Golf is set. They have mini vans for running to old town. free hospitality suite. Hilton Old Town 2nd contender. Good meeting rooms, close to old Town, easy to get around from. Info from both hotels will be passed to Ginger Wait. $$ will probably decide. Pachanga night will be at the North Side of town at Los Amigos. . Will have a band there also. We will have old town, the ride to the top of the mountain. Also some Ten-nis maybe...Prices have not been set as yet. Cost of convention package probably + or - $ 85.00 Kirby O’Neal gave presentation for San Antonio. April 10, 2005 (Sunday PM /arrive) Monday, Tuesday, leave Wednesday 13th of April. Monday night At Dacos (Pachanga) Sunset station at the San Antonio Railroad Depot with Mariachis (if we have 100 people no charge for the restaurant, Great Mexican restaurant. Tuesday night sit down dinner (Buffet) at the Buckhorn Saloon, with music /dancing (Paul Herring group "The No Stress Express" to play) Cost will be $ 85 per person for the meals, set up plus the cost of the Hotels.. $91 a night plus full break-fast bar. included. Elections: President and Secretary, three board members up for election. Bill McDonald will be the election committee of one. Vote in San Antonio. Up for re election: President Stock, Secretary White, Directors Villarreal, Ham, Martin. President Stock not running again. KiKi Camarena busts: President advised that Enrique (Kiki) Camarena busts are in place in Laredo at the school named for Eloys’s mother. Busts are now in the Museum, DEA Headquarters, our bust has been given to Kiki's wife Mika, to put it in EPIC. Because of legal issues from Chief Counsel (illegal for govt. agencies to accept gifts) we, FOBA, will just "loan" it to EPIC. May be a ceremony in El Paso later this year, more later on that. San Diego has been doing an old folks luncheon, December 17 (Friday) 11:30 AM at the Red Hawk in Imperial Beach. Deadline for hotel reservations: March 10, 2005. Mention Fraternal Order of Border Agents when making reservations. FOBA has been given the official San Antonio government rate of $91.00 per night, plus tax (single through quad occupancy). SCHEDULE OF ACTIVITIES: April 10: Arrival/Check-in at 3:00 p.m. April 11: A Board of Directors/General Membership meeting will be held at 8:30 a.m. in the FOBA hospitality room, located on the main floor of our hotel. After the meeting, members can use their free time to tour the Riverwalk, Alamo, Tower of the Americas, etc. Guided tours may be arranged. Tour information will be available at the registration table. The famous El Mercado shopping area is also within walking distance of our hotel. At 6:30 p.m., FOBA members will be transported to San Antonio's Sunset Station for a great meal and Mariachi music at the award-winning Aldaco's Restaurant (selected winner of the best margarita in San Antonio for the past three years). After dinner, party on the Riverwalk!

