains

a detailed digital marketing strategy which will see the deployment of

the latest digital tactics to increase MalinWaters brand awareness

and increase business for tourism partners in the regions.

MalinWaters Video Production The new MalinWaters video is now live on YouTube and has had over

Facebook Paid Advertising Campaign Several paid Facebook advertising campaigns have been completed

with a selection of promotional banners used in conjunction with

Facebook news feed advertising to reach a specific target audience.

Facebook adverts in French and German languages have been

launched to target markets in the local language. The Facebook page

now has over 6.3k likes and continues to grow.

MalinWaters goes Viral! A blog post published on Facebook in regards to ‘top 10 dive sites for

shipwrecks in Donegal’ went viral with over 50,301 audience reach in

Q1 of 2015. See below stats…

Sail Scotland Campaign MalinWaters banners are now live on SailScotland.co.uk. There are

also several new blog posts dedicated to promoting MalinWaters

now published on SailScotland.co.uk. These blog posts have been

shared on Sail Scotland’s Facebook and Twitter pages with a

combined reach of over 30k of a targeted marine tourism audience.

Welcome Anchorages 2015 Copies of Welcome Anchorages 2015 have now been delivered to

Donegal PSC and are in the process of being distributed to tourist

offices and marinas across County Donegal.

MalinWaters Map Reprint The new map has been printed and is being distributed at

promotional events, marinas and harbours throughout the

MalinWaters regions.

Chelsea Magazine Company Ltd The display advertising campaign including MPU and leaderboard

banners went live on 2nd

February across three prominent websites --

- Classic Boat, Sailing Today and Yachts and Yachting with a combined

audience of over 67k web, 49k e-mail subscribers and 142k social

media followers. This campaign highlights Donegal as a sailing and

marine tourism destination to a wide audience in the UK market. The

campaign also incorporates an e-mail marketing element with

MalinWaters newsletters being distributed across the network. This

Sailing Today Campaign A MalinWaters advert featured in Sailing Today. MalinWaters was

advertised in the digital flipbook version and print version of the

publication. An extensive banner campaign over partner websites has

been completed. Over 60k reach online. This campaign was

completed in March 2015.

Google Ad Words Campaign The Google Ad Words campaign completed at the end of March 2015

and drove over 10k visits to MalinWaters.com. So far there have been

519 clicks (traffic) to the website from ads on the Google Search

Engine Results Page (SERP), and 4,616 clicks to the website from text

and banners ads on the Google Display Network (GDN), so a total of

5,135 times. Malin Water ads have been seen a total of 1,201,040

times (Impressions) on the search and display networks combined.

Click-through rate (CTR) on search ads is 1.27%, and 0.40% on display

ads. Average cost per click (CPC) on search ads is €0.57, which is 43%

lower than originally forecasted. Average position of search ads on

the SERP is high at 2.2, and display ads are in position 1 on the GDN.

MalinWaters Design Creatives and Video Production A professional suite of over 20 banner adverts, Facebook covers and

YouTube/Twitter background imagery have been designed to

promote MalinWaters and represent each region equally. These can

be found across social media channels and are being used in

campaigns such as the Chelsea Magazine Campaign detailed above.

E-mail Marketing E-mail Marketing is ongoing with a fortnightly MalinWaters dedicated

e-mail sent out to over 700 subscribers in which County Donegal is

promoted along with the partner regions. The subscribe tab that has

been added to the MalinWaters Facebook page continues to gather

additional subscriptions via social media.

Time Inc E-mail Campaign Time Inc 3

rd Party e-mail campaign completed with 7 emails sent, 3

solus varieties, over 162k reach. The e-mails were sent to Practical

Boat Owner, Yachting Monthly, Yachting World, Motorboat and

Yachting, YBW.com.

Strategic Events The first of our MalinWaters supported strategic events took place

from 24th

– 26th

April 2015. Sea Symposium is a kayaking event based

in Moville and surrounding areas. The event was promoted both

online and offline through the MalinWaters marketing channels.

Further events will be supported during the coming months.

Branded Merchandise A selection of branded merchandise for promoting MalinWaters at

strategic festivals and events has been produced and delivered. It will

be used at various promotional events throughout 2015.

In March 2015 Cork Institute of Technology were notified that they were

successful in their bid for INTEREG VB funding under the Northern Periphery &

Arctic programme 2014-2020.

Donegal County Council is a project partner on the Cool Route project. Other

project partners include Glasgow Caledonian University, Royal Cork Yacht Club,

Derry City Council, Port Authority Torshavn Faroe Islands, Blue Seas Marinas

Scotland, Western Norway Research Institute and associated partners Donegal

Tourism, the Irish Cruising Club and Sail Scotland.

The project merges all aspects of the practical logistics and business potential

to establish a bi-directional yacht cruising route along the offshore areas of the

Northern Periphery Area, stretching from the South of Ireland, to the UK

(Northern Ireland and Western Scotland) on onwards to Norway.

As an eco-tourism product, exploiting the natural resources of the zone in a

manner that is sustainable and environmentally viable; this new sea route will

be marketed internationally and will have a common branding, booking and

information system.

The objective of the project is to produce a Business and Marketing Plan,

together with a Commercialisation Plan, together with and accompanied by a

Logistical Study and Practical Guide for potential entrepreneurs in the NPA

zone, for the establishment of small mooring, berthing and ancillary facilities-

such as shower blocks and laundry facilities for cruising yachts in remote NPA

coastal areas; providing new market opportunities in sectors such as Tourism

and Catering, Craft Production, Food, Marine and General Engineering

Services, for remote local communities, mainly during the months of mid-April

to mid-October.

