Legislation has passed both Houses of Parliament to establish a new statutory authority, Brand Tasmania. The new Authority will commence operation in March 2019 with recruitment of the Board and CEO to begin immediately.

Business roundtable sessions were conducted Statewide with participation of over 70 businesses. Public consultation concluded on 21 September, with 118 submissions received. A Business Summit was held on 24 October in Launceston. The Draft Strategy, which will outline our approach to supporting business growth in Tasmania, has been released for public consultation. Public comments will close late January 2019, with the final Strategy to be launched in February 2019.

The Western Journey was launched on 11 October 2018, as part of Government funding for the Tasmanian Journeys project. The “Western Wilds” drive will get visitors off the beaten track and out exploring Tasmania’s fascinating and spectacular West Coast.

The Cradle Coast Mountain Bike Club advised construction is now likely to commence in 2020, and the Government is working with them to progress the project.

The 2018 Tasmanian Export Awards Ceremony was held on 26 October at Government House, celebrating Tasmania’s booming export sector. Tasmanian export growth is outstripping the nation, with the total value of exports in the year to October 2018 growing 19.5% compared to the previous year – double the national rate.

The fourth annual Strategic Community and Industry Partners Ministerial Skills Forum was held on 14 November 2018, bringing key community and industry peak bodies together to discuss skills challenges, gaps and opportunities, and alignment of training investment to develop the workforce of the future.

The Government has announced a new Alternative P1 Delivery Model for provisional driving assessments, commencing with co-design workshops with a cross section of private sector representatives in the first quarter of 2019, followed by an EOI process to participate in a pilot program in each region of the State.

Introduce legislation to transform the Brand Tasmania Council into a new Statutory Authority to take Tasmania’s brand to the next level.

Finalise and launch the B21 Business Growth Strategy 2018-2023.

Launch the Western Journey project, making Tasmania’s spectacular West our next iconic drive.

Commence construction of Stage II of the Dial Range Mountain Bike project.

Launch the 25th anniversary of the Tasmanian Exporter Awards.

Convene the Ministerial Forum with industry on Skills Priorities.

Announce delivery model for light vehicle Provisional driving assessments by the private sector.

Funding of $150,000 was provided to Active Strahan in September for these new outdoor recreational facilities.

The Land Use Planning and Approvals Amendment (Tasmanian Planning Policies and Miscellaneous Amendments) Bill 2018 was introduced into State Parliament on 18 October. It passed the Parliament on 29 November 2018.

The Trade Strategy ensures we maintain strong export growth to keep creating local jobs. Following a series of regional stakeholder forums, the draft Trade Strategy was launched in December for consultation, with the final Strategy due for release in early 2019.

The Bill was introduced in the House of Assembly on 28 November, to provide clarity of regulatory practice for both the regulator and the industry.

The next phase of mapping field work began in November 2018. This Initiative will provide new data and ideas to underpin the next generation of mineral exploration and jobs in Tasmania.

The EOI process did not attract interest. Alternative options and consultations are currently underway with the West Coast Council.

The Grants program commenced on 14 October 2018, with the opening of the Cows out of Creeks project. The wider call for Landcare Action Grants will commence in early 2019.

The $2 million program was launched on 26 July 2018 and applications opened in September 2018. Around $500,000 in first round grants were allocated to 10 successful applicants on 30 October 2018. The program will support the increased development of new mining opportunities in Tasmania, with grants to be used to fund up to 50% of direct drilling costs incurred on successful programs.

Provide Government funding to the West Coast Council for the construction of a walking and cycle track linking the current Strahan walking track to Ocean Beach, on the West Coast.

Introduce legislation to facilitate the creation of Tasmanian Planning Policies.

Launch the Tasmanian Trade Strategy to support Tasmanian businesses to realise their international export potential.

Introduce legislation to update and improve the efficiency and effectiveness of the Forest Practices Act.

Commence the next phase of Western Tasmania mapping program as part of the Geosciences Initiative Program.

Open up an EOI process for a tourism or community development at the Strahan Bond Store.

New Landcare Action Grants Program underway.

Coinciding with the opening of the season, in December the next phase of the project was launched with the Tasmanian Rock Lobster Fishermen’s Association and the Tasmanian Association for Recreational Fishing. More than 100,000 rock lobsters are expected to be moved from Tasmania’s south-west to the east coast, to rebuild a sustainable rock lobster fishery and help manage the long-spined sea urchin. The terms of reference for the latest five-year review were announced in December, to enable industry and community submissions. The review will be completed before the current Moratorium on Genetically Modified Organisms expires in November 2019.

