Introductions and Chair’s Remarks
Lee Pedowicz called the meeting to order at 8:25PM on Thursday December 4th, 2014.
Guy Zito provided an overview updates on the Fall Workshop and General Meeting.
NPCC Antitrust Compliance Guidelines
The NPCC Antitrust Compliance Guidelines were read by Lee Pedowicz.

The RSC Draft Meeting Agenda was reviewed by Guy Zito.
2.0 RSC Meeting Minutes

Corrected Don Weaver’s information on the meeting minutes on the attendee list.
Herb Schrayshuen made a motion for approval.
Jim Grant seconded the motion.

3.0 Drafting Team Members and Executive Tracking Summary

Guy provided updates on the drafting teams and pointed out that SDT participation is not open to public.
3.2 Executive Tracking Summary*
RuiDa Shu provided updates on the Executive Tracking Summaries, main updates are on the final ballot results on the recent standards.

RSC counted as a group there are approximately 16 standards active at the moment.

Si Truc raised the concern that the regional standard has variance compare to the continent wide standard to the frequency curve. There is no overlapping coverage at this point.
NERC ask Hydro Quebec to send in a SAR for this particular variance, and HQ planning coordinators are planning to submit a SAR to RSC for discussion first then to NERC.
Herb Schrayshuen raised the concern on the approval process issues for this particular SAR since HQ has its own interconnection system.
5.7 Regional Disturbance Monitoring Standard
Guy Zito provided a brief overview on the differences between the regional standard and continent wide standard. Regional standard is based on the A15 criteria and a study done by TFSP. Continent wide standard is looking into updating equipment. Regional standard is targeted at the A10 station list, but continent wide standard will be targeting the BES elements.
Action Item: Guy Zito and Lee Pedowicz will follow up with TFSP to ensure the implementation all line up and get the SDT to start the process.
5.8 RSC Work Plan 2015-2016
Lee Pedowicz provided his updates on the revisions on the RSC Work Plan 2015-2016. RSAWs should be removed from the RSC Work Plan 2015-2016.
Guy Zito would like to send this plan out to all the members of RSC to review it next week.

TOP-001-3: Most of the concerns from RSC have been addressed by the SDT.
-The word “address” is replaced with “maintain”.
-In R10 SDT removed the bullet.
-In R7 was addressed by SDT regarding the neighboring utilities.
-SDT did not address the word ensure because they feel it is necessary to do a Real-Time Assessment every 30 minutes. SDT want to make sure someone is performing the Real-Time Assessment.
Project 2014-01 Standards Applicability for Dispersed Generation Resources:
-Si Truc asked when the comments are due to Lee Pedowicz so he can wrap up and submit it to NERC on December 19th, 2014.
-RSC reviewed the comments submitted by Mike Jones.
-Decision is to have the members of RSC to review and comment on this for another week submit it to Lee Pedowicz by December 12th, 2014.
-Action Item: Guy Zito and Lee Pedowicz will take the comments from the RSC members and address them accordingly before submit it to NERC.
Project 2014-02 - Critical Infrastructure Protection Standards Version 5 Revisions
-Guy Zito indicated that he has send the materials to TFIST to review.
-Guy Zito indicated that there is concerns expressed by the SDT from Dispersed Generation on access controls for Wind Mills Farms. There are push backs from the Wind Farm industry due to some sites contains 5000+ Wind Generators and each of them will require an electronic key card access. There will be discussion on this issue to determine if CIP-006 SDT or Dispersed Generation SDT will make an update.

Antitrust Compliance Guidelines
It is NPCC’s Policy and practice to obey the antitrust laws and to avoid all conduct that unreasonably restrains competition. The antitrust laws make it important that meeting participants avoid discussion of topics that could result in charges of anti-competitive behavior, including: restraint of trade and conspiracies to monopolize, unfair or deceptive business acts or practices, price discrimination, division of markets, allocation of production, imposition of boycotts, exclusive dealing arrangements, and any other activity that unreasonably restrains competition.
It is the responsibility of every NPCC participant and employee who may in any way affect NPCC’s compliance with the antitrust laws to carry out this commitment.
Participants in NPCC activities (including those participating in its committees, task forces and subgroups) should refrain from discussing the following throughout any meeting or during any breaks (including NPCC meetings, conference calls and informal discussions):
· Industry-related topics considered sensitive or market intelligence in nature that are outside of their committee’s scope or assignment, or the published agenda for the meeting;· Their company’s prices for products or services, or prices charged by their competitors;· Costs, discounts, terms of sale, profit margins or anything else that might affect prices;· The resale prices their customers should charge for products they sell them;· Allocating markets, customers, territories or products with their competitors;· Limiting production;· Whether or not to deal with any company; and· Any competitively sensitive information concerning their company or a competitor.
Any decisions or actions by NPCC as a result of such meetings will only be taken in the interest of promoting and maintaining the reliability and adequacy of the bulk power system.