These opportunities will importantly also promote economic activity and

interaction between communities across the programme area. During the

project Donegal County Council and Donegal tourism will lead on work

package 2, which is external project communications and product

dissemination which will look at the development of a project website and

logo and develop a social media communications strategy. The project kicked

off with a partner meeting in Cork in April 2015 and we can look forward to

the positive contribution this project will make to yachting tourism to the

County and the NW. The project is managed by Joy Harron, Marine Tourism

Marketing and Development Officer with Donegal Tourism Ltd with assistance

from Claire Gallagher, Donegal County Council.

Project Launch and Kick Off Meeting The Cool Route project was officially launched on 15

th April 2015 at Cork

Institute of Technology where kick of meetings were also held at the same

time with partners. The partnership agreements were signed and each partner

was required to present on their role within the project work packages.

Logo/Branding The Cool Route project logo concepts were developed and a logo has now

a favourite design was voted by each representative from the regions.

media outlets e.g. Irish Times and Irish Examiner.

Facebook Paid Advertising Campaign

Facebook has been performing very strongly with more and more people worldwide

seeking information about Donegal. Last month saw the number of fans rise to 6,800.

Within 5 weeks the number of fans has increased to 8,000 and continues to grow.

This is a percentage increase of 17% this month. This platform is proving to be very

powerful in showcasing Donegal as a tourism destination.

Facebook advertising campaigns are still ongoing with a selection of promotional

banners used in conjunction with Facebook news feed advertising to reach a specific

target audience. This month has seen a large rise in the number of followers from UK.

The Donegal Blog

This month the blog featured family activities in Donegal. The blog reached 7,300

people worldwide and was shared by over 40 people. Once again the blog highlighted

tourism providers and their businesses throughout the county and provided direct

Video Production

A company has been procured to develop 5 videos of Donegal. These videos will be

two minutes in length. One of these videos will focus on the Wild Atlantic Way in

Donegal and the others will focus on the market segments that Tourism Ireland has

identified. These videos will showcase the best that Donegal has to offer and will be

made available to all tourism providers throughout Donegal to use on their social

media channels and websites. Filming is currently underway for these videos and we

anticipate that the final productions will be available in June.

Donegal Tourism Brochure Reprint

The Donegal brochure has now been distributed worldwide, there has been a fantastic

response to the brochure and suitable companies are being sought to quote for a

reprint of an additional 10,000 copies.

TV

Donegal Tourism is currently in negotiation with both UTV Ireland and UTV to ensure

coverage of the Northern Ireland market and the Irish market. The

estimated viewership of this campaign is 1,218,000.

Belfast and Derry Airports

Digital TV Screens in Belfast International and City of Derry Airports

Go Visit Donegal will be featured on digital TV screens at Belfast International airport

on the D6 sites in arrivals, departures and check in areas. In addition, digital screens

in the City of Derry airport will be utilised for a 12 month period.

These screens are placed at strategic locations through the passenger journey and the

campaign will commence in mid May 2015.

Passenger numbers at Derry airport were 400,000 in 2014 and Belfast International

Airport were 4.2 million in 2014.

Lightbox in Derry Airport

There will be a lightbox featuring Donegal at the City of Derry Airport. This lightbox is

approximately 4000mm x 2500mm in size and will feature images of Donegal and

website details and will be featured for a 12 month period.

Social Media

The Go Visit Donegal facebook and twitter pages will be updated daily and further

advertising and development of the social media channels will be ongoing.

Donegal Tourism Newsletter

Information is being collated for the second Donegal Tourism newsletter. This

newsletter will be published in June 2015.

Radio Campaign in conjunction with providers

Donegal Tourism has been in touch with hoteliers across the county and is preparing

to embark on a national and UK radio campaign to raise the profile of Donegal both

nationally and internationally and also help to promote the local businesses of the

tourism trade within the county. Tourism stakeholders have been very responsive to

this advertising campaign which will roll out in June.

Tip O’Neill Irish Diaspora Award Website

The Irish Diaspora Award website is currently being redesigned and a new theme and design is being added. The new CMS will be mobile responsive and will ensure the continuation of the brand exposure online. The new website will ensure ease of navigation for the visitor and help develop the Irish Diaspora Award brand.

This year the Bealtaine Festival celebrates its eighteenth year in Donegal. As usual, a wide and varied programme of events including art exhibitions, book promotions, storytelling, music, dance and crafts takes place in the libraries, Taobh Tíre Centre’s and other venues throughout the county. There are a number of highlights this year including Reminiscence with Frank Galligan; Cumann na mBan and Donegal women with Helen Meehan; Personal Safety in the home with Neil Martin; Knit and Stitch with Donegal Designer Edel McBride; and our ever popular Rhymetime for Grandparents and toddlers will also take place in libraries throughout the county. The Europe Direct Information Centres in Central Library and Leabharlann Phobail Ghaoth Dobhair have sponsored four events in four different library locations throughout Donegal to highlight active citizenship in the older community in Donegal. Bealtaine 2015 will be launched on May the 1st in the Central Library, Letterkenny.

Exhibitions and Scanning Workshops

Project Description/Activity

Donegal County Museum is hosting 2 fascinating photographic exhibitions throughout May: The Photo Album of Ulster and Evocation.

The Photo Album of Ulster is a Gallery of Photography project and features family photographs from Ulster. It includes images from the albums of Rev Dr AE Scott, Minister of First Ramelton Presbyterian Church 1923-1971. Funded by the Department of Foreign Affairs Reconciliation Fund, this cross- border, cross community project researches and explores specific themes of cultural identity, conflict and the effects of partition on border communities. The exhibition runs until the end of June. As part of the Museum’s ongoing collaboration with the Gallery of Photography the Museum is hosting two 1916 Scanning Workshops on Friday 8

th May. The public are invited to bring in

photographs/slides related to 1916 or to the broader Decade of Centenaries. The workshops will demonstate how to scan and share these photographs with friends and family. A digital scan of each image will be taken and the originals returned. Evocation is an exhibition created by photographer Peter Neill in response to the letters of Col. Robert Perceval-Maxwell, 36th Ulster Division during the First World War. The exhibition also features extracts from Perceval-Maxwell’s letters, the Finnebrogue Estate (Co Down) Manager’s journal and the War Diaries of 13th Royal Irish Rifles. Peter Neill is the Course Director of the BA (Hons) course in Photography in the University of Ulster, Belfast. This exhibition is part of the Remote Photo Festival which takes place in Letterkenny from the 8

For the festival of Bealtaine, celebrating creativity in older age, the Archives and Museum Services will visit day centres around the county, bringing samples of archives and artefacts from their collections and giving people the opportunity to view them and reminisce informally. Day centres this year include Cloghan, Ballyshannon, Glenties, Newtowncunningham and Malin Head.

