9.2 MARIAN NETWORK AUGMENTATION - SWITCHBOARD SUPPLY

To present to Council to resolve that due to the specialised nature of this supply package that it would be disadvantageous to tender, in accordance with the Local Government Act Section 184 (b).

Background/Discussion
The supply of industrial designed and manufactured switchboards is a limited market and highly dependent upon the fluctuations of resource availability in the market place at any time. Whilst a number of manufacturers exist very few are interested in undertaking the site works associated in regional Queensland, Mackay. Without the on-going support of the manufacturer, or a local agency, to undertake any warranty support work, the service response time is often extended. For the major switchboards in the water and sewer network the maintainability and after manufacture support is critical to the on-going operation of the network and delivering the customer service standards for the Mackay community. Water Services recently sought quotes for the supply and commissioning of a switchboard and remote senor unit as part of the new booster pump station for the upgrade of the water pressure to the Marian water supply scheme. The estimate of cost was $140,000 which was based on other recent switchboard procurements on recently completed sewerage projects. The lowest quote that addressed all the requirements necessary was provided at $190,000. The main reason for the difference from the estimate is associated with the additional complexity of the remote senor unit which is required to monitor and maintain pressure levels in the reticulation system. From a review of the water industry switchboard suppliers that are suitably qualified to manufacture this size of switchboard the following suppliers were asked to quote: IPower (Brisbane) Power Electric Switchboards (Gold Coast) Comlec (Mackay) DM Electric (Mackay) The current water pressure issue at Marian presents a risk to council in potentially not meeting the necessary supply standards. If a full tender process is required then this can take up to 8 weeks and will add further delays to the anticipated completion of these upgrade works.
Consultation and Communication
The Manager Plant and Procurement has been consulted in relation to this report to ensure compliance with purchasing policies and procedures. Suitably qualified industrial switchboard manufacturers have been identified through the consultation with the Mackay Infrastructure Alliance and the suppliers that were available to quote on recent switchboard works (i.e. Nebo Rd Water Treatment Plant, sewerage pump station upgrades), as per the listed manufacturers above.
Resource Implications
The timeliness of securing a switchboard manufacturer is critical to the overall project success as the delivery and installation works are on the critical path for the commissioning of the booster pump station. The upgrade of the pump station is required to ensure that the fire service obligations will be met within the Marian township.

Even though the switchboard quoted price is above the original estimate it is still within the 2010/11 Capital Plan budget for the Marian Network Augmentation.
Risk Management Implications
NIL
Conclusion
The procurement of the switchboard for the Marian booster pump station be undertaken by quotation from suitably qualified manufacturers’ who are readily able to supply to the project specification and provide on-going warranty support.

12.1 PREFERRED SUPPLIERS - PROPERTY SERVICES

Purpose
To present a report to Council demonstrating the benefit of calling Expressions of Interest for the creation of a Preferred Supplier List for the provision of property maintenance and services, as per Section 182 of the Local Government (Finance, Plans and Reporting) Regulation 2010.
Background/Discussion
The Property Services Program is currently responsible for 125 Council buildings, this figure will change in the future with the addition of the Regions Works Depots and new assets such as the Ergon Energy building and the transfer of the Community Housing Units to the Mackay Regional Housing Company. Due to wear and tear, Operational changes and vandalism the mentioned buildings require regular maintenance and repair to ensure that they meet both the operational requirements of Council staff and the needs of the community. To enable the timely and efficient performance of services the formation of a panel of suitably experienced, qualified and resourced contractors is required. The proposed panel would consist of a number of suppliers in each category which can provide the required services including after hours response for emergency repairs. The trades and services to be requested for the panel are:

The establishment of the panel of preferred suppliers will assist the Property Services program to achieve its property maintenance goal of enhancing Council’s assets through improving operational capacity and decreasing maintenance costs.
Consultation and Communication
Manager Property Services, Manager Procurement and Plant and Coordinator Property Services collectively considered the formation of the Preferred Supplier List with approval and support from the Director Community Services.
Resource Implications
The establishment of a Preferred Supplier List will enhance the capacity of the Property Services Program to decrease maintenance response times and maintain the provision of quality property maintenance services when required for all facilities.
Risk Management Implications
The selected tradespeople and contractors will be checked to ensure required qualifications and insurances are held, their staff will be fully inducted with risk assessments and work method statements supplied prior to work commencing.
Conclusion
That calling Expressions of Interest for the establishment of a panel of preferred suppliers would be of benefit to the Mackay Regional Council on the basis that maintenance and capital enhancement projects would be delivered in a timelier manner and the considerable tendering and analysis costs would be minimised.