April 12: There may be an additional membership meeting (President's call) at 8:30 a.m. Golfers will be transported at approxi-mately 10:30 a.m. to Fort Sam Houston for 18 holes of golf (green fee $15.00 and cart $12.00 for a total of $27.00, no tax). For those non-golfers, a guided tour of the historical King William neighborhood will be available (cost is $7.00 per person, ap-proximately 2 hours, trolley ride included). McDonald brought up 8th annual mini FOBA meeting, 26 October in Del Rio old customs agents, etc. Meet in the evening for dinner. Cal White Secretary Tommy: You will recall that several years ago I was persuaded to prepare a history of the new programs I created when I was in the Wash-ington Headquarters - such as the conversion of Customs Guards to Port Investigators, The Canine Program, and the Customs Air Marshals. I cranked out a few hundred pages because: a) I was honored by the request and b) I thought that history should show that a properly led Customs Service using already authorized authority could and has been of great service to our Govern-ment. I prepared about 15 copies and sent them to those who had suggested the idea and I was honored by the request. The Customs we knew then no longer exists. At the same time classified prohibitions and other restraints on the history of cer-tain activities performed in the latter half of the last century are no longer in effect. Also, most of the Agents who performed many of these activities are deceased and many of the highly classified activities which some of us performed are now part of the public domain - if anyone besides me preserved a record of what they did. I have kept a record of almost all of the unusual events in my career for the purpose of writing something for Marcyle ( who knew none of the details of some of my assignments) and our three children. Recently Jack Lacy (one of about 10 "Right Hands" (like Fred Rody) who I was able to bring to Washington to do the heavy lift-ing) called to insist that I prepare a history of what we had done because we probably designed and installed (Principally under the leadership of Deputy Commissioner Emerick and then Commissioner Nichols) more useful changes in how Customs per-forms its mission than had occurred in the previous 175 years of U. S. Customs history. As a result of the Lacy call I have now expanded the original Customs Agency history into 630 pages of Customs Service history. The Title is "U. S. CUSTOMS SPECIAL AGENTS, Americas Senior Investigators. There is a lot of stuff in there about work for the CIA, work for White House (in the Nixon years) in Viet Nam, Laos and Thai-land and cases like the one Fen Richards and I worked for the RCMP in Mexico, etc. This work is at the printer now and I have ordered about 20 copies for my personal use. They may be printed within the next few weeks. My cost is $23.00 plus shipping for soft cover copies . The cost of the hard cover copy is $75.00. (I am unable to understand the extreme difference and have only ordered a few of these for myself.). VAYA CON DIOS VAYA CON DIOS From: Patricia Catalano :Sent: Wednesday, June 16, 2004 9:40 AM It is with the deepest grief and a broken heart that I must inform you of the death of my beloved husband, Norman Catalano. This was a most unexpected and tragic event, as Norman was in good health, managing his MS with valor and dignity as he had for so many years. Norman died on Thursday June 3rd, after spending one day at the Community Hospital of the Monterey Peninsula, of a fulminant kidney infection that killed him in less than 48 hours. His memorial service was held at All Saints Episcopal Church in Carmel Friday June 11. Please hold Norman's family (son Gerry, daughters Andi and Maria, granddaughter Isabella, and me) in your prayers. Sincerely yours, Patricia Catalano [email protected] Norman's favorite charity was the National Multiple Sclerosis Association. As you may remember, he lived with MS for many years. (Donations in Norm’s name may be sent here) Norman was born April 1, 1945. He served as Special Agent for the I.R.S. from 1967—1970. Then as Customs Special Agent from 1970—1973 then as Special Agent for Drug Enforcement Agency. We do not have his retirement date. (See letter from Jerry Kelly, page 9) From: "James Kuykendall" Date: 2004/06/28 Mon AM 09:39:55 EDT Eloy T. Ochoa born May 20th, 1940 passed away on Saturday, June 26, in Laredo, TX. Eloy was a teacher until he became a Customs agent in Falcon Heights from 30/20/70 until 7/16/72. From there he went to work for the US Probation office and retired 25 years later. He then worked in protection for the Federal courts in Laredo. Services are today in Laredo. Hillside Funeral Home is handling the arrangements. I, and others, worked with Eloy when he was a customs agent in Falcon Heights. Eloy's brother, Sal, who is in charge of the federal court house guards, said that Eloy had become ill during a recent vacation in Hawaii and was under a doctor's care. He suffered a stroke on Father's day, went into a coma and never regained consciousness. His heart had been weak for some time. Argelia Ochoa, Eloy's wife, said that she thought Eloy would be pleased if any contributions were made to the Sacred Heart Chil-dren's Home 3310 S. Zapata Highway Laredo, TX 78046 956-723-3343. He was surrounded by his family who stood at the bedside to see him out of this world, and into the arms of God. (Continued on next page)