‘The Search for ‘16’

Donegal County Council's Cultural Services are compiling a document study pack for schools on life and society in County Donegal in 1916. The Services are seeking objects, documents, letters, postcards, telegrams, diaries, photographs etc that date from 1916 and are inviting people to come to the museum on 18th May to find out more about this project and the exhibition planned for 2016. Objects will be photographed and archives scanned for possible inclusion in the education pack and exhibition. Advice will be available on the evening from staff in the Museum, Archives, Heritage and Library Services.

Music events include, the second annual experimental music festival Distorted Perspectives from April 30th - May 3rd, and concerts by two of the finest female artists in world music, Julie Fowlis on Wednesday May 6th and Mary Gauthier on Friday May 15th. Upcoming exhibitions include a new installation by Donegal based American photographer Richard Noble from April 30th – May 3rd, the first Remote Photo international photographic festival directed by Paul McGuckin from April 30th to May 23rd, and ‘Still, We Work’ an Arts Council supported touring exhibition in partnership with the National Women’s Council of Ireland from May 12th – 23rd. The exhibition featuring Sarah Browne, Miriam O’Connor, Anne Tallentire and Vagabond Reviews (Ailbhe Murphy and Ciaran Smyth) has its Official Opening on Friday May 8th at 5pm and everyone is invited to attend. The 18th annual Bealtaine Festival for Older People, that the RCC organises with the County Library and other partners, will be held throughout the month of May Distorted Perspectives Music Festival

The second annual experimental music and art festival Distorted Perspectives took place in Letterkenny over the May Bank Holiday Weekend with four amazing nights of music at the RCC. It opened on Thursday April 30th with BBC favourites Autumns and Red Flare, a new group with The Undertones guitarist/songwriter John O’Neill and musician/artist Locky Morris (‘Polestar’) . Friday night’s headliner was German electronica pioneer and current member of Tangerine Dream, Ulrich Schnauss. The hugely acclaimed San Francisco band Moon Duo, who have recently been featured in the 40+ million selling video game Grand Theft Auto V, topped the bill on Saturday night. The festival closed on Sunday May 3rd with a very special night that saw Letterkenny act Clanns release their debut EP. Julie Fowlis and Mary Gauthier

Fowlis, one of the most beautiful voices in world music, makes a welcome return to the RCC for what promises to be a wonderful concert on May 6th. With a career spanning ten years and four studio albums and highlights that include singing at the Commonwealth Games and on the soundtrack of Disney Pixar’s ‘Brave’, her 'crystalline' and 'intoxicating' vocals have enchanted audiences all over the world. There will be a solo performance by Nashville based Mary Gauthier, one of the finest singer-songwriters in the contemporary Country music scene, on May 15th. According to The Los Angeles Times “her razor-sharp eye for detail and her commitment to unsentimental self reflection puts her in a class with greats such as Kris Kristofferson, John Prine and yes, Bob Dylan.” Gauthier has released eight acclaimed albums over the past 20 years and has had her songs recorded by artists like Jimmy Buffett, Tim

McGraw, Candi Staton and Bettye Lavette.

New County Donegal Heritage Plan

Activity Description

The County Donegal Heritage Office and the County Donegal Heritage Forum in partnership with The Heritage Council is in the process of preparing the new, five-year County Donegal Heritage Plan. The aim of the Plan is to raise awareness, understanding and appreciation of the rich and diverse heritage of our county; to promote its conservation, enhancement and enjoyment; and to sustainably harness the economic, social and cultural benefits of heritage for current and future generations. This aim will be delivered through the following key goals of the plan. Goals • To encourage awareness, appreciation, access and enjoyment of the county’s heritage resources.

• To promote and conserve Donegal’s heritage for its diaspora and for present and future generations.

• To conserve and facilitate the appropriate development of heritage in support of tourism activity and to harness opportunities presented through initiatives such as the Wild Atlantic Way.

• To identify, appropriately conserve and harness opportunities presented by heritage assets within the county’s settlements in a manner that benefits the social, cultural and economic quality of the county.

The County Donegal Heritage Forum prepares and submits an annual application to The Heritage Council for matching funding for the implementation of Heritage Plan actions. The plan will also be implemented through other developmental functions undertaken by Donegal County Council, including its Culture, Community and Economic Development functions. Over the lifetime of the current County Donegal Heritage Plan to date, it is estimated that Donegal County Council, The Heritage Council and other County Donegal Heritage Forum partners have invested at least €750,000 in the implementation of County Donegal Heritage Plan actions.