Further analysis of the preliminary demand study is being undertaken by Metro Tasmania and the Department of State Growth.

An Expression of Interest process for the delivery of the service has been widely advertised, and applications are currently being assessed for regular air services to boost tourism and the local West Coast economy.

The Government released its response to the review, with revised solar feed-in tariff arrangements announced on 21 November 2018. From 1 January 2019 Tasmania will implement revised solar feed-in tariff arrangements to ensure the system remains fair and equitable to all Tasmanians.

Determine new training structure and employment processes for management and training coordination positions for our Volunteer Ambulance Officers.

Determine preferred option for secondary triage model.

Finalise the internal wall installation in K-block at the Royal Hobart Hospital redevelopment, excluding areas used for builder amenities and storage.

Introduce Smart Stretchers and new resuscitation mannequins across Ambulance Tasmania.

Finalise study into Urgent Care Centres in the Greater Hobart and Launceston areas.

Commence recruitment of staff for new Community Rapid Response (Hospital in the Home) services.

A new Volunteer Induction program has been approved and new training structure determined. The Government’s new $800,000 per annum commitment for ambulance volunteers also provides greater reimbursement for out-of-pocket expenses, enhanced equipment for training and formal recognition of skills development, to increase volunteer recruitment and retention in rural communities.

A preferred model for a secondary triage system is in the final stages of development and approval. This will connect Tasmanians with the right level of care, helping to keep ambulance responses for emergencies.

Works are well underway on internal wall installation, with practical completion of the Royal Hobart Hospital redevelopment remaining for August 2019. The new RHH will deliver 250 extra beds, 125 more FTE doctors, 600 more FTE nurses and 85 more FTE allied health professionals, with new operating theatres, new maternity facilities, and Tasmania’s first ever adolescent mental health facilities.

A procurement strategy has been finalised, with equipment to be purchased in Quarter Four. This $1.1 million investment supports patient safety, will reduce secondary injury and ensure paramedics have access to best resources for their skills development.

Consultation has occurred with key individuals and stakeholder groups to inform the feasibility study. A draft report is expected in coming weeks and will be considered in further consultation with the stakeholder reference group.

The Community Rapid Response (Hospital in the Home) service was made permanent in northern Tasmania with new funding of $4.5 million. The recruitment process has begun for more than 30 new allied health professionals and nurses for the trial in the north-west and south of the State, to relieve pressure on our hospitals, and ensure the right patient care, at the right time in the right place, to make Tasmanians’ lives better.

Work with Community Transport Services has commenced on a two-year pilot partnership program to extend transport on Flinders, aiming at providing 3000 trips helping to connect local residents to medical and social appointments.

Modelling of disability needs-based funding is in the final stages and testing of the new model will commence in 2019.

The recruitment process for the new position has commenced. The role is a key component of the Government’s plan to increase volunteer recruitment and retention, which will help improve the response to patients, especially in rural communities.

The second round of the Healthy Tasmania Community Innovation Grants opened on 20 August 2018 and closed on 9 November 2018. Successful funding applications will be announced soon for community projects that support healthy eating, physical activity, quitting smoking and encourage community connections and partnerships to improve health and reduce health inequities for Tasmanians.

The program will commence at Prospect and Parklands High in Term One, 2019, building on successful autism-specific support classes for students in the south of the State.

Schools were invited to lodge Expressions of Interest on 18 October 2018, resulting in four additional schools to extend to Year 11-12 in 2020, including Kingston High School, New Town and Ogilvie High Schools, and Dover. Already 38 schools have extended, with another 5 in 2019, exceeding the Government’s original commitment to have 21 schools extended by 2018.

The new $2.6 million Dr Vanessa Goodwin cottages officially opened at the Mary Hutchinson’s Women Prison on 21 October 2018. The new facilities accommodate up to 25 female prisoners, including five specially designed rooms to cater for mothers and their babies. The project also includes a day care facility and can cater for mothers with a disability.

The University of Tasmania is progressively evaluating the Lead Support Coordination Service. They have indicated the service is effective for people with a broad range of needs, particularly those with multiple and complex issues.

Programs have commenced in all prisons including Risdon, Ron Barwick and Mary Hutchinson. The objective is to help improve prisoner literacy, communication and interaction skills with their children, to form family bonds and assist rehabilitation.

Minor delays due to weather and contract negotiations have meant the building work is now scheduled for completion in February 2019. Once open, the new Health Centre will provide a range of complex health services for people to safely access services closer to home.

Preliminary consultation has been undertaken and a schematic design prepared for the new purpose-built $2 million clinic, as part of the integrated North-West Birthing Service. The state-of-the-art facility will better support mums, babies and the dedicated staff who operate the service.

