    DEFINITIONS

    A.11provedmeans that Jackson County fire District No.3, th e Oregon State Fire Marshal and ih eJackson County Fair and Exposition Center staff approve it.Appliance or Fixture 1 S a device or machine that is operated by liquid petroleum gas, natural gas,or electricity to perform a specific task or function.Awning is a pliable protective roof-like covering over a window or a door.Can0.p.y is a temporary structure, enclosure, or shelter constructed of fabric or pliable materialssupported by any manner except by air or th e.contents it protects, and is open without sidewallson 75% or more of the perimeter.Extension Cord is a portable flexible cord of any length, which has one male connector on oneend, and one or more female connectors on the other.Multi-Plug Adapter' is a device that plugs into a permanent electrical receptacle and allows thatreceptacle to supply power to more appliances or fixtures than that for which the receptacle wasoriginally designed. Multi plug adapters include cube adapters, strip plugs and multipiugextension cords.Multi-Plu!tCube Adapters are devices that plug into permanent electrical receptacles to supplypower to more than one appliance or fix tu re th an th at for which the re ce pta cle w a s originallydesigned. Multi-plug c ub e a da pte rs s ha ll have c.ircuit breaker protection.Multi~Plu-g Extension Cords are extension cords with more than two female connectors.Relocatable Power Tap is a device with a flexible cord no longer than 6 feet that has a maleconnector On one end of the cord and a housing containing built-in over current protection andone Or more receptacles on the other.Receptacle is an electrical outlet designed for use with a plug or connector for the purpose ofsupplying electrical power to an appliance or fixture.Surge Protector is a device that is designed to protect computer and other business machines bylimiting over voltage and protection from power surges. Asurge protector is a type of relocatab lepower tap.Temporary Membrane Structure is an air inflated, air suppo rt ed , cable or frame covered structurenot otherwise defined as a tent, canopy, or awning. .Tent is any structure or enclosure or shelter constructed of canvas or pliable material supported inany manner except by air or the contents it protects. See canopy definition.Zip Cords are two-wire multi plug extension cords. They are usually 16 gauge Or less.

    Section I 'General Fire and Life Safety Regulations1. No display, vehicle, exhibit, or electrical appliances shall be insta~l~d.o.r operated i~at

    will interfere in any w ay with the clear access to any exit, or the visibility of a ny e xit,o r any exit sign. Access to exits includes both inside and outside any building.

    2. No display, vehicle, exhibit, or electrical appliances shall block ac ces s to any firefighting equipment, including fire extinguishers, fire hose cabinets, fire systemcontrols, fire department connections, and fire hydrants . A clearance of a minimum of36 inches shall be maintained around all fire fighting equipment. Either the local FireDistrict or th e S ta te Fire Marshal may require additional clearance.

    3. Designated public walkways inside or outside buildings shall be maintained to aminimum of 8 feet clear width. Any public walkway designated as an exit passageshall have a minimum of 10 feet clear width. Additional width may be required by theFire Marshal.

    4. No exhibit, booth, or portion of an exhibit or booth, or any other obstruction shallextend into a designated walkway.

    5. All exits from any booth, exhibit, building) or other designated area are to bemaintained and must meet the approval of the Fire Marshal.

    6. All trash containers, e xc ep t th os e o uts id e b uild in gs , s ha ll b e constructed of non-combustible materials or be treated with an approved fire retardant. Trash containersover 40 gallons' shall be provided with an approved lid.

    7. Trash containers shall be empt ied as often as necessary, and at least once eachworking day.

    8. All fabrics and paper materials used in decorations must be fire resistive or treatedwith a fire retardant solution prior to use. Documentation is required.

    9. Each booth or exhibit is required to have a 2A: 1OBC rated fire extinguisher that hashad annual maintenance within the past 12 months. The annual maintenance tag mustbe attached to the fire extinguisher. The Fire Marshal may require additional fireextinguishers depending on the activities associated with the booth. .