Register ‘National Heritage Week’ Events in County Donegal

Activity Description

National Heritage Week takes places from Saturday, August 22 until Sunday, August 30, 2015. National Heritage Week is coordinated by The Heritage Council & Local Authority Heritage Officers with support from Fáilte Ireland. ‘Heritage Week’ is an opportunity to raise awareness of, and engender pride in, the cultural, built and natural heritage of County Donegal. On-line registration of events has begun and the deadline for inclusion in the countrywide Heritage Week Event Guide is May 31. Last year, there were about 100 ‘Heritage Week’ events taking place in County Donegal including family open days, guided walks, built heritage open houses, heritage site visits, fieldtrips, exhibitions, illustrated presentations, photographic competitions, children’s activities, genealogical research, storytelling sessions, traditional music, craft fairs and traditional skills demonstrations. ‘County Donegal in 1916’ Heritage Education Pack

Activity Description

The ‘County Donegal in 1916’ Heritage Education Pack is a collaborative effort between the Donegal County Archives, Donegal County Museum, County Donegal Heritage Office and Donegal County Library Service. The heritage education pack will be composed of an illustrated booklet and 15-18 facsimile documents contained within a designed folder that address the material heritage related to key selected themes. The heritage education pack will be aimed at teachers, students and a general audience and 5,000 copies will be produced. The aims of this Heritage Plan action are to: (i) raise awareness of society and culture in County Donegal in 1916, (ii) set national events (such as the Easter Rising) and international events (such as the First World War, the Battle of the Somme and the Battle of Jutland) in the context of their effects on society in County Donegal, (iii) recognise the role that key individuals from County Donegal played in national/international events in 1916 and (iv) communicate the material culture of County Donegal in 1916 through key documents and artefacts. The production of the heritage education pack is an action of the County Donegal Heritage Plan (Action 3.4).

Project Description/Activity

Junior Achievement is the leading provider of enterprise education to young people aged between 5 – 18yrs. The twin aims are to teach young people about the world of work and encourage them to complete their education. Donegal County Council have been actively involved in the JA programme since 2003 and are recognised as being successful & popular participants. JA provides excellent opportunities for both the DCC volunteers and students – volunteers develop presentation & training skills while students gain insight into business functioning and about career opportunities to strive for. There are 7 JA themes for different classes/age groups in Primary & Secondary Schools, e.g., Our Family (5-6yrs), Our City (8-9yrs),

Our nation (10 – 11yrs), Our World (11-12yrs). Training is given to the DCC volunteers before delivery of a particular programme and certificates are awarded on completion of programmes every year. The participating schools welcome the initiative every year due to involvement of all students, inclusiveness, productiveness and the importance of understanding how education leads to success in life. The programme involves 1 hour per week for 5/6 weeks.

In March 2015 Cork Institute of Technology were notified that they were successful in

their bid for INTEREG VB funding under the Northern Periphery & Arctic programme 2014-2020. Donegal County Council is a project partner on the bid. The project awarded funding is COOL ROUTE and the other project partners include Glasgow Caledonian University, Royal Cork Yacht Club, Derry City Council, Port Authority Torshavn Faroe Islands, Blue Seas Marinas Scotland, Western Norway Research Institute and associated partners Donegal Tourism, the Irish Cruising Club and Sail Scotland.The project merges all aspects of the practical logistics and business potential to establish a bi-directional yacht cruising route along the offshore areas of the Northern Periphery Area, stretching from the South of Ireland, to the UK (Northern Ireland and Western Scotland) on onwards to Norway. As an eco-tourism product, exploiting the natural resources of the zone in a manner that is sustainable and environmentally viable; this new sea route will be marketed internationally and will have a common branding, booking and information system. The objective of the project is to produce a Business

and Marketing Plan, together with a Commercialisation Plan, together with and accompanied by a Logistical Study and Practical Guide for potential entrepreneurs in the NPA zone, for the establishment of small mooring, berthing and ancillary facilities-such as shower blocks and laundry facilities for cruising yachts in remote NPA coastal areas; providing new market opportunities in sectors such as Tourism and Catering, Craft Production, Food, Marine and General Engineering Services, for remote local communities, mainly during the months of mid-April to mid-October. These opportunities will importantly also promote economic activity and interaction between communities across the programme area. During the project Donegal County Council and Donegal tourism will lead on work package 2 which is external project communications and product dissemination which will look at the development of a project website and logo and develop a social media communications strategy. The project kicked off with a partner meeting in Cork in April 2015 and we can look forward to the positive contribution this project will make to yachting tourism to the County and the NW.

Project ‘ESPRI’ Energy Solutions for Public

and Rural Infrastructure

Donegal County Council along with Letterkenny Institute of Technology as an associated partner, have submitted a bid to the Northern Periphery & Arctic (NPA) INTERREG VB programme. The project is led by the Scottish Crichton Carbon Centre based in Dumfries & Galloway with other project partners Scottish Highlands Council, Karelia University of Applied Science in Finland and the Finnish Natural Resource Institute. The application was lodged on 10th April and a decision will be expected in early June 2015.The NPA programme area shares a number of common features such as low population density, low economic diversity and abundant natural resources. This unique combination of features results in joint challenges and opportunities that can best be overcome and realised by transnational cooperation. The project has been submitted under ‘Priority 3’ of the programme ‘Fostering energy secure communities through promotion of Renewable Energy and Energy Efficiency.’ The Energy Solutions for Public Rural Infrastructure (ESPRI) project will promote energy secure communities in sparsely populated regions by assisting to bridge the gap between renewable energy production and utilisation. Donegal County Council will lead on Work package 4 which seeks to create behavioural change through an education and awareness campaign. This campaign will be rolled out over the county and the partner regions with Education workshops, Energy road-shows and the production of Plain English guides to break down the jargon barrier of the Energy sector.

Donegal County Council has been awarded funding under the LADDER project consortium. Donegal County

Council are a partner on a project titled “LADDER – Local Authorities as Drivers for Development Education and Raising awareness”. There are 26 partners & 20 associate partners in total from 18 EU and 17 non EU-countries with one major challenge for the EU and its neighbourhood:

Development Education and Awareness Raising (DEAR).The project is funded by EuropeAid and LADDER has 1 global and 4 specific objectives. Over the next 36 months the project will seek to enhance and increase the action of Local Authorities in EU DEAR policies, with special reference to the EU Neighbouring area. Christina O’Donnell, Donegal County Council attended a three-day Steering Committee of LADDER in Modena, Italy in February 2015. All partners and associates met to share ideas,

expectations and experiences, and start the LADDER project, which will see their collaboration and involvement for the coming three years. Among the main presenters were, Mr. Alessandro Perelli, vice-president of ALDA, Mrs. Antonella Valmorbida, Secretary General, Mr. Marco Boaria, Resource and Development Unit Coordinator, Mr. Nikos Gamouras, LADDER Project Manager, Mrs. Barbara Elia, Financial Officer, and Ms. Irene Zanetti, Communication Officer. Donegal County Council were recently notified from the European Commission that the project proposal for SeaEurope was being assessed at final stages. Through SeaEurope the lead partner, Travelecoology (Spain), scientific partner, Submon (Spain), Donegal County Council (Ireland), the Causeway Coast and Glens Heritage Trust (Northern Ireland), the Liguria Region (Italy) and the City of Barcelona (Spain) will aim to create a transnational tourism route centred on Europe’s marine biodiversity.

