Metcalfe Beukes Attorneys, originally known as Metcalfe Legal Practitioners was estab-lished in September 1995 by Richard Metcalfe. Before he established the law firm, Mr Metcalfe worked as Legal Manager for ABSA Bank, one of the largest banks in South Africa. He worked for ABSA Bank from March 1989 until December 1992. Thereafter he briefly joined the Directo rate of Legal Aid, before he left to establish himself in private practice as an Advocate. He practised in Windhoek as an Advocate until 31 August 1995.

During May 2010, Metcalfe Legal Practitioners changed its name to Metcalfe Attorneys as a result of the split up of the Partnership at the time. Mr Florian Beukes became part-ner in the Firm on 1 June 2015. As from 1 January 2020, the Firm’s name was changed to Metcalfe Beukes Attorneys and continues to practice as ‘Lawyers with Bite’.

The decision to establish a law firm was prompted by the introduction of The Le-gal Practitioners Act 15 of 1995 which ef-fectively abolished the distinction in Na-mibia between attorneys and advocates [which was inherited from South Africa) and made all such persons legal practi-tioners.

Mr Metcalfe was instru mental in attend-ing to the promulgation of The Legal Prac-titioners Act 15 of 1995 and drafted a sub-mission supporting such legislation for the Namibia Law Association which it pre-sented to the then Honourable Minister of Justice, Dr Ngarikutuke Tjiriange.

The firm presently has a client base of ap-proximately 3 500 clients of whom a large number are top corporate entities in Na-mibia and internationally.

Mr Metcalfe is an admitted Advocate ofthe High Court of South Africa where hisservices are regularly used in high profilecriminal matters as a consultant. Due totime constraints he has ceased direct rep-resentation of clients in South Africa. Hehowever regularly attends to corporatematters in South Africa.

Mr Metcalfe’s international credentials ex-tend to the extent that he was approachedto become the Honourary Consul of theCzech Republic in 2000. After due dili-gence by the security apparatus of bothNamibia and the Czech Republic he ac-cepted the appointment as Honourary Consul of the Czech Republic to the Republic of Namibia. He served in such position from 2001 to 2005 when he resigned as a result of work pressure.

Metcalfe Beukes Attorneys provides general legal services over a broad spectrum which is accen tuated by the qualifications and the diverse backgrounds, experiences and skills pos sessed by the various legal practitioners at Metcalfe Attorneys. It should, neverthe-less, be noted that special emphasis is placed on commercial work, more particularly on labour law, company law, competition law, intellectual property law, international trade law, banking law, administrative law, local government law, family law, property law, the law of contract and criminal law. As a result of the public’s perception of the quality of the professional service rendered at Metcalfe Attorneys, the firm has achieved one of the highest public profiles in Namibia. It currently has a client base of over 3 500 clients, which includes multi-national com-panies, corporations, individuals and local authority councils and municipalities.

Great emphasis is placed on continuous education and training of both professional and administrative personnel. All legal practitioners are exposed to the various

facets of legal work and the mentoring of junior lawyers by senior colleagues. Mr Metcalfe regu larly reviews the performance and the quality of legal services

rendered by each one of the individual lawyers, supported by the profes-sional staff, in order to ensure quality service and the best results for the

firm’s clients.

SERVICE QUALITY


Our corporate fee ranges from N$ l000.00 - N$ 2 500.00 per hour depending on the na-ture and complexity of the work and seniority of the legal practitioner. This fee ex cludes VAT, the cost of counsel and all disbursements (such as telephone, fax, email, postage and petties etc). Disbursements are billed in accordance with the Law Society of Namibia fee guide lines. Prior to engaging counsel, fee estimates are obtained and these are approved by the client prior to such engagement.

Metcalfe Beukes Attorneys has appropriate banking facilities. The firm’s bankers are Bank Windhoek Ltd and First National Bank Namibia Ltd. Since the firm was established no financial impropriety in respect of trust accounts of clients and/or the business ac-count has ever been noted or reported by the firm’s auditors to the Law Society of Na-mibia.

Metcalfe Beukes Attorneys also has a full time network administrator, Nan-odog Communications & Devices CC which ensures that the firm’s com-puters are virus free, that all electronic files and data are backed up and that aII the computers run smooth ly on a day to day basis.

