    IntroductionAs per the sanctioned development control rules, the architectural plans of the high rise and special buildings are to be scrutinized by the Chief Fire Officer. After the said scrutiny the CFO recommends the necessary Fire and Life safety measures in the proposed building. When these recommendations are executed the CFO gives the clearance which is one of the mandatory aspects of granting the Occupancy certificate. During the scrutiny of the proposed plans, various codes, practices, acts, rules and regulations are referred by the Fire Brigade Department. Ideally at the time of submitting the plans it is expected that the said plans are prepared as per the specifications mentioned above so as to minimize scrutiny period. At the time of preparing the plans it is quite possible that the applicant might face some practical difficulties whilst executing all the rules and regulation of the various codes, practices, acts, rules and regulations. Considering this practical difficulty the Fire Brigade Department of Thane Municipal Corporation has prepared this Fire Manual under the guidance of the Hon Municipal Commissioner Mr. Aseem Gupta. This manual is divided into 3 Parts, i.e. A, B and C. Part A consists of details of the proposed buildings in a specific format. All the necessary references are given in the respective columns for the concerned applicant to fill in. Part B consists of checklist and the necessary information about the codes, acts, rules etc required by the Applicants, to fill up the form. Part C consist of Annexures . This manual was formatted after a series of meetings between CFO, ADTP and Panel of Architects so as to understand the point of view, technical aspect and practical issues faced while planning a structure in accordance with the Fire Safety requirements. While preparing this manual the provisions of existing Development Control Rule and National Building Code 2005 are referred. We hope this manual would provide the necessary guidance to the architectural fraternity to design a fire safe building and submit plans complying the norms of Fire Department. It would facilitate the Fire Department to provide a speedy clearance which would be beneficial to Applicants to proceed with the execution of their work.

    Instructions for filling the Application Form And Check List 1) Read explanatory notes carefully, before filling the form. 2) The requirements listed need to be fulfilled to comply with rules and

    Regulations. 3) If an item is complied with, mark 'Yes' and if an item is not complied with, Mark

    'No'. If an item is not applicable to the particular building, mark 'N /A' (Not Applicable).

    4) In the pre construction stage, the marking may be Yes / No / NA. 5) In the pre construction stage, relevant document regarding Fire Prevention and

    Life Safety Measures of the proposed building should be attached as per PART A & PART-B.

    6) In the post Construction stage (Final NOC) full details in all columns should be filled in and relevant documents should be attached as per Annexure - 5.

    7) The Checklist is not all-inclusive. The applicant should make sure that all

    Applicable rules and regulations are fully complied with. (NBC, Building bye Laws, Maharashtra Fire Prevention and Life Safety Measures Act, 2006, etc.)

    8) All items are mandatory. 9) The design and plan of the building shall be made and countersigned by an

    Applicant and the Owner.

    10) Applicant has to submit 3 sets of proposed building plan. (Site plan, floor wise plan, terrace plan, and Section duly marking fire safety systems along with General information proforma and 3 sets of checklist dully filled in, with receipts of Fire Premium and Fire Infrastructure Charges and fees if applicable.

    11) If more than one building is proposed, Applicant should attach separate

    checklist for each building. 12) Checklist should be neatly typed without any corrections. Checklists with

    overwriting, Corrections and interpolations shall be summarily reject

    Details of Open space front and other 3 sides of Building. North South East West

    Note : During a fire fighting operation in high rise buildings Fire

    Brigade Department need to operate our Aerial ladders/TTLs.

    To make the optimum use of these ladders, specific open

    space around the building is needed. The specifications of the

    required open space to make the optimum use of ladders as

    per the DC rules 74 & 75 are mentioned.

    There should not be different set of space requirements for

    SRD, SRA, MHADA, BSUP & Any other Government

    applicable scheme as in case of fire the loss of life and

    property and the problems faced by the Fire department

    remain the same for any type of building. Open spaces around

    the building for SRD, SRA, MHADA, BSUP & Any other

    Government applicable scheme which are mentioned in the

    DC rules are inadequate for our operations. It has not been

    mentioned any where in the DC rules that any kind of

    compromise should be made from the fire fighting point of

    view.

    Above mentioned issue was discussed extensively during the

    joint meeting of Architects and CFO. As per the opinion of

    Architects, it is not practically possible to permit the required

    open spaces for the SRA, SRD, MHADA, Gaothan plots and

    other buildings as it will hamper the development of these

    areas.