Donegal County Council were successfully awarded 100% funding for the carrying out of a research project that examined societal behaviour and motivation for participation in public consultation processes for renewable energy and associated infrastructure. In February 2015 SEAI provided final agreement and endorsement of the report and advised that the report was both interesting and would prove beneficial for developing future work of this nature. The consultant engaged to carry out the project undertook extensive

consultation with community groups, public sector stakeholders and those working in the energy sector along with academia. The report concludes with 12 concrete recommendations that ensure the project can take the results a step further to input into public, private and academia and also as a stepping stone for future possible funding programmes for further research work. Since the final agreement with SEAI the report has been shared with Donegal County Council ’s current project partners in the energy sector and it has proved extremely beneficial in delivering a strong sense of the Councils interest in Renewable energy education and awareness development.

“I was tempted to go to Australia but I’m glad I didn’t, I decided to stay at home and give this a go” said one young entrepreneur, Michael Brennan, who completed the Business Boot Camp Start programme two years ago to help him get his business MB fitness up and running.150 Donegal young entrepreneurs completed this short, intensive business support programme which

was funded under INTERREG-Iva and was a joint partnership between councils of Belfast city, Castlereagh, Castlefergus, Lisburn, North Down Newtownabbey in Northern Ireland and Co. Donegal in the Republic of Ireland.One of the objectives of The Business Boot Camp START and GROW support programme was to improve the work and living opportunities for young people in rural areas. Business Boot Camp Grow finished their programme delivery on Tuesday 10th March 2015 with a visit to a select number of businesses in Co. Donegal. Industry knowledge, attention to detail, product quality and service, and persistent hard work was the message for the entrepreneurs.Many of the entrepreneurs have gone on to avail of the Back to Work Enterprise Scheme, while others are attending business networks that are set up throughout the county. All in all Business Boot Camp has been a great success. Erasmus+Sport ProgrammeERASMUS+ funding in the fields of Sport, aims to support actions that result in the development, transfer and implementation of innovative ideas and practices in sport at European, national, regional and local level. The EU Funding & Policy Unit of Donegal County Council is looking at an opportunity to submit an application for 2015 call under Erasmus Sport Collaborative Partnership led by England Athletics. Initial details of the project have been submitted on the online Partner Finder Tool that resulted in numbers of expressions of interest from various European countries.The next steps will be for England Athletics to finalise the project partners and also for all partners to work towards completing the required application form. Work is currently ongoing and progressing well in completing the proposal for submission by the closing of the call on May 14th. If the application is successful the project will commence sometime during the summer of 2015 and will run for a 3 year duration. The next few months will provide partner organisations with the opportunity to look at latent demand, and to develop how the project outout of an Athletics Activator could work within the local area. The Termon Complex located in Pettigo is an output of the Peace III Termon Project. The Project has been funded by the EU’s PEACE III Programme, managed by the Special EU Programmes Body. Opened since April 2014, the Complex offers a varied schedule of educational, recreational classes and activities for all the community. The Complex has a large multi use hall which can be used for a variety of sports including badminton, soccer and basketball. It can also be transformed into a black box theatre complete with stage and seating. The Complex also has a range of rooms available for hire for meetings

and events plus a fully equipped gym. Immediately adjacent to the Complex is an outdoor MUGA (multi use games area), children’s playground, picnic area and riverside walk straddling the Donegal – Fermanagh Border. The project has also funded a state of the art crèche facility which is located just a short distance from the Termon Complex.

Malin Head Development Donegal County Council in association with the Loughs Agency are continuing to develop the iconic Malin Head tourism project as they strive to exploit the opportunities afforded to the area by the Wild Atlantic Way initiative. Funded through the Interreg IV Cross border programme, Donegal County Council are working to develop Malin Head as a first class visitor attraction that increases the length of stay, expenditure per head and visitor numbers to Malin Head. Works completed include new pathways, road works, construction of a disabled friendly viewing platform and interpretative signage. There is also multi-lingual talking telescopes to help inform visitors on the surrounding landscape.

The LIFE programme is the EU’s funding instrument for the environment and climate action. LIFE has played a significant role in the implementation of major EU environmental legislation such as the Habitats and Birds Directives, and the Water Framework Directive. A LIFE funding programme information workshop took place on 18th December 2014 in Co-LAB, LYIT, Letterkenny. The Life national contact point - Siobhán NIC Thighearnain (DECLG) facilitated the workshop which was attended by staff from the EU unit and a variety of Council departments, ERNACT, Derry City Council and the business community. The morning session included an introduction to LIFE Programme 2014-

