Welcome by the Chairman –Introduction

Ladies and GentlemenDear Readers

OnceagainIhavethegreatpleasureandprivilegeofwelcomingyoutothereadingofourFoundation’sAnnualReport,areviewoftheBusinessYear2014.

Originally, we had planned to make 2014 a year of organizational and conceptual consol-idationwiththegoaltoallowforsufficienttimeand plenty of leeway to bundle our efforts aimingforagaininvisibility,primarilywithrespecttoourcorecompetences.Butatthesame time, we wanted to make a demonstra-tionofthefactthatweenjoytheprivilegeofacting in total political and – fully subscribed to byoursponsorsandsupporters–alsoinfinan-cial independence, owing allegiance only to our own fundamentally republican-democrat-icandliberalconvictions,andbeingboundonly to our pledge to reliably work for the best possible factual solutions, a rule we are firmlycommittedtosticktoregardlessofeverprevalentopposition,politicalorotherwise,irrespectiveofwhatevercornertheheadwindwouldblowfrom.

But the year had hardly begun, when, quite contrary to our expectations, we could not helphavingtocurtailourplanssubstantially.Not all that unexpectedly, but still surprisingly enough, the infamous and ill-fated adoption oftheinitiativeonmass-immigration(MEI)hadfound a miniscule majority, when the ballot wastakenonthe9thofFebruary,triggeringabigbang.Thisturnofeventsforcedus,toconcentrate on researching and preparing

ourstancewithrespecttothisnew,vehe-mentlyunhoped-foranddisturbingoutcome.And,indeed,ayearofmanydiverseandmultifacetedsignalsanddevelopments,2014turned out to be, – with respect to both, the political scene at large and also the pressing environmentalchallenges.Theconsequencesofthisdevelopmentonourorganizationweresoonrecognized.Animmediatecomprehen-siveandcriticalreviewofourpotential,ourstrengths, limits and needs for continuous and flexibleadaptationwasamustandkeptusbusythroughouttheyear.

Ourpresentannualreviewoutlinestheprog-ress made in further expanding our scope, aswellastheactivitiesandinitiatives,theFoundation undertook during the year on report.Naturallyithighlightsalsothecourseofbusinessandactionsofourmostvisibleproject, the economic association of ‘swiss-cleantech’.Nexttohavinghadgoodreasonto rejoice in a number of smaller and big-gerachievements,bothwithrespecttothenational stage, as well as, in some instances, to the international scene, we had to cope also with some rather demanding challenges, some of which will no doubt require our contin-ued attention and will keep us on the go well into2015andlikelyevenbeyond.

On a broad basis and also to a considerable extent, we did reach the 2014 goals we had setforourfocusareasofactivitiesdespitethenumerousdrawbacksandhurdles.Evenunderaggravatingcircumstances,ourbasicorganizational structure stood the test of the expansion.Theresultallowsustoconclude

that, at this stage, there is no immediate need for any fundamental changes of the orga-nizationalset-up.Itsperpetuationfitsinwellwith our plans for further growth, since it offers manyusefulparameters,shouldweeventuallyelect and succeed to enforce our base by concluding alliances and entering into part-nerships.Someofthepossibleopportunitiesforsuchcooperation,whichwehaveidentified,weconsidertobepotentiallyverybeneficialfromanypointofviewandforallconcerned.We,therefore,activelypursuethem–eventhough the task is a tough one, primarily due toconflictingandduplicatingsituationsinthepersonnel sectors, for solutions of which long periodsofincubationarenotorious.

On the other hand, the enlarged list of primary focus areas, the addition of which the course ofpoliticaleventsnecessitatedaheadofourearlierconceivedroadmapandtime-strategyofdevelopmentandgrowth,clearlycallsforasoon implementation of a number of internal adaptationsandimprovementsofwork-pro-cedures in order to bring about less hectic and bumpy, but rather more transparent, coor-dinatedandefficientoperations,–whichisan absolute must-target to diligently tackle in viewofthedemandingworkload,whileathesame time taking utmost care to uphold the degree of quality and reliability, for which our foundationanditsprojectsstand.

In particular, as 2014 progressed to become a veritableeye-opener,webegantorecognizeand in the process to learn accepting also a dire need for a considerable buildup of our HR-basis, necessary in order to be at all times

prepared for and cushion the impacts of the never-endingflowofpoliticalsurprises,whichmore often than not demand for immediate action.Atthisjuncture,wecanonlymasterthe discharge of such additional tasks by drawing time allotments from research and think-tank duties, despite our full awareness of the fact that exactly these make for the verybasisofouractivitiesandare,therefore,indispensableforcontinuedsuccess.Ithasbecomepainfullyapparentthatwewillhaveto add a fair number of new members to our team in the short to medium term, since the notoriouswork-overloadhasgrowntodi-mensions, which alarmingly infringe upon the team’s state of health and the personal social well-beingofitsmembers.

Theprovisionofadequatehumanresources,therefore, has become a task of foremost importance.Longdeliberationshavefirm-lyconvincedusthattoquitesomeextent,thisconclusionholdstrueevenintheevent,that ‘re-thinking expansion’ and the possible postponement(oranall-togetherelimination)of one or the other focus areas would emerge astheoneunavoidableausterityprogramforatimelyarrivalattheappropriatebalancebetween our customary high-quality output andtheavailablefunds;this,however,wouldat best make for a temporary emergency solu-tionsincealloursustainability-topicsareinvari-ably closely related, entangled, dependent uponpoliticaldecisions–orovershadowedby the absence of such – and this to a degree thatrenderourinvolvementandproficiencyinsurroundingdomainsabsolutelyessential.

