Hydropower plays a per+asi+e and critically important role in the socio4economy and

de+elopment of any country, 0ater resource projects -enerally increase prosperity and result in

-eneral socio economic de+elopment of the re-ion. particularly in rural areas of de+elopin-

countries, Hydropower projects create many direct jobs and associated demands for -oods and

ser+ices, n addition. they pro+ide infrastructures i,e,. electricity. roads. water supply and

distribution networ1 etc,. which act as stimulus for further de+elopment and economic -rowth,

$o dam can be built without en+ironmental costs and benefits of some 1ind, A dam becomes a

dominant factor in the hydrolo-ical re-ime. and sets in motion a series of impacts on physical.

biolo-ical and socio4cultural system, The construction of dam and fillin- of reser+oir causes

substantial local chan-e in microclimate and weather, The floodin- of the re-ion has immediate

si-nificant impacts on means of communication. historic sites. communities and local flora and

fauna,

DAM

A dam is a hydraulic structure of fairly imper+ious material built across a ri+er to create a

reser+oir on its upstream side for impoundin- water for +arious purposes, These purposes may be

rri-ation. Hydropower. 0ater4supply. 5lood 3ontrol. $a+i-ation. 5ishin- and Recreation, !ams

may be built to meet the one of the abo+e purposes or they may be constructed fulfillin- more

than one, As such. !am can be classified as6 Sin-le4purpose and Multipurpose !am,

A dam can also be used to collect water or for stora-e of water which can be e+enly distributed

between locations, !ams -enerally ser+e the primary purpose of retainin- water. while other

structures such as flood-ates or le+ees 7also 1nown as di1es8 are used to mana-e or pre+ent water

flow into specific land re-ions,

TYPES OF DAM

!ams can be classified in number of ways, But most usual ways of classification of dams are

mentioned below6

They are constructed to store water durin- the rainy season when there is a lar-e flow in the

ri+er, Many small dams impound the sprin- runoff for later use in dry summers, Stora-e

dams may also pro+ide a water supply. or impro+ed habitat for fish and wildlife,

:, Diver2ion 3am2; A di+ersion dam is constructed for the purpose of di+ertin- water of the ri+er into an off4

ta1in- canal 7or a conduit8, They pro+ide sufficient pressure for pushin- water into ditches.

canals. or other con+eyance systems, Such shorter dams are used for irri-ation. and for

di+ersion from a stream to a distant stora-e reser+oir,;, De4en4ion 3am2;

!etention dams are constructed for flood control, A detention dam retards the flow in the

ri+er on its downstream durin- floods by storin- some flood water, Thus the effect of sudden

floods is reduced to some e/tent

The )a1hwar hydroelectric project is proposed to be constructed on ri+er #amuna in !ehradun

district of Uttara1hand to -enerate Hydroelectricity, The primary purpose of the project

is hydroelectric power -eneration and it will support a ;>> M0 power station when complete,

Under this project a :>< m hi-h dam at )a1hwar +illa-e alon- with a balancin- reser+oir at9;,?=> 1m downstream from the dam site at Katapathar is proposed, The dam has a -ross stora-e

of =@ Mm; 7dead:>M0 of hydroelectric power, The re-ulated

water released from the reser+oir will be balanced at Katapathar by constructin- a barra-e for

irri-ation and drin1in- water supply purposes,

The project was proposed way bac1 in the year 9C@? by the rri-ation !epartment of erstwhile

state of Uttar %radesh, At that time. le-islation for mandatory &A did not e/ist in the country.

therefore. accordin-ly only en+ironmental and forest clearance was obtained, 3onstruction wor1

of the project was started in the year 9C@ but unfortunately could not proceed beyond 9CC: for

want of funds as the state -o+ernment was under financial crunch, n these four years. major

wor1s relatin- to strippin- of dam site at )a1hwar and e/ca+ation for under-round powerhouse

were ta1en up alon- with other infrastructure de+elopment wor1s such as residential colonies.

roads. land acquisition. etc, Unfortunately. the project acti+ities remained suspended for a period

of about 9: years till the MoU between $H%3 and the state -o+ernment of Uttara1hand was

si-ned for completion of the project in the $o+ember :>>;, The suspension of wor1 for such a

lon- time led to cost escalation and chan-e in -o+ernment policies which ha+e resulted in ha+in-

a fresh transfer of necessary clearances in the name of new project proponent, See1in- a fresh

en+ironmental clearance which incorporates en+ironmental impact assessment study alon- with

en+ironmental mana-ement plans becomes imperati+e as per the -o+ernment policies as on date
