EmBuild is a coordination and support project implemented by a consortium of ten institu-tions based in eight countries throughout Europe under the Horizon 2020 research and innovation Programme. Overall coordination rests with the Deutsche Gesellschaft für Internationale Zusammenar-beit (GIZ). The main objectives of EmBuild are to increase the ca-pacity of public authorities at regional/municipal level to collect the necessary data to prepare ambitious, sustainable and realistic renovation strate-gies for public buildings, analyse and identify cost-effective approaches to reno-vations, guide investment decisions and facilitate private sector involvement. EmBuild is supporting municipalities and towns in Bulgaria, Croatia, Germany, Romania, Serbia and Slovenia. In addition, the project focusses on analyzing policies and implemented measures that stimulate cost-effective deep renovation of buildings and identify best practices in six partner coun-tries.

1. Introduction

1.1 The EmBuild project

The energy and climate goals of the European Union can only be achieved when its members prepare and implement ambitious strategies and programmes, as for example long-term strategies for mobilizing investment in the renovation of the national building stock. This is where EmBuild provides support by means of transferring knowledge and highlighting good solutions for better energy efficiency in public buildings.

EmBuild is designed to facilitate a vivid exchange between public authorities in charge of energy efficiency measures (in particular concerning the building sector). The project aimed at increasing the capacity of public officers in selected municipalities and counties. Project activities comprised six countries (Bulgaria, Croatia, Germany, Romania, Serbia and Slovenia). Activities implemented in these countries intended to support and facilitate:

Collection of necessary data and information to prepare ambitious, sustainable and realistic renovation strategies for public buildings;

Data analysis and identification of cost-effective approaches to renovations;

Policy analysis and analysis of measures to stimulate cost-effective deep renovation of buildings;

Guidance for (public) investment decisions and facilitation of private sector involvement;

Measurement and communication of expected energy savings and wider societal benefits of retrofitting and modernizing the building sector.

The ambitious energy and climate goals of the European Union require qualified contributions from many public officers throughout Europe at all administrative levels. Dissemination of information and project results thus is of paramount importance in the EmBuild project. Therefore, the project partners, in order to maximise the project scope and impact, disseminated all knowledge collected and results generated during project implementation, as well as all other project results, to the widest possible relevant audience.

This report reviews the dissemination activities performed by EmBuild partners, and their outreach achieved during project implementation. The project started in March 2016 and finished in August 2018.

1.2 The EmBuild communication strategy

An overview of the EmBuild communication strategy is provided in Table 1.

Objective All EmBuild results and products are available to interested stakeholders. Knowledge generated in EmBuild is spread out European-wide to a relevant audience to maximize the project scope and impact.

Planning is key for winning the trust of investors and providing a long-term perspective for driving investment decisions.

EmBuild produces guidelines, on how to use the developed products and findings properly

The bullets and the connecting lines in the logo are representing the idea of EmBuild project. The bullets

represent the countries involved and the lines are representing the connection between them and the

exchange of experience as well as the capacity building developed through project activities and teamwork.

2. Performed dissemination activities and the achieved direct outreach

2.1 Project events

The main project event was the EmBuild final conference titled “Energy efficient buildings - Plan.Invest.Renovate!” held in Belgrade, on 7th June 2018.

Most of the 117 attendees came from Serbia (60%) and from partner countries and countries of partner institutions of the EmBuild project (Slovenia, Croatia, Romania, Bulgaria, Germany, Belgium, Macedonia). There were also attendees from the countries of the South East Europe region (Bosnia and Herzegovina, Albania, and Montenegro) and other European countries (Ukraine, France, Austria). All target groups of the EmBuild project were well represented in the audience (see Figure 4).

2.2 Publications and presentations

EmBuild partners disseminated information on the EmBuild project and its results in 98 presentations to national and international conferences as well as to expert/stakeholder workshops, meetings, round-tables, panels etc. They distributed 70 publications (newsletters, reports, articles etc.) on the project and its results on the project website and in general media, and they organized a number of information webinars. Table 2 highlights examples of the type of events to which partners gave presentations on the EmBuild project and its results during project implementation.

Partners counted 46,554 direct contacts to stakeholders and experts, which they achieved with these activities. Many of the contacted stakeholders and experts are multipliers in their spheres of responsibility, so that the total outreach of presentations and publications is most probably a manifold of this figure. It is hardly possible to quantify these indirect dissemination effects. Based on occasional feedback they received, partners assume however that an average multiplication factor of 3 might be a realistic minimum. This would imply that the total outreach of presentations and publications should comprise at least approximately 140,000 stakeholders and experts in the EmBuild partner countries and beyond.

Figure 3 illustrates the shares of different groups of experts and stakeholders in the total audience directly reached with the partners’ presentations and publications. More than half of the reached experts and stakeholders (~ 55%) belong to those groups, which have the strongest influence in local politics and local planning (local actors, policy makers, associations and agencies – see Figure 5). All other groups of stakeholders and experts, which are usually involved in participatory local politics and planning, are also well represented in the audience.

2.3 Social media activities

From October 2017 until the end of the project, EmBuild partners actively disseminated information on project results via Twitter, Facebook, LinkedIn, and YouTube. With 150 posts, the partners achieved 84,527 contacts and 701 responses, which is equivalent to an average of 562 contacts and 4.7 responses per post (see Table 3).

The most active months of EmBuild in social media were from October until December 2017 when the social media presence of EmBuild was new, and from March until June 2018 when the partners prepared and evaluated with their posts the final EmBuild conference (see Table 4 and Table 5).

2.4 The project website

The project website is the main knowledge-sharing platform for the continuous promotion and dissemination of project results during and beyond project duration. The website launched in 2016 (http://EmBuild.eu) will stay online for 5 years following the end of the EmBuild project duration.

Embedded in the EmBuild website, the EmBuild navigator provides access to all project results through the web address http://www.EmBuild.eu/navigator/.

At the end of the project, the EmBuild Navigator replaces the EmBuild knowledge centre, which was interactively operated by the partners during project duration. The EmBuild Navigator provides open access to EmBuild tools, examples and best practices into a reader-friendly narrative for at least another 5 years beyond project duration.

The partners positioned the project website very well and promoted it in various search engines. Thus, the number of hits increased steadily and reached with more than 70,000 hits per month its maximum in June 2018 around the EmBuild final conference (see Figure 8).

The active use of the website by interested experts and stakeholders developed accordingly (see Figure 9). In total, experts and stakeholders, during more than 140,000 visits consulted almost 240,000 content pages of the website. The maximum number of visits per months was more than 8,000 visits in April 2018; the maximum of pages consulted was a bit more than 15,000 pages consulted March 2018.

3. Conclusions

The Communication strategy planned for EmBuild has been well implemented and ensured a wide dissemination outreach of the project and its results during project implementation, and beyond. The integrated approach using events, presentations and publications, social media and the project website for the dissemination of project information and results ensured an enormous outreach with in total 269,740 expert and stakeholder contacts achieved during project duration (see Figure 10) of the project in the partner countries, and beyond. None of these instruments alone could ensure a comparable outreach.
