    the Transmission icensee which is to be ro'ided by the Users and the

    data re8uired by the Users to be ro'ided by the Transmission icensee

    .82 I?l##(tat!o( a() o?#rat!o( o@ th# Gr!) Co)#/1.5.1 The State Transmission Utility shall be resonsible for imlementation of

    the #rid "ode. *ll the Users shall comly with the #rid "ode and assist

    the State Transmission Utility in this regard. The Users must ro'ide all

    the re8uired information and reasonable rights of access, ser'ice and

    facilities necessary for imlementation of the #rid "ode.

    1.5.) If any User has any difficulty in comlying with any of the ro'isions of the

    #rid "ode, he shall immediately, without delay, inform the same to the

    State Transmission Utility and shall remedy his noncomliance romtly.

    1.5.5 "onsistent failure in comliance with the #rid "ode may lead to

    disconnection of the Users lant or *aratus.

    1.5.6 The oeration of the #rid "ode shall be re'iewed regularly by the #rid

    "ode &e'iew Panel in accordance with the ro'isions of the rele'ant

    Section of the #rid "ode.

    1.6.1 The #rid "ode contains rocedures for the management of day to day

    technical situations in the Power #rid, taing into account a wide range of

    oerational conditions liely to be encountered under both normal and

    abnormal conditions.

    1.6.) The #rid "ode cannot foresee all the ossible oerating conditions. Users

    must therefore understand and accet that the Transmission icensee, in

    such unforeseen circumstances, may be re8uired to act decisi'ely to

    discharge his obligations under the icense. Users shall ro'ide such

    reasonable cooeration and assistance as the Transmission icensee

    may re8uire in such circumstances.

    PlanningH to enable the Transmission icensee in consultation with the

    Users, for e'ol'ing an efficient, coordinated, secure and economical

    Transmission System for the +arnataa Power #rid in order to satisfy the

    re8uirements of 2emand and #eneration.

    6.5.1 The load forecasting shall be the rimary resonsibility of 2istribution

    icensee within his area of suly. The 2istribution and &etail Suly

    icensees shall determine the ea load and energy forecasts of their

    areas, for each category of loads for each of the succeeding 10N1: years

    and submit the same annually by 51st Garch to the Transmission

    icensee. These shall include the details of demand forecasts, data

    methodology and assumtions on which the forecasts are based. The load

    forecasts shall be made for each interconnection oint with the +arnataa

    Power #rid and other Users and shall include the annual ea load and

    energy roDections along with the daily load cur'es. These forecasts shall

    be udated annually and also whene'er maDor changes are made in the

    e9isting system. here'er these forecasts tae into consideration

    demands for ower e9ceeding : G by a single consumer, the2istribution icensee shall ersonally satisfy himself regarding the

    materiali?ation of such a demand.

    6.5.) The Transmission icensee shall also re'iew the methodology and

    assumtions used by the 2istribution icensees in maing the load

    forecasts, in consultation with them. The resulting o'erall forecast will form

    the basis of lanning for e9ansion of Transmission System, which will be

    carried out by the Transmission icensee. To maintain the reliability of the

    interconnected &egional Power Systems, all articiants must comly with

    the lanning criteriaAguidelines of "E* as udated from time to time.

    6.5.5 The Transmission icensee shall be resonsible to reare and submit a

    Transmission System e9ansion to meet the future demand in accordance

    any of the outages. The finally agreed transmission outage lan, taing into

    ;.;.) The outage lan shall be re'iewed by the S2" 8uarterly in consultation with

    all the concerned agencies mentioned abo'e regarding any changes

    necessitated during the eriod and the re'ised outage lan shall be intimated

    to all the Users. The Users re8uests for additional outages, if any, shall be

    considered by the S2" and accommodated to the e9tent ossible. Such

    changes shall be informed by the S2" romtly to all the concerned. The

    be intimated to the S2" along with the reasons and duration of such

    oeration, which has to be ratified by the &e'iew Panel subse8uently. The

    monitoring shall be carried out by the S2", if agreement is not reached

    Users in the e'ent of failure of +arnataa Power #rid, or the Southern

    Users for achie'ing the fastest ossible reco'ery of the #rid in the e'ent

    of a failure in the Transmission System, or any sudden loss of #eneration

    /.5.1 The situation re'ailing rior to the occurrence of the contingency, e.g.

    a'ailability of secific Power Stations, Transmission ines, and load

    2emands will largely determine the restoration rocedure to be adoted in

    the e'ent of a total blacout. The S&2" and the S2" shall coordinate

    in determining the e9tent of the roblem. The S2" shall inform all the

    Users of the situation and ad'ise them to follow the strategy as outlined in

    increasing their generation according to the demand intimated by the

    essential comonents of essential loads, which may be et off during

    System "ontingencies. They shall also draw u an aroriate schedule

    with corresonding load blocs in each case. The nonessential loads can

    be ut on only when the System normalcy is restored, and as ad'ised by

    the S2".