This‘widening’alsoreflectsourrecognitionofthe need to act on the basis of integrated ap-proaches, making use of synergies and, most ofall,togivecreditduetotheinterdepen-dence of climate protection, sustainable management of resources, security of energy supply from renewable sources, and econom-icgrowthwithquality.And,additionally,alsotoenableourdeliveryofthefundamentalandprovenargumentstothefactthatecologyisan enhancement to the economy and not, as time and again is unfoundedly being asserted, adeterrentnegative‘cost’-factor.Acknowl-edging that climate does not know of or care about country boundaries, all these themes becomeoverlappingandoverreachingonaninternational scale as well – as is for instance adroitly presented in the early 2014 published swisscleantech ‘Europastrategie’, and, as of late, in its succcession strategy paper ‘The future,Swissmade.Growingwithquality’.This‘master plan’ is focusing on the disturbed and distorted relationship between the EU and Switzerland.Asastrategypaper,secondtonone, it offers swisscleantech’s proposal to a solution with the key-element of employing a formal framework-structure to house and retaintheimprovedandcontinuedbenefitstipulationsoftheEU/CHbilateralagreements.

Beforeandrightafterthepopularvote, acceptingtheMEIInitiativeonthe9thofFebruary 2014 with the tightest pro-margin everattainedinSwissreferenda,ourmotionwas fading away into a sleeping mode, was considered ‘unnecessary’, since the originators oftheinitiativerecklesslykindledthebeliefandconfidencethat‘simplenegotiating‘would

wipeouttheclearly‘programmed’impasse.The ensuing acute tensions between the EU und Switzerland are mostly the result of this referendum,whichshouldneverhavemadethe hurdle and had escaped the scrutiny of theFederalCouncillors,asitwasadeceptivesubmission,a‘Mogelpackung’fromtheverystart,neverpointingoutthetotallydetrimen-tal effects unleashed, if passed, on existing agreements, which rightfully are considered absolutelyvitalforSwitzerland.

Eversince,andespeciallyasoftherecentpast in combination with a similarly additional dramaticdevelopmentfortourismandtheexport industries as was caused by the strong SwisscurrencyversusanundervaluedEuro,averitableturmoilisreigningSwisspolitics.

Intheyearonreview,bothFFGSandswiss-cleantech were able to book a number of hitsandsuccesses.Manyofthemwillbedescribedinthereport’smainsections.Ikindlyreferyoutotherelevantpagesofinterest.Afewselectedsamples,however,deservemen-tion also already in the context of this present introduction:

swisscleantech, and with it the Foundation held high hopes that 2014 would be the year, whichwouldprovidesufficienttimeslotsfortheacquisitionoffurthermembersforSCA.Forabroadmarketingeffort,therewasnoroom.Thelookedfortimeslotsnevershowedup,butswisscleantech created some with stolen time, utilizing it with concentrating on some large keypotentials.Intenseandlong-drawnout

negotiations, in some instances years, brought ussomestepsforward.Butthetruthandgistofthematterare:Wehavetopostponeour hopes to the coming year, when swiss-cleantech’s keen willingness to make the effort again,shallbringtheaimedatfruition.

Allfour2014Q-Eventsfoundhighacclaimfortheirvaluableinformationcontent,thetopicschosen,thehigh-levelandcompetentpanelsand outstanding keynote speakers, as well as fortheirrelaxedandproductivenetworkingqualities.Thefifthswisscleantechanniversa-ry-Q, following suit to the earlier published ‘Cleantech Strategy Schweiz’, drew in almost 500guests,abitmorethandoubleoftheparticipants,normallyattendingtheQ-Eventsonaverage.

FFGS’excellentresearchworkprovidedthedataforanumberofhigh-quality,informativestrategy-papers in support of swisscleantech’s politicallobbyingwork.Throughouttheyear2014, the ‘Resources Strategy’ has been in themaking;itappearsthatitwillhaveallthetrimmings to be graded as a real ‘Standard ReferenceWork’.Itslaunchisscheduledfor02June2015inconjunctionwiththeswiss-cleantechQ2/15event.Alsoduringtheyearonreview,theclimatecampaign‘WeTellyou’wasconceivedandsuccessfullylaunched.

With FFGS as a major initiator and founding partner, the 3rd Biomimicry Congress – the sec-ond one in Europe, following last year’s con-gressinSanDiego(Califonia/USA,)tookplaceinZurichandagainwasattendedbyover150

scientists,delegatesfromname-universitiesofmanycountriesandbyhighlevelexecutivesfromgloballyactivecompanies.

SuccessfullyongoingactivitiesareFFGS’research work, renowned for its accurateness andreliability;swisscleantech’spoliticalinitia-tivesanduntiringlobbyingefforts,educationalendeavorstofurtherpublicawareness,–all,aseverofcourse,linkedunderthetopicalumbrella and the strong focus on the pressing ecological challenges of the time present, such as low-carbon society, climate change, energyefficiency,mobility,useofland,sustain-able management of resources, economic quality growth, biomimicry R&D, taxation of energy,etc.

I wish to end these lines of introduction by expressing our appreciation and gratitude to all,whohaveextendedtheirtrust,theirsupportandtheirgoodwilltous,whohavealwayslent us an open ear, when we were in need of assistanceandadvice.

Organisation The TeamThe commitment of the two grants from Oak FoundationanMAVAenabledustosubstan-tiallystrengthentheteam.Onmanagementaswellasontopicallevelwewereabletorecruithighlyskilledprofessionals.

Florian Nussbaumer joined the team as COO in January and Andrea Frey joined us as Head of FinanceinMay.BotharealsomembersoftheFoundations Management Committee, which now consists of Nick Beglinger – CEO, Florian Nussbaumer – COO, Franziska Barmettler – HeadofPolicy,Dr.ChristianZeyer–HeadofResearchandAndreaFrey–HeadofFinance.

Dr.Hans-JörgAlthausjoinedusfromEMPA and started his work on the Cleantech Re-sourceStrategyinMarch.Twonewanalysts inthefieldsofClimate,Dr.EleonoraRohland (January),andEnergy,RitaBolliger(April),joinedtheteam.

