Dear Participants,

We welcome you to the First South American Master Games ODESUR Santiago 2021. An event that we together with the Chilean Olympic Committee and the South American Sports Organization, are honoured to host.

Our mission is to provide the best organizational, sporting, and infrastructural conditions to strengthen the development of the Master category in the 15 countries that belong to ODESUR. The local organizing team is preparing to live an unforgettable experience of a Mega Event.

This South American competition aims to promote the Master category, giving continuity to those established in their sports, as well as to those who began late. We expect a real celebration of sports that allows the reunion of athletes, their friends, and families.

We know that the Master games are an example and an inspiration for future generations, in whose systematic practices, they demonstrate the value that sport acquires as a life model. This is precisely what athletes transmit in their skills, and we would love to see this throughout different sports in Santiago de Chile.

Santiago has many attractions to discover; mountains, parks, trails, shopping centres, vineyards, and a rich gastronomy, which makes it the ideal scenario to mix leisure, family enjoyment, sportsmanship and sports.

We hope that this event meets your expectations, that it will be an unforgettable experience and that you can take away the memory of having been a protagonist of the First South American Master Games ODESUR Santiago 2021.

SPORTS CALENDAR

1. DATE Tuesday 16th - Sunday 21st of March 2021, in Men’s, Women’s and Mixed categories.

2. LOCATION

Men's and Women's field hockey competition of the First South American Master Games ODESUR Santiago 2021 (JSMO), will be held at the Prince of Wales Country Club (PWCC), located on Av. Bilbao 5975, community of La Reina, city of Santiago.

3. SERVICES The PWCC complex includes an open synthetic grass field for competition use. A natural grass warm-up/practice area, as well as Changing Rooms, Athlete’s Zone, Judge’s Zone, Mixed Zone, ODESUR Family Lounge, Technical Information Centre, Accreditation and a Medical Area.

4. COMPETITION FORMAT

Athletes from countries whose National Olympic Committees (NOCs) are affiliated to ODESUR may participate. Each country may participate with one Men's and one Women's team or club in each age category, completing a quota of 16 Men’s and 16 Women's and/or Mixed teams in each category that will compete in JSMO 2021.If the quotas are not fulfilled, more inscriptions will be opened to more teams or clubs per country.

The competition will take place according to the Rules (http://www.fih.ch/inside-fih/our-official-documents/rules-of-hockey/) and current IHF Outdoor Regulations (http://www.fih.ch/media/8997723/fih-general-tournament-regulations-march-2019.pdf).

By participating, teams adhere to the IHF Code of Conduct

(http://www.fih.ch/media/12234033/fih-code-of-conduct-may-2016.pdf ) and the Anti-Corruption Policy Athletes must prove the nationality of the country they represent to participate.

4.1 PARTICIPANTS AND QUOTAS

Each team should consist of 18 athletes, including 2 goalkeepers fully equipped, a coach and a team manager. (20 people total) in each category.

However, the organization will allow three players with one less year of age than the established age to be part of the team, considering that there can only be a maximum of two of these players duly identified on the field (coloured ribbon worn on the leg). It is worth noting that these athletes can only participate in one category.

Considering 5 or 6 teams, the format will be All vs. All. The winner of the final (gold) and semi-finals (bronce) will be defined by score.

The system will be all against all and the final classification will be defined by score.

POINTS:

Points will be awarded as follows:

Victory: 3 points. Tie: 1 point. Loss: 0 point.

Considering 7 or 8 teams, the format will be All vs. All. The preliminary stage will be played with 2 groups of 4 or 1 group of 3 & 1 group of 4.

a. Three (3) point to the winner. b. One (1) point for each team, in case of a tie. c. Null (0) points to the loser.

The Pan American Hockey Federation (PAHF) will split the teams into 2 groups which will be subject to tournament regulations and the approval of the International Hockey Federation (IHF). The teams that obtain the first two places in each group will move on to the semi-finals. Once the pre-elimination rounds have been completed (all vs all). The top team from each group will play the second team from the other groups as follows:

a. 1º Group A - 2º Group B b. 1º Group B - 2º Group A

The winning teams of those matches will play for first and second place in the Finals and the losers will play for third and fourth place. The other teams will play qualifying matches for fifth to eighth place, as follows:

a. 3º Group A - 4º Group B b. 3º Group B - 4º Group A

DURATION OF MATCHES:

There will be 4 fifteen-minute (15) quarters with 2 minutes rest between the 1st and 2nd quarters, 10 minutes between the 2nd and 3rd quarters and 2 minutes between the 3rd and 4th quarters.

If the case that a maximum of 8 teams per category is reached, the duration of the match will be modified to; 2 sets of 20 minutes per side with 10 minutes rest in between. The qualifying phases will take place from Wednesday to Friday, Saturday will host the Semi-Finals and Sunday will host the Finals, including 3rd and 4th places. MATCH DEFINITIONS:

4.1 DEFINITIONS AND TIES

Tie-breaking procedure (group positions)

If at the end of the competition all against all, two or more teams have the same number of points in any position, those teams will be classified according to Appendix 3 of the General Regulations of IHF Tournaments.