    As per the opinion of Fire Brigade department there should not

    be any kind of compromise in the requirement of the open

    spaces as per DC rule no 74 & 75 for any type of building

    including SRD, MHADA, Gaothan plots projects. Any kind of

    compromise will result in hindrance in rescue and fire fighting

    operations. Thus the requirement of open spaces mentioned

    in the minutes should be made mandatory.

    9 Considering the safety scenario in most high-rise bldgs, the un-reliability of power supply, and the

    high incidence of elec. shorts circuits, etc., resulting in fires, the manual and automatic fire-alarm

    are preferred for all high-rise bldgs. For the same reasons and because delays in fire reporting/

    quenching is often causing avoidable loss of lives and property. Hence automatic sprinklers, which

    have proven cost effective, are preferred for such bldgs. 10 In the pre construction design provisions and commitments can be evaluated but all columns

    cannot be filled in detail. In this case brief description with applicable I.S. can be given. However, in

    the post construction stage, specific details of installations, corrections in approved drawings to

    reflect 'as-built' situations, and certificates etc, duly signed by technical persons, should be

    submitted and all columns filled up, to facilitate inspection, functional checks and issuance of NOC

    required for occupancy certificate from Municipal authorities. 11 NOC is valid for the particulars provided in the application. For any change of class of occupancy,

    fresh NOC for occupancy will be required(NBC-iv-3.1.12 and 3.1.14 and NBC-ii cl -13.2.f and B-

    4.2.iii-b). 12 Most of the fatalities, in fire incidents are due to a) Unrestrained and avoidable spreading of Smoke

    / fumes due to insufficient smoke Sealing/exhaust arrangements b) Smoke in escape route and in

    stairs make them Difficult to use. c) Inadequate aggregate width of stairs with Insufficient

    ventilations. If smoke exclusion from exit stair case is not ensured, then larger aggregate width of

    stairs would be required to ensure evacuation of inmates of affected floors within two and half

    minutes stipulated in NBC Part IV 4.4

    Rule No. 15 (Rule No.15 of Development Control Rule) Building plans for multi-storeyed or special buildings

    For multi-storeyed buildings which are more than 25 rn. in height above plinth

    and for special buildings like assembly. institutional, industrial, storage and

    hazardous and mixed occupancies with any of the aforesaid occupancies

    housing area more than 150 sqrn. the following additional information as

    specifically mentioned in Appendix 0 shall be furnished in the building plans in

    addition to the items (a) to (k) of regulation 14 namely

    Annexure 6 Staircase Ventilation (D.C. Rule No. O3.3 and C.1.4 of NBC part 4) 1. Staircase shall be ventilated to the atmosphere at each landing & a vent at the

    top.

    2. Vent opening shall be of 0.5 M2 in the external wall and the top.

    3. If the staircase can not be ventilated because of location or other reasons, a

    positive pressure of 50 Pa. shall be maintained inside.

    4. The mechanism for pressurizing the staircase shall operate automatically with

    the fire alarm.

    5. The root of the shaft shall be 1M above the surrounding root.

    6. Glazing or glass bricks if used in staircase shall have fire resistance rating of minimum 2 Hrs.

    Basement: (D.C. Rule No. O.7 and C.1.4 of NBC part 4) 1. Each basement shall be separately ventilated.

    2. Vents with cross sectional area (Aggregate) not less than 2.5 % of the floor

    area spread evenly round the perimeter of the basement shall be provided.

    3. It shall be in form of grills or breakable stall board lights or pavement lights or

    by way of shafts

    4. Alternatively, a system of Air inlets shall be provided at basement floor level &

    Smoke outlets at basement ceiling level.

    5. Inlets & extrates may be terminated at ground level with stall boards or

    pavement lights as before.

    6. But ducts to convey fresh air to the basement floor level have to be laid.

    7. Stall board & pavement lights should be in position easily accessible to the

    fire brigade & cleanly marked Smoke Outlet or Air inlet with an indication

    of area served at or near the opening

    8. Staircases of the basement shall be of enclosed type.

    9. It shall have fire resistance of 2 Hrs.

    10. It shall be situated at the periphery of the basement to be entered at ground

    level only from the open air.

    11. In such positions that smoke from any fire in the basement shall not be

    obstruct any exit serving the ground & upper storey of the building.

    12. It shall be communicated with basement through a lobby provided with fire

    resistance self closing doors of 1 Hr resistance.

