EligibilityPlayers must have been born on or after 01-01-2011. Age proof is required. Certificate should be from the Panchayat/Municipality or corporation obtained soon after birth. Players without the date of birth certificate will not be allowed to participate. As per the rules of AICF, only players whose date of birth are registered within one year of their birth are permitted to take part in respective age group state/nationals. Other countries passport holders will not be allowed to participate in the State Chess Championship. Only Tamil Nadu Players Can participate in this championship.

Unfurnished dormitory type of rooms will be provided to seeded/selected players and one manager per team at School campus . (Nominated by the dis t r ic t association).Players are requested to bring their own beddings. Dormitory for others: (All special entries and accompanying persons)For other those who wants to stay with School campus accommodation (dormitory type Class rooms only provided, kindly bring your own beddings) they should sent an e-mail to the organizer well in advance with all particulars (player, name, contact number, accompanying person name, relationship, gender and age) are 30 roomsonly available, however this can be arranged first come first served basis.

Boarding & Lodging

All special entries and accompanying persons Per head has to pay Rs.100 per day, the Distance between venue and accommodation is about 2Kms only (Kamalam international school Hi-Tech CBSE Sr. Sec. School, K.Naduhalli, Palacode road Dharmapuri-09).

TNSCA Player Registration

AICF Player RegistrationAICF player registration is compulsory for all players. AICF Player Registration fee is Rs.250/- for the year 2019-2020. AICF player registrations will be accepted only through online. Players / Arbiters registration should be done well before the start of event (Tournament). All the participants of 33rd Tamil Nadu State Under-09 Open & Girls FIDE Rated Chess Championship must be registered with TNSCA as players by paying Rs.150/- as player registration fee for the year 2019-2020, the players have to submit their Date of Birth Certificate copy and one passport size photo along with the duly signed TN Players' Registration Form. Those who have already paid must submit the proof.

For fresh AICF registration, players are requested to keep their scanned passport size photograph and birth certificate and a valid email address (unique) not used by any other person/ player for AICF, ready before the registration process.

Canteen facilities are available on payment basis at the school premises itself.

Note: Only passport size (less than 1MB) photographs in jpeg format should be uploaded.

As per the rules of AICF only players whose dates of birth are registered within one year of their births are permitted to take part in respective age group Nationals. Hence Dist. Assns. are directed hereby to forward the names of players whose birth registrations have been done within a year of their births for this TN State U-09 Championship. Wherever discrepancies exist, the matter may taken up with AICF through TNSCA. This will avoid the inconvenience caused to such players when they appear in Nationals.

8.Normal or Special Entry

While Sending the Entries District Chess Associations should certify that the players have been duly selected from the selection/District Chess Championship giving details of venue and date. If such a certificate is not sent all their entries will be treated as special entries.

Default Time:

An Appeals Committee comprising of Five members plus two reserves will be formed at the managers meeting. All the members and reserves shall be from different districts. No member of committee can vote on dispute in which a player from his own district/states is involved and in such case(s), the reserve member takes his place. The decision of the appeals committee is final and binding on all players concerned.

The TNSCA /organizer Dharmapuri District Chess Association and Vivekananda Chess Academy (Reg.) reserve the right to admit / reject any entry without assigning any reason thereof.

FIDE rules in force shall apply.

The TNSCA/organizer Dharmapuri District Chess Association and Vivekananda Chess Academy (Reg.) reserve the rights of admission to the venue and lodging place.

Dharmapuri Registration

Time Control

ProtestProtest, if any against the decision of the Chief Arbiter shall be made in writing with a protest fee of Rs.500/- within 15 minutes of the incident. The decisions of the appeals committee shall be final and binding on all concerned. The protest fee is refundable once if the protest is upheld.

The Tournament shall be conducted on Nine rounds Swiss System.

System of Play

Chess ClocksEach Association is requested to provide at least two chess clocks for every four players.

The tournament committee consisting of the General Secretary, TNSCA or his representat ive, and representative from another district to be nominated by the TNSCA shall decide on all emergency matters.

90 minutes each plus 30 seconds increment from the move one.

Direct encounter, Buchholz Cut 1, Buchholz, Sonneborn Berger and number of wins (forfeit included) tie-break rules will be applied. In case of tie, prizes will not be shared.

WithdrawalsA player may withdraw from the tournament at any stage after informing the Chief Arbiter in writing.

ArrearsThe players belonging to Districts which are in arrears to TNSCA will not be allowed to take part. The first round pairing will not be delayed to solve the problem of arrears.

Any current Asian No.2 and 3 are to be seeded to the same category subject to age stipulation.Any current State Champion is to be seeded to all lower categories State Championships subject to the restriction regarding age.

WGMs & WIMs are seeded to all State Chess Championships, subject to age stipulation.

Any current Asian Champion is to be seeded to the same plus one step higher state championship subject to age stipulation.

All GMs & IMs are seeded to all Open (Boys) State Championships subject to age stipulation.

Only Indian Nationals are eligible to participate.

The host Dharmapuri District Chess Association is entitled to field one additional entry in each category.

Be considered for participation with recommendation of the respective District Association.

Boys – Coimbatore -3 (Gold), Trichy -2 (Silver), Kanchipuram -1 (Bronze).

The two rankers of 2019 TN State Under - 7 (Open and Girls) Chess Championships are seeded to play in their respective categories.

Any current World No. 2 and 3 are to be seeded to the same + one step higher State championships subject to age stipulation.

Girls – Tiruvallur - 3 (Gold), Sivagangai -2 (Silver), Coimbatore - 1 (Bronze).

In addition to above the following Districts can field additional entries by virtue of three medal winners (gold, silver and bronze) secured by their players in the last 32nd TN State (Under - 9) Open& Girls Chess Championship 2019 held at Chennai.

Every affiliated District Chess Association/Special Unit of TNSCA is entitled to field two entries in each category.

Any player who pays the prescribed Special entry fee: Open: Rs.800/- Girls: Rs.800/- may

All these nominations from the District Associations shall be given only from the Rank list of their respective District championships with proof and not to anybody else.

The TNSCA Secretary can nominate one player in each category.Any current National Champion in any category is to be seeded to All State championships subject to age stipulation.

Any current World Champion in any category is to be seeded to All State Championships subject to age stipulation.Any current National No. 2 and 3 are to be seeded to the same category State Championship subject to age stipulation.
