2017 is a time for reflection and introspection for the European Union and the transatlantic relationship. It marks three notable anniversaries (in chronological order): the 100th anniversary of US entry into WWI (April 6, 1917); the 70th anniversary of George C. Marshall’s speech launching the Marshall Plan (June 5, 1947); and the 60th anniversary of the signing of the Treaties of Rome (March 25, 1957). In March the United Kingdom formally submitted its intention to leave the Union. There are also elections in a number of member states, in some of which populist winds are blowing strongly. The results of the presidential election in France, the second round of which will take place just after this conference ends, could have profound implications for the course of European integration. In addition, the new Trump Administration has injected an unprecedented level of uncertainty into the transatlantic relationship.

At the same time, the crises that have recently dogged the EU have not gone away. The Greek debt crisis threatens to reignite; jihadi terrorism still casts a shadow; desperate people continue to flow into the EU from the Middle East and North Africa; the conflict in Ukraine remains “warm”; and China and Russia continue to assert themselves on the world stage. These are undoubtedly testing times for the European project and for the transatlantic relationship. In this context of internal and external challenges, the European Commission has opened a conversation on “The Future of Europe.” Consequently, this is a particularly appropriate and important time for us to gather to discuss the EU’s development and the challenges confronting the transatlantic relationship. The conferences theme – “Uncertain Destinations: The European Union at 60’ – is, therefore, even more relevant now than it was when we announced it early last summer.

We have an exceptional program that addresses the challenges confronting the EU. With around 140 panels involving approximately 500 researchers and practitioners from roughly 300 institutions in about 40 countries, this is one of the largest EUSA conferences ever. In addition, we are doing some new things this year. With the support of a Getting-to-Know-Europe grant from the European Commission, we have organized two panels for sharing best practice among recipients of Jean Monnet funding and our plenary lecture on Thursday by Jonathan Faull on “The EU after Brexit” will be open to the public. The grant has also enabled us to increase our financial support for graduate students to attend the conference. With countries, most notably the United States, turning inward, it is critically important now that we are carrying on conversations across borders and engaging the general public.

Jonathan Faull’s lecture is only one of the highlights of the program. On Friday evening, James Caporaso will deliver the JCMS lecture on “Europe’s Triple Crisis.” A panel discussion honoring Lifetime-Achievement-in-European-Studies Award recipient George Ross will be held at lunchtime on Saturday. There are also a number of plenary roundtables, which will address “The Eurozone and the Crisis of Legitimacy” (Wednesday lunchtime); “Brexit” (Thursday lunchtime); and “Theorizing the EU in the Age of Nationalism” and “Transatlantic Relations in Troubled Times” (both Saturday afternoon). There will also be a series of receptions – the EU Jean Monnet Network in the US/ EUSA reception (Thursday); the JCMS

reception (Friday); and the College of Europe/Fulbright Commission (Thursday) – all of which are open to all conference participants.

The presentation of the EUSA Prize Winners will be held on Thursday evening, when we will award the Lifetime Achievement Award and Best Book, Best Dissertation and Best Paper Prizes; recognize the Ernst Haas Fellowship recipients; and introduce EUSA’s new Executive Committee. A number of interest sections will also hold their business meetings, which members are welcome to attend, during the conference.

Is There a Way Forward for the EU and EU Studies? Salon E Chair: Frédéric Merand (Université de Montréal )

The EU and the European project are both at major points of transition. It is urgent, but extremely difficult, to make sense of and project forward from such uncertain turning points. Stepping back intellectually may be as important as leaping forward or simply continuing the same old theoretical and empirical tracks of “normal science.” In particular, there may be a case for cleaning out our theoretical closets by questioning the on-going utility of many of our most cherished approaches. For example, many of our working theories and quasi-theories have carried teleological assumptions, now difficult to sustain when no supranational end seems to be in sight. Can one persistently claim that the EU should be technocratic and regulatory when it is obviously also highly political and actively promoting specific redistributive policies? Does it still make sense to see the EU as a premonitory agent creating post-national cosmopolitan citizens when neo-nationalist populism rises in Member States? Many of us want a different kind of EU with different institutional and democratic models than the one we see foundering, but is there a “realism test” for theorizing about possible futures? This plenary brain-storming session is meant to reflect on the need for new or re-modelled tools for understanding the European project, 60 years after the Rome Treaties.

Join us for an informal conversation about your ideas at a drop-in session at the Palgrave Macmillan stand on Friday, 5 May, 2-3pm.

The series maps the range of disciplines addressing the study of European public administration. In particular, contributions to the series will engage with the role and nature of the evolving bureaucratic processes of the European Union, including the study of the EU's civil service, of organization aspects of individual institutions such as the European Commission, the Council of Ministers, the External Action Service, the European Parliament, the European Court and the European Central Bank and of inter-institutional relations among these and other actors. The series also welcomes contributions onthe growing role of EU agencies, networks of technical experts and national officials, and of the administrative dimension of multilevel governance including international organizations. Of particular interest in this respect will be the emergence of a European diplomatic service and the management of the EU's expanding commercial, foreign, development, security and defence policies, as well as the role of institutions in a range of other policy areas of the Union. Beyond this strong focus of EU administrative governance, the series will also include texts on the development and practice of administrative governance within European states. This may include contributions to the administrative history of Europe, which is not just about rules and regulations governing bureaucracies, or about formal criteria for measuring the growth of bureaucracies, but rather aboutthe concrete workings of public administration, both in its executive functions as inits involvement in policy-making. Furthermore the series will include studies on the interaction between the national and European level, with particular attention for the impact of the EU on domestic administrative systems.