4.2 SHOOT-OUT COMPETITION (SEMI-FINALS & FINALS)

The shoot-out competition will be realized in accordance with IHF Regulations, Appendix 11.

4.3 CLAIMS

Protests and claims will be presented to the technical commission defined by the ITD, as established by the FIH, upon payment of US$ 500 The payment will be reimbursed if the protest is approved, otherwise the amounts will be collected by ODESUR.

The situations of general order, not foreseen in these regulations, will be resolved by the Organizing Committee in accordance with the regulations of ODESUR.

4.4 AGE BRACKETS/ CATEGORIES The age of a Masters athlete must be determined and calculated as of December 31st of the year of the event.

Regarding the mixed category, teams must register 9 female and 9 male players, considering that there must always be 6 female and 5 male players on the court.

4.5 EQUIPMENT

The competition will be held on a water-based synthetic grass pitch and played with Kookaburra balls Teams must be equipped with their own training material, including balls.

4.6 PARTICIPATION REQUIREMENTS In order for an athlete to participate in the First South American Master Games ODESUR, Santiago 2021, they must meet the following requirements.

1.Be part of a Master Club or Association recognized by the country's federation. (present this document at the time of inscription) 2. Respect the age ranges established in this manual. 3.The athlete must have the nationality of the country he or she represents (see section 8 General Eligibility Guidelines). 4.For cases not mentioned above, the organization has the right to reconsider admission. 5. For any situation not mentioned above, the organization has the right to reconsider the incorporation through the "Admission Commission" (AC) for

each Sport, whose function will be to review special cases that occur with the inscriptions of athletes and teams, granting quotas and extending registrations.

7. This AC will be tripartite, consisting of one COLSAM member, one ODESUR, and the respective International Technical Delegate (ITD) of each sport. Whatever is resolved by this commission will be unappealable.

5. COMPETITION SCHEDULE

To be completed by the International Technical Delegate, it will be defined once inscriptions have been completed.

7. INSCRIPTION

The registration fee for Hockey is US$ 700 per team, considering 18 players, a coach, and a team leader.

Teams may not register with less than 13 athletes.

If the delegations want to register additional team members (doctor, kinesiologist, head coach). Each member will have a fee of $40 and will have the right to acquire all the services offered by the organization and what is established in their accreditation.

The nationality of the athlete will be corroborated with the passport.

The registration for the First South American Master Games ODESUR will be carried out in 2 phases with the respective dates:

Phase 1: from October 19 to November 10, 2020.

Phase 2: from November 11th to January 29th, 2021.

8. UNIFORMS Each of the clubs or teams must present themselves duly uniformed, according to the rules established by the IHF regulations.

9. OFFICIALS / JUDGES JSMO 2021 Referees will be nominated and called upon by the International Technical Delegate and by PAHF. All Referees should have international accreditation validated by the corresponding organism and valid within the competition dates. The corresponding organism will include:

• International Technical Delegate • Judges of International Category • Judges of National Category • Control Table • Technical Assistant

10. TECHNICAL CONGRESS

The Technical Congress will be held on Monday, March 15 at 6:00 pm at, location to be determined The passport is the only valid document as proof of the players' nationality (even if it is not required for travel). The equipment must comply with IHF rules (clubs, gloves, goalkeeper's equipment, etc.)

At least two representatives per category per country may attend, only one will have the right to vote. The Technical Delegate will chair the meeting with representatives from COLSAMs and ODESURs technical area.

11. AWARD CEREMONY AND MEDALS

In this event there will be a total of 15 medals in dispute, these being 5 gold, 5 silver and 5 bronze, considering both genres and mixed category.

Gold Medals will be awarded to the first place, Silver to the second place and Bronze to the third place in each category and gender, considering the athletes and a coach.

In case the competition takes place with less than four countries, the respective medals will be awarded in the same way, but the medals will not be added to the total official medal count of the first South American Master Games ODESUR. The organization will give a diploma of participation to all registered athletes. The protocol award ceremonies will take place at the scheduled times, respecting the regulatory period for claims. For this instance, the athletes must wear uniforms.

12. MEDICAL SERVICES The organization will provide first aid medical stations for athletes and officials at each competition and training facility. In cases which require special attention and transfers, the organization will provide basic and specialized ambulances.

Each athlete, 30 days before the beginning of the first South American Master Games, must attach a medical certificate through the website, that guarantees that their condition is suitable to participate in the event and their health is compatible with the sport/s in which they participate.

In addition, the organization will have an assistance insurance with base sport coverage and court attention, which must be contracted by the participant in a mandatory way and whose objective will be to guarantee better attention in case of an accident.
