SURVEYThe foundation of any design project is precise survey data. This is achieved by having a profi cient team who gains a clear understanding of the scope from kick-off. RPA’s range of survey services includes right-of-way delineation, topographic survey, boundary survey, ALTA, aerial mapping, base mapping, legal descriptions / exhibits, strip maps, easements, staking, platting, and condo platting / horizontal regime.
PREDESIGNThe predesign process is a collaborative effort. It requires the development of options to discover the ideal solution for each challenge. RPA’s range of services includes: Design Concept Reports (DCRs), Candidate Assessment Reports (CARs), Project Assessment (PA) Reports, Scoping Letters, Change of Access Reports, American Association of State Highway and Transportation Offi cials (AASHTO) Criteria Report, feasibility studies, site selection reports, design memorandums, pedestrian safety projects, PM-10 projects, local government projects, and Floodplain Delineation Studies.

The Sahuaro Ranch Sports Complex Project is the centerpiece of the City of Glendale’s Parks and Recreation program, providing ample recreational opportunities to the community. The existing site was not meeting the needs of local residents and required signifi cant improvements. Thorough engineering and planning analysis allowed RPA to identify signifi cant issues that led to the existing site’s continuing deterioration and diffi cult maintenance. By utilizing the latest 3D modeling technology, RPA seamlessly integrated planning and engineering design solutions that helped transform the site into a multi-use, user-friendly facility. Sustainable design elements helped to resolve complex drainage and accessibility issues, as well as reduce operations and maintenance costs for the city.

One of RPA’s area of expertise is highway / roadway design. RPA worked on more than 400 miles of roadway, street, drainage, and utility design throughout Arizona. This award-winning project provided a vital east-west link for northern Peoria by constructing the missing segment of Happy Valley Road over New River between 91st Avenue and Terramar Boulevard. This new link to Peoria’s street network provides additional options for traffi c now using Lake Pleasant Parkway, 83rd Avenue, 67th Avenue, and Deer Valley Road. RPA Provided survey, roadway, trail design, intersection, drainage, right-of-way, and utility design for this 3.1 mile improvement project. Improvements include six-lanes with raised median of roadway plus bike lanes, street lighting, landscaping, drainage, utility design / coordination, Maricopa County Environmental Services Department (MCESD) coordination (water and sewer), and a 16-inch waterline, two (2) new six-lane, and three-span AASHTO bridges over New River.

Civil infrastructure is a fundamental element of everyday life. We depend on it for our overall well-being and rely on its sustainability to simplify our daily lives. RPA recognizes the important impact that civil infrastructure plays in our communities and considers this signifi cant responsibility when it undertakes any project. For more than three decades, RPA has been providing such services to public and private clients statewide. We specialize in industrial, commercial, residential, and sports facilities. RPA’s experience also includes award-winning park designs. Our comprehensive experience allows us to provide the best value and project
success to our clients.
The City of Peoria entered into a long-term extension of their agreement with both the San Diego Padres and the Seattle Mariners organizations to continue spring training at the Peoria Sports Complex. As part of the agreement, signifi cant improvements and expansions are being made to each clubhouse and associated facilities. As a CMAR project, RPA worked closely with the contractor throughout the design phase on implementing strategies to protect existing facilities in place where required, reduce project costs through incorporation of value engineering, and to defi ne appropriate construction sequencing. The proposed clubhouse improvements were designed for LEED certifi cation and project design implemented Low Impact Development (LID) concepts throughout the civil design. The project schedule played an important role in the design process. The design and construction schedules required close coordination with Major League Baseball organizations to ensure no disruption to their spring training schedules.

Inadequate drainage facilities can cause catastrophic fl ooding, threaten public safety, and damage the surrounding infrastructure – including roads, utilities, homes, businesses, and agricultural land. RPA has experience and technical expertise to develop hydrologic models, map fl oodplains, and design complex storm water management systems that control storm water runoff and eliminate fl ooding problems. Our expertise includes complex water resource modeling projects involving on-site and off-site drainage for roadway, corridors, storm
drain design, and drainage master plans.
The project included design of open channels, storm drain system and detention basins. The multi- agency fi ve mile long project had an accelerated schedule due to funding constraints. The design plans were divided into three sections so that it could be constructed in phases. The hydraulic modeling was complex and included unsteady HEC-RAS and SWMM analysis. The results of that modeling revealed the existing box culvert at Bell Road could be preserved, which provided substantial cost savings to the client. The preliminary design was completed within schedule and budget. The fi nal design for Phase 1 will be completed in March 2015.