    Section II No Smoking PolicyThere shall be "NO SMOKING" inside buildings, livestock areas, horse barns, tents,canopies or exhibit booths.

    Section In Vehicle Parking I Fire Lanes1. There shall be no parking of motorized vehicles and recreational vehicles; including

    camp trailers, inside any building, including l ivestock barns, and an y other designated"N Q Parking" area.

    2, Designated fire lanes outside buildings shall be maintained to a minimum of 20 feetin width and 13 feet 6 inches in height. There is to be no parking of any vehi cles,trailers, or placement of tents, booths, or exhibits inside the designated fire lanes. Firelanes are marked with red lines.

    3. There shall be no extension of vehicles, trailers, tents, booths, or exhibits into adesignated fire lane without the approval of the Fire Marshal.

    Section IV Extension Cords, Relocatable Power taps, Appliances1. All electrical cords, appliances, power taps) and other electrical equipment must have

    an approval label from a nationally recognized testing laboratory) such as UL, FM orother NRTL.

    2. All electrical appliances are to be used in accordance with the manufacturer'sinstructions. Light bulbs shall not exceed the manufacturers' maximum wattage forthe fixture Or appliance.3. Extension cords and relocatable power taps shall be maintained in good conditionwithout splices, deterioration, or damage. No electrical appliance, power tap, orextension cord shall be used if it is damaged or altered in any way.

    4. Any appliance or extension cord that goes through an area of public access must beeither protected by an approved foot traffic cover, or be extended overhead at leasteight feet above floor level, At no time will any decorations, signs, or other items beplaced on Or attached to overhead extension cords. Overhead extension cords shallnot be attached to overhead sprinkler pipes or pipes supplying standpipe systems.

    5. Extension cords and relocatable power taps shall be intended for heavy-duty use, aminimum of 14 gauge, polarized, grounded type, (with a 3-prong plug). The use ofnon-grounded, or any extension cord 16 gauge or less Czip cord") is prohibited,6. Extension cords used in livestock areas and horse barns shall be intended for heavy-duty use, a minimum of 12 gauge, polarized, grounded type, with 3-prong plug.

    7. Each extension cord shall be plugged directly into an approved receptacle. Arelocatable power tap may have one extension cord, minimum of 12 gauge, groundedtype, with 3-prong plug, connecting the power tap to an approved receptacle.

    S. A relocatable power tap shall not be plugged into another relocatable power tap.9. All relocatable power taps must have an internal circuit breaker.10. The length of extension cords shall reach from the appliance to the nearest permanent

    outlet Extension cords shall not be coupled together to extend the length of the powersource.

    11. Multi-plug cube adapters and other devices that increase the number of outlets are notacceptable unless equipped with internal circuit breakers.

    12. Regular 14 gauge extension cords shall not be used on any appliance that has a ratedcapacity exceeding 12 amps.

    13. Extension cords used for refrigerators, freezers, or microwave ovens are to be aminimum 12 gauge, polarized, grounded type, with 3-prong plug, intended f or h eavy -duty use. These items shall not to be plugged into a relocatable power tap.

    14. Coffee makers and cooking/warming appliances are to be unplugged at the end ofeach day. Coffee makers shall have an "Auto Shut-Off' as part of'rhe manufacturingof the device, or be a commercial grade equipped with a heavy duty limiting switchfor when the pot becomes overheated. Non-commercial grade coffee makers are fortemporary use only and m ust be approved by th e Fire Marshal.

    Sectio'n V 'Liquefied Petroleum Gas (LPG)1. The storage and use of liquefied petroleum gas (LPG) is prohibi ted inside all

    buildings, portable concessions, or tents.EXCEPTION: The use of approved LPG fueled cooking appliance inside approvedfood concession stands.