We would like to thank Walt and all Board Membersfortheirvaluablecounselandtime,as well as for their dedicated and continuous support.

FundingThe Foundation for Global Sustainability is fund-ed by two ongoing grants from Oak Founda-tionandMAVAFondationpourlanature.Thegrant period will end mid 2016 and all effort will be directed towards renewing these grants foranother3yearsperiod.Thesetwoorgani-zationshaveshowngreattrustinFFGSandweareverygratefulfortheirsupportandadvice.

Parallel to this funding proposals were made for our work towards long-term and stable Swiss-EU Relations as well as for a Swiss e-Mobil-itystrategy.Bothproposalshavenotyetbeenapproved.

Offices In mid-2014 an opportunity arose to enlarge ourofficespacebyoccupyinganaddition-alflooratourReitergasselocation,therebyopeninguptheprospectoffuturegrowth.We occupied the additional capacity thus acquired for our resource team alongside our partnerCleantechAgenturSchweiz(ACT),and member company Quantis Internation-al.Thisofficeaccommodationenablesustomakeevenmoreconferenceroomsavailabletoourmembersinacentrallocation.Thisofferwas again forthcoming in 2014 and gladly takenadvantageof.

Towardstheendof2014wealsomovedourmainswisscleantechofficestoNeuengasse20,3011Berne.Aconferenceroomisavailableformembersandassociateshere,too.

swisscleantech Also in 2014, FFGS’ key project was to supportandservetheswisscleantechAssociation;itisFFGS’firmcommitmenttocontinueinfirstpriority on this course of action in the years tocome.IntheBY2014,FFGSinvestedalmost90%ofallavailableresourcesinthisstrategicproject. Wehavetoadmitthatthetrendinmember-shipgrowthisbynomeanssatisfactory.Inthefinancialyear2014swisscleantechun-fortunately did not succeed in increasing its membershipasanticipated.Onthecontrarytherewasevenaslightfallinthetotalnumberofmembers.

Inspiteofintensivenegotiationsandagree-ment on numerous aspects of policy, many largefirms,especiallythosewhicharealreadyinvolvedinotherassociations,stillseemunwill-ingtotaketheplungeandjoinswisscleantech.Theydonotwanttobeseen,inadvancingtheirinterests,tobecommittingthemselvestoa liberal and sustainable Switzerland, which seesacleantechfocusasacompetitiveadvantage.Butweareconfidentthatthegood relations swisscleantech has built up withvariousimportantfirmswillconstituteavaluablebasisforfuturemembershipgrowth.We are all the more pleased that, especially inthecontextofG5,swisscleantechhasbeenable to offset the departures of ewb, IWB and RomandeEnergiewiththearrivalofewzandIKEASwitzerland.Inadditionswisscleantechishappytohavebeenjoinedbyacouplesmallandinnovativefirms,inparticularinthefieldofmobility(e.g.Veloplus,DesignwerkandVelobility).

The counsel of swisscleantech members availedtothembyspecialistsintherespec-tivetechnicalareasprovedtobeawelcomearrangement, enabling technical cooperation withmemberstobeintensifiedandraisedtoahigherlevel,thuspositivelyinfluencinglevelsofperformance.

We thank all members warmly for the trust they haveshown,fortheiractivesupportandinparticulartheircommittedcooperation.Onlywiththeiractivecollaboration,especiallyinthe swisscleantech focus groups, is it possible for the association to widen its expertise and influenceasasustainable,liberalvoiceoftheSwissindustryandtheeconomyatlarge.

The Future, Swiss Made: Prospects for the next five Years

2014 was a year of sharpened focus and con-solidationforswisscleantech.Theteamdrewup methodological principles for a common approachinalloffiveareasanddefinedthe prioritiesforthenextfiveyearsinitsthepubli-cation‘Thefuture,Swissmade.Growingwithquality’.Thisconstitutesthefollow-uptothedocument ‘Cleantech Strategy Switzerland’ of December2010andtheprinciplesgoverningouractivitylaiddowninthe‘swisscleantechCharter’.

‘The future, Swiss made’formulatesavisionforSwitzerland which we want to position as amodelofsustainabledevelopment.This publication is also to be understood as a con-tribution to the on-going debate on economic growthingeneral.

Thevariousfocusgroupsalsocontributedtothissix-monthsproject.Thedocumentwaspublished in December 2014 with a print run of 3,000 copies on the occasion of swiss-cleantech’sfifthanniversaryandwassenttoall its members and parliamentarians, as well astoselectedexperts,mediarepresentativesandthinktanks.Ashorterversionwaspub-lishedon25February2015intheNZZnews- paperunderthetitle‘Growth,Swissmade’.

Our approach: Growing with quality

Growthmeasuredexclusivelyintermsof‘Howmuch?’ no longer has a realistic future, either forbusinessesorforeconomies.Tobesus-tainable, economic growth must be discon-nectedfromtheever-increasingconsumptionof resources and simultaneously contribute toenhancedqualityoflifeandbiodiversity.Qualitativeeconomicgrowththusplacestheemphasis on ‘How?’

Intheviewofswisscleantechthisisthecrucialcontribution that industry can make to sustain-abledevelopment.Disconnectingeconomicgrowth from this increasing consumption can succeed if demand is oriented towards prod-uctsthataremoreefficient,cleanerandthusofhigherquality.Cleantechinnovationsarethusamajordriverofqualitativeeconomicgrowth.

Our brand of liberalism: republican, ecological and social

swisscleantech’s conception of liberalism, therefore, is not just ‘More freedom, less government’.Itunderstandsliberalisminthecontext of the Swiss republican tradition, ac-cording to which, freedom is by no means at oddswiththecommongood.Thepreambleof the Federal Constitution states accordingly that ‘only those who use their freedom remain free‘. swisscleantech is also guided by Switzerland’s adherencetotraditionalcooperativevaluessincetheseinfluencethevarioussocietal areasjustasmuchastheindividual’srelation-ship with society and Switzerland’s aimed for andpropagatedself-image. Switzerland’s success model is thus faced with a range of challenges: in recent years there has been a noticeable decline in the people’s trust in the economy and the political class.Inadirectdemocracy,however,theeconomy is dependent on the support of a majorityofloyal‘economiccitizens‘.If sustainabledevelopmentistobeachieved, it has to be placed on the political agenda bysociety’slargecentergroup.