Vaya con Dios continued from page 7 He made a valiant attempt to live for all of us, but his heart was too weak. Jerry suffered a severe brain insult from lack of oxygen during the surgery. He was ventilator and medication dependent in order to survive. Jerry, was about quality of life not quantity of life. He lived life fully, and he had the heart of a lion for family and close friends. He was just too sick to stay on any longer. The void we feel for his passing is tremendous. There are no words to tell you all how much I will miss him. Please pray for me, and the family, during this time of bereavement. Services will be held on 6/19/04, at 1400 hours (2PM), in Tomball, at Church of the Good Shepherd. There will be a graveside service following the service at the church. There will not be a viewing. This was Jerry's request, and is being honored as his final request My best to you all, and as Jerry would have wished, be kind to one another because time is short and we can be called home at any time. He was stationed from Houston, San Antonio, Washington DC, San Diego, Richmond, VA and back to Houston where he retired on 12/31.94. Joe Grills — 08/29/1932 — 09/17/2004 Annabelle Grills has advised that her husband, Joe Grills, died Sept. 17th, from cancer complications. He will be cremated ac-cording to his wishes and buried at the Rosecrans Military cemetery in San Diego, date unknown at this time. There will be no formal funeral ceremony. Joe served with the Panama Canal Zone Police from 1959 to 1972, then with BNDD/DEA in Baltimore, MD from 1972 until 1974, then with DEA, San Diego from 1974 until retirement in 1983. LOZANO, Mrs. Maria L Adriana Spencer has advised that her Mother, Mrs. Maria Lozano passed away on August 3, 2003. Mrs. Lozano was an Honorary member of FOBA who had served many, many years as Administrative Aide for the U.S. Customs Agency in San Antonio, Tx. Subject: Benefits (This comes from a member of Goodfellows and seems like some info we can all benefit from). I recently assisted two widows of agents on paper work that had to be submitted for the survivor annuity, government life insur-ance, etc. I thought perhaps you might consider putting some of this information out through the "Goodfellows" system. The forms that must be submitted are SF2800-Application for Death Benefits (Civil Service Retirement System) and FE-6 Claim for Death Benefits, Federal Employees' Group Life Insurance Program. These two forms may be downloaded from the Internet at www.opm.gov/forms An adobe form that is a type on form is located at http://opm.gov/forms/pdf_fill/sf2800.pdf The form SF2800 should be completed and submitted to the Office of Personnel and Management, Employee Service and Rec-ords Center, Boyers, Pennsylvania 16017 along with a certified copy of the death certificate. OPM should also be advised to change the health benefits from family coverage to"self only". Assistance may be obtained by calling the toll-free number 1-888-767-6738. The FE-6 must be forwarded with a certified copy of the death certificate to OFEGLI, P.O. Box 2627, Jersey City, NJ 07303-2627. If the insurance claim is more than $5000.00, the funds will be placed in a money market account, and the beneficiary will

receive a checkbook to draw on that account. If the amount is less than $5000.00, a one-time check will be sent to the benefi-ciary. http://opm.gov/forms/pdf_fill/fe6.pdf If the retiree was receiving Social Security Administration (SSA) benefits, that agency should be notified at 1-800-772-1213. If the survivor is receiving Social Security benefits based on the retiree's earnings, then the survivor will be entitled to have the ben-efits increased to the retiree's amount. A one-time death benefit payment of $255.00 is made to the survivor from the Social Secu-rity Administration. In most instances, the SSA is notified directly by a form that is a required submission by funeral directors. The SSA will commence action upon receipt of this form. If the retiree is receiving Veterans Administration (VA) benefits, then the VA should be notified at 1-800-827-1000. It should also be noted that every veteran is entitled to burial in a National Cemetery. A list of these may be obtained from the VA. The wife of the veteran is entitled to be buried at the same location. There is a one-time payment of $300.00 for a headstone. An addi-tional payment of $300 may be made if burial is in a private cemetery. If the retiree has retained his GI Insurance, then the VA should be notified at 1-800-669-8477 to obtain the appropriate forms. If the retiree was employed in private industry after separation from Federal service, it is suggested that the personnel office of that firm be contacted. Talked to God last night, got a hold of him on the 1-800 number.. I asked him is Norm made it up there O.K.. God asked me how to spell his last name I told him, "CATALANO, common spelling". He said yes that Norm arrived and he re-membered him because he was one of the few Italians he made with reddish blonde curly hair.

God said when he arrived, Norm pulled up his chair , sat down at his desk and said, " You know what God, I don't hurt any more". God said he told Norm that his hurting days were over. He said Norm told him before he contracted the dreadful dis-ease he liked to fish and play golf. God told Norm he could guarantee that he was about to experience the best fishing and golf he could imagine, he was in heaven.

God said Norm got a sheepish look on his face and said, "You know I did like to enjoy a frosty cocktail on occasion". God said, "I am well aware of that Norm, I recall one night I looked down and saw you in the San Diego Police Department talk-ing with a lieutenant". He was asking the name of your supervisor. You told him Mr. Dave Burnett. God continued, when Mr. Burnett arrived and asked Norm the location the Government vehicle he was driving, Norm re-fused to tell him This upset Mr. Burnett but the hour was late and he took Norm home. Mr. Burnett experienced a mishap on his way home and had an accident with his Government vehicle. This really upset Mr. Burnett. God said he could not re-member the punishment Mr. Burnett handed out to Norm but knew it was justified.