    2. AU LPG tanks shall be located on' the exterior of buildings, booths, portableconcessions, Or tents. All LPG tanks shall be secured in an approved manner, rigidlysupported by brackets, or secured upright with chains, or other approved method toprevent the tanks from tipping over.

    3. All LPG tanks are to be upright DOT rated tanks. The use of ASME tanks isprohibited , except for permanent installations.

    4. Regulators are to be secured to the tank with vents turned downward and pointingaway from buildings, booths, portable concessions, or tents.

    5. fuel lines that penetrate a portable concession booth are to be protected from damage.6. LPG tanks that are exposed to vehicle traffic shall be suitably protected in a manner

    approved by the Fire Marshal.7. LPG tanks shall be a minimum of 10 feet from combustible vegetation and trash

    containers.8. The filling of LPG tanks is to be completed prior to the public opening of thefairgrounds, usually 10:00 a.m,

    Section VI Additional Guidelines for Specific Use Events, Exhlbits, etc.A. 'Food Concession Stands

    1. Each food concessionaire where cooking is being conducted shall provide and havereadily accessible a 40B:C rated f ire ex t ingu isher that has had its 'annual maintenancew ith in th e past 12 months. Additional fire extinguishers of the same type and ratingmay be required to ensure that no employee will have to travel more than 30 feet toobtain a fire extinguisher. All employees in the booth will be familiar with the useand location of f ire ex t ingu ishers

    2. Portable food concession stands shall maintain a minimum of 10 feet clearance fromother stands on two sides and shall not be located within 10 feet of amusement ridesor devices.

    3. Any cooking device that creates grease-laden vapors shall be provided with anapproved wet chemical hood extinguishing system, or be the type with a self-closinglid or other form of self-extinguishment.

    4. A portable f ire ex t ingu isher having a "K" rating is required in any food concessionstand that uses deep fat fryers utilizing the high temperature combustible cooking oils.

    5. All hood-ventilating systems are required to be cleaned daily or more often if needed ,to prevent the build-up of grease.

    6. All public seating shall be approved by the Fire Marshal prior to occupancy.7. All food concession booths shall have at least one exit for employee use that is

    approved by the Fire Marshal and the Jackson County Fair staff.

    B. Car Shows and Recreational Vehicle (RV) DisplaysVehicle Competition and DemonstrationsVehicles on static display insidea building, such as car shows and RV shows, must meetall of the following requirements:1. The fuel tanks will be at a level of less than one quarter of the tank capacity, or 5

    gallons, whichever is less.2. Vehicles shall not be fueled or defueled inside a building.3. Any and all fuel spills shall be cleaned up immediately.4. Fuel tank openings shall be locked or sealed to prevent tampering.5. Batteries shall be disconnected and cable ends taped.6. Propane (LPG) tanks on RVs shall be empty and all valves are to be closed.Motorized vehicles being used in competition or for demonstration inside a building mustmeet all of the following requirements;1. Fuel for vehicles or equipment shall be stored in an approved location.2. All fueling operations shall be done outside the building in an approved location.3. Any fuel spills, oil leaks, etc. shall be cleaned up immediately.4. Location of vehicles or equipment shall not block any exit.

    C. Livestock Areas and Horse Barns - Additional Requirements1. Livestock areas and horse barns are considered hazardous areas due to the

    accumulation of hay, straw, ere. and the no smoking policy is strictly enforced.2. Portable heaters are prohibited in livestock buildings. Heat lamps for newborn

    animals must be secured and protected in an approved manner.3, Portable gasoline-powered generators shall-not be operated in livestock areas or horsebarns.4. Other electrical appliances may only be used in designated and approved areas.5. Electrical extension cords shall be a minimum of 12 gauge, polarized, grounded type,

    with 3-prong plug, intended for heavy-duty use.6. Any fabric or paper used inside stalls, horse barns or show bams must be of fire

    resistive type or treated with a flame-retardant material. Documentation is required.7. Any areas used for sleeping must be approved by the Fire Marshal. All areas used for

    sleeping shall have smoke alarms installed in accordance with State law.