Neededarecitizenswhogetactivelyinvolvedinformulatingthenecessaryreforms.Theprerequisitesofsuchactiveinvolvementarefinanciallysecurecircumstances,soundem-ployment and educational opportunities and thesubjectiveperceptionthattheirpoliticaland economic protagonists are taking the socialpolicydialogueseriously.

The approach:swisscleantechiscurrentlyworkingtofinetunethisvisioninitsfivesectorsofactivity.Itidenti-fiesandpromptlyanalysesfuturechallenges.Positions are being drawn up as well as action papersandstrategiesincorporatingspecificgoalsandmeasures.Thecross-partyPoliticalAdvisoryBoardandtheCleantechparliamen-tary group assist in formulating proposals for solutions to be submitted to the policy-making process.

Materials and Resources‘Natural resources’ comprise the raw materi-als we take from nature in order to produce materials or energy, plus all the functions of the global ecosystem and the solar system which humanbeingscanuse,directlyorindirectly.Consequently natural resources include, in addition to raw materials needed to produce energy and materials, land, water and ecosys-temservices,forexampleclimateregulationbyforestsorsoilformationbymicro-organisms.

swisscleantech argues that breaking the link between economic growth and resource consumption, means, in concrete terms, the preservationofworldwideecosystemservicesandtheforward-lookingdevelopmentofalternativesforcriticalmaterialsbymeansofresearch,innovationandrecycling

Climate and Energy

The year 2014, also for swisscleantech, was dominatedfirstlybythedebateontheFed-eralCouncil’senergystrategyfor2050inthepreparatory committee and in the National Councilduringthewintersession.Alltheener-gy-relatedactivitieswere,therefore,geared to this end by the team around Christian Zeyer and the newly appointed analyst Rita Bolliger.Secondly,2014wasalsoa‘climateyear’ – the year before the crucial UN Climate ConferenceinDecember2015inParis–whichfor swisscleantech began with the launch of itsbusiness-orientedcampaign‘WeTellYou:protectingtheclimateisworthit’.Thepurposeof the campaign was, and is, to show the Fed-eral Council that major Swiss and international companies support the pursuit of an ambitious Swissclimatepolicyandviewitasaneconom-icopportunityforthemselves.Thecampaignwas led by analyst Eleonora Rohland, who joinedtheteaminJanuary2014.

‘We Tell You’

Onlyafewplayersinthefieldofeconomicand climate policy were aware that in the yearbeforetheUNClimateConference,i.e.as early as 2014, major decisions were due to be taken by the Federal Council on Switzer-land’sclimatetargets.Theoutcomeofthisprocess of setting these nationally and interna-tionallysignificantCO2 reduction targets has crucial implications for Switzerland’s image as a ‘clean’ country and as a location for cleantechandinnovation.Swisscleantechjoined forces with WWF Switzerland to press for a CO2reductiontargetofminus40%by

2020andminus60%by2030.Anadditionalgoal was a clear commitment to a price on carbon.Thescientificbasisforthispositionwas set out in a factsheet that was sent to the supporting companies, politicians and federal officialsandwaspublishedonthecampaign website.Bytheendof2014,70companieshad rallied in support of swisscleantech’s demands,amongthemfirmssuchasCoop,Unilever,IKEA,GlasTrösch,BoschandSchnei-derElectric.

During the campaign a letter of appeal was sent on two occasions to the Federal Council in which the signatory companies put down their names in support of swisscleantech’s position.Mediaannouncementsweremadeboth after the Federal Council’s decisions ontheclimatetargets(on12Mayand19 November2014)andafterthespeechbyFederal Councillor Doris Leuthard at the UN climatesummitinNewYorkon23September2014.The‘WeTellYou’campaignwillcontinuein the run-up to the UN Climate Conference to beheldinParisinDecember2015.ItwillaimtoinfluencetherevisionofthelawonCO2 in 2016.

Global Climate Tax

In the summer of 2014 research and initial preliminary work began on a project aimed at relaunching the idea of a global CO2 tax.Themaindifferencebetweenswissclean- tech’s idea and earlier proposals on glob-al CO2 taxes consists in the fact that the tax wouldbeleviedontheCO2 content in prod-uctsratherthanoncarbondioxideemissions.Thus so-called ‘grey emissions’, not hitherto coveredbytheUNFrameworkConventiononClimateChange(UNFCC),wouldalsobepriced.Swisscleantech’sdraftpositionpa-perunderwentaninitialreviewinlate2014,followingwhichitwasapprovedbyanumberofnotableexperts.Itisswisscleantech’saimin2016 to submit this paper to the policy process inthecontextoftheUNFrameworkConven-tiononClimateChange.

Cross-border networking GiventhatSwissclimatepolicyhasanin-ternational as well as a national dimension, swisscleantech began in 2014 systematically to establish networks beyond our national fron-tiers.swisscleantechheldameetinginJune2014 with the European Climate Foundation, as a result of which the CEO of that Founda-tion,Dr.JohannesMeier,wasappointedto

swisscleantech’s Committee of Patronage, amostwelcomedevelopment.AlsoinJune2014 swisscleantech met the team of the ‘2°-Stiftung’.Thisfoundation,whichissupport-ed by German companies such as Deutsche Bahn and Deutsche Telecom, has the aim, like swisscleantech in Switzerland, of making Germany’spolicyframeworkmoreenviron-ment-friendly.

