     The 0$T1 2oru* Nepal, as a start o its progra* acti3ities, had in the past, organised a

    workshop on  &1uality 4e+uire*ents in 5oney Value Chain6 in ath*andu in 2e%ruary

    "88#, and ollow)up acti3ities were pursued. The 2oru* this year realised the need or encouraging ood and other testing la%oratories or enhancing their capacities to pro3ide

    internationally recognised conor*ity testing ser3ices. n this contet, it decided to conduct a

    'bstract

    n order to know the eisting status o che*ical and *icro%iological la%oratories in Nepal, eighteen

    dierent pu%lic and pri3ate la%oratories were sur3eyed. A*ong the sur3eyed la%oratories, nine were

     pu%lic, se3en were pri3ate, and one was N=@ and one esta%lished on a pu%lic) pri3ate Hpartnership

     %asis. Their status o technical *anpower, la%oratory test acilities, e+uip*ent status, a3aila%ility o reerence and certiied reerence *aterials, practice o *ethod 3alidation, proiciency testing,

    en3iron*ent and acco**odation were assessed. The result showed that all the pu%lic and pri3atela%oratories ha3e yet to i*ple*ent/adopt international standard 0@ 78"'=eneral re+uire*ents or 

    the co*petence o testing and cali%ration la%oratoriesB or esta%lish*ent and operation o their 

    la%oratories. 5owe3er so*e o the la%oratories are in a process o adopting 0@ 78"'. They ha3e

    1. Introduction

    ?ata generation %y the la%oratory are 3ery crucial and indispensa%le tool so as to support the act o 

    in3estigation and to take decision or necessary action in 3arious ields such as ood saety and

    +uality assurance progra**e, *onitoring en3iron*ental issues, drug, assuring the status o *ineral

    co*position, as well as %ioacti3e co*ponents. The success o any kind o in3estigation and decision

    is directly associated with the success o the la%oratory in producing data 3ery near to the true 3alue.

    At present, the i*portance o la%oratory is e3er increasing due to the present situation o en3iron*ental threat, technological de3elop*ent, consu*er censuses on health and saety, cri*e

    in3estigation, international trade and regulatory re+uire*ents.

    n case o Nepal, the operation o la%oratory ser3ices had %egun around ! decades %ack in the pu%lic

    sector. =radually within past two decades, pri3ate sector also started getting in3ol3ed in esta%lishing

    test la%oratories and pro3iding related ser3ices.

    4. Conclusions

    La%oratories need to produce +uality data in a cost eecti3e *anner. The serious deiciencies occur 

    when attention to +uality is neglected or ignored. =rowing poor la%oratory practices ha3e led to the prolieration o La%oratory Accreditation, =ood La%oratory ;ractice and 1uality $anage*ent

    0yste*.

    1uality Assurance ;rogra* 3aries ro* one esta%lish*ent to another. t depends on nature and

     purpose or which the organiFation eists. 2or successul i*ple*entation o 1A; co**it*ent,

    support, understanding and cooperation o top *anage*ent and sta are crucial.

    0ince there eist *any dierent sche*es like =L;, 0@ 7"8', 0@ 9888 etc., the top *anage*ent o 

    la%oratories see*s to %e in conusion as to which sche*e to %e adopted. t is elt that there is a

    growing pressure to har*oniFe the* or at least esta%lish eecti3e $utual 4ecognition Agree*ents

    $4AB. 0i*ilarly, so*e la%oratories ha3e diiculties with prescripti3e interpretation o 0@ 7"8'

    and 0@ 9888, Eustiied %y the auditors in the interests o custo*er conidence. Auditors are so*eti*e

    seen as inconsistent or o3er concerned with secondary issues. @n occasions, there are lacking in the

    technical depth. $ost o the la%oratories are poorly inor*ed a%out these standards and process o 

    third party registration. 0o*e la%oratories are ound discouraged to any new sche*e on the ground o 

    high in3est*ents and running costs re+uired to %e %orne, conse+uently.

    La%oratories supporting the go3ern*ent regulations *ust pay greater attention to generate +uality

    data, particularly that o ?2T1C, N

    0hort ter* reresher trainings are essential to upgrade skills o la%oratory personnel. The

    la%oratory personnel and the top *anage*ents o all the la%oratories should %e gi3en

    orientation on the =L; and pro3isions o 0@ 78"' and also on how to participate in the;Ts. 0$T1 2oru* Nepal should take a lead to organiFe orientation/training progra*s.

    Arrange*ents or periodic *aintenance and repair ser3ices or the keyinstru*ents/e+uip*ents are also considered highly essential in collecti3e %asis , as getting

    such ser3ices indi3idually is 3ery diicult, ti*e consu*ing and highly costly. ;rospect o coordination o such arrange*ents %y 0$T1 oru* or any other agency will ha3e to %e

    eplored.
