  • SCHEME 1. SEEKHO AUR KAMAO

    • This is a Skill Development Programme

    linked with placement of Minorities. It was launched in 2013-14 by the Ministry of Minority Affairs, Government of India., New Delhi.

    • It targets the youth from 14-35 years of age

    • Under the scheme, the projects are implemented by selected Project Implementing Agencies (PIA), selected by Ministry of Minority Affairs, Govt. of India.

    • The PIA’s are required to guarantee a minimum of 75% of trainees, placement with minimum 50% in Organized sector.

  • OBJECTIVES OF SCHEME: SEEKHO AUR KAMAO

    • It targets the youth from 14-35 years of age and aims to improve employability of existing workers, school dropouts etc. belonging to minority communities and ensure their placement.

    • To bring down unemployment rate of minorities during 12th plan period.

    A. Placement linked skills training program for modern trades:

    • Each participant to undergo training based on his/her aptitude and capability to be selected from the options of sector specific Vocational Skills Program available under this programme.

    • The training programme includes soft skills training, basic IT training and Basic English training.

    • The training programmes are to be a minimum 3 months duration.

    • The focus of this programme is that the training should result in gainful and sustainable employment for the youth.

    B. Skill training program for traditional trades:

    • The focus of this programme is that the activities should result in creation of self help groups of skilled youth with access to funds for establishment and operation thereby ensuring income enhancement for the youth.

  • SCHEME 2. USTTAD

    • A new initiative USTTAD (Upgrading the Skills and Training in Traditional Arts/ Crafts for Development) aims to preserve rich heritage of traditional skills by building capacity of traditional artisans/craftsmen, standardization of the traditional arts/crafts, their documentation, design development and establishing market linkages.

  • OBJECTIVES OF THE SCHEME : USTTAD

    • To build capacity of master craftsmen/artisans and training of young generation through the master craftsmen/ artisans for traditional arts/crafts.

    • To set up standards of identifies arts/crafts and their documentation.

    • To preserve rich heritage of the traditional arts and crafts of minorities.

  • SCOPE OF THE SCHEME: USTTAD • The scheme will aim at capacity building and updating the

    traditional skills of master craftsmen/artisans. These trained master craftsmen/artisan will train the minority youths in various specific traditional arts/crafts.

    • Ministry of Minority Affairs will take up this skill development programme for all important traditional arts/crafts being practiced by minority communities, for their development and market linkages and recognition of talented master Craftsmen/Artisans.

  • SCHEME 3 : NAI MANZIL

    • Nai Manzil is a new initiative of the Ministry of Minority Affairs, Govt. of India, launched on 8th August, 2015.

    • This Scheme has been approved with a cost of Rs.650.00 Crores for five years with 50% funding from the World Bank.

    • The scheme is implemented on ground by the Project Implementing Agencies (PIAs).

    • Total physical target of training under this Scheme is approximately 100,000 minority candidates phased over the implementation period of 5 years.

  • OBJECTIVES OF THE SCHEME : NAI MANZIL

    • The objective of the Scheme is to provide education and market-driven skills training for targeted youth from Minority communities.

    • The scheme offers non residential integrated

    education and skill training for 9 to 12 months, of which 3 months are devoted to skill training.

    • The Scheme aims to benefit the minority youth who do not have formal School Leaving Certificate, i.e. those in the category of School-dropouts or educated in the community education institutions like the Madarsas, in order to provide them formal education and skills, and enable them to seek better employment in the organized sector and thus to equip them for better lives.

  • BENEFICIARIES COVERED: NAI MANZIL

    • The trainee should belong to Minority community as notified under National Commission for Minorities Act 1992 (viz. Muslims, Christians, Sikhs, Buddhists, Jains and Parsis).

    • The trainee should be between 17-35 years of age.

    • The trainees should belong to Below Poverty Line (BPL) population both from urban and rural areas.

  • ELIGIBILITY CRITERIA: NAI MANZIL

    • For Class VIII Bridge Program (OBE Level C): Candidate should possess Class V pass or failed school leaving certificate or equivalent of education or provide self- certificate stating his/her capability to pursue this course. Candidate should fulfill the minimum age as prescribed by NIOS or equivalent board to pursue the course.

  • Contd. • For Class X Bridge Program (Secondary Level Examination

    Program): Candidate should possess Class VIII pass school leaving certificate or equivalent of education or provide self-certificate stating his/her capability to pursue this course. Candidate should fulfill the minimum age as prescribed by NIOS or equivalent board to pursue the course.