Asaresultofcontactswith‘2°-Stiftung’,co-operation came into being on the imple-mentation of two major reports on the impact of climate change on the construction and miningindustries.TheoriginalreportsweredraftedbytheCambridgeUniversityInstituteforSustainabilityLeadershipspecificallyforrep-resentativesofindustry.Theyarebriefsumma-riesofthefifthassessmentreportoftheinter-national climate scientists working group of the IntergovernmentalPanelonClimateChange(IPCC).swisscleantechwasinvolved,togetherwith2°-Stiftung,theWorldBusinessCouncilforSustainableDevelopment(WBCSD),theGlobal Buildings Performance Network and other organisations, in translating the reports fromEnglishintoGerman.Thereportsweresent to supporting companies as part of the campaign and aroused considerable interest atswisscleantech’squarterlyclimateevent.

Latest findings – Cleantech Energy strategy 4.0

The cleantech energy strategy was updated, revisedandpublishedinNovember2014.Thebackground report published on the energy strategy ‘Electricity market, electricity tariffs and renewable energy sources’ concerns the impact of increasing market penetration of renewable energy sources on the trend in electricitytariffs.Thestudycontainsananalysisof the challenges to be anticipated and offers a basis of discussion for the future structure of theelectricitymarket.Swisscleantechconsid-ersthefurtherdevelopmentandadjustmentof the electricity market, currently geared to fossil energy sources, to the new realities and demands of the renewable energy sources as crucial for a successful implementation of the energytransition.AcommonCentralEurope-ansolutionwouldbedesirableinthiscontext.Tothisendvarioustalkswereheldin2014between members and stakeholders from Switzerland and Europe on the design of the electricitymarket.

Focus groups and the third Quarterly Event

These meetings and focus groups in the ener-gysectorwerealsomuchinfluencedbythe2050energystrategy.Thetopicdiscussed at the 3rdQuarterlyEventwas‘energyefficien-cy’,oneofthemainpillarsofthe2050energystrategy.Byincreasingenergyefficiency,energy consumption can be reduced without anylossofbenefit;indeeditwouldreducetherisk of future energy shortages and preclude

additional CO2emissions.Sinceelectricityefficiencyisamajorfactorinthiscontext,themeeting took place in collaboration with the associationfortheElectricityEfficiencyInitia-tiveandtheEnergyAllianceAssociation.

In June 2014 the focus group on electricity supply addressed the question of demands forquotamodels.Thelatterwouldcommitelectricitysupplierstoderiveaspecificpropor-tion(tobedeterminedinthepoliticalarena)ofelectricityfromrenewableenergysources.Thesequotasareproposedbyvariousquartersasanalternativetothecompensatoryfeed-inremuneration, partly because they are more market-friendly.However,itemergedformthediscussions in the focus group that quota mod-els soon become highly complex and, when allrelevantfactorsandcharacteristicsoftheelectricity market and the technologies are fullytakenintoaccount,appearflawed.

InNovember2014membersofthefocusgroups discussed the forthcoming consulta-tions on the electricity network strategy and the second phase of electricity market liber-alization.InMarch2014thefocusgrouponconstruction technology drew up recommen-dations for the cantonal energy directorates onrevisionoftheMuKEn(Modelregulationsofthecantonsintheenergysector)andinOctober 2014 the issue of local area grids was lookedatmoreclosely.Thisinvolvesasmartconnectionofareasatvariouslevels,forex-ample using waste heat from cooling plant to heatsurroundingbuildings.

InAugust,incooperationwiththeServicesIndustrielsdeGenève(SIG),swisscleantechlaunched the focus group on Performance Contracting.Togetherwith34representa-tivesofutilities,financialinstitutions,technicalcolleges,universitiesandgovernmentde-partments,considerationwasgiventowaysinwhichenergysavingcontractingcouldbeencouragedinSwitzerland.Inthewakeofthismeeting a small working group was set up with theinclusionofrepresentativesofbusinesses,whichhassincemetonseveraloccasionswithaviewtodefiningastrategy.

Dialogue with the administration

As part of the preparatory and accompany-ingworkoftheFederalGovernmentontheenergystrategy2050variousadjustmentsweremadetotherelevantlegislationin2014.Intheenergy sector swisscleantech adopted and submitted opinions on the following issues:

Success (virtually) across the board in the National Council

The decisions made by the National Coun-cil during the winter session on the energy strategy2050validatedthepolicyorientationpursuedbyswisscleantech.Themostimport-antpointsincludetheencouragementgivento renewable energy sources and energy efficiency.Thereisamarkedtrendtowards a sustainable economy and an orderly imple-mentationoftheenergytransition.Itisonlyin regard to the abandonment of nuclear energythatswisscleantechfindstheNationalCouncil’s proposed running periods unsatisfac-tory.Aspecificsectoralregulationwouldfacil-itateplanningandprovideagreaterdegreeofcertainty.Theyear2015andtheconcludingdiscussion in the Council of States promise to be tense as resistance to the energy transition is becoming organized and swisscleantech, therefore,needtomusterforces.

Cleantech Resource Strategy

For the materials and resources team, consist-ingofHans-JörgAlthaus,JörgDuschmaléandNicolas Fries, the year 2014 was dominated bythecleantechresourcestrategy.InMarch2014theissuewasraisedataneventorga-nized by the focus group ‘circular economy andproductdesign’attendedbyover30interestedmembercompaniesandexperts.swisscleantech presented an initial draft, on whichparticipantswereabletogivevaluablefeedbackwithaviewtothefurtherelabora-tionofthestrategy.Inaddition,bilateraldis-cussions with interested stakeholders were held in the course of the year in order to enable the strategytobenefitfromvaluableknow-howfromthescientific,economicandpoliticalspheres.

