Williams Chief Melanie Bevan The Honorable Bernie McCabe Absent: Professor John Stinneford II. Enhancements Subcommittee The subcommittee reviewed the following objectives: 1. Greater judicial discretion in departing from mandatory life sentences and in favor of imposing a minimum term of years for individuals facing sentencing as a Prison Releasee Reoffender. 2. Propose legislative review of offenses identified as “Capital Felonies” where the death penalty is not an option for sentencing. 3. Propose legislative review of the minimum mandatories that apply to Fla. Stat. 893.135(1)(a)(2) and 893.135(1)(a)(3), trafficking in cannabis. 4. Judicial review for offenders who have served over 30 years in prison for certain offenses (excluding murder, sexual offenses, child pornography, etc.) The subcommittee will reconvene via conference call on January 8 th , 2020. II. Enhancements Subcommittee

The subcommittee reviewed the following objectives:
