Project 05.02 (P05.02) was a transversal project which ran throughout the course of the SESAR programme from 2010 to 2016. P05.02 had responsibility for consolidating the concept development across SESAR Work Package 5 – Terminal Manoeuvring Area (TMA), and for providing guidance for validation strategy. The report identifies the key deliverables - the Detailed Operational Description documents for TMA and Validation Strategies for TMA.

1 Project Overview
P05.02 was an operational project responsible for the Operational Concept of the TMA (Terminal Manoeuvring Area); ensuring the coherency and consistency of the various contributions of operational projects involved with TMA aspects and also those addressing other domains (En-Route, Airport and Network) and the overall concept. This objective was achieved through the delivery of the Detailed Operational Description (DOD) documents for the TMA.
P05.02 was also responsible for the coordination and consolidation of the TMA Concept validation, which was achieved through the delivery of Validation Strategy (VALS) documents for the TMA.
1.1 Project progress and contribution to the Master Plan
The principal objectives of the project have been to develop the Concept of Operation for TMA operations to ensure coherency and consistency with the higher-level SESAR Concept of Operations and with the detailed concepts being developed by operational projects for the TMA; and to support concept validation of TMA activities. As such, P05.02 has performed a role to ensure that the progress of concept development across TMA projects was consistent with the Air Traffic Management (ATM) Masterplan. Specific Objectives were to:
Develop and maintain the TMA concept to the necessary level of maturity required to support the validation activities.
Develop a consistent approach and set of high-level requirements for TMA Validation Activities.
Manage TMA concept updates through the Masterplan change control process; ensuring co-ordination took place with WP-B (Target concept projects) and other WPs as appropriate.
Initiate stakeholder engagement in respect of the TMA Concept and assist the SJU as necessary in any related Stakeholder buy-in activities.
Review the outputs from TMA projects to ensure consistency between projects and to ensure alignment with the SESAR programme required methodology and processes.
Act as the lead reviewer for ATM operational aspects related to the TMA in the SESAR Programme Release process (System Engineering Review process).
During 2015/2016 P05.02 took the lead in producing a Transition Validation Strategy for the SESAR 2020 programme, coordinating and consolidating inputs from the other equivalent projects covering the En Route, Airport and Network domains.
P05.02 also supported project B4.2 (Project responsible for developing the Concept of Operations) to define a Transition Concept of Operations for the SESAR2020 programme.
Throughout the SESAR programme P05.02 has had a formal role in the ATM Masterplan change control process as the lead reviewer for all proposed changes to the ATM Masterplan concerning TMA operations i.e. all change requests concerning Operational Improvements linked to TMA have been coordinated by P05.02. P05.02 also coordinated with the system federating project members to ensure the correct coverage of enablers against OIs. This included the updates for Dataset (DS) DS9, DS10, DS11, DS12, DS13, DS14, DS15 and DS16. P05.02 has been instrumental in developing the Masterplan update process and applying lessons learned.
P05.02 has worked together with the other equivalent projects which cover the En Route, Airport and Network domains, management projects in other ATM domain areas and with the SJU in order to develop improvements to the programme. We have participated in monthly coordination webexes with our counterpart projects and quarterly face-to-face meetings with B4.2, as well as providing expertise to other activities across the programme when required.

The TMA Operational Improvements (OIs) which were developed during the SESAR programme under the high level responsibility of the TMA Global Coordination and Management project were grouped into four Operational Focus Areas (OFAs). P05.02 contributed to the creation of Operational Focus Areas to coordinate the activities of operational projects, systems project and other projects around specific Operational Improvements. P05.02 had a role covering four OFAs and one Enabling project, and has had constant liaison and provided significant support and guidance to these OFAs and associated primary projects. The project has ensured P05.02 attendance at OFA meetings and was involved in the review of documents produced by primary projects/OFAs, in addition to those which have formed part of the formal Release process.
As part of the P05.02 role to ensure consistency and alignment with SESAR process requirements it has been the operational reviewer for System Engineering (SE) reviews, which were the yearly review processes run by the programme to determine and assess the maturity of the SESAR Solutions. P05.02 has supported the initial planning reviews (SE#1) and final maturity assessment (SE#3) reviews for all SESAR Releases for the OFAs under the responsibility of P05.02. As part of this, the project has reviewed all programme deliverables contributing to SESAR Solutions for the TMA.

Each of the Solutions above is made up of one or more Operational Improvements. In the ATM Masterplan (Dataset 15) the Operational Improvements are also grouped by Steps based on the expected evolution of the overall ATM Concept of Operations. Step 1: Time Based Operations - this was the building block for the implementation of the SESAR concept.

Step 2: Trajectory Based Operations - this builds upon the time based operations using more accurate and complete data concerning the aircraft trajectories and increased sharing of this information. As the lead reviewer for ATM operational aspects related to the TMA domain in the SESAR yearly System Engineering Review process, P05.02 Operational experts contributed to the final assessment of V3 maturity of the proposed solutions and the associated Operational Improvements, evaluating readiness to enter the industrialisation phase, according to the European Operational Concept Validation Methodology (E-OCVM) as described in Figure 1.