By late 2014 swisscleantech was able to submit acomprehensivereportonSwitzerland’s resourcelandscape.Inadditiontoadetaileddefinitionoftheterm‘resources’,thisreportcontains a discussion of the worldwide and Swiss-wide limits to the management of nat-ural resources, and the concept of concrete actionareasandgenericconcepts.TheCleantechResourceStrategytherebyprovidesavaluableoverviewofthenumerousrisksandopportunities inherent in the management ofnaturalresourcesfortheSwisseconomy.Publication and presentation is scheduled for the 2ndQuarterlyEventinJune2015,intimefortheparliamentarydebateonthereviewoftheEnvironmentalProtectionAct(USG)intheNationalCouncil.

Success in the political environment

In the political sphere, the on-going debate on theEnvironmentalProtectionAct(USG)andthecomprehensiverevisionofthetechnicalregulationonwaste(TVA)constitutetwomajorareasofaction.Despitefundamentalopposi-tionfromseveralSwissindustrialassociations,swisscleantechsucceeded,thankstothevalu-able cooperation of partners in the ‘Green Economy Alliance’ and the interest group RetailTradeSwitzerland(IGDHS),ingettingtheUSGproposal,albeitinasimplifiedform,throughtheCouncilofStates.swisscleantechwasalsoableconstructivelytoinfluencethecomprehensivereviewoftheTVA,animport-antlegalbasisforthecirculareconomy.InNovember2014,workingwithinterestedorga-nizationssuchasVBSA,BiomasseSchweiz,theCercledéchets,ARABernandtheSIAintheframework of the focus group ‘circular econo-my and product design’, a detailed, cross-sec-torpositionwasagreeduponandsubmitted.

In 2014 the focus group on ‘Energy in the Industry’ tackled the issue of reducing energy and raw materials consumption in enterprises, thankstothenewservicesofferedbythenet-workResourceEfficiencySwitzerland(ReffNet),towhichtheCleantechAgencyisalsoaffiliat-ed.

Spatial Planning and Mobility

In 2014 swisscleantech succeeded, under the leadership of analyst Tobias Sommer, in broad-eningitstransportpolicyactivitiesandlayinga sound foundation for the political work in thecomingyears.Policyprioritiesincludethesubmission of a proposal to the national road and city transport fund, Swiss policy on elec-tric mobility, mobility pricing and the second Gotthardroad-tunnel.

The NAF, a priority policy issue

The priority issue in transport policy in 2014 was the submission to the national road and city transportfund(NAF),whichprovidesforanin-stitutionalreorganizationofroadfinancingandthelevyingofadditionalrevenue.Inconcreteterms, fuel duty is to be increased, road tax as-signedandaflat-ratelevyimposedonelectriccars.Thisrevenuewillbeusedtofinancetheoperation, maintenance and extension of the national road network and to contribute to transportprojectsinbuilt-upareas.Thisinvolvessetting an important framework which will im-pactonthefuturedevelopmentoftransport.On24Aprilswisscleantechdevotedafocusgroup workshop to this issue and drew up a detailedpositionpaper.

2014 was also marked by the parliamentary debateontherenovationoftheGotthardroadtunnel.Ithasbeendecidedtoholdareferendum against the parliamentary deci-siontooptforthevariantinvolvingasecondroad-tunnel.swisscleantechhascarriedoutadetailedanalysisofthevariousalternatives

fromatransportpolicyperspective.Itwillpro-videfurtherclarificationin2015andcommuni-cateapositionintimeforthevote.

E-Mobility, a concept for the near future

swisscleantechcontinuedtogiveintensiveconsideration to Switzerland’s electric mobility policy.Themarketnowoffersanattractiverange of partly or wholly electric cars and scooters.However,thenecessarypolicyframeworkisstillnotsufficienttospeedupthedevelopmentofthemarketandinfrastructuresand to fully exploit the emission reduction po-tentialofe-mobility.

In 2014 swisscleantech drew up an E-Mobility Action Plan outlining an ambitious Swiss electricmobilitypolicy.Aspartofconsultations on the Federal Council’s Master Plan on elec-tricmobility(publicationduein2015),swiss-cleantech has already submitted its demands totheon-goingpolicy-makingprocess.Aprojectapplicationtointensifyouractivitiesinthisareaispending.

Furtheractivitywasundertakenwithregardtosustainablecargotransport(focusgroupworkshop on the drafting of a position paper, anopiniononthecomprehensiverevisionofthe law on the transportation of cargo of 20 September2014)andthepromotionofelec-tricbicycles(draftproposalfortheBerne-bikeregion with networked sharing offers and cycle pathplanning).

In2015theFederalCouncilistopublishapolicy report on the question of Mobility Pricing and thus throw open the policy debate on thisimportantissue.MobilityPricingisakeyinstrument for smart transport management andinfrastructurefinancingbasedonthe‘userpays’principle.Itcanthusmakeanimportantcontributiontomoresustainablemobility.On11NovemberswisscleantechheldafocusgroupeventonthisissueatwhichguidelinesforRoadMapMobilityPricingweredefined;thesewillnowbefinalizedandmadepublicinmid-2015.

In early 2014 discussion opened on the subject ‘SwitzerlandandtheWorld’.Theaimofthisnewpolicyareaistodrawupviablesolutionsfor a bilateral and multilateral framework and submit them to the policy-making process withaviewtostrengtheningtheinternationaleffectivenessandcompetitivenessofSwissEconomy and Switzerland’s pioneering role in cleantech – including trade and access toimportantmarkets.Theprimegoalinthiscontextistodefineaframework,whichtakesaccount of both domestic and foreign policy requirements and guarantees planning and legalsecurityforSwissindustry.

FollowingtheadoptionofthePopularInitiativeagainstmassimmigration(MEI)on9February2014,swisscleantechfocusseditsactivityonthe implementation of the MEI with a political-ly,economicallyandsociallyviablesolutionforSwitzerland and the EU, and the drafting of a long-termproposalwithaviewtocreatingaconsensual and lasting institutional framework forrelationswiththeEU.