RENEW projectResource Innovation Network for European Waste (ReNew) is a European Funded project funded by Interreg IVB North West Europe Programme aiming to increase co-operation between research and business endeavours to create value from waste. Donegal County Council and its sub-partner Inishowen Development Partnership are working in partnership with the Technology Centre for Bio-refining and Bio-energy (TCBB) centred in UCG and the Green Way, Dublin’s Cleantech Cluster along with the project lead and officer based in Questor in QUB. The marine industry is of critical importance to the Donegal economy and Donegal County Council / IDP are looking at the waste section in Donegal with a view to maximizing its potential through collaborative actionsExtensive stakeholder engagement has taken place since September 2014 at a number of levels. With BIM (Irish Sea Fishery Board) personnel, State agencies and Industry representatives. Throughout the programme best practise site visits have also taken place. The visit to Reel Worm (Irelands only organically accredited compost company) and Island Seafood Killybegs, brought forward a proposal for research for fish sludge and composting. Attending a demonstration day in the Technology Centre for Bio-refining and Bio-energy (TCBB) Galway progressed the objective of developing a long term working relationship between TCBB and IIB.The final partner meeting of the ReNEW project will be held in the Northern Ireland Executive in Brussels from May 26th to the 29th 2015. INTERREG VA preparations Donegal Clinical Research Academy The University of Ulster and Donegal Clinical Research Academy (DCRA), with involvement of Donegal County Council are continuing to work collectively on a bid to the Interreg VA cross border programme. Details of the Interreg VA progamme, intended results and outcomes have been published earlier this year. This bid represents a key opportunity to develop world class centres of competence in innovation and life sciences for the north west region.

2020, a description of the Environment and Climate Sub-programmes, an overview of the National Support Arrangements and finished with a Q & A session. The afternoon session focused on those who were considering submitting an application in the 2015 call, getting started and some pointers on putting an application together. This was followed by individual sessions with those who had completed a project concept templates in advance of the workshop, allowing for the return of meaningful project feed back. The national contact points will facilitate a programme information day in advance of the LIFE programme anticipated opening in Q3 2015.

The Interreg IVA funded Renewable Energy Business Network (Ren Net) marked the end of its project funding period by hosting a Low Energy Buildings and Supply Chains Conference on the 27th February in the Clanree Hotel, Letterkenny. Donegal County Council Chief Executive, Seamus Neely, and Cathaoirleach, John Campbell officially opened the conference which illustrated how the North West can become a low carbon economy by engaging all the key stakeholders. Guest speakers included Dr. John Doran LYIT; Lis O’Brien, LIT and John Flynn, SEAI. Ren Net Project Officer, Joanne Holmes, talked about the success of Ren Net since its inception, which provided supports to small businesses involved in the Green Economy in the North West.Members of the network were given the opportunity to showcase their renewable energy and energy efficiency products and services at the Ren Net Build and Renovate Show. The show was a great success with almost 1,500

people through the doors over the two days. The supervised Ren Net children’s garden proved very popular for the younger visitors and the energy saving talks given by Ren Net members and SEAI were very well attended. Ministers Paudie Coffey and Joe Mc Hugh took time out of their busy schedules to visit the show. Donegal TV were there to capture all the activities and highlights including all the talks will be available to view on www.ren-net.orgAlthough the project has now completed, the Ren Net businesses remain committed to continuing the network and growing the Green Economy in the North West. Sail West ProjectThe Sail West project funded by the EU INTERREG IVA programme continues to develop marine tourism within North West Ireland, Northern Ireland and Western Scotland. The MalinWaters brand has gained significant recognition worldwide through the delivery of promotional campaigns developed in the Marketing Plan. Traffic to the MalinWaters.com website has increased by over 57% in Q1 to date compared with 2014. Several new digital marketing campaigns have been launched in 2015 including a Google Ad Words campaign to drive traffic to the website and a Facebook advertising campaign to increase Facebook ‘likes’ and social media interaction. A MalinWaters YouTube video is in production. The website is undergoing a complete revamp in terms of the backend CMS. There is an ongoing e-mail marketing campaign underway. A dedicated solus e-mail campaign is ongoing with newsletters delivered to over 40k subscribers of publications such as Yachting monthly. Print advertisements can be found in the Sail Scotland, Sailing Today and Welcome Anchorages 2015. The MalinWaters Map has also been revamped and several thousand copies of the map will be distributed in the MalinWaters regions. Interreg VA preparations Killybegs Development of Green Economy The INTERREG cross border programme is due to open in June 2015 on a priority by priority basis. The first priority announced as opening is the ‘Environment measure’. The research and innovation measure is due to open in 2016 and work is continuing to progress on the development of the green economy with the aim of directing such a project to this cross border programme. Current collaboration is with ‘Questor’ the collaborative centre and ‘CASE’ the Centre for advanced sustainable energy’ both based in Queens University Belfast, Belfast City Council and Stranraer Local authority with a view to submission of a project under this measure. This partnership initially formed in 2014 and at present the consortia are currently developing the terms of reference for the possible engagment of an energy Consultant to draw up a business plan encompassing all elements of the 3 partner regions. The overall aim is the development of the Green energy sector in all 3 partner countries with potential development of hubs and spokes of Innovation. The most recent working group meeting established a steering group committee and the current work programme is focused on appointing a consultant to produce a business plan to inform any such application in to this programme in 2016.

The Inch & Foyle Wildfowl project incorporates Inch Wildfowl Reserve at Inch Levels in Donegal with the East Coast of Lough Foyle from Ballykelly Bank up to the Roe Estuary. The project involves a mix of capital works with an awareness campaign and a cross border education programme to promote the entire area as a world class destination for bird life and enhance the tourism potential of the sites. The Inch Wildfowl Reserve liaison committee was originally established by NPWS to liaise with interested parties about the reserve. During the project this model was used to forge links within the community and as the project draws to a close, the Inch Wildfowl Reserve Trust was set up with links and contacts developed with the Lough Foyle Area. The new project web site has a number of features and is the basis of the ongoing work required to raise awareness and educate the public about both sites. The web site will continue to be maintained by the trust once the project closes.