Mr Metcalfe is conscious of the need to address the inequities of the past dispensation and the need to support black economic empowerment, in order to enable previously

dis advantaged lawyers to play a meaningful role in the main stream economy of our country. The firm has a standing policy aimed at ensuring that previously disadvan-

taged legal prac titioners receive as much exposure in commercial law practice. Mr Metcalfe has also ex pressed himself publicly on the racist and other ine-

qualities still prevailing in the legal pro fession. He was requested to represent a number of lawyers in respect of inequalities per taining to less privileged

lawyers and has been quoted internationally on the inequities prevailing in the legal system of Namibia.

Mr Beukes holds a B-Juris and Bachelors of Law degree (Honors) from the University of Namibia. Mr Beukes also ob tained a Management Development Certificate from the Uni versity of Stellenbosch and is expected to complete his Master’s Degree in Commer-cial Law with the University of South Africa in 2021. He specialises in Corporate and Com-mercial Law as well as competition law, employment law and civil litigation. Mr Beukes has more than seven years corpo rate experience hence he was previously employed as legal consultant at Trustco Insurance Ltd (Legal Shield), as group legal officer at Unit-ed Africa Group (Pty) Ltd and as a legal advisor/company secretary at Namibia Airports Company Ltd.

Mr Beukes passed his Legal Practitioners Qualifying examinations, cum luade as the best student and is a published author in the 2012 Namibian Law Journal issue. Mr

Beukes did his articles with Metcalfe Attorneys and has been in the firm’s employ-ment since 2013. He regularly provides legal services to high profile corporate

clients and litigates in various complex civil litigious matters.

Mrs Shipindo holds a B Juris and Bachelors of Law (Honours) from the University of Namib-ia and complet ed her articles at Kopplinger Saltman Legal Practition ers where after she was admitted as a legal practitioner of the High Court of Namibia in July 2016.

She specializes in labour law, civil litigation and estate administration. Mrs Shipindo as-pires to be a convey ancer in order to expand the legal services of the firm.

Ms Leena Shikongo is an admitted legal practitioner of the High Court of Namibia since September 2016. She holds a B Juris and Bachelors of Law (Honours) from the University of Namibia. Ms Shikongo also holds a Compliance Management Certifi-cate from the University of Cape Town.

She specialises in criminal law, civil litigation, family law, corporate law and labour law. Ms Shikongo aspires to be a Conveyancer.

Mrs Routh joined the firm in August 2018 as a Professional Associate. She is an admitted legal practitioner of the High Court of Namibia since September 2017 and holds a Bachelor of Laws (LLB) from the University of South Africa.

During her studies she worked as a legal and conveyancing secretary at Malherbe Associates Inc, Swakopmund since January 2012.Mrs Routh specialises in conveyancing, civil litigation and estate administration.

Mr Avila obtained his Bachelor of Laws (LLB) from the University of South Africa (UNISA) in 2017. During the duration of his studies, he partook in community outreach programs which provided legal advice to less fortunate homes in respect of matters relating to Fami-ly Law, Law of Insolvency and Civil Law. Mr Avila joined the Metcalfe Attorneys team as a candidate attorney in March 2018 and is currently enrolled with the Justice Training Centre in order to complete the Legal Practi-tioner’s Admission Course. Mr Avila primarily works on matters dealing with Family law, Labour law, with the inten-tion of becoming a Civil Litigator.

Ms Kemp obtained her Bachelors of Law De-gree (Honours) from the University of Namib-ia (UNAM) in 2018. After graduation she volun-teered at the Magistrate’s Court in Rehoboth. She joined Metcalfe Attorneys as a candidate Legal Practitioner on l February 2019 and is currently enrolled with the Justice Training Centre in pursuance of her admission as an admitted legal practitioner of the High Court of Namibia. She is desirous to specialize in civil litigation, Labour law and Family law.

From a small beginning of a staff complement of three people in 1995, the firm has experienced phenomenal growth and today it employs 4 admitted legal practi-tioners, 2 previously disadvantaged candidate legal practitioners (Windhoek Branch) and 11 administrative staff members which are employed within the Windhoek office, Walvis Bay office and Keetmanshoop Satellite of-fice. The three offices of Metcalfe Attorneys are staffed on a full-time basis and are linked via internet.