    13. No. of staircase shall be as per travel distance.

    14. In multi-storey basements in take ducts may serve all basement levels.

    15. Each basement level and basement compartment shall have separate smoke

    outlets duct or ducts.

    16. Duct so provide shall have the same fire resistance rating as the compartment

    itself.

    17. Fire rating may be taken as required smoke extracting time for smoke

    extraction ducts.

    18. Mechanical extractors for smoke venting system from lower basement levels

    shall also provided.

    19. The system shall be so designed that it should operate on actuation of

    detectors or sprinkler

    20. It should have arrangement to start it manually.

    21. Mechanical extractors shall have internal locking arrangement by which

    a. Extractor shall continue to operate &

    b. Supply fans shall stop automatically with the actuations of fire detectors.

    22. Mechanical extractors shall be so designed to permit 30 air changes per hour

    in case of fire or distress call.

    23. Normal operating air changes as per part 8 section 3 of NBC.

    24. Mechanical extractors shall be alternative source of supply.

    25. Ventilating duct shall be integrated structure.

    26. It shall be made out of brick masonry or reinforce cement concrete.

    27. When this duct crosses the transformer area or electrical switch board fire

    dampers shall be provided.

    home unless it is fully sprinklers.

    30. All sides cut out openings ( If provided for basement) in the basement shall be

    protected by sprinkler heads at close spacing so as to form a water curtains in

    the event of fire.

    31. Openable windows on external walls shall be fitted with such locks that can be

    opened by firemans axe.

    32. All floors shall be compartmented wit area not exceeding 750 M2 by a

    separation wall with 2 hrs. fire rating..

    33. For floors with sprinklers the area may be increased by 50 %

    34. For ling buildings the fire separation walls shall be at a distance not exceeding

    40 M

    35. For departmental stores, shopping centers and basements the area may be

    reduced to 500 M2 for compartmentation.

    36. Where this is not possible the spacing between sprinklers shall be suitably

    reduced

    37. While reducing the spacing of sprinklers, care should be taken for prevent

    spray from one sprinkler to as adjacent sprinkler head.

    38. It is essential to make the provision at staircase.

    40. On large area floors , several such pipes may be necessary which should

    41. Care shall be taken to ensure that the constructions of the drains pipes does

    that allow spread of fire / smoke from floor to floor.

    Ventilations: (3.4.12 of NBC part 4) 1. Ventilation requirements of different rooms or areas in any occupancy shall be

    as given in part 8 - Building services section 1, lighting & ventilation.

    2. Ventilation system shall be so installed & maintained as to minimized the

    danger of spread of fire, smoke or fumes from one floor to other or from

    outside to any occupied building or structure.

    3. In certain areas , smoke sensitive devises shall be provided for effective

    means of preventing smoke circulation

    4. For normal operation air changes schedule shall be given in part 8 section 3

    5. Smoke venting facilities for use of exits in window less buildings under ground

    structures large area factories , hotels & assembly buildings ( Including

    cinema halls)

    6. Shall be automatic in action with manual control in addition.

    7. Natural draft smoke venting shall utilize root vents or vents in walls at or near

    the ceiling level

    8. Such vents shall be normally open or if closed shall be designed for automatic

    openings in case of fire by release of smoke sensitive devices.

    9. It is recommended that smoke exhaust equipment should have minimum

    capacity of 12 air changes per hour.

    10. Where mechanical venting is employed, it shall be fire safe.

    11. The discharge opening of all natural draft smoke vents shall be so arranged

    as to be readily accessible for opening by fire service personnel.

    12. Power operated smoke exhausting system shall be substituted for natural

    draft vents, only by specific permission of the authority.

    (15.1.2 of NBC part 3) 1. The area ( Minimum aggregate area) of such openings shall be not less than-

    a. One tenth of the floor area for dry hot climate.

    b. One sixth of the floor area for wet hot climate.

    c. One eight of the floor area for intermediate climate and

    d. One twelfth of the floor area for cold climate

    2. Adequate ventilation shall be provided for the basement.

    3. Adequate mechanical ventilation in form of blowers exhaust fans , air

    conditioning system shall be provided.

    Annexure 7 Air conditioning system (D.C. Rule No. O10.6 and C 1.17 of NBC part 4) Air conditioning shall confirm to -

    1. Escape routes like staircases, common corridors lift lobbies etc. shall not be

    used as return air passage.