A cross-border education programme is in operation; four local schools in total from both sides of the border, Scoil Cholmcille NS Newtowncunningham, Moyle National School, Ballykelly National School and Faughanvale have been involved in the programme. Site visits and talks about each site have been given to 5th class and Primary 7 where they were introduced to the bird tagging project. It is hoped that this programme will continue after the project has closed and will widen out to other schools. Inch & Foyle wild Fowl Project

Donegal County Council EU Unit were invited to Cherbourg in France on 18th March to attend a kick off meeting for new partners to become involved in a North West Europe INTERREG VB project. PHD research students based in the LUSAC -Department of Applied Sciences, University of Caen Cherbourg campus are currently working on researching and developing an energy management system to accommodate tidal energy into the French electricity grid. The project is hoped to be led by Donegal County Council along with University of Cherbourg and those interested partners in attendance at the kick off meeting were french partners Technopole, La Manche and University of Gwent in Belgium.

The NWE programme is an INTERREG VB strand that is ideal for those

projects with a capital focus. The main themes of the programme priorities are Innovation, Low Carbon & resource and materials efficiency. The project concept at this stage seeks to promote across the partner region the integrated development of smart grids power systems based on marine energy renewable energy in order to increase the system stabilization, reliability, power availability and the supply chain energy efficiency and increase the awareness of this technology for the young researcher. The next steps are to develop the individual partner project involvement further and identify the work package element of interest. The project is at the early evolving stages of collaborative development and work will continue in earnest until the fist call for bid on 15th May 2015.

Announcement of Environment calls - Interreg VA Cross border programme Led by the environment section of Donegal County Council and supported by the EU unit, Donegal County Council is actively examining opportunities to participate in the Environment measure of the new Interrreg VA cross border funding programme. The programme has identified as a key priority the “recovery of protected species and habitats”. Through working collaboratively with partners in Northern Ireland, opportunities exist to develop projects of scale with key outcomes for the North West region. The funding call opens in September 2015 with a closing date in November 2015.

Mabel Project NPA Programme bidDonegal County Council has been invited by Albyn Enterprises, Scotland to participate in project planning for a project entitled MABEL. The MABEL project aims to create a communication solution that will empower isolated, elderly individuals to access the support and services they require, when they need it, so as to enable them to extend their independent living for as long they feel able and it is safe for them to do so. It will also include an employability initiative for young people, stimulate development of new local services where service gaps are identified and help reduce social isolation. The EU unit will be meeting with Albyn enterprises in the coming period to discuss potential funding opportunities under the Interreg Programme, with partners identified in Scotland, Finland and Northern Ireland.

Donegal County Councils European unit attended the Marine Renewables Industry Association conference in Dublin on 5th February. This association is an all island body and represents Ireland’s Marine Renewables community in the fields of Wave and Tidal Energy. The Association includes firms engaged in device development and manufacture, developers of projects and sites based on Marine Renewables, academic researchers, consultants, professional firms and contractors. The conference was a packed event with an impressive line up of speakers from Ireland Europe and the UK. The conference kicked off with ‘Policy Perspectives’ which focused on Ocean Energy policy and prospects in a number of countries. The next session was ‘Technology Perspectives’ which focused on technology developments, institutions and initiatives in Ocean Energy. The half day event ended with a series of 5 minute snapshots of progress from private industry. It was an extremely interesting and informative conference and provided an extremely worthwhile and extensive opportunity to network with the attendees and speakers.For more information please contact the EU unit - [email protected]

Led by the Brittany Regional Council, Donegal County Council is partnering on the NEA 3 project. This project leads on from the successful NEA 2 project, which was awarded funding to develop the entire nautical sector and meets the requirements of Horizon 2020. A detailed project application has been developed in consultation with all partners incl. e.g. Spain, Portugal, France, Ireland (Donegal and Limerick County Councils), Northern Ireland, UK (Devon and Scotland) and Iceland and will be submitted to the EU Atlantic Area Programme in the latter stages of 2015. The project is based on the development of three centres of excellence including tourism, water and seaside sports, industry & trade services and pleasure boating, ports development. The NEA 3 project seeks to develop a ‘Destination Atlantic’ to promote marine tourism activities on the Atlantic coastlines, in particular to increase participation in sailing. The development of a cluster of marinas,

ports and harbours that share best practice and knowledge through open communication is a priority. The project seeks to create new marine focused events across European coastal regions.The project will also cover the development of new services and activities to support the economic development of a necklace of European ports. NEA3 - Atlantic area programme bid

A project proposal focusing on Maritime History and Heritage is currently in development and will be submitted as a formal application to the Atlantic Area Programme in Q3 of 2015. Donegal County Council are developing and taking the lead in this project, which has been called ‘Tides of Time’. The project seeks to develop a Maritime Heritage Trail linking sites of archaeological and historical significance with particular reference to maritime conflicts and historic events in insular and coastal Atlantic Area regions, including the MalinWaters partner regions. The project supports objective 4(d) of the Atlantic Area Programme in

preserving and promoting the Atlantic’s cultural heritage, combating seasonality, improving prospects for SME’s through the diversification of maritime and coastal tourism products and the development of niche markets. The project will work by protecting and restoring tourist attractions including coastal and underwater cultural attractions, maritime heritage sites with archaeological, ecological or historical value.The work packages within this project cover a range of activities including research and identification of sites of historic maritime events, creating and marketing a maritime trail (a continuation

of MalinWaters), developing new digital technologies, increasing SME skill levels, education and the development of a Maritime Heritage Ambassador programme while encouraging job creation and diversification into marine tourism. The project is still in early stage development and potential new partners across Europe have been expressing interest in getting involved. Collaboration with French Embassy During the attendance at the Marine Renewables Industry association conference in Dublin on 6th February 2015 the French Ambassador delivered a presentation on marine renewable energy in France and the progression of national policy in this regard. Donegal County Councils EU unit availed of this opportunity to meet the acquaintance of the Ambassador and his team present to mention the collaboration and project development talks ongoing with University of Caen and the department of Applied Sciences at the Cherbourg campus in France. A conversation was held with the embassy representative who is keen to visit Donegal. It is anticipated that this visit will now occur in May 2015 and coincide well with the submission of the Tidal energy project with the French project partners. Logical Framework Training Course

The EU unit attended a logical framework training course based in Custom House Dublin on 4th March 2015. Invitations were extended to attend the training course to those involved in EU funding application writing in both Northern and Southern Ireland and in both public and private capacities. The training was organised by the Irish contact point for the LIFE funding programme based in Dept of Environment Custom House Dublin and facilitated by a private consultant – ‘Parides Ecological and Training Consultancy’ based in Bedfordshire England. The focus of the training was on adopting and preparing a logical framework for funding applications, why its a necessary tool to employ, the project cycle and creating a problem tree. This was then developed further into an Objectives tree and scoping out a project which looks at Objectives versus Assumptions. The training comprised of working through a hypothetical funding application and concluded with developing a clear and concise project concept. The training was hugely interesting and extremely worthwhile for all who attended.

