Residents threaten tobring GKM to its knees

Municipality back to its rightfulowners.
This comes after they initiated acampaign called “bring back GKM toits rightful position”.
KCR spokesperson LuvuyoNongimbasaidtheyhavealreadydis-cussed this with the local businesschamber, taxi drivers, communitiesand various stakeholders to helpthem in their campaign.
“Our town is collapsing as is theinfrastructure. It is rife with corrup-tion, there is maladministration,service delivery is at a standstill andall isnotwellwithinourmunicipality”
said Nongimba.Hesaidtherearenoleadersrepre-
senting the interests of the Kokstadcommunity.
“We are in a serious campaign tomake sure that politicians within themunicipality do not finish their term,which endsnext year.Wearealso go-ingtomakesurethatthispoliticalclubof losers, whose interest is to makesure they loot the Greater Kokstad
Municipality, are out of the munici-pality. It is unfortunate that the MECfor Co-operative Governance andTraditional Affairs Nomusa DubeNcube is also part of this politicaldrama taking place in Kokstad.”
He asked the Kokstad communityto standupand rally behind their callas they will make sure Kokstad be-comes ungovernable.

“AsAmilcaCabral said, ‘tell no liesand claim no easy victories’,” saidNdobe.
GKMspeakerZolaniMhlongosaidKCR statements are laughable andmust be ignoredby the community ofKokstad because it is an electioneer-ingcampaign tosteal themindsof thepeople.
“The municipality will not bedestabilised by baseless allegationsby those who are trying to run themunicipality without a popularmandate,” said Mhlongo.
The KZN Democratic AllianceDeputy Leader and ProvincialSpokesperson for Finance and Agri-culture, Francois Rodgers, said theremaywellbeanairofpoliticking in thecommunity unrest, the question issimply, would this be the case ifKokstad had uninterrupted watersupplies in the entire community, awell-run and efficient sewage systemand a town that had roads that didn’trequire four-wheel drive vehicles.
“It is after all the community thatpays ratesandservicesand thereforetheyarelegitimatelyentitledtoexpectan acceptable level of service deliv-ery,” said Rodgers.

pupils in the Harry Gwala district wereawarded by the Harry Gwala DistrictMunicipality at an awards ceremony atClydesdale Community Hall, Umzim-khulu last Thursday.
Theceremony,aimedat congratulat-ing and encouraging good performancein schools in the district, was attendedby KZN Education Head of DepartmentNkosinathi Sishi, Harry Gwala DistrictMunicipalityMayorMlulekiNdobe,KZNHouse of Traditional Leaders chairper-son Phathisizwe Chiliza, UmzimkhuluLocal Municipality Mayor MphuthumiMpabanga, councillors, municipalmanagers, principals and pupils.
Ndobe said the “greenest” munici-palityawardsstartedin2001topromotecleanliness in municipalities.
“In the context of climate change wedecidedtohavethegreenestmunicipali-ty award,” he said.
He announced that Harry Gwala haspaid more than R300 000 worth ofregistration fees for best performing
pupils and those from disadvantagedbackgrounds in the district.
“Wehaveassisted51pupilswithreg-istration fees in various institutionsaround the country.
“We are also proud that we gavemore than 20 pupils full bursaries fortertiary education, and by doing thisweemphasise our commitment toeducation.”
Chiliza said as traditional leaderstheyarecommitting themselves toworkwith all spheres that are responsible fordevelopment.
Umzimkhulu scooped the bestwastemanagement award, Greater KokstadMunicipalitygotthebestenergyefficien-cy and conservation award, Ubuhle-bezwe Municipality pocketed most ofthe awards, takinghome theawards forleadership and institutional arrange-ments, landscaping, tree planting andbeautification, best co-operative gov-ernance and the overall winner as thegreenest municipality. For each awardmunicipalities received certificates andR10 000.
The greenest municipality awardwent home with R20 000. The moneywon is to go towards improving wastemanagement.
The top schools in the district re-ceived certificates and R10 000 each tobe deposited in schools’ bank accounts.
Nontokozo Gladness Mzolo fromIxopoHighscooped thebestperformingpupil award in the district.

Community protest overgravelroad condition

THE road from Maluti to Ramatshidiso wasclosed by protesting community members onWednesday. At the heart of the protest is theappallingconditionofthegravelroad(T13)thatleads tomany villages in the area andwhich isused everydaybypeople coming fromLesothogonig to Matatiele.
One communitymember,who refused to benamed,saidtheyhavebeencomplainingaboutthe road for years. “Everyone knows that wehave a disaster of a road here. They try to fixit but it deteriorates withinmonths. The fact is
that we need a tar road because it is difficult todrive on in the state it is now,” he said.
It is reported that Matatiele municipalityMunicipal Manager Dr Tsepang Nakin rushedto the scene to calm the protesting crowd. Hesaid themunicipalitywouldwork to findasolu-tion to the T13 problem even though the roadistheresponsibilityoftheDepartmentofTrans-port.
MatatielepolicespokespersonRaphaelMot-loung said police were called to disperse thecrowd which was blocking the way.
“The angry crowd was dispersed with rub-berbullets as their protestwas illegal,” he said.
No one was arrested.

Patients go hungry>> Hospital is not new to controversy

EG and Usher MemorialHospital patients were onceagain casualties in what ap-
pears to be an on-going food crisisamid internal tension in the hospital.
In an embarrass-ing incident for thehospital, it isreportedthat patients wenthungry last Saturday.
Accordingtoareli-able source hospitalmatrons were calledaway from a funeralof an employee and were told thatpatientswerehungryas therewasnofood for them.
Matrons reportedly rushed to at-tendto thecrisis,using theirpersonalcredit cards to buy food.
This hospital is not new to
controversy.In October 2013 a food crisis at
the hospital prompted the inter-vention of KZN Health MEC Sibongi-seni Dhlomo after the hospital waswithout sugar, vegetables, meat andmilk for weeks.
At the time the companywho sup-
plied food was said to be deliveringexpired, rotten food.
Anotherreliablesourceattributedthe lack of food on that particularSaturday to tensionwithin the hospi-tal that led to the resignation of thehospital’s system manager.
“There are a lot of issues at playthat caused patients to go hungry atthe hospital. People in top positionsdo not see eye to eye, some nurses donot want to take responsibility and itaffects patients,” she said.
The hospital PRO, Andile Pani, re-ferred questions sent to him to theprovincial health department. Whencontacted the PRO for KZN HealthMEC Desmond Motha said all hospi-
tals have gotmechanisms forbuying food.
“The only thingthat hospitals don’tbuy for themselvesis medication asthey are centrallycontrolled and sup-
plied.”Motha said there are systems in
place for the daily running of a hospi-tal.
“Every hospital has a budget andthere is a systems manager who hasto see that suppliers are paid.”

THE community of Nyanisovillage,Ward 18 inMatatiele, wasvisited by the political and admin-istrative leadershipof theMatatie-le Local Municipality on Tuesday.
This waswhen themunicipali-ty held a mayoral outreach pro-gramme aimed at updating thecommunityontheservicedeliveryprogress for the area.
Mayor Momelezi Mbedla saidwhen they were planning the2014/2015 financial year as theexecutive committee they agreedthat the mayor must have an out-reach programme to keep thecommunity updated on the workthe municipality is doing for thatward.
“Wehave brought in accounta-bility and progress, and we areshowing thatwe are committed tothe clause in theFreedomCharterthat says that thepeople shall gov-ern.
“We have visited twowards al-ready, this is the third one andwewill go to other wards to do whatwe are here for.”
On the visit the entourage, ledbyMbedla, handedover a dippingtank for cattle to be used bycommunities that fall underNyaniso.
Educational toys,20chairsandfive tables were given to a pre-
schoolstartedbythewomenofthelocal Anglican Church.
“We handed over a state-of-the-art dipping tank that alsofunctions as a sprayer for cowsand people of this area will havehealthy cows, thanks to theDepartment of Agriculture ofAgrarian Reform,” he said.
Mbedla also indicated that themunicipality, through its indigentpolicy, supplies theWard 18 com-munitywith gel stoves since thereis no electricity in the area.
“The stoves are very safe, theyare environmentally friendly andwe supply the communitywith gelevery month,” he said.
Mzwamadoda Gwabeni,speaking on behalf of the commu-nity, said they were promisedsolar.
“Last year we were promisedsolar and we were told that wewere going to get this in January,butwe are still waiting.Most of allwe are asking for electricity. Wearealsoasking for RDPhouses forthose who qualify,” he said.
Ward 18 Cllr Zolile Bono citedwater, fencingof farms, toiletsandaccess roads as some of the servi-ces the ward received from themunicipality.
“Even though thereareonly sixof the 12 villages in this area thathave receivedwater, we are satis-fiedfornowbecauseweareseeingprogress,” he said.

THE Harry Gwala region’s pro-posal to rename the newmunicipality tobe formed from
the merger of Kwa Sani and IngweLocal municipalities after the 2016local government elections, has cre-atedapoliticaldebateamong parties.
Themunicipaldemarcationboardreported that the KwaSani and Ingwemunicipali-ties are to
become one and the Harry GwalaRegion proposed to rename themergedmunicipality after Dr Nkosa-zana Dlamini Zuma.
Dlamini Zuma is thechairperson of African
Union and comesfrom HarryGwala.
KwaZulu-Natal Demo-cratic Alli-ance deputyleaderFrancoisRodgerssaidthatthecurrentlyfailed ANCservice de-livery dic-
tates other-wise.“It is ironic to
note that since1994 the ANC inKwa Sani hasshown a steady
decline in
votes. The DA on the other hand hasshown all the growth and the 2016municipal election may well see achange in political control of KwaSa-ni, so what better way than to com-bine an ANC stronghold such asIngwe with Kwa Sani.
“Onlytimewilltellwhetherthisde-marcationchangewaspoliticallymo-tivated and I suppose it is a bit likeplaying a game of soccer and whenyou notice you can’t beat your oppo-nent, you just change the rules of thegame to your advantage,” saidRodgers.
Harry Gwala Regional ANC chair-personsaid it is interestinganda jokethat the Democratic Alliance thinksthe demarcation board has resolvedto amalgamate the Kwa Sani andIngweLocalmunicipalitiestopreventthe DA from winning the Kwa SaniLocal Municipality.
“Perhaps, as the ANC is not only aleader of government but also a lead-er of the society, we might need toeducate our colleagues from the op-position,” said Ndobe
Rodgers said to alter municipalboundaries to create more effective
service delivery should be the solemotivation for changes effectingIngwe and Kwa Sani municipalities.
Ndobe said any change of eitherouter or internal boundaries of mu-nicipalities isnotapoliticalprocessofthe ANC, but the demarcation boardis empowered by the DemarcationAct to review the boundaries everyfive years, and the outer boundariesthat affectmunicipal boundaries andinner boundaries and that is knownas the delimitation process.
“Right now the ANC is enjoyingmore than 76% of the support of theelectorate in Kwa Sani. Why thenshouldweworryaboutMickeyMouseorganisations. If we were able to dothat, why haven’t we merged theWestern Cape with either NorthernCapeorEasternCape?AstheANCwewill never attempt to take over areasbyhookorcrook.Weareatrulydemo-cratic movement that believes in thewill of the people,” said Ndobe.
The InkathaFreedomParty issuesa statement last year saying that it isagainst the proposal of the two mu-nicipalitiesbeingnamedafterNkosa-zana Dlamini Zuma.
“The IFP in KwaZulu-Natal saidthat the ruling party is giving promi-nence to ANC-affiliated politiciansabove other players involved in thestruggle for liberation.We see the re-naming process as a deliberate at-tempt to rewrite the history of thisprovince and country,” said the IFP.

