With a population of approximately 7,600 residents, Duvall is located on SR-203, 10 miles east of Red-mond, halfway between Monroe and Carnation. Duvall is a favorite residential community for both com-muters and for those who choose to conduct business in a small town setting. Duvall maintains its small town character with old-fashioned storefronts, single family homes, and being surrounded by farms, forest-ed hills and the snowy peaks of the Cascades. The rural environment combined with the area’s surrounding beauty and outdoor recreation activities make Duvall a great place to live. Duvall is growing fast, but plac-es a heavy emphasis on community and the importance of small town values. Cost of living and affordability is becoming an issue in the Seattle Metro area and in Duvall as well. At pre-sent the median home price is $520,000 and the City has a high median household income of $105,729.

The City of Duvall is committed to meeting and improving the needs of the community in planning and providing essential services such as law enforcement, parks, public utilities, recreation, and streets for to-

day and the future.

The City of Duvall is a full service city. Departments include: City Administration, Finance, Planning, Po-lice, and Public Works. Fire and EMS services are provided by King County Fire District 45. The City has approximately 45 FTE’s and a Cash Basis budget of $41 million dollars, with $6.1 million of that compro-mising the general fund. The City Finance Director will lead several years of change efforts that, among other things include; Creation and adoption of new financial, investment, cash handling and other policies Guiding the City through a possible change to a Biennial Budget Process Helping identify key long term fiscal management strategies to rebuild cash reserves and develop

comprehensive LOS and Asset Management Plans Take a leadership role in proactively managing and stewarding City resources Bring creative solutions to the many complex financial problems and challenges facing cities

The Finance Director is an at will position, which performs under the direction, supervision, and authority of the Mayor and/or City Administrator. The Finance Director is expected to regularly attend City Council Meetings, City Council retreats and other community meetings as needed. The Finance Director is expected to perform a variety of complex supervisory, professional and technical ac-counting and finance functions to maintain the City fiscal records systems. The Finance Director takes a lead role in developing and monitoring the City operating and capital budgets under the direction of the Mayor, City Ad-ministrator and with the City Administrative Team of Department Directors. The Finance Director directly super-vises two or more employees.

The successful candidate is the consummate finance executive willing to drive organizational change through an on-going strategic management strategy that seeks to enhance operational efficiencies, identifying and cor-recting internal issues, and planning for and creating new or adopting proven solutions to counteract external influences that hinder organization success and sustainability. The Finance Director must know financial environments and be and be a proven dynamic leader. Moreover, the successful candidate will be willing to bring the enthusiasm, energy and cooperative team dynamics to the City, be open to training, mentorship and demonstrate an ability to solve complex problems. The Finance Director will incorporate a proactive approach to municipal finance while providing clear recom-mendations and timely facts, information and advice to the City Mayor, Council and City Administrator. A working knowledge of municipal financial software is desired and a working knowledge of Springbrook soft-ware is a plus. Other responsibilities and key attributes of the successful candidate include: Continuing to build on the extraordinary success Duvall has had in community relations and cultivating

the positive image the city presently holds within the community. Helping modernize the Finance Department and adopt new policies and best practices. Managing staffing levels, overtime, all expenses and the responsible allocation of resources. Broaden the City relationship with the Riverview School District. Strengthen our relationships with our partners and stakeholders, including; City of Redmond, the Cities of

the Snoqualmie Valley, and the various clubs and groups of the City of Duvall. Willingness to mentor/coach and be mentored/coached and a commitment to developing leadership at

every level of the organization. Leading by example; generating trust and enthusiasm while legacy planning. Must be comfortable delegating work and avoiding micromanagement. Will be willing to challenge assumptions and question existing business practices. Supervises the collection of taxes, fees ands other receipts in accordance with state law. Provides monthly and quarterly Revenue and Expenditure reports and keeps the Mayor, Council and De-

partment Heads fully informed of facts, issues and trends. Work with the Mayor, Council and City Administrator to identify opportunities and help the City toward a

path of sustainability. Transparency, accuracy and accountability are key to maintaining a good relationship with the Mayor,

Council, Department heads and the Community.

Education and experience Requirements

Must meet the requirements set forth in Duvall Municipal Code Section 2.05.010

The ideal candidate will be a working, hands on director and will have excellent organizational skills, will del-egate appropriately and will have the ability to foster a strong team environment. The successful candidate will have a track record implementing policies and systems to create and maintain a high-performance, customer service focused organizational culture. The City of Duvall places high value and key emphasis on transparency and the Finance Director must be able to continuously ensure transparency and accountability.

A bachelors degree from a four-year college or university in Business Administration, Accounting, Finance or a closely related field is required, and five or more years of progressively responsible municipal finance expe-rience; or any combination of experience and training which demonstrates the knowledge, skills and abilities to preform the above duties. CPA and working knowledge of Springbrook software would be helpful, but is not required. 1. Please tell us why you are interested in this position and why you feel this is a good time in your ca-reer to come to the City of Duvall.

2. The Finance Director for the City of Duvall is a working operational position responsible for creating and producing complex, accurate and clear documents/reports/information with the help of the de-partment staff. Please describe your role and experience with the following;

a. Municipal Budgeting and Forecasting, including size of budgets and your role in creating, interpreting and communicating them.

b. Preparing and delivering accurate and defensible reports including the annual CAFR.

c. Public financing and debt issuance.

d. Public Sector Fund Accounting and SAO Audits.

e. Financial Modeling and Forecasting.

f. Public Sector Procurement.

g. Grant tracking and management (federal, state, county, other).

h. Cost of service (developer) billing and reimbursement.

i. Financial aspects of municipal project management (road project, capital infrastructure pro-jects and the like).

3. The Finance Director works collaboratively with the City Management team. The City places a high value on teamwork, mentorship and professional development. Developing a team atmosphere with other directors and within the department and maintaining open lines of communication with the Mayor and City Councilmembers will be a priority for the new Finance Director.
