SPECIAL INTERESTAeroMexico Flight 576 Hijacked After Departing Cancun, Mexico09 September 2009
AeroMexico Flight 576 was hijacked by Jose Marc Flores Pereira, a Bolivian national claiming to have a
bomb on board shortly after its departure from the Cancun International Airport in Quintana Roo at 1138
hours. He then demanded to speak with Mexican President Felipe Calderon, and threatened that he would
blow up the aircraft, along with its 104 passengers and associated crew it if did not happen. He now
claims that he wanted to speak to the President to warn him of an earthquake; information he says he
received through a divine revelation.
The Boeing 737-800 series aircraft landed around 1340 hours at Benito Juarez International Airport in
Mexico City, and was directed to go to an isolated part of the airport, where Federal Police stormed the
aircraft through the aft entrance, after arriving to the scene via pickup trucks and a Blackhawk helicopter.
In the end, no one was injured in the incident and no real explosive devices were found. Instead,
authorities found only a bottle of fruit juice on Flores Pereira but as a precaution, they destroyed his
backpack.

BORDER SECURITY AND ILLEGAL IMMIGRATIONMore Undocumented Persons Using Falsified Documentation to Cross into the U.S. 03 September
2009According to statistics from the U.S. Customs and Border Protection (CBP), arrests of individuals
crossing the border using false documents or identification of others persons increased by 19% last year.
This translates to an increase of 4,521 cases of documentation fraud between 2006 (23,500 were arrested)
and 2008 (28,021 were arrested). Given this, U.S. authorities are cracking down on fraudulent
documentation and have reported the filing of 1,803 lawsuits for fraud and misuse of visas and other
migratory documents in 2008. In the first seven months of 2009, the number of prosecutions for
fraudulent documents increased by 39% from 2008.

ORGANIZED CRIME AND DRUG TRAFFICKINGLa Familia Michoacana Leader, aka La Tuta, Allegedly Fabricated Video Accusing the SSP
Secretariat of Corruption 09 September 2009
On 08 September 2009, the Secretariat of Public Security (SSP) reported that a kidnapping victim of La
Familia Michoacana was able to escape and walked handcuffed for 12 hours until he arrived at Los
Olivos federal control point, located about 50 kilometers from the Nueva Italia highway. The kidnapping
victim, a 58 year old taxi driver, told police that he was kidnapped on 03 September 2009, along with aman identified as El Chino and a woman. At the time of the kidnapping, they were in his taxi.
The morning following the kidnapping, Servando GOMEZ, aka La Tuta, gave a pre-written statement to
El Chino and ordered him to read it in front of cameras. The taxi driver stated that he heard El Chino
practicing this statement with the kidnappers for hours. Two important points that El Chino was
supposed to mention in the recording was that he had given the SSP Secretariat, Genaro Garcia Luna, a
suitcase full of money at his office and second, that Garcia Luna worked for the BELTRAN Leyva cartel.
The video was allegedly going to be posted on the internet.
Comment: The taxi driver was allegedly able to escape by killing two of the kidnappers. Thewhereabouts of the couple are unknown.

Alleged Gunfight between Hitmen and Federal Police Officers in Patzcuaro, Michoacan 09
September 2009According to unofficial reports, a gunfight between hitmen and federal police officers occurred on 08
September 2009, on the Patzuaro-Uruapan expressway, near the toll booth of the Zirahuen community
[19.4333 -101.7333], of Michoacan. It was said that one hitmen died as a result of the gunfight. At this

Hitmen Kill Two and Wound One in Tacambaro, Michoacan 08 September 2009
On 08 September 2009 at 1730 hours, a group of hitmen shot into an Escalade pick up with Georgia
plates that was traveling on the Tacambaro-Villa Madero highway, near the Yoricostio community of
Tacambaro [20.1333 -101.8167], Michoacan. The shooting resulted in the death of the driver and two
passengers identified as Emerson Juarez Melgoza, 24, and Gonzalo Hernandez Garcia, 22. In addition, a
U.S. citizen from Texas was wounded while a fourth individual managed to escape. According to
unofficial information, the Escalade was followed for several kilometers before the hitmen initiated their
attack.