The recruitment process for the first six positions began on 12 November, including three branch station officer team leaders and three extra paramedics at the Wynyard Ambulance Station. This $14.9 million commitment will see the progressive recruitment of 42 paramedics. Next year recruitment will include three paramedics in Dodges Ferry, three in Bicheno, three in Deloraine and three in St Helens.

Begin procurement process for the site of the new Burnie and Glenorchy Ambulance Superstations.

Commence consultation with stakeholders as part of the development of the State’s first Sexual Violence Action plan.

Procurement and the process for selection of suitable sites has commenced for the two projects that will provide greatly improved facilities at these busy ambulance stations.

The $150,000 funding over two years will improve security at Neighbourhood Houses for the safety of staff, volunteers and visitors. Round One of the grant program is now open and will close in February 2019.

The Bill has passed the House of Assembly and is awaiting debate in the Legislative Council. It will enable retail staff to carry out inspections of customers’ bags as they exit a store, protecting the livelihood of Tasmanian retailers by helping prevent shoplifting.

Consultation on the first whole of government Action Plan Against Sexual Violence has commenced and will continue into 2019.

The Emergency Volunteer Support Fund for volunteer Tasmanian Fire Service brigades and State Emergency Service units was launched on 14 December 2018. The Fund provides $2 million over four years for volunteers to apply for non-essential equipment, training, recruitment and engagement activities and station upgrades.

The Statewide Elder Abuse Prevention Advisory Committee met on 7 December to commence development of a continuing Strategy of prevention and awareness of elder abuse.

There are now 300 cameras rolled out across the four main operational city stations across the state. The roll out to rural stations will continue during 2019. The technology will improve safety for both police and the community, and potentially reduce the incidence of assaults on police.

The first tranche of this reform, the Justices of the Peace Act, has passed Parliament, with further consultation taking place on the balance of the draft laws prior to their introduction into Parliament. The legislation will establish a new and modern statutory framework for the criminal and general division of Tasmania’s Magistrates Court.

Legislation was tabled on 27 November 2018, with debate to occur in March 2019. The legislation implements the Government’s commitment to improve the safety of vulnerable people in Tasmania, and gives effect to recommendations arising from the Royal Commission into Institutional Responses to Child Sex Abuse and the National Disability Insurance Scheme.

The initiative is aimed at cracking down on shop-lifting through the installation of quality CCTV for detection and prosecution. The loan scheme is currently in development.

Recruitment commenced in September 2018 for operational staff at the Monitoring and Compliance Unit, which will provide 24-hour, seven-day-a-week electronic monitoring of court-ordered offenders. In addition, a $2.5 million trial, in partnership with the Australian Government, has commenced where priority family violence offenders are monitored electronically via GPS. The legislation was proclaimed on 14 December, and Magistrates can now make orders for home detention.

The Department of State Growth is working with Bicycle Network Tasmania to identify and prioritise projects on the State Road network that will connect with local road networks, to upgrade cycling infrastructure and encourage more Tasmanians to live healthy, active lives.

Complete the roll-out of body worn cameras to frontline police officers.

Introduce new laws to replace the Justices Act 1959.

Roll-out adult vulnerable people checks.

Commence the $2 million loan scheme to provide small retailers no-interest loans to install high-quality CCTV.

Begin the roll-out of Electronic Monitoring and Home Detention as alternatives to suspended sentences.

Commence detailed design for the capital improvements at the Ashley Youth Detention centre.

Commence planning for dedicated training facilities and new two-bedroom unit to support the Smithton Ambulance Station.

Commence works at Ben Lomond to upgrade the shuttle bus car park below Jacobs Ladder.

Finalise the Rail Access Framework to ensure that third party operators, including tourism and heritage rail, are able to negotiate access to the Tasmanian Rail Network.

Complete the $10.6 million capital works at Parklands High School, providing students with modern contemporary flexible learning environments.

Release the $2.5 million tender for Snug Primary School or the construction of a new gymnasium and presentation hall.

We are redesigning the youth justice system and the Ashley Youth Detention Centre to give young offenders the care and skills they need to lead positive lives when they return to the community. Consultation on the site plans (design concepts) has commenced with key stakeholders, and will continue into 2019. All aspects of the project are currently on track.

Planning has commenced for new $1.1 million facilities, with dedicated quarters for relief staff, and a better working environment for paramedics and volunteers.

Reserve Activity Assessment has been completed and approved, and a planning application submitted to the Northern Midlands Council. The tender as now closed for this $400,000 project, which will support visitors and protect our natural assets.