In June an initial position paper entitled ‘Now for a forward-looking institutional strategy, for stableSwitzerland-EUrelations’waspublished.Afterajoint‘Kick-off’eventwiththefocusgroup ‘societal policy’, four workshops were held in 2014 with the focus group ‘Europe’ includingintensivediscussiononswissclean-tech’sEuropestrategy.Atyear’sendtheRe-search Institute gfs Bern was commissioned to carryoutacomprehensivenationwidepoll.

As part of its Europe strategy, swisscleantech decided, in autumn 2014, to support the ‘Let’s breakthedeadlock’initiative(RASA).ThisisplanB,tobefollowedintheeventofnoviablesolutionbeingfoundtoimplementtheMEI.Itwas launched in early December following the voteontheECOPOPInitiative.

Economy andSociety

In 2013 swisscleantech extended its range ofactivitiestoinclude‘socialresponsibility’.swisscleantechhasidentifiedageneralin-crease in social dissatisfaction with economic developmentandhasseenaneedonthepartofindustryproactivelytosubmitconcreteproposalsforsolutionstothepoliticaldebate.Withthevoteonthemassimmigrationinitia-tiveswisscleantech’sanalysisprovedcorrect.The window of opportunity to take measures had,however,alreadybeenclosed. In 2014 ‘social responsibility’ led to the genesis of the two additional areas ‘Economy and Society’and‘SwitzerlandandtheWorld’.FollowingajointKick-offeventonthereasonsfortheMEIvoteinMarch2014,regularfocusgroupmeetingshavebeenheldinbothareas.

The disrupted relationship between society, economy and the institutions

Thefocusgroup‘Societalpolicy’identifiedthefollowingdisruptivefactorsintherelationshipbetween industry and society: the reduced scope for social policy action, the fear of increasing inequality in income distribution, in-sufficienttransparencyofpartyandcampaignfinancing,thegrowingcomplexityoflegislativeprocesses and liability suits and a correspond-inglossofpubliccontrol.Thiscanbetracedtoexcessivepaysettlements(cf.theissueofbonuses),declininginvolvementofcivilsociety(e.g.inpoliticsandclubsandsocieties),taxavoidancebymultinationalcompaniesandworking arrangements which are supplanting othersociallyimportantactivities.

Onthebasisoftalksgivenbyvariousexpertsandrelevantproposalsfromitsownmembers,the group drew up proposals for solutions whichitintendstodetailin2015intheformofamonitoringmodel.Acloselyrelatedissueisthedevelopmentofa‘No-NonsenseStory’,theaimofwhichisamoreobjectiveportrayalof economic reality, which group members cansubmittothepublicizeddebate.Otherprojects include a social charter, in which both industrial enterprises and public institu-tions will draw up principles they are prepared to safeguard in respect of certain interested parties(e.g.flexibleworkingarrangements,taxtransparency,commitmenttosocialinvolve-ment,politicaltransparencyetc.).Intheworldofworkencouragementwillbegiventoamore trusting relationship in preference to the attendanceculture.Incompetingtorecruitgoodworkersfirmscanachievecompetitiveadvantagesbyencouraginghealthandsafe-tyatwork.

Where economically crucial course-setting de-cisions for the next two or three years are con-cerned, swisscleantech seeks, through its focus groups,sustainablesocialpolicysolutions.Ifindustry is able to react more appropriately to socialdevelopmentsandexpectations,peo-ple will feel that in their basic loyalty to industry they are being taken seriously and will be less inclinedtostayawayonpollingdays.Inthiswaywewillsucceedinpreservingimportantpastachievementssuchaslegalcertaintyandplanningpredictabilityandcarrythemoverintothefuture.

In2014swisscleantech,alsoforthefirsttime,invitedtheyouthsectionsofallSwissmajorparties to a meeting, the aim of which was to gettoknowtheirvariousnationalrepresen-tativesandtherebycreateabasisforregularexchanges.Swisscleantechdiscussedwiththepartiestheindividualpackagesofmeasuresset out in the document ‘The Future, Swiss made’;thispaperhadnotatthatpointbeenpublished, so we were able to include in it some of the concerns of the younger genera-tion.

Media Work Bycomparisonwithswisscleantechsubstantivecompetence and lobbying power, its media andpublicprofileisfarlesswellstructured.Aclearneedorecruitacommunicationsofficerwasidentified.

Nevertheless,in2014swisscleantechmanagedto maintain its media presence more or less at thesamelevelasinthepreviousyear.Withtheexception of the National Council debate on theenergystrategy2050,therewasalackofmajoreventswithcorrespondingmediainter-est.ThepeakcameinNovemberandDecem-ber with, in addition to the energy debate, thejointlaunchoftheRASAinitiative,whicharoused considerable media interest through-outSwitzerland.Otherpeaksweregeneratedby our awareness-raising in respect of Swiss climate policy, which, without our commit-menttothe‘WeTellYou’campaign,wouldhavebeenconductedbehindcloseddoors.

Another issue of interest to the media was the revisionoftheenvironmentalprotectionact,whichhighlightedthecontroversybetweenswisscleantechandeconomiesuisse.

In2014swisscleantechactivelytookpart,forthefirsttime,innationalvotingcampaigns:firstly,withnewspaperadvertisementsexpress-ing opposition to the mass immigration initia-tiveandinfavouroftheFABIrailwayproposal.Secondly, we took part in a press conference of the ecological committee against ECOPOP and, in collaboration with member Digisens, made a prominent contribution to the national pollingnewspaperagainstECOPOP.

In addition to their interests being represent-ed in politics and the focus groups, swiss-cleantech continues to offer all members an attractiveservicepackage:freeadmission tothequarterlyeventsandconcessionaryratesforpartnerevents,thefortnightlynews-letter, access to swisscleantech’s data bank, selectivemediabenefits(e.g.examplesoffirmsmentionedinpressandpoliticsetc).