    2. The ducting shall be constructed of substantial gauge metal in accordance

    with IS no. 3034: 1993.

    3. Where ever the duct passes through fire walls or floors, the opening around

    the ducts shall be sealed with material having fire resistance rating of the

    compartment.

    4. Where duct crosses the compartment which is fire rated, the duct shall be fire

    rated for the same fire rating.

    5. Further depending on the services passing around the duct work which may

    get affected in case of fire temperature rising, the duct shall be insulated.

    6. As far as possible metallic ducts shall be used even for the return air instead

    of space above the false ceiling.

    7. Where Plenum is used for return air passage, ceiling & its fixtures shall be of

    non combustible material.

    8. The material used for insulating the duct system (Inside or outside) shall be

    on non combustible material.

    9. Glass wool shall not be wrapped or secured by any material of combustible

    nature.

    10. Area more than 750 M2 on individual floor shall be segregated by a fire wall &

    automatic fire dampers shall be provided for isolation.

    11. Air duct serving main floor areas, corridors, etc. shall not pass through the

    stair case encloses.

    12. Air handling units shall be separated for each floor

    13. Air ducts for every floor shall be separated AND

    15. If AHU serves more than one floor , then following additional conditions shall

    be complied

    a. Proper arrangements shall be made by way of automatic fire dampers

    working on smoke detectors / or fusible link for isolating all ducting at

    every floor from the main risers.

    b. Where the automatic fire alarm operates, the respective air handling

    units at air conditioning system shall automatically be switched off.

    16. The vertical shaft for treated fresh air shall be of masonry constructions

    17. The air filters of the air handling units shall be of non combustible material.

    18. The air handling unit room shall be used for storage of any combustible

    material.

    19. Inspection panels shall be provided in the main trunking to facilitate the

    cleaning of the ducts of accumulated dust & to obtained access for

    maintenance of fire dampers

    20. No combustible material shall be fixed nearer than 150 mm to any duct unless

    such duct is properly enclosed and protected with noncombustible material at

    least 3.2 mm thick & which would not ready conduct heat.

    Fire Dampers

    1. ( Location of fire dampers in conditioned air ducts and return air ducts)

    a. Active fire separation wall.

    b. Where duct / Passages enter the central vertical shaft

    c. Where the ducts pass through floors

    d. At the inlet of supply air duct & the return air duct of each compartment

    on every floor.

    2. The dampers shall operate automatically and shall simultaneously switch off

    the air handling fans

    3. Manual operation facilities shall also be provided

    4. Dampers shall also be provided for blowers where extraction system & duct

    accumulators are used

    5. Fire / Smoke dampers (for smoke extraction shafts) (For buildings more than

    24 M in height.

    a. For apartment house: In non ventilated lobbies / corridors operated by

    fusible link / Smoke detectors & with manual control

    b. For other building : On operation od smoke detection system and with

    manual control

    6. Automatic fire dampers shall be so arranged

    a. A. As to close by gravity ion the direction of air movement

    b. To remain tightly closed on operation of a fusible link / smoke

    detectors.

    Annexure 8 Pressurization (D.C. Rule No. O3.4 and 4.10 of NBC part 4) (Pressurization of staircases) (Protected escape Routes) 1. Compartmentation plays a vital part in limiting the spread of fire

    2. Still smoke will readily spread to adjacent spaces through the various leakage

    openings in the compartmentatios enclosures.

    3. These various leakage openings are cracks , opening around pipes ducts , air

    flow grills & doors

    4. Perfect sealing of all these openings is not possible.

    5. It is smoke and toxic gases rather than flames that will initially obstruct the

    free movement of occupants of the building through the means of escape.

    6. Hence the exclusion of the smoke and protected routes is of great

    importance.

    7. Pressurization is a method adopted for protected escape routes against

    ingress of smoke. Especially in high rise building.

    8. In pressurization air is injected in to the staircases , lobbies or corridors to

    raise there pressure slightly above the pressure in the adjacent parts of the

    buildings

    9. As a result, ingress of smoke or toxic gases in to escape routes will be

    prevented.

    10. The pressure difference for the staircases shall be as follows

    12. If possible the same levels shall be used for lobbies and corridors but levels

    slightly lower may be used for these spaces if desired

    13. The difference in pressurization levels between staircases and lobbies (Or corridors) shall not be greater than 5 Pa.

    14. Single stage pressurization system shall be designed for operation in the

    event of an emergency.