    • Application Process: Eligible minority youth is required to approach the empanelled PIAs. The list of empanelled PIAs is available on the Ministry’s website i.e. www.minorityaffarirs.gov.in

  • SCHEME 4 : NAI ROSHNI

    • The Ministry of Minority Affairs, Govt. of India started “Nai Roshni”, programme in 2012-13 for Women Empowerment and Leadership Development for Minority Women in India.

    • This programme is run with the help of NGOs, Civil Societies and Government Institutions all over the country. It includes various training modules like Leadership of women, Educational Programmers, Health and Hygiene, Swachch Bharat, Financial Literacy, Life Skills, Legal Rights of Women, Digital Literacy and Advocacy for Social and behavioral change etc.

  • OBJECTIVES OF THE SCHEME : NAI ROSHNI

    • The objective of the scheme is to empower and instill confidence among minority women, including their neighbors from other communities living in the same village/locality, by providing knowledge, tools and techniques for interacting with Government systems, banks and other institutions at all levels.

    • This scheme also permits a mix of women from Non-minorities community but not exceeding 25% of a project group Efforts shall also be made to persuade Elected Women Representatives (EWRs), from any community, under the Panchayati Raj institutions to be included as a trainee.

  • ELIGIBILITY AND DURATION: NAI ROSHNI

    • This scheme is applicable on women within the age group of 18 to 65 years.

    • Duration of course for Non-Residents is 6 days for 25 women and for Residential is 5 days for 25 women.

    • The Scheme also stipulates for economic empowerment of the trainee women so that they ultimately become independent and confident members of the society.

    • Target Group includes women belonging to all minorities notified under Section 2 (c) of the National Commission for Minorities Act, 1992 viz. Muslim, Sikh, Christian, Buddhist, Zoroastrian (Parsis) and Jain. Efforts should be made by the Organization for having a representative mix of women from SCs/STs/OBCs..

    • Keeping this in mind, the Ministry of Minority Affairs, Govt. of India has evolved many schemes, to ensure the Educational Development of Minority Communities in India.

  • SCHEME 1: NAYA SAVERA • What: Free Coaching and Allied Scheme for the

    Candidates/Students Belonging to Minority Communities.

    • Objectives: Qualifying examinations for admission in-

    • Technical/ professional courses

    • Language/aptitude examinations for admission in foreign Universities and Competitive examinations for recruitment to Group 'A' , 'B' and 'C' services and other equivalent posts under the Central and State Governments.

  • ELIGIBILITY CRITERIA FOR

    CANDIDATES:

    1. Candidates must have secured the requisite percentage of marks in the qualifying examination prescribed for admission into the desired courses/recruitment examinations.

    2. Candidates belonging only to the notified Minority Communities, having total family income from all sources not exceeding Rs.6.00 lakhs per annum.

    3. Benefits of coaching under the scheme can be availed by a particular student only once (except residential coaching programme for preparation of Civil Service Exams).

    The coaching institution will take an Affidavit from the student that he/she has not taken any benefit under this Scheme.

  • 4. In respect of residential coaching for preparation of Civil Service Exams, benefit of the scheme can be availed by a particular student maximum two times.

    5. Students who have taken residential coaching for

    composite preparation Civil Services exam will not be eligible to get benefit under "Nai Udaan" Scheme of the ministry.

  • 6.Students/Candidates covered under the scheme shall have to attend all classes.

    In the event of any student remaining absent for more than 15 days, without any valid reason or leaving the coaching midway, the entire expenditure incurred on the candidate will be recovered from the institute/student/candidate concerned.

  • Contd. 7. Thirty percent(30%) of the numbers sanctioned

    for coaching shall be earmarked for girl students/candidates.

    In case, the sufficient number of eligible female candidate/ students are not available the remaining slots will be filled by male students/candidates with prior permission/intimation to the Ministry.

  • FUNDING

    • The Ministry of Minority Affairs will fund the entire expenditure of coaching provided to selected minority students as per the terms and conditions of the Scheme.

    • The grants will be provided on per student cost basis.

    • The amount of coaching fee for the programme awarded to the institution/ organization will be released to the coaching institutions / organization in two installments every year.

  • SCHEME 2. NAI UDAAN

    • What: For Coaching to meritorious Science Students, and Students Clearing Preliminary Conducted by UPSC, SSC, State Public Service Commission, etc.

