1.0 SCOPE

1.1 This specification establishes requirements to be used for qualification,certification, and appointment of nondestructive examination personnel in theLiquid Penetrant Testing, Magnetic Particle Testing, Radiological Testing,

Leak Testing (MSLD) and Ultrasonic Testing methods.

2.0 ASSOCIATED SPECIFICATIONS

3.0 ADMINISTRATION

3.1 Personnel employed as an NDE Level III shall be certified by a nationallyaccredited group (e.g. ASNT, ACCP, EN ISO-9712, CGSB, or equivalent). Inthe absence of a nationally accredited Level III, the responsible employermanager shall designate a nationally accredited Level III from an outsideagency to represent the organization.

The responsible employer manager is responsible for verifying that the LevelIII is responsible and in charge of training, testing, documenting, and

certification of all Trainees, Level I and Level II technicians. The responsibleemployer manager will sign the letter of certification and the certificate alongwith the Level III's signature, to include the date of certification and expirationdate.

3.2 Individuals designated from an outside agency to perform the duties of anNDE Level III, will receive a written statement signed and dated by theresponsible employer manager.

3.3 NDE suppliers considered for listing on the FMCTI Global Qualified SupplierList (GQSL) and / or the Global Special Process Supplier List (GSPSL) shallhave a primary nationally accredited Level III(s) (ASNT, ACCP, EN ISO 9712,

CGSB, or equivalent) for each method of testing provided to FMCTI. Thesupplier's nationally accredited Level III(s) shall be fully responsible forestablishing the qualification / certification curriculum, implementation, andmaintaining the supporting documentation within their company in the samemanner set forth by the accredited body for which they are certified.

3.4 For Level I and Level II technicians, FMC recognizes two (2) certificationoptions, (1) national accreditation (ACCP, EN ISO-9712, CGSB, orequivalent) and (2) an employer's written practice meeting the requirements of

 ASNT Recommended Practice SNT-TC-1A and approved by FMCTI to meetthis specification.

NOTE

FMC is developing a major revision of our technician certificationrequirements that will be worked in collaboration with the approved NDEservice suppliers on our Global Special Process Supplier List and

aligned with customers' requirements. Until a new agreement ofrequirements is achieved with Petrobras, the requirement noted belowshall apply to all FMC Brazil purchase orders.

"All parts manufactured for FMC Brazil purchase orders shall beinspected by NDE personnel qualified to a primary nationally accreditedentity (ASNT, ACCP, EN-ISO 9712, CGSB, or equivalent). Techniciansqualified and certified in accordance with SNT-TC-1A are not acceptablefor performing NDE methods of testing on parts manufactured for FMCBrazil

3.5 Suppliers shall maintain employee rosters (attachment 1) showing themethods certified, unique identification number for each technician and eachmethod and specialized technique (i.e. phased array, automated ultrasonicsystems, CR and digital RT systems).

Individual inspection stamps (attachment 2) shall be issued to technicians foreach method.

Suppliers shall provide FMC with updated rosters on a quarterly basis.Technicians not included on the roster provided to FMC shall not be used to

inspect FMC material or hardware.

3.6 FMC shall review and approve the employer's written practice. FMC shall alsoreview and approve the employing company's inspection stamp controlprocedures.

4.0 LEVELS OF QUALIFICATION

4.1 Trainee - Personnel in the process of being trained, qualified and certified toLevel I. A trainee will always be accompanied by a certified Level II or III

individual while examinations are being performed. A trainee will notindependently conduct tests, evaluate, interpret or report test results.

4.2 Level I - Personnel qualified and certified to participate in specific calibrations,specific tests, and shall always be accompanied and work monitored by acertified Level II or III throughout the entire inspection process. Evaluations foracceptance or rejection purposes and recording of the results shall always bedone by a certified Level II or III.