Efficiency Case StudiesOne of the association’s strengths is that it can point to its member companies to show that sustainablemanagementcanbesuccessful.swisscleantech has used this fact, for example at the national debate on the energy strat-egy during the winter session, to compile a smallbookletshowingcasestudiesofefficientperformancebyfiveswisscleantechfirms.ThisinstrumentreceivedapositiveresponseinPar-liamentandweintendtofindandshowfurtherexamplesinourlobbyingactivityin2015.

Quarterly EventsAsdescribedaboveundertherespectivethematic areas, four successful swisscleantech QuarterlyEventswereheldin2014.Thesewell-attendedeventshavebeenheld,eachof them during parliamentary sessions, since ourassociationwasfoundedandhavebe-come an integral component of the sustain-able,liberalSwisseconomy.Onceagainthisyearnearly650peoplewereabletobenefitfrom interesting lectures and podium discus-

sionsandtoenjoyconversingwithoneanoth-erinBellevuePalace.InMarchswisscleantechheld a discussion with EU ambassador Richard Jones on the MEI, in June we learned about the state of progress of the climate debate fromrepresentativesofindustryandscience;inSeptembertheelectricityefficiencyinitiativewaspresentedandcompanyrepresentativesdiscussed the expediency and importance ofalegalframeworkforefficiencywithProf.GilletofEPFL.

Thisyear’sundisputedhighlight,however,wastheJubileeEventatwhichswisscleantechcelebrateditsfifthanniversary.Almost400gueststurnedupattheBellevuetocelebratetheeventunderthemotto‘Muchhasbeenachieved,butagreatdealremainstobedone’.Therewasmuchlaughter,extendingofthankswheretheyweredue,andvegetarianfood.ProminentspeakerssuchasUrsSchaep-pi(swisscom),JohannesMeier(EuropeanClimateFoundation)andBertrandPiccard(PresidentoftheswisscleantechCommitteeofPatronage)underlinedtheimportanceoftheassociationandprovedthatcleantechhasnowbecomeanintegralpartoftheeconomy.

In 2014 swisscleantech again disseminated member, association and cleantech news usingawidevarietyofchannels.Theswiss-cleantech Newsletter is sent to all members andadvisersfortnightly.Itnotonlyprovidesinformationabouttheassociation’sactivities,but is also an ideal platform for publishing infor-mationaboutmemberactivitiesandspread-ingnewsamongthecommunity.

In parallel to the newsletter, membership of swisscleantech offers unrestricted access to theCleantech.chnewsservice,onwhichtopicalandrelevantnewsitemsaredisplayedon an ongoing basis – a suitable and welcome means of keeping oneself informed about cleantech trends and potential business opportunities.

GCCAAfter only four years the GCCA already comprises50CleantechClustersfromallovertheworld,representingsome10,000firms.GCCAChairmanisChristianHäuselmann,swisscleantech’s co-founder and Export & Innovationmanager.In2014theemphasiswaslaidonthedevelopmentofclustersandbusiness relations in Asia – for example with international delegations in October 2014 in collaboration with ETHZ Future Cities Laborato-riesinSingaporeandJakarta.

On 3 December 2014 the annual GCCA Later Stage Award was held at the EPFL Swiss Tech ConventionCenterinLausanne.ThiswasthefirsttimetheeventwasheldinSwitzerland.Theinvestmentpotentialofeachofthefirmsnom-inated is analysed by the KeyStone Compact Method.In2014swisscleantechmemberVelo-bility was winner of the award in the transpor-tationcategory.In2015GCCAAwardwillbeorganized in cooperation with the P80 Group andtheGreenClimateFundinSeoul,Korea.Through the work with GCCA on FFGS also worksonsystemicbusinessmodelandfinanceinnovation.Thekeyissuehereishowthefinancingofcleantechfirmsofprovenworthandprojectsforinstitutionalinvestors(e.g. pensionfunds)canbefacilitated.

Since December 2013 the Multi-Asset Renew-alFund(MARF)scheme,co-developedbyswisscleantech and GCCA, has been tested in Finland under a three-year programme, for thefirsttimeinarealmarketenvironment,andinvolvingover100firmsintheSmartGridSector

aswellasinstitutionalinvestors.Theschemewas presented to the public by Christian Häuselmannbefore200selectedfinancialexperts at the Global Solutions Summit on 9/11AprilattheUSStateDepartmentinWash-ingtonDC.From2015thefindingsemergingfrom the current MARF programme in Finland aretobecarriedovertoSwitzerland,theaimbeing to make a concrete contribution to themarket-economyfinancingofSwitzer- land’s energy transition and the promotion ofitscleantechexportactivity.

BiomimicryOn4/5September,aspartofswissclean- tech’sworkinthefieldofinnovation,thesecondBiomimicryEuropeInnovationandFinanceSummitwassuccessfullyheldinZurich.120 leading biologists, engineers, business leadersandfinancialexpertsfromSwitzerland,EuropeandNorthAmericaheldintensivetalksonthesubject‘3Dprintingandsustainability’.Thethirdsummitwillbeheldon25/26August2016underthenewtitleDaVINCIGlobalSum-mitZurich.

Inactive ProjectsZüriWind

In 2012, to set a milestone for Zurich and act as a landmark for the Energy Transition, FFGS initiated a project to install a wind turbine on thetopofZurich’slocalmountainUetliberg.In2014, due to the lack of resources the project wasputonhold.

Cleantech Innovation ParksTheaimofCleantechInnovationParksistodemonstrate on a medium scale how compre-hensiveCleantechsolutionscanbesuccess-fullyapplied.Withtheformermilitaryairfieldin Dübendorf, FFGS saw the opportunity to strengthenSwitzerland’sCleantechprofile.Thepolitical process in the last two years grouped these efforts under the broader umbrella of settingupaseriesofregionalInnovationParkscalled‘Network-Locations’.Thetwomainhubswill be linked with ETH in Zurich and EPFL in Lau-sanne – with the one with ETH being in Düben-dorf.FFGSwillcloselyaccompanythisprocess,as Nick Beglinger is a member of the board of theSwissInnovationParkAssociation.