1.2 Project achievements
Detailed Operational Descriptions
Project 5.02 has delivered a series of Detailed Operational Description Documents (DODs) in two separate threads:
Step 1 DOD (Time Based Operations)
Step 2 DOD (Trajectory Based Operations)
For each thread the DOD has been iteratively developed to maintain consistency with the ATM Masterplan and alignment with the SESAR Concept of Operations. It has been updated also to reflect the outcomes and recommendations from validation activities within the TMA domain. The DODs have therefore been used as both an input to primary project and as a consolidation of primary project results3.
P05.02 contributed to the Transition Concept of Operations for the SESAR 2020 programme, which was delivered by project B4.2 (Project responsible for developing the Concept of Operations).

These VALS documents establish high-level validation objectives to be validated by primary operational projects.
P05.02 developed the process for capturing Integrated Validation needs. This approach to Integrated Validation was followed by all the equivalent projects across the ATM domains. P05.02 has supported projects with organising major Integrated Validation exercises through review of plans, provision of high level scenario descriptions and providing a lessons learned paper. Such exercises have been particularly challenging to manage - the approach developed provides a basis for future European collaborative validation exercises.
European ATM Architecture (EATMA)
Modelling Activities: For each Operational Focus Area under the responsibility of P05.02, the project has coordinated the development of operational process models, which now form part of the

European ATM Architecture (EATMA). This has ensured that each of the concepts developed within the TMA domain was defined in EATMA using a consistent approach. The process models are included in the Detailed Operational Description Deliverables but are formally maintained within EATMA (online portal). The operational process models were subsequently used as the basis of system modelling via sequence diagrams in the Technical Architecture Description document.

The TMA concept elements were mapped to OFA and OIs in order to determine the TMA validation requirements for Step 1, and are aligned with Integrated Roadmap Dataset 13. The document guides WP5 Primary Projects and potentially System Projects in their Step 2 validation activities, ensuring that all processes are kept in line with the overarching SESAR WP methodology and concept. It provides a detailed description of what should be conducted in terms of validation activities to prove fitness for purpose of Step 2 TMA concept elements. It was based on a top-down approach completed with some bottom-up information based on inputs as known at the end of October 2014 (e.g. ATM Master Plan, Release Strategy, V&V Roadmap, OFA material). This is a milestone version of the document and forms the final Validation Strategy for TMA to step 2, which provided input to the SESAR 2020 Transition Validation Strategy. It is aligned with Integrated Roadmap Dataset 13.
D109 Transition Validation Strategy for SESAR 2020
This document has been produced together with the equivalent projects covering the En Route, Airport and Network domains to describe why and how each SESAR 2020 Solution needs to be validated. It is structured around SESAR 2020 key features and documents the validation objectives and scenarios for each SESAR 2020 Solution and is aligned with Integrated Roadmap Dataset 15.
1.4 Contribution to Standardisation
P05.02 has not directly contributed to any standardisation activity (e.g. in EUROCONTROL, EUROCAE, ICAO groups) because these activities were the responsibility of lower level Research and Development projects. P05.02 members did however contribute actively in the discussion of different topics along the SESAR programme. E.g. The transition from SBT/SMT to RBT/RMT, the trajectory management concept, use of multiple CTOs, etc. The result of the discussions generated around those topics was used to provide a common and agreed perspective on the concepts behind those topics. It allowed the DODs of all ATM domains and the B4.2 CONOPS to be aligned and coherent among them.
1.5 Project Conclusion and Recommendations
Conclusion
P05.02 has successfully completed its project objectives and has made a significant contribution to the success of the programme, primarily through the production and maintenance of the DOD and VALS documents for the TMA. These key documents provided requirements and objectives that were used to ensure the consistency and alignment of the work of the operational projects, which were managing validations. The role of P05.02 within the SESAR programme has been the primary mechanism for ensuring the consistency of TMA concept development:

P05.02 has highlighted the importance of using the Integrated Roadmap to ensure consistency between the high level top-down concept and the detailed primary project bottom-up developments.
Recommendations
The final deliverables from P05.02 should provide the starting point for TMA research activities to be conducted in the SESAR 2020 programme. These address both the envisaged scope of R&D activities related to the TMA (Contribution to the SESAR 2020 Transition CONOPS), and the initial Transition Validation Strategy for SESAR 2020.
These documents have been produced taking into consideration the outputs from the Release 1 to 4 Review processes and expected assumptions from the Release 5 review (which was conducted after the production of the Transition documents). Therefore it is recommended that the SESAR 2020 programme also considers the output and recommendations from the Release 5 Review, which describe the final maturity achieved for the concepts within the TMA domain and are the basis for continuing research into these and related concepts.
