Relevancy • Situation Analysis Survey (SAS) as baseline for the draft

polices• Cater the local needs and offer policy options accordingly• Defined custodian of Policy• A vision, appropriate to cater the needs of the society

and aligned with the prerequisites of the modern era, to be fabricated

• Standards, for each area, to be developed and education system to be devised accordingly.

• National Cohesion should still remain as a key element in the policy even though powers are devolved to the province

Access• Settlements, out of school children and

teacher student Ratio need to be redefined• School to be defined as a unit in terms of

number of rooms and the required human and physical resources

• Consolidation and up gradation of existing schools

Quality• Quality Teaching Force– Policy must suggest performance based promotion of

teachers and education managers– The performance management of teachers based on HRM– Balochistan Recruitment Board for teachers’ recruitment

instead of NTS.– Up gradation of teacher education programs– Accreditation of teachers training institution in the context of

18th amendment– Strengthening of the CPD model of all tiers– Continuous Professional Development (CPD) and pre and post

service teacher education should be clearly defined in the policy

– Only Female teacher should be in primary school

Quality ... Contd....• Curriculum & Textbooks– Establishment of mechanism, feedback, reflection of

curriculum, textbooks and learning materials from classroom level to policy level.

– Incorporation of emergent trends in the curriculum/textbooks/teacher guides/training materials/modules.

– Dissemination and orientation of National Curriculum (2006) to be made compulsory.

– Strengthening of local level textbook writers, experts, editors, reviewers

– Textbooks and curriculum standards development based on local culture/ environment/need.

Quality ... Contd....• Student Assessment– Formative assessment shall be combined with

summative assessment– Holistic assessment shall be carried out to gauge

students holistically (Cognitive, Affective, Psychomotor skills).

– Standardization of assessment with the international/ global standard

– Examination reforms and capacity building of teachers according to new curriculum should be made mandatory.

Quality ... Contd....• Learning Environment.– Specific policy guidelines to be in place for appointment

and promotion of head teachers in order to have qualified and skills managerial force in place for improved learning environment at schools.

– Reinvigoration of existing school infrastructure by involving Madrasa system, private sector school, community school etc.

– Corporal punishment & (CP/CR) to be addressed through providing clear policy guidelines.

– Formulation of code of conduct for students’ unions, teachers’ unions etc

– ICT integration in the process of teaching and learning to be made an important aspect of the policy.

Higher Education/Market Oriented

• Review of HSSC and polytechnic level scheme of studies and its matching with the market.

• Arrangement of skilled based education program/activity for average or slow learners.

• Educational programs linked with profession, industry and technical education.

• Career counseling and guidance at elementary and secondary level.-

Education Management Information System (EMIS)

• Data driven planning for all development activities to be ensured.

• Decision making to be made possible through use of data available through EMIS

• EMIS sustainability requires placement of suitable staff, resources and policy cover.

Community Involvement & Public Private Partnership

• Provide incentives to the poor families, whose children are involved in child labor.

• Equity between private and public educational institutions to be maintained.

• Effective and consistent political support to be earned, for the policy initiatives, through good advocacy and effective coordination.

• Greater community involved to be more emphasized.

• Standardized private and public schools policy.