Extradition of Oscar Arriola to U.S. Delayed09 September 2009
There has been a delay in the extradition of drug dealer Oscar ARRIOLA Marquez to the U.S. A callfrom federal authorities interrupted the transportation of Arriola to the U.S. because the extraditionprocess had not been completed. When they received they call, Arriola was being transported to theairport via a convoy. Arriola was arrested in 2006 and is considered one of the 40 most wanted criminalsin the world.

Federal Police Burn Eight Marijuana Fields in Chihuahua and Sinaloa
08 September 2009Federal authorities operating in Chihuahua and Sinaloa destroyed eight fields of marijuana containingapproximately 189,700 plants. The six fields in Chihuahua were in the Bocoyna municipality, nearNacayvo, and measured 26,700 square meters. The Inter-American Development Bank anticipates that the drop of remittances in 2009 could affect
nearly 4 million people throughout the Latin American region. During 2008, remittances fell by an

Cell Phone Network Fails in Huixtla, Chiapas 08 September 2009
On 05 September 2009, an electrical storm hit Huixtla (15.1500 -92.4667), Chiapas, knocking down cellphone network services and leaving businesses and thousands of people without cell phone service for
nearly three days. Villages and remote communities of the municipality reported that communication is
impossible and this means of communication is essential to seek assistance from police or medical service
providers in the area. According to unofficial statements provided by employees of cell phone
companies, the problem was caused by the destruction of a fiber optic cable, but to date, nothing has been
done by the cell phone companies to fix the problem, leaving hundreds of Huixtla citizens without
communication services.

Guatemalan authorities have discovered 800 hidden air land strips supposedly used by organized crime
groups for transporting narcotics to Mexico. The majority of the strips have been located on farms in the
Peten, Escuintla, Retalhuleu, Alta Verapaz, and Huehuetenango Departments of Guatemala. Findings
from the seizures of these airstrips indicate that it takes about a month for drug traffickers to construct
them. Additionally, it is believed that they are financed through Mexican drug traffickers. It is also
believed that many of the airstrips and airplanes used to transport drugs are destroyed after just one timeusing them. The difficulty in finding these airstrips lies in the fact that they are constructed in remote
access. The secondary problem in finding them is the lack of radars and airplanes to monitor these areas.

Guatemalan Airport Authorities Seize an Estimated One Million Pseudoephedrine Tablets08

On 07 September 2009, Guatemalan airport authorities seized a shipment of pseudoephedrine from the
parking lot at the La Aurora International Airport [14.5833 -90.5000] in Guatemala City. The pills are
believed to have arrived from Colombia. A spokesperson from the Guatemalan National Civil Police
stated that although they do not have an exact count of tablets in the 1,500 boxes of the drug, it is

Russian Weapons Interest Chavez 09 September 2009
The Venezuelan Government could sign contracts to buy Russian weapons to include submarines and
tanks during a planned visit to Moscow this week by President Hugo Chavez. The contracts in questioninclude the possible acquisition of three diesel-electric propelled Varchavianka class submarines (NATO
classification Kilo), BMP-3 infantry combat vehicles, T-72 tanks, and 10 Mi-28 combat helicopters.
Between 2005 and 2007, Russia and Venezuela signed arms contracts totaling $(USD) 4.4 billion. In
2008, Russia gave Venezuela a $(USD) 1 billion loan for weapons acquisition.

Venezuelan Government Set to Close 29 More Radio Stations08 September 2009
A total of 29 Venezuelan radio stations will go off the air shortly due to irregularities in the use of their
grant, stated officials of the Chavez Administration. These new closures come just one month after the
closing of 32 radio stations, an act that generated negative responses both inside and outside the country.
The Venezuelan government insists this is necessary to "democratize" the radio spectrum and argues that
this procedure has nothing to do with freedom of expression, but is due to "irregularities" in the use of
concessions.
