Fire safety and the law In England & Wales, fire safety legislation focusses on prevention
with the Regulatory Reform (Fire Safety) Order 2005 (FSO)
placing the responsibility for preventing fires onto individuals within
an organisation.
The FSO, which became law on 1 October 2006, states that these
individuals, known as the ‘Responsible Persons’, must take all
reasonable steps to reduce the risk of a fire, or in the event of fire,
ensure people can safely escape.
Therefore, if you are an employer, owner, landlord or occupier of
non-domestic premises and you fail to meet satisfactory fire safety
standards, you could be held personally liable in the event of a fire.
As such, it is critical for those people deemed responsible for
meeting the fire safety regulations to understand their legal
obligations and to manage fire safety.

Fire Safety Management Plan
The Fire Safety Management Plan is a key element of your overall fire safety strategy. It
details the arrangements you take to plan, implement, control, monitor and review the
standards of appropriate fire safety measures and provisions, and to ensure those
standards are maintained.

Fire Risk Assessments
Tenos carry out fire risk assessments to assist the responsible person in fulfilling their
duties under the Regulatory Reform (Fire Safety) Order 2005. It is part of the on-going
process for the effective management of fire safety within premises.
Our fire risk assessment methodology captures current best practice following the
principles of PAS 79:2012: ‘Fire risk assessment - Guidance and a recommended
methodology’ published by BSI and is conducted in three parts:
• Discussion with the responsible person’s representative;
• Visual assessment of the premises;
• Review of fire safety related records and a close-out meeting with the responsible
person’s representative.
A Tenos fire risk assessment will provide a responsible person with a recommended action
plan to assist in reducing or maintaining the level of fire safety risk.
Fire Safety Training

Fire Expert Witness
In the event of a dispute relating to fire safety, it is often necessary to seek advice from an
independent and impartial expert witness.
Tenos fire safety experts provide testimony that is legally defensible, accurate and

For over 20 years our expert opinion has been called upon by fire authorities and legal
professionals for a wide range of fire safety cases across the UK, including a number of
high profile cases.
Tenos can provide expert opinion for legal cases on issues such as fire safety

Passive Fire Protection
Passive Fire Protection (PFP) is an important component of a fire safety strategy. The
inspection of PFP forms part of a fire risk assessment required under the Regulatory
Reform (Fire Safety) Order 2005.
PFP is designed to prevent fire spread within a building or separate areas of high fire risk.
To ensure PFP is properly designed, installed and maintained in your building, Tenos offer
an independent, impartial and confidential Passive Fire Protection consultancy service.
This comprehensive service, carried out by our highly experienced Chartered Engineers,
includes a review of all necessary documentation and, where necessary, an appropriate
inspection of the key passive fire protection systems.
You will be issued with a report summarising the key findings and conclusions, together
with a prioritised action plan detailing any remedial work required.
NHS Blood & Transplant, Nationwide
National Health Service Blood and Transplant (NHSBT) is a
specialist health authority within the National Health Service. They
operate from over 90 fixed locations across the UK.
Since 2002, Tenos has been contracted by NHSBT to act as their
fire engineering consultant to help the organisation’s Estates and
Facilities Department to cost-effectively manage fire safety across
a nationwide portfolio.
In April 2015, we were awarded a new three-year contract and
Tenos continues to work closely with NHSBT to provide them with
a wide range of fire safety management solutions including:

Severn Trent Water
Severn Trent Water serves more than 4.2 million homes and business customers, and has
the lowest combined water and waste water bills in England and Wales.
Tenos has worked with Severn Trent since 2011 providing fire risk assessments and
construction fire safety management advice across a diverse portfolio of buildings
including their head office in Coventry.
In 2014, and as part of the Fire Risk Assessment (FRA) programme for the 53 sites which
Tenos undertake, Severn Trent requested that all of the FRA’s be uploaded to Tenos
Benchmark and can now demonstrate to any internal or external stakeholder that, by
utilising Tenos Benchmark, they are able to demonstrate their legislative compliance within
a real time, visible and fully auditable electronic management system.
Manchester United Football Club
The Aon Training Complex is the sports training facility and academy headquarters of
Manchester United F.C. It is located near the village of Carrington in Greater Manchester.
Construction on the complex began in 1999; the Main Building was opened in 2000, and
in 2013 major additions were completed at the complex including a medical centre and
sports science department.