Intervention on ErrigalFacilitated by Donegal County Council’s Community & Enterprise directorate a cross sector and cross directorate group of Errigal Stakeholders have held a number of successful meetings to discuss future collaborative plans for walking and hiking Mount Errigal sustainably. Arising from same a smaller steering group was formed and held their first meeting in February this year to discuss further the precise nature and extent of the works required to ensure the future sustainable development of the county’s iconic tourism product. The steering group comprises of representatives from Community and Enterprise, EU unit

and externally a delegation from the local community, NPWS and Mountaineering Ireland. To date the discussion has taken place around the principle of engineering intervention, the required extent of intervention and looking to and learning from best practice in other countries. Initial plans include employing visitor counters to establish a baseline of information and data from which to work from. Further development of the plans will provide a clearer indication of what EU funding programme will provide an opportunity for economic assistance.The steering group met on 14th April and the next meeting is due to take place in June 2015. EU Unit and the Social Inclusion unit of Donegal County Council have recently held a telecon meeting with ‘CORAL’. This is an informal network made up of multi sector members from academia, government authorities forming triple and quadruple helixes working groups. The members come from numerous European regions and countries and have been established since 2007/8. This network is united on their shared areas of interest which are inter alia: Integrated care, collaboration with member regions, informal networking of innovation clusters, working in smart solutions, age friendly initiatives and implementing IT solutions to

enable independent living. This also encompasses the elderly and chronically ill. The network meets on a BI-monthly basis in Brussels and is currently scoping a project proposal to submit to the first call of the Interreg Europe programme due to open in June 2015. The Social Inclusion unit of DCC are keen to develop the opportunity further and are currently planning to get involved in the project bid preparation. Membership of this network is also off interest to Donegal County Council and coincides nicely with the launch of the Councils Age Friendly Strategy in May 2015.

Gateway Economic Forum The next meeting of the Gateway Economic Forum is scheduled for 5th May 2015. The Donegal Gateway Economic forum seeks to advance Letterkenny and the Letterkenny / Derry Corridor in the context of the overall Letterkenny / Derry Gateway. It is essential to continue with the advancement of goals and objectives in relation to the economic development of the Letterkenny Gateway. This work also continues to be advanced on a cross-border basis through the North West Partnership Board in the context of the North West Gateway Initiative (NWGI).

The aim of the INTERREG EUROPE VC programme is to promote the exchange and transfer of knowledge and best practice among the European regions. The Programme will look to finance Interregional Cooperation projects and Policy Learning Platforms. Efficiency It is anticipated that INTERREG EUROPE will open its first call for proposals in the summer of 2015 following official approval of the Cooperation Programme from the European Commission. The objectives and actions that are required in order to deliver on the Goals are now being identified and these also draw on the significant inputs of the various stakeholders. INTERREG EUROPE

AER Assembly of European Regions Survey 2015Donegal County Council is a member of the AER (Assembly of European Regions). In 2015 AER is celebrating its 30th anniversary. Donegal County Council is participating in a survey on how the AER should continue to work in the future, their focus and thematic and priority areas. The AER is a key network for Donegal, and many practical collaborative projects are developing as a result of the Council hosting the plenary committee meeting in Donegal in October 2014. On Thursday March 5th, the EU unit attended pre-application development workshops in Derry which have been planned ahead of the launch of the new PEACE and INTERREG VA cross border programmes opening on a phased priority by priority basis in late spring 2015. These events have been designed to support potential beneficiaries applying for funding before the Programmes are launched. The workshops provided generic application information relevant to both PEACE and programmes. • A brief overview of the new Programmes (PEACE and INTERREG) for 2014-2020 • An outline of the application and assessment process • Project Development Guidance • Approaches to budgeting and new budgeting structure • Eligible costs and simplified cost options • Funding considerations including match-funding and financial capacity Interreg V: 4 key priorities; Research & Innovation, Environment, Sustainable Transport

SEUPB Pre Application Development Workshops Peace IV & INTERREG Programmes

Committee of the Regions Survey - EU institutions, policy-making and regionsDonegal County Council through the EU Unit recently participated in a European survey on the development of an online course on “EU institutions, policy-making and regions”. This survey was conducted by the European Committee of the Regions. 1,062 colleagues from EU, national, regional and local authorities as well as representatives associations, networks and academics responded to the survey. It is intended that an online course on EU Institutions will shortly be available and opportunities will exist for the EU team and others to avail of online resources and training materials in this regard.

Question How much money was allocated to and spent on Port Inver pier in the last number of years?

Response: Donegal Co. Council received €18,000 under the Fishery Harbour and Coastal Infrastructure Development Programme 2014 - Storm Damage Programme and were required to provide €2,000 in co-funding. A total of €15,541.14 was spent on repairs to the back of the pier, repairs to the toe of the wall along the beach, hand rails and toe rails, new lights and rings. €4,458.86 has been carried over to be spent at Port Inver in the current year. This will be spent on the pier wall and the steps at the head of the pier. It is also proposed to provide an ESB power outlet at the pier this year.

No other funding has been received at Port Inver in recent years.