    • Objectives:

    The objective of the Scheme is to provide financial support to the minority candidates clearing prelims conducted by Union Public Service Commission, Staff Selection Commission and State Public Service Commissions.

    1. Total family income of the candidates from all sources should not exceed Rs. 6.00 lakhs per annum.

    2. The financial support can be availed by a candidate only once.

  • SCHEME 3. PADHO PARDESH • What: Interest Subsidy on Educational loans for

    Overseas Studies.

    • Objective:

    • The objective of the scheme is to award interest subsidy to meritorious students belonging to economically weaker section of notified minority communities notified under section 2 (c) of National Commission for Minorities Act, 1992 on the interest payable for the period of moratorium for the Educational Loans for overseas studies to pursue approved courses of studies abroad at Masters and Ph. D levels.

  • ELIGIBILITY:

    1. The student should have secured admission in the approved courses at Masters, M.Phil. or Ph.D. levels abroad.

    2. He/She should have availed loan from a scheduled bank under the Education Loan Scheme of the Indian Banks Association (IBA) for the purpose.

    3. Total income of candidate / family from all sources should not exceed Rs. 6.00 lakh per annum.

  • SCHEME 4. SCHOLARSHIP SCHEMES

    A. SCHEME OF ‘PRE-MATRIC SCHOLARSHIP’ FOR STUDENTS BELONGING TO THE MINORITY COMMUNITIES FOR 2017-20.

    OBJECTIVE:

    The scholarship at pre-matric level will encourage parents from minority communities to send their school going children to school, lighten their financial burden on school education and sustain their efforts to support their children to complete school education.

    • Scholarship will be awarded to the

    students who have secured not less than 50% marks in the previous final examination and annual income of their parents/guardian from all sources does not exceed Rs. 1.00 lakh.

  • CONDITIONS: • Scholarship will be available to the students of

    minority community studying in Classes I to X.

    • An Income Certificate, issued from a Competent Authority in the State/UT Governments is required in respect of parent/guardian of the student.

    • A Self-Certified Community Certificate is required from the student who has attained 18 years of age. For others the Community Certificate certified by parent/guardian of the student is required.

    applicants) will be subject to securing 50% marks in the previous year’s examination (provided the students pursues the same course and same Institute/School).

    • Maintenance allowance will be provided to hostellers and day scholars.

    • Scholarship will not be given to more than two students from a family (applicable for all Scholarship schemes meant for minorities under this Ministry taken together).

  • B. SCHEME OF ‘POST-MATRIC SCHOLARSHIP’ FOR STUDENTS BELONGING TO THE MINORITY COMMUNITIES

    SUMMARY

    • OBJECTIVE:

    The objective of the scheme is to award scholarships to meritorious students belonging to economically weaker sections of minority community so as to provide them better opportunities for higher education increase their rate of attainment in higher education and enhance their employability.

    • Scholarship will be awarded to the students who have secured not less than 50% marks or equivalent grade in the previous final examination and the annual income of whose parents/guardians from all sources does not exceed Rs.2.00 lakh.

  • CONDITIONS FOR SCHOLARSHIP: • Scholarship will be awarded to the students studying

    in Classes XI and XII including technical and vocational courses of this level including Polytechnics, ITIs, and other courses.

    • An Income Certificate, issued from a Competent Authority in the State/UT Governments is required in respect of parent/guardian of the student.

    • A Self-Certified Community Certificate is required from the student who has attained 18 years of age. For others the Community Certificate certified by parent/guardian of the student is required.

  • C. SCHEME OF ‘MERIT CUM MEANS BASED SCHOLARSHIP’ FOR STUDENTS BELONGING TO THE MINORITY COMMUNITIES

    OBJECTIVE:

    • The objective of the Scheme is to provide financial assistance to the poor and meritorious students belonging to minority communities to enable them to pursue professional and technical courses.

    • Scholarship will be provided for the entire academic year/course. Similarly, the maintenance allowance will be given as fixed lump sum amount for an academic year (Rs. 10,000/- for Hosteller and Rs. 5,000/- for Day Scholar).

  • Conditions of Scholarship: • Students who get admission to a college to

    pursue technical/professional courses, on the basis of a competitive examination will be eligible for the scholarship.