The 2018 Rail Access Framework was published on the State Growth website on 30 July 2018. The Framework sets out the roles and responsibilities of all parties in line with the Government’s Statement of Expectations for TasRail, including access charges, capital upgrades and dispute resolution.

The $10.6 million works have been completed, and more work on the site is continuing to ensure the general learning space for the Year 11 and 12 programs are contemporary.

The tender has been released and closed, and the tender evaluation process is currently underway with work to start on these new facilities in early 2019.

Referral for assessment under the EPBC Act is scheduled for January 2019. On conclusion of the EPBC process, the Development Application will be submitted. All approvals are expected to be completed by April 2019.

The Project Marinus report will be released in the coming months after due consideration by Government. The second Bass Strait Interconnector is critical national infrastructure, which will deliver billions of dollars of investment and thousands of jobs for Tasmania over the next 10-15 years.

The Godfrey’s Beach Penguin Viewing Platform has been completed, and planning is underway for the new toilet, which will be built next financial year.

Taking on board community concerns about traffic signals, the Government announced its decision to defer construction and pursue an alternate design for a roundabout. Redesign of the intersection has commenced and further community consultation will be undertaken in 2019.

Concept work has commenced for the project. An interactive map to allow public comment on the proposed fifth lane was publicly released in May 2018. A dedicated project team is being established to implement this and other priorities identified in our Hobart Traffic Solution.

Planning is underway for the $8.3 million project to provide overtaking lanes in each direction on this section of the Great Eastern Drive, and general road improvements for the safety of local residents and tourists. Works will commence in the summer construction season 2019-20.

Construction of the Mt Mawson Day Shelter is on track for completion by the end of December. Remedial vegetation and stone landscaping works will be completed in January/February 2019, with an expected opening in late February.

Drafting has commenced and consultation undertaken on the proposed amendments to the Act.

Submit Development Application and Referral under the EPBC Act for the new viewing facility at Dove Lake.

Receive the interim feasibility report into the second Bass Strait Interconnector from the TasNetworks/ARENA project team.

Commence priority works from the Nut Master Plan, including new toilets and a penguin viewing platform.

Commence construction of the Mowbray Connector upgrade in Launceston.

Commence planning for a fifth lane on the Southern Outlet.

Commence planning and design for the upgrade of the Tasman Highway between St Helens and Diana’s Basin.

Complete the new day shelter at Mt Mawson.

Commence drafting legislative amendments to the Climate Change (State Action) Act 2008, in line with the Government’s Climate Action 21 Strategy.

A two-year Maintenance and Renewal Program has been developed, with an assessment undertaken to determine the highest priority works required in 2018-19. Minor maintenance activities commenced in August.

A grant deed is in place with the TFGA for this campaign, which will commence in early 2019 to support good neighbourly relations, especially where farmland adjoins existing or new urban and peri-urban developments.

The Government delivered on its commitment to underwrite the construction of the Bridge, which is being managed by Hobart City Council. Significant works have been completed, with the final span over the Highway ready for installation, dependent on weather conditions.

Wave analysis is now complete, and planning and design continuing, with consultation to ensure alignment with the Freycinet Draft Management Plan. The $500,000 project will ensure greater protection for vessels in southerly weather.

A new Veterans Reference Group was announced on 14 December 2018, with an initial focus to provide input into the active recreation program. Work is also underway with the Parks and Wildlife Service and other agencies to develop the project plan for the program.

A preferred solution has been identified and is currently being costed. Immediate remedial works were conducted on 5-6 December.

Funding of $200,000 provided for four Women’s Big Bash League (WBBL) matches in the North and North-West on December 8-9 in Burnie and 29-30 December in Launceston. The 30 December fixture in Launceston was a double header with the Men’s team.

Legislative amendments tabled in Parliament on 21 November 2018. The changes will provide new and updated measures for the control and management of illegal dumping of litter, including stricter penalties.

Commence $8 million works project to future-proof our National Parks.

Commence “living next door to a farmer” campaign with the TFGA.

Complete the new Pedestrian Bridge linking Soldier’s Memorial Walk with the Cenotaph.

Continue planning and design on the 30-50 metre extension of the rock breakwater at Coles Bay.

Call for tender applications for active recreation program in our National Parks for returned service personnel.

Commence construction of the Corinna Boat ramp on the West Coast.

Invest $200,000 to deliver Big Bash cricket in the north and north-west in the 2018-19 Big Bash season.

Commence work on amendments to the Litter Act 2007 to separate illegal dumping from littering and increase the penalties for illegal dumping.