Within the past fi ve years, RPA has surveyed over 750,000 acres. Our experienced “One-Stop-Shop” full service surveying team offers professional capabilities
required to successfully complete any survey project. RPA’s survey department has four Professional Land Surveyors who lead our offi ce and fi eld personnel. Our fi eld survey crews are equipped with state-of-the-art equipment, tools, hardware, and software. They have the capability to respond
immediately upon request.
RPA was assigned fi eld and offi ce land surveying tasks related to the completion of an aerial survey including establishing primary vertical and horizontal control in the fi eld; implementation of a horizontal and vertical control plan for the project area; and creation of right-of-way base mapping to support the “Feasibility Phase” of this project. Additional survey services were performed including establishing secondary vertical and horizontal control in the fi eld along with collection of supplemental topographic data, and the production of a utility base map to support the “Design Phase” of this project. Traffi c control plans were implemented adhering to the Manuel of Uniform Traffi c Control Devices when fi eld crews worked in the right-of-way of any roadways within the project area. Challenges included coordination and updates associated with a quickly-evolving scope of services and completion of tasks within the time frame of a compressed schedule.

RPA has a dedicated team of experts that provide exceptional airport infrastructure services. Our skilled professionals have experience in design and construction management of airside / landside improvement projects, including runway / taxiway / apron design, survey, hydrology, and structural engineering. They also provide airport master plans and environmental studies. This work includes bidding and contract award services, engineering and forensic studies, geotechnical evaluations, grant applications and reimbursements, and coordination with state and federal agencies. RPA takes pride in successfully completing projects within
design and construction budgets.
RPA provided runway inspection, research and fi nal report that will be utilized by Phoenix Sky Harbor International Airport (PSHIA) to obtain funding for the rehabilitation of the runway. Project scope included assessing current runway groove condition to determine the extent of wear on the surface and options for remediation including staging of construction to minimize adverse impacts to runway operations. Research and due diligence included contacting other US regional airports for groove rehabilitation options and their success in implementing the various methods. Our team also contacted local and regional contractors to identify any successful “regrooving” projects. The fi nal report included six rehabilitation alternatives. PSHIA plans to advance one of the alternatives as a capital improvement project with federal funding.

RPA’s energy + power portfolio represents a variety of local, national, and international projects encompassing renewable energy, hydropower, substation, and communication towers. Our firm has been approved by the United States Trade and Development Agency (USTDA) to complete projects in Sub-Sahara Africa and we are currently delivering energy through hydro and solar power to
this region.
RPA was contracted by APS to provide project management, site planning, conditional use permitting, public outreach, civil engineering, drainage, landscaping, irrigation, environmental design, and construction management services for the Doney Park Renewable Energy Site (DPRES), a 10-acre solar photovoltaic energy generation and 69 kV substation. The site is located in the Doney Park area of unincorporated Coconino County. This utility scale renewable energy generation facility is part of the larger APS Community Power Project which received a Department of Energy Grant to study the impact of a high concentration of distributed renewable energy directly to the electric grid. As one of the fi rst utility scale photovoltaic projects in Coconino County, RPA had the opportunity to work with County staff to review the existing design standards and policies effect on solar photovoltaic sites. We worked with the County to determine appropriate design standards and practices, many of which required variances from existing County standards. Through the conditional use permit application process we worked with multiple County departments in order to ensure the site plan and design would fulfi ll all of the county objectives and goals, while also meeting the technical requirements for the development of photovoltaic energy generation sites.

RPA provided civil engineering design, survey, right-of-way, construction administration, and post design services to widen 3.5 miles of McQueen Road and Queen Creek Road to six travel lanes between Queen Creek Road to Riggs Road (3 separate phases). RPA provided all CM and CA services for Phase 1 segment (McQueen from Queen Creek to Ocotillo) utilizing the Construction Manager at Risk (CMAR) alternative delivery process including CMAR contract negotiations, RPA recently “reformatted” and “repackaged” construction documents to meet federal funding requirements for separate Phase 2 (Ocotillo Road to Chandler Heights Road) and Phase 3 (Chandler Heights Road to Ocotillo Road) bid packages. Schedule Conformance – DCR and Phase 1 fi nal design were completed 30 days ahead of schedule to meet SRP 2009 irrigation dry-up and advance construction one year.