4.3 Level II - Personnel qualified and certified to set up and calibrate equipment,interpret and evaluate results with respect to applicable codes, standards andspecifications. Level II technicians are to be thoroughly familiar with thescope and limitations of the methods for which the technician is qualified andis to exercise assigned responsibility for on-the-job training and guidance oftrainees and Level I technicians. The Level II will be able to prepare written

instructions, and organize and report the results of test examinations.

4.4 Level III  - Personnel capable of establishing techniques, writing procedures,and interpreting codes, standards, specifications and procedures to be used.Level III personnel are responsible for the NDE operations for which they arequalified and assigned; and capable of interpreting and evaluating results interms of existing codes, standards and specifications. Level III personnelshould have sufficient practical background in applicable materials, fabricationand product technology to establish techniques and to assist in establishingacceptance criteria where none are otherwise available. The NDE Level IIIwill have general familiarity with other NDE methods and be qualified to trainand examine NDE Level I & II personnel for certification.

Limited and Special Qualifications

4.5 Level I Limited PT  - The same description as a Level I Liquid PenetrantTechnician except, it will not include the Post Emulsification system. Thelimited Level I PT certification shall include the Solvent Removable and WaterWashable Penetrant Systems.

4.6 Level II Limited PT  –  The same description as a Level II Liquid PenetrantTechnician except, it will not include the Post Emulsifiable system. TheLimited Level II Technician certification shall include the Solvent Removableand Water Washable Penetrant Systems.

4.7 RT Film Interpretation   –  Initial training and experience requirements asdescribed in Table 2 shall be met. The Limited RT technician shall include theinterpretation and evaluation of RT Film to FMC specifications andprocedures.

4.8 Level II Computed Radiographer   –  Personnel, as a minimum, must meetthe requirements set forth in Table 1 for Radiological Testing in ComputedRadiography.

4.9 Level II Limited UT  - The same description as a Level II Ultrasonic TestingTechnician except, it will not include angle beam testing (shear wave or

refracted longitudinal wave) or immersion UT. The Limited Level II Techniciancertification shall include contact testing employing straight beam(Longitudinal wave), clad bond integrity UT, and thickness testing.

5.0 EDUCATION, TRAINING AND EXPERIENCE

5.1 Individuals considered for certification in NDE shall have sufficient education,training and experience to ensure understanding of the principles andprocedures of the areas of testing in which the individual is being considered

for certification.

The FMC "Primary" nationally accredited Level III, or their qualified designee,shall be responsible for assessing all NDE personnel qualification andcertification documents.

5.1.1 Documentation of prior certification may be used as evidence oftraining and experience for comparable levels of certification.

5.2 Level I and II - Training and work experience requirements.

5.2.1 Training and work experience requirements are listed in Table 1

(SNT-TC-1A), Table 2 (Limited Certifications), and Table 3 EN ISO-9712).

5.2.2 Training course outlines will follow the recommended references inSNT-TC-1A or EN ISO-9712.

5.2.3 Work experience in months is based on a 20 day work month. Workperformed in excess of a 20 day work month will be credited to total daysrequired for certification.

1.0 For Level II certification, the experience shall consist of time at Level I orequivalent. If a person is being qualified directly to NDT Level II with no time atLevel I, the experience (Both Method and Total NDT) shall consist of the sum ofthe hours for NDT Level I and Level II and the training shall consist of the sum ofthe hours required for NDT Level I and Level II.

2.0 Experience time will be calculated to include set-up time through reportcompletion.

3.0 The Level III will provide an NDE experience log sheet for each applicableindividual, where each entry shall be traceable to the NDE report. As a minimum,the log sheet shall reflect the NDE method employed, the date, the amount oftime it took to complete the job in hours, the NDE report number if applicable,and / or the Part Number, Traceability / Serial Number, Description of Part, date,and the witnessing or monitoring Level II or III technician.

