Summary:  

The  meeting  started  with  the  presentation  of  each  participant,  their  specific  roles  in  the  educational  process  and  with  the  assurance  that  the  synergy  processes  constitute  an  important  factor  for  successful  actions.  KEKPA-­‐DIEK’s  representative,  (Nikos  Antonakis),  presented  ROM-­‐UP  programme,  the  objectives,  the  work  methodology  and  the  process  that  has  been  followed  for  the  selection  of  the  proposed  successful  educational  experiences.  The  second  step  was  to  present  each  example  from  the  participant  countries  of  the  programme  and  to  discuss  which  of  these  are  adaptable  and  transferable  to  local  conditions  or  which  of  them  better  respond  to  the  local  needs,  at  least  those  ones  expressed  by  the  participants  in  the  meeting.  

The  successful  experiences  of  an  interest  as  expressed  by  the  participants  were  the  ones  that  present  the  culture  of  Roma  (Bulgaria)  and  the  creative  participation  of  Roma  parents  through  minor  projects  awarded  to  the  children  (Spain).  

Roma  Support  Centres’  coordinator  (Ioulia  Triantafillou)  presented  the  action  of  the  programme  and  the  results  of  Women's  Meeting  Place  in  Aliveri  and  the  beneficial  effects  that  it  had,  and  still  has,  on  the  integration  of  the  Roma  children  in  school.  

At  the  end  of  the  first  session  of  the  working  group,  all  the  participants  expressed  the  need  to  meet  anew  in  order  to  focus  in  detail  on  how  we  can  develop  and  propose  new  actions,  based  upon  the  experiences  from  the  other  countries  of  the  programme  

The  second  session  of  the  working  group  began  with  a  description  of  the  current  situation,  and  with  an  identification  of  issues  that  we  should  take  into  account  in  order  for  Roma  children  to  stay  at  school. The  descriptions  of  the  directors  of  the  two  primary  schools  (Aliveri  and  Agia  Paraskevi)  that  have  great  a  number  of  Roma  pupils  were  of  particular  interest.  The  10th  Primary  School  of  Nea  Ionia  Volos  has  much  more  serious  problems  than  those  of  the  17th  elementary  school  in  Agia  Paraskevi  of  Volos,  where  the  Roma  population  is  significantly  more  integrated  and  they  live  in  better  economic  conditions  than  the  Roma  people  in  Aliveri.  In  Aliveri  it  seems  that  the  success  of  the  projects  promoting  the  education  of  children  of  Roma  origin  has  led  to  a  failure  of  the  school  system  both  in  terms  of  required  facilities  and  of  students’  dispersion

into  neighbouring  schools  in  order  to  prevent  the  conversion  of  the  school  to  a  ‘ghetto’  school  attended  only  by  Roma  pupils.  The  percentage  of  the  Roma  pupils  in  Aliveri  primary  school  has  increased  to  75%,  something  that  significantly  exceeds  the  official  number  that  should  be  about  50%.  The  size  of  the  pupils’  numbers  per  class  has  dangerously  increased,  and  the  allocated  resources  have  been  reduced,  due  to  the  financial  crisis  in  Greece.  This  trend  leads  non-­‐Roma  pupils  to  continuously  quit  this  school  and  to  a  drop  in  the  quality  of  the  educational  services.  

University  of  Thessaly’s  representative  (Christos  Govaris)  outlined  the  efforts  made  by  the  University  within  the  implementation  of  the  National  Project  for  the  integration  of  Roma  children  in  education.  He  also  referred  to  incidents  of  openly  racist  denials  of  parents  and  teachers  in  some  areas  of  the  region  to  welcome  Roma  children  at  schools,  with  the  excuse  that  it  will  deteriorate  the  educational  level  and  that  there  is  an  inadequacy  of  resources.  

A  general  conclusion  was  that  as  deeper  the  economic  crisis  in  the  country  would  be  any  progress  of  the  social  inclusion  during  the  last  two  decades  is  being  jeopardised.  

Roma  Women  of  "Women’s  Meeting  Place  in  Aliveri"  (Colonia,  Karakosta)  pointed  out  the  increased  cases  of  discrimination  experienced  by  Roma  children,  even  in  comparison  with  migrant  children.  

Finally,  the  two  representatives  of  the  Managing  Authority  of  Thessaly  Region  (Chatzis,  Markoyiannopoulos)  advised  that  the  Region  has  been  selected  as  one  of  the  three  regions  in  Greece  to  implement  for  the  period  2012-­‐2015  integrated  pilot  projects  for  the  social  inclusion  of  Roma  in  the  framework  of  the  National  Strategic  Plan  for  Romas  2013-­‐2020.  They  noted  that  such  actions  described  in  the  guide  ROM-­‐UP  are  eligible  under  the  ESF-­‐European  Social  Fund  for  funding  and  asked  the  participants  to  submit  ideas  and  suggestions  to  be  included  in  their  operational  plan.
