This Occasional Paper characterizes
and quantifes the impact on severalASEAN economies over the last 1decades o three global, intertwinedtrends: (1) the rise o China as a global
powerhouse; (2) greater regional integration through thedevelopment o cross-border production networks in Asia withChina as the fnal assembly point during the 2000s; and (3)more recently, the emergence o current account imbalances
with the United States running large defcits matched bysurpluses o East Asian economies and oil exporters.
These trends generated unmistakable shits in the shares ooutput, value added, trade exposure, and demand in ASEANeconomies and their trading partners. The paper provides
a cross-country, comprehensive, consistent, and analyticaltreatment o these shiting patterns using a range o tools,including panel regressions, shit-share analyses, and input-output tables. Among the key results o this study, the authors fndthat real and fnancial reorms (and, in particular, domesticfnancial liberalization, trade liberalization, and agriculturalliberalization) boost income growth. However, growth eectsdier signifcantly across alternative reorm sequencingstrategies: a trade-beore-capital-account strategy achievesbetter outcomes than the reverse, or even than a big bang;also, liberalizing the domestic fnancial sector together withthe external capital account is growth-enhancing, providedthe economy is relatively open to international trade. Finally,relatively liberalized domestic fnancial sectors enhance theeconomys resilience, reducing output costs rom adverseterms-o-trade and interest-rate shocks; increased creditavailability is one o the key mechanisms.

Structural Reorms and Economic Perormance inAdvanced and Developing Countriesby Antonio Spilimbergo, Jonathan David Ostry, and Alessandro Prati
This volume examines the impact on economic perormance o structural policiespoliciesthat increase the role o market orces and competition in the economy, while maintaining
appropriate regulatory rameworks. The results reect a new dataset covering reorms odomestic product markets, international trade, the domestic fnancial sector, and the externalcapital account, in 91 developed and developing countries. Among the key results o this study,the authors fnd that real and fnancial reorms (and, in particular, domestic fnancial liberalizationtrade liberalization, and agricultural liberalization) boost income growth. However, growth eectsdier signifcantly across alternative reorm sequencing strategies: a trade-beore-capital-accountstrategy achieves better outcomes than the reverse, or even than a big bang; also, liberalizingthe domestic fnancial sector together with the external capital account is growth-enhancing,provided the economy is relatively open to international trade. Finally, relatively liberalizeddomestic fnancial sectors enhance the economys resilience, reducing output costs rom adverseterms-o-trade and interest-rate shocks; increased credit availability is one o the key mechanisms.