    • Financial assistance will be given to pursue graduate level or post graduate level technical and professional courses from a recognized institution Admission and Course fee and Maintenance allowance for the year of scholarship will be credited/ transferred directly into the bank account of selected students.

    courses without taking any competitive examination will also be eligible for scholarship.     • Maintenance allowance will be provided to hostellers and day scholars.

    • The persons belonging to Notified National Minorities viz., Muslims, Christians, Sikhs, Buddhists, Jains & Parsis are eligible to avail benefit under the schemes of NMDFC.

    • The remaining cost of project is met by the SCA and the beneficiary. However the beneficiary has to contribute minimum of 5% of the project cost.

    • Funds for this purpose are made available to the SCAs at an interest rate of 2 % per annum for on-lending to the beneficiaries at 8% interest per annum for male beneficiaries & at 5% per annum for women beneficiaries. The loan is payable in maximum five years after the completion of the course.

  • III. MICRO FINANCING SCHEME

    • This scheme envisages credit to the poorest amongst the poor through SCAs/NGOs and network of Self Help Groups (SHGs). It is an informal loan scheme which ensures quick delivery of loan at the door steps of the beneficiaries.

    maximum of Rs. 1.50 lacs per member of SHG and Rs.30.00 lacs to a group of 20 women are provided through the SCAs/NGOs & network of SHGs.

    • Funds are given to the SCAs/NGOs, which further lending to the SHGs, at an interest rate not more than 10% per annum for male beneficiaries & 8% per annum for women beneficiaries.

  • 2. PROMOTIONAL SCHEMES • Kaushal Se Kushalta Scheme:

    The Kaushal Se Kushalta Scheme of NMDFC aims at imparting skills to the targeted individual beneficiaries leading to self/wage employment.

    The scheme is implemented through the State Channelizing Agencies (SCA), which organize need based skill development training in their States with the help of agencies empanelled by NSDC/ related Sector Skill Council/ State Skill Mission/ Directorate of Technical Education. Preferably be accredited through NSDC SMART portal.

    The SCAs are required to submit their proposals to NMDFC in the prescribed formats for approval/release of funds.

  • 3. MARKETING ASSISTANCE SCHEMES

    • The Marketing Assistance Scheme is meant for individual crafts-persons, beneficiaries of NMDFC as well as SHG members and is implemented through SCAs with a view to support the crafts-persons to promote marketing & sale of their products at remunerative prices.

    • NMDFC assists the SCAs in organizing State/District level exhibitions at selected locations.

    • In these exhibitions, handloom/handicraft products of Minority crafts-persons are exhibited and sold. Such exhibitions also serve the purpose of organizing “buyer seller meet”, which is considered very useful for product development and market promotion, for domestic market as well as for exports. NMDFC provide grants for organizing exhibitions, as per the specific guidelines of the scheme, after due appraisal of the proposals.

  • 4. MAHILA SAMRIDHI YOJANA

    • It is a unique scheme linking micro-credit with the training to the women members to be formed in to SHGs, in the trades such as tailoring, cutting and embroidery, etc.

    • It is being implemented by NMDFC, through the State Channelising Agencies of NMDFC as well as NGOs. Under the Mahila Samridhi Yojana, training is given to a group of around 20 women in any suitable women friendly craft activity.

    • The maximum duration of the training is of six months with maximum training expenses of Rs. 1,500 per month per trainee.

    • It is a programme launched by Indian Government in 2006 for welfare of religious minorities.

    • Minorities, especially Muslims, in the country were often in a worse socio-economic and political condition according to Sachar Committee Report.

    • Maximum Loan limit of upto Rs. 10 lacs can be availed under the scheme.

    • 1% lower interest rate than charged under term loan scheme (offered by NMDFC).

    • Further a 1% loan rebate is provided for the women artisians.

    • NMDFC organise Hunar Haat Exhibitions for promoting traditoonal crafts. This provides a platform to artisians to sell/get orders for their artefacts.

  • ELIGIBILITY

    • As per the National Commission of Minorities Act, 1992, Artisians in the notified Minorities are Muslims, Christians, Sikhs, Buddhists, and Parsis.

    • Subsequently, Jains community was also added into the list of notified Minority Communities in January, 2014. Additionally

    • Artisans covered under Credit line-1 with annual family income of Rs 81,000 in rural areas and Rs 1.03 lacs in the urban areas.

    • Preference will be given to artisans participating in Hunar Haat exhibitions organised by MNDFC Artisans already sponsored under the concession credit scheme of the Government will not be eligible to again avail loan under this scheme.
