Volkert’s responsibilities included roadway concept development, engineering analyses, a Bridge Development Report, a Cultural Resource Assessment, environmental impact evaluations, a Pond Siting Report, utility coordination and public involvement. Alternative pond sites, including joint-use and linear ponds, were identified to address stormwater management requirements, which are based on closed basin attenuation criteria. Utility coordination included nine utility owners within the project limits. A public information meeting was held with those in attendance expressing minimal comments or concerns. A presentation was given to the Sumter BOCC summarizing the PES and its improvements were unanimously accepted.

The PES was performed to evaluate the future transportation needs along 3.5 miles of C-468. The PES determined the long-term transportation needs and developed necessary improvements. The existing two-lane roadway will not meet future capacity and mobility needs due to anticipated growth in the area.

Some of the services provided under this contract are designing new and replacement traffic signs and pavement marking recommendations, as well as reviewing existing traffic signal operations and performing necessary studies. Under this contract, Volkert and VIBEngineering provided a feasibility study for a Sumter County ATMS. The purpose of the study was to determine if an ATMS was feasible for Sumter County.

This contract involves providing quick response services as requested for the County’s routine traffic engineering/operations issues and concerns. The contract’s scope of services includes traffic engineering design, operations, maintenance, warrant studies, and includes traffic sign and pavement marking recommendations, traffic signals, as well as traffic engineering related services.

Key project issues are: minimizing R/W at the two horizontal curve locations; drainage, permitting and stormwater pond siting; pavement design/base clearance; and threatened and endangered species.

The project is for the widening of the existing 2-lane rural roadway to a 4-lane divided rural roadway for a distance of approx-imately 6 miles, as well as culvert extension and new bridges. The typical section is adding two twelve-foot lanes to the north that will serve as the westbound lanes. The existing lanes will be milled and resurfaced and converted to the eastbound lanes. The design also includes a 64-foot grassed median with accommodations for a future five-foot sidewalk.

This project involved upgrading the existing at grade intersection at SR 80/US 27 to an elevated “T” interchange which addressed safety concerns with the existing intersection, including sight distance constraints, high running speeds and grade issues. The interchange included three ramps. A combination of MSE walls and embankment was used for elevated portions of the roadway.

The design also included the widening of US 301 to provide for a turn lane at McIn-tosh Road, resurfacing US 301 within the limits of construction, and improving the existing turning radii to accommodate heavy vehicle traffic. The SR 574/McIntosh Road project involved the design for the widening of SR 574 to provide a west-bound right turn lane onto McIntosh Road, as well as resurfacing SR 574 within the area of construction and replacement of the existing traffic signal.

The scope of services for these intersection designs included the development of roadway plans, MOT, drainage, geotechni-cal, signing and pavement markings, signalization, utility adjustment plans, cost estimates, and quantity computation books.

• Liability Insurance: The submitter shall purchase and maintain such insurance as will protect him/her from claims which may arise out of or result from the vendor’s operations under the terms and conditions of the RFQ. Liability insurance shall be obtained at the vendor’s expense and in his/her name as the insured, which Certificate shall show Sumter County Board of County Commissioners as additional name insured. Liability insurance shall be provided on a form approved by Sumter County Board of County Commissioners and shall include endorsements for contractual liability and such other endorsements appropriate for the work required by this RFQ as may be required by the Sumter County Board of County Commissioners.The limit of liability for this coverage shall not be less than $1,000,000 single event limit.

• Automobile Liability Insurance covering all automobiles and trucks the vendor may use in connection with this RFQ. The limit of liability for this coverage shall not be less than $500,000 CSL per occurrence for bodily injury and property damage. This is to include owned, hired, and non-owned vehicles.

• Workers’ Compensation Insurance, as required by the State of Florida.

All insurance policies shall be written on companies authorized to do business in the State of Florida and satisfactory to the Sumter County Board of County Commissioners. Prior to commencing services pursuant to the award of this RFQ, the Contractor shall furnish to the Sumter County Board of County Commissioners certificates of insurance showing the required coverage has been procured and paid for in advance. Within thirty (30) days prior to expiration, the Contractor shall provide the Sumter County Board of County Commissioners with proof that required coverage has been extended.