God said he could tell Norm felt bad about the incident and wanted to cheer him up. God said he looked at Norm and said, "You know Norm we have a bar, the EI Toreador, up here and it is frequented by a lot of your friends and they started serving a botana on Monday's". God said he saw Norm’s eyes light up and asked if he had to drive to get there. God said he laughed and told Norm he was in heaven and did not have to drive. God said Norm looked at him and said, "I think I am going to enjoy it up here, fishing, golf, an occasional frosty cocktail with you friends, a botana on Monday's and don't have to drive". God said Norm l told him his wife was doing the work of God on earth. God said he was well aware of her work and she was doing a fine job. God said Norm told him "If you talk to any of my friends tell them I am looking forward to seeing them and sharing a frosty cocktail at the EI Toreador, but take their time getting here", asked directions to the EI Toreador and skipped out of his office. Poor John had the month from hell in June. He was in the hospital for three weeks to repair a leak in his aorta with 2 stints. The surgery went well — but his kidneys flat lined and his lungs filled up. Long story short, he is in rehab three days a week, I’m trying to fatten him up with pasta. He lost 20 pounds. I think his travel days are over. He sends his re-gards. From Meita Shoquist: Enclosed is our check for 2004 dues. Sorry for the delay. I thought the dues were paid in January but I guess we forgot. We did not make the Laredo Convention but look forward to the next one here in San Antonio. From Erson Kern: Enclosed is my check in the amount of $40.00 to cover my membership for two years. From John D. Fernandez: Dear Tommy and Joby, hope you guys are doing great, and in good health. Once again it’s time to apologize because I’m late with my dues, but this time I have a valid reason. I have been terribly sick. I shake all over, wake up with ter-rible head aches and my eyes are so red I can hardly see. This has been going on for the longest time. I have seen many doctors and they can’t cure me. Yes-terday, I went to see a doctor in Tijuana and he diag-nosed with what he said was “Continua Cronica Aguda TremendaCruda”. Heavens knows what that could be. Sorry to make this letter short but I have an appoint-ment with my best friend, the bartender at the |”Comosellama Bar”. Please stay sober, adios for now, John From Bill Everett: Laredo was great! Enjoyed the visit with everyone. Missed those who couldn't make it and those who will never be back. Really appreciate Eloy setting us up with a place and a player for some doubles. Lots of fun but Jim Ander-son and Dave Burnett convinced me that I will never make it onto the tennis tour. So...I am trying power lifting. Did real good, for a beginner, at the Texas Police Games and I am going to try it at the World Police and Fire Games at Quebec next June. It is a technical sport with lots of rules. My bench is puny because of old injuries but the legs and back are good so we will see. Cheers From Jerry Kelly: Tom, I am getting ready to go fishing, there is a lake up here called Eagle Lake, where they bred special trout, as the water is alkali. The fish run 3 to 5 pounds on the average, and some will go to 8 or 10. The fish are pink inside and taste great. Hope all is well with you.

QUALIFICATIONS FOR FOBA MEMBERSHIP

REGULAR: A REGULAR Member shall have the right to one vote and shall have the right to hold office. To be eligible to be a Regular Member, a person shall: (a) Have been an 1811 Agent in a Federal investigative service and assigned to and living on the Mexican Border for a period of at least three years; or (b) Have been an 1811 Agent in a Federal investigative service for a period of at least three years and currently assigned to a post of duty on the Mexican Border in an 1811 position; or (c) Have been a Federal law enforcement officer assigned to, and living on the Mexican Border for a period of at least three years, and currently serving in an 1811 Agent position; or (d) Have had, or currently has, direct supervisory responsibility for the US/Mexico Border law enforcement activities of the 1811 Agents of a Federal investigative service. ASSOCIATE: To be eligible to be an ASSOCIATE Member, a person shall: (a) Have been an 1811 Agent in Federal service or have been in a comparable position in the State or Local employment sector and on many occasions conducted criminal investigations with a federal law enforcement office on the U.S./Mexico Border; or (b) Be the spouse of a Regular Member in good standing;1 or (c) Be the surviving spouse of a deceased Federal criminal investigator who met the eligibility requirements for Regular Membership.