4.0 If an individual is currently certified in the Radiographic Testing (RT) techniqueand a full course format was used to meet the initial qualifications in that

technique, the minimum additional training hours to qualify in ComputedRadiography (CR) or Digital (DR) at the same level shall be 24 hours (of which atleast 16 hours should be equipment familiarization). This individual shall alsohave 40 hours of documented Radiographic exposure experience using CRphosphor plates, under the direction of a certified CR Level 2, and pass therequired examinations in CR as defined in Sections 6.1.2, 6.1.3 and 6.1.4...

5.3 Level III Certification - NDE Level III certification shall be achieved through anationally accrediting Body (e.g. ASNT, ACCP, EN ISO-9712, CGSB, orequivalent). Company / Industry certifications (e.g. SNT-TC-1A, ASNT CP-189, NAS-410,) are not recognized by FMC.

6.0 EXAMINATIONS

6.1 SNT-TC-1A

The responsible Level III or his designated representative will conduct andgrade General, Specific and Practical examinations of personnel beingconsidered for certification as Level I or II technicians. Written examinationswill be conducted without access to reference material (closed book) exceptthat necessary data such as graphs, tables, specifications, procedures andcodes will be provided. The examinations will include a Vision, General,Specific and Practical examinations as follows.

6.1.1 Vision Examinations

(1) Near - Vision Acuity

 An annual vision examination to assure natural or correctednear distance acuity in at least one eye such that the applicant

is capable of reading a minimum of Jaeger Number 1 orequivalent type and size letters at a distance of not less than 12inches (30.5 cm) on a standard Jaeger test chart.

(2) Color Contrast Differentiation

The examination will demonstrate the capability of distinguishingand differentiating contrast among colors or shades of gray usedin the method. This should be conducted upon initialcertification and five-year intervals thereafter.

(3) Vision examinations expire on the last day of the month of

expiration.

6.1.2 General Examination - Level I and II

Written examination covering basic test principles relative to theapplicable NDE method(s). For additional techniques, such as addingPhased Array to an Ultrasonic Level 2, or adding CR or DR to an RTLevel 2, a general exam covering the technique with a minimum of 20questions shall be required. Formal training course examinationsmay substitute for this requirement.

6.1.3 Specific Examination - Level I and II

Written examination covering operating procedures, NDE techniques,specifications and acceptance criteria that the candidate may

encounter in specific assignments. For additional techniques, such asadding Phased Array to an Ultrasonic Level 2, or adding CR or DR toan RT Level 2, a specific exam covering the technique with aminimum of 10 questions shall be required.

6.1.4 Practical Examination - Level I & II

The Practical examination will demonstrate familiarity with and theability to operate the appropriate test equipment, record and analyzethe resultant information to the degree required. At least one flawedspecimen will be tested and the results recorded by the technician.

The description of the specimen, the NDE test procedure, including10 checkpoints, and the results shall be recorded on an NDE methodexamination report. At least 10 different checkpoints requiring anunderstanding of NDE variables and the employer's proceduralrequirements should be included in this practical examination.

6.1.5 ACCP and National Authorized Body level II Certified Technicians

The general examination required in paragraph 6.1.2 is waived for ACCP and National Authorized Body certified Level II technicians.Employers are responsible for ensuring and documenting that Level IItechnicians are familiar with all equipment and procedures, when

additional training is carried out the training shall be documented,additional training is mandatory for automated or special methodequipment.

6.1.6 Practical Examinations - AUT (Conventional / Phased Array)Operators

Level II UT personnel trained in the use of an AUT system shalldemonstrate the ability to properly acquire examination data from arepresentative demonstration specimen.

Level II UT personnel who interpret the collected data shall

demonstrate their ability to evaluate inspection results.

6.1.7 Basics, Method and Specific Examinations (Employer based Level III)

Level III examinations for employer based programs will consist ofwritten Basic, Method and Specific examinations for each applicableNDE method.

(1) Basic Examination (required only once when more than onemethod examination is taken). The number of questions will beas follows:

(a) Fifteen (15) questions relating to understanding theSNT-TC-1A document.

(b) Twenty (20) questions relating to applicable materials,fabrication and product technology.

(c) Twenty (20) questions that are similar to published LevelII questions for other appropriate NDT methods.

(2) Method Examination (for each method):

(a) Thirty (30) questions relating to fundamentals andprinciples that are similar to published ASNT Level IIIquestions for each method, and

(b) Fifteen (15) questions relating to application andestablishment of techniques and procedures that aresimilar to the published ASNT Level III questions for eachmethod, and

(c) Twenty (20) questions relating to capability forinterpreting codes, standards and specifications relatingto the method.

(3) Specific Examination (for each method):

(a) Twenty (20) questions relating to specifications, equipment,techniques and procedures applicable to FMC products, to methodsused and to the administration of this specification.

6.1.8 When qualified by ASNT or National Authorized Body examinationsfor Basic and Method, the Level III candidate will also complete awritten Specific examination for each method as stated in 6.1.7(3)above. The responsible Manager shall designate a Level III that iscertified to a national accredited organization to administer and gradethe Specific examination, or it may be deleted if documented evidenceof experience exists, including the preparation of NDT procedures tocodes, standards, or specifications and the evaluation of test results.

6.1.8 Grading

Level I & II - a composite grade of 80% or greater is required with apassing grade of 70% or greater required on the General, Specificand Practical examinations. The composite grade will be determinedby simple averaging.

(a) Evidence of continuing satisfactory performance (Section 7.4Interrupted Service for required evidence of activity forpersonnel that perform inspection/NDE as a secondaryfunction.)

(b) Re-examination as deemed necessary by the responsible Level

III or the designated representative

7.2.2 Maximum recertification intervals are 5 years for all certification levels.

7.2.3 Technical Performance Evaluation

(a) NDE personnel may be re-examined at any time, have theircertification extended or revoked at the discretion of theresponsible Manager and/or certifying NDE Level III

(b) A technical performance evaluation to the requirements ofparagraph 6.1.4, practical examination, will be performed every

five (5) years as a minimum.

7.3 Termination

7.3.1 Employing company certifications and FMC approval for NDEinspection on our products will automatically terminate whenemployment with the employing company terminates.

7.3.2 Level I, II and II technicians whose certification has been terminated,may be recertified to their former NDE Level based on examination,as described in Section 6.0, provided all the following conditions aremet to the satisfaction of the responsible Manager and NDE Level III.

(a) The employee has proof of prior certification(s)

(b) The employee was working in the capacity to which he wascertified within the last six (6) months of termination

(c) The employee is being recertified within six (6) months oftermination

(d) Prior to being examined for recertification, employees not meetingthe above requirements should receive additional training asdeemed appropriate by the NDT Level III.

7.4 Interrupted Service

7.4.1 NDE technicians are considered uninterrupted in their certification ifthey perform the NDE method on 5 workdays minimum per workingmonth.

7.4.2 NDE Level I and II technicians that do not spend a minimum of 5 daysof work time per month on the NDE method will meet the

requirements defined below for Evidence of Activity to maintain theircertification. This is to make provision for temporary assignment orshortfall of activity in an NDE method due to work requirements.

Evidence of Activity in the NDE method(s) will be copies of reportswith dates that correspond to the active period or a log traceable to

reports. Activity shall consist of a minimum of four (4)inspections/reports on two (2) different days during each one (1)month period with no interrupted service greater than prescribed in7.4.3.

7.4.3 NDE Level I and II technicians that have interrupted service will be re-examined based on length of interrupted service and length ofexperience.

(1) 6 months of Interrupted Service for a technician with more than3 years of active participation in the NDE method certified willrequire re-examination and re-certification.

(2) 3 months of Interrupted Service for a technician with less than 3years of active participation in the NDE method certified willrequire re-examination and re-certification.
