GSM RNO parameters level definition
Equipment Effect Level
Level 0 : No effect on equipment running, that is, the equipment running is not
affected during the parameter setting.
Level 1 : Minor effect on equipment running, and temporarily block the object to
be adjusted. For example, block the channel and carrier during the parameter
adjustment but it is not required to re-load the equipment program.
Level 2 : Larger effect on equipment running, and reset the object to be adjusted
during the adjustment. The equipment requires resetting base station or board
and re-loading the program and data of base station or board during the
parameter adjustment.
Level 3 : Major effect on equipment running, and BSC service will be interrupted
during the adjustment and the adjustment is performed in the morning after the
approval. The parameter adjustment requires resetting BSC and re-loading the
data and program of BSC.

GSM RNO parameters level definition
Network Effect Level
Level 0: No effect on network service. The usage and status of all the users are
not affected during the parameter modification, that is, the user cannot feel
network change.
Level 1: Minor effect on network service. This does not affect the operation of
user being called or connecting with a network but affects the user behaviors in
idle state.
Level 2: Larger effect on network service, and the network service will be
interrupted for a short time. The parameter modification will result in the
disconnection of user but the call is resumed after a short time.
Level 3: Major effect on network service and network service will be interrupted.
The parameter modification will enable network to interrupt the service and the
network service is resumed after a short time.