Ipas, an internationalNGO try-ing to prevent unsafe abortions,hasvoicedconcernover increasesinthenumberofwomenoptingforabortion, saying it showed thatSouth Africa’s health authoritiesare failing young women.
Professor Eddie Mhlanga,head of obstetrics and gynaecolo-gy at Nelson R Mandela School ofMedicineat theUniversityofKwa-Zulu-Natal, and an Ipas boardmember, warned at a press con-ference last Thursday that whilethere was much to celebrate, theincreases were worrying.
Although abortion is taboo insomeareas, especially in rural ar-eas like Harry Gwala District,manywomenareusing theoptiondue to a number of reasons.
Despite progressive laws thatensure the right to terminate apregnancy, some experts say thehealthdepartment isdoing little toensurethatallwomenhaveaccessto adequate support. They say it’sforcing women to risk dangerousillegal (back-street) abortions forfear of judgment and abuse.

Security personnel from Prestige clampedthecar immediatelyafter thepoliceofficers leftthevehicle.Accordingtoasecurityguardat thescene, Xhelithole refused to pay the R300 finewhenshereturned to thecar. “Shesaidshehasa problemwith her legs and had to be close tothe shop she went into. I explained that theparkingwas fordisableddriversbut she insist-ed that she qualifies to park there,” he said.
The car was eventually unclampedwithouther paying a fine.

Murderer gets 40 years

THENationalProsecutingAuthoritywelcomedthe sentencing of Thembelani Hlongwane (33)in the Kokstad Regional Court for murder onWednesday.
Hlongwane has beenfound guilty of two counts ofmurder and sentenced to 40years’ imprisonment.
NPA Spokesperson Nata-sha Kara said they welcomethe sentence.
“This sentence is indica-tive of the NPA’s stance to-wards serious and violentcrimes.Wehopethiswill sendout a strong warning to like-minded individuals that suchsenselessactsof violencewill notbe tolerated,”said Kara.
Hlongwane committed the first murder on1 August, 2013 at his house after VumileMkhonde went to look for his girlfriend.
HlongwanedidnotwantMkhondetoseehisgirlfriend and as a result a fight broke out be-tweenthetwoandHlongwaneproducedaknife
and stabbed Mkhonde.TheFever understands thatMkhondeapol-
ogisedtoHlongwanebuthecontinuedstabbinghim until he died. The case was withdrawn inApril 2014 because witnesses did not want to
give evidence in court on 27July, 2014.
The accused went back toShayamoya Township andwas involved in another fight,this time with Samkelo Nt-shamba and Hlongwanestabbed him to death.
Hlongwane then went toMatatiele where the policefound him and took him intocustody.
This time witnesses for thefirst murder gave evidence
when he appeared in court, but Hlongwanepleadednot guilty tobothcounts saying thathewas defending himself against the two deadpeopleasheisdisabledandcouldnotrunaway.
He was found guilty on both charges andsentenced to20years’ for eachcount.Thecasewas investigated by Constable Mncedisi EricDzanibe from the Kokstad Detectives Unit.
This sentence isindicative of
the NPA’s stancetowards serious andviolent crimes. We
hope this will send outa strong warning.

happy to see progress at the ShayamoyaEcoPark project on the road to Franklin.This project change the environment faceof Kokstad and will attract tourists. Therewill be many activities that will define Kokstad in terms of service delivery. Driving
there you see that frames are coming upto show that the project is progressing.Members of the provincial legislature wereimpressed with this project and obviouslythe community will benefit in a great dealfrom it. The municipality will also gain interms of visitor numbers. We thank thecontractor for making sure that the projectis progressing well.
Complaints about the state of ser-vice delivery service
It is important for people to acknowledge that the municipality has deliveredservice to the people despite some fewshortfalls. It is incorrectforsometosaythatthe municipality has done nothing in termsof service delivery. People must not be misled by those who are trying to discredit themunicipality for their own gain.
While the state of our roads is not perfect, we have rehabilitated some of theroads like Groom, Brownlee, Horse Shoeand the Shayamoya taxi routes. We haverenovated the town hall, upgraded MainStreet, the Kokstad Light Industrial Park,Shayamoya EcoPark and the FranklinHousing Project. We are in the process ofappointing service providers to continuewith road rehabilitations. We are close tohaving 100% electricity. We are on theprocess of electrifying Nohoek and NewMarket. All those things come through thework of this municipality. Despite all the inaccurate rumours about the municipality,our people must be assured we have theirinterest in heart. If it wasn’t for money constraints, we would have done more.