    D. Pellet and \Vood Stove Exhibits1. All chimney pipes shall be protected to prevent bum injury2, Clearance from the display stovefs) to other combustibles shall be in accordance with

    the manufacturer's installation instructions.

    E. 'Booths, Tents, Cannples, 'and Temporary Membrane Structures1. The sidewalls, awnings, drops, and tops of booths, temporary membrane structures,

    tents, and canopies shall be composed of flame resistant material or shall be treatedwith an approved flame retardant. The use of thin, non-treated polyethylenetarpaulins is prohibited during the hours the fairgrounds are open to the public.

    2. All tents and canopies shall have a permanently affixed label indicating the followinginformation:

    A. Type of tent, size, fabric, or material typeB. Trade name and type of flame retardantC. Name of the person and firm who applied the flame retardantD . D ate fire retardant wa s a pp lie d3. Each tent shall have at least one exit. Tents having an occupant load of more than 10

    persons shall have 2, second exit; more than 19"9persons shall have a third exit Eachexit shan beat least 72 inches in width. Occupant loads and exit locations shall beapproved by the Fire Marshal. Exit signs are required in tents requiring a second exit

    4. All guywires, guyr,opes, and other support members shall not cross an exit way at aheight of less than eight feet.

    5. A ll cooking or heating appliances used in tents shall be a minimum of 10 feet fromthe exits or an y combustible materials.

    6. Tents, canopies and temporary membrane structures where cooking appliances

    F. Booths, Displays, or Exhibits using an Open Flame1. Unprotected open flames ar e not pennitted in tents or in buildings. .

    EXCEPTION See Candles, candelabras and other such decorative devices2. Open flames may be used under a canopy. To be classified as a canopy, it must be

    open without drops or sidewalls on at least 75% of its perimeter. . .3. In booths where an open flame is being used, the walls shall be contiguous to otherexhibitors and must be tight to the floor or ground.

    4. Any open flame torch must be supported and maintained in a fixed position. If handheld , it must be so equipped that when letting go of the nozzle the torch w ill shut off.

    5. A U approved torches ar e to be used over a. noncombustible surface.

    G. Candles, Candelabras, And Other Such Decorative Devices1. Class I and ITliquids and LP gas shall not be used.2 . L iquid or s olid fu el lighting devices containing more than 8 ounces must be self

    extinguish and shall be constructed to prevent the spillage of liquid fuel or wax.3. The device or holder shall be designed so that it will return to the upright positionafter being tilted to an angle of 45 degrees from vertical, unless devices self

    extinguish.4. TIle:Dame shall be enclosed except as follows:

    A. Openings on the side shall not be more than 3/8-inch diameter.B. Openings on the top and the distance to the top shall be such that a piece oftissue paper placed on the top will not ignite in 10 seconds. -

    5. Chimneys shall be securely attached to the open flame device and made ofn on comb ustib le m aterial, u nless d ev ices self ex ting uish.

    6. Fuel canisters shall be s af ety s ea le d for storage.7. Shades, if used, shall be made of noncombustible materials, and securely attached to

    the open flame device holder or chimney,8. Candelabras with flame lighted candles shall be securely fastened in place to preventoverturning and located away from occupants using the area and away from possible

    contact with drapes, curtains,' or other combustibles.

    H Internal Combustion Power Sources1. Fuel tanks of internal combustion power sources shall be of adequate capacity to

    permit uninterrupted operation during normal operating hours.2. Refueling of internal combustion power sources for amusement rides shall be onlywhen {heride is not in Use.3. Fuel tanks, generators , or other power sources shall be isolated f rom c on ta ct with thepublic by physical guards, fencing, or an enclosure.4. Fuel tanks, generators, or other power sources shall be at least 20 feet from any tent

    prov ided within 75 feet of an internal combustion power source.
