FOREWORDFERRMED was officially constituted in Brussels on 5th August 2004, but, in fact, the launch of FERR-MED and the incorporation of members started in October 2003.

The main target of FERRMED at that time was to look for a reticular and poly-centric priority network at EU level (with common and ambitious standards defined by our Association), instead of develo-ping only priority projects (mainly trans-border sections). One key point inside this proposed priority network was a North-South network linking the most important economic locomotive regions in the EU from Scandinavia to Western Mediterranean through the Rhine and Rhone Valleys (crossing the Alps in the North of Italy and the Pyrenees on the Eastern side).

We consider that in the EU there are three socioeconomic vectors of growth and we selected the North-South vector to carry out a study (named the FERRMED Global Study) demonstrating that the implementation of FERRMED Standards is the only way to reverse the stagnant state of the Railway in the Land transportation system.

As a result of the Global Study, the European Commission accepted most of the FERRMED recom-mendations. After discussions with the EU Parliament and the Council of Ministers, it was agreed that the target freight train length of 1,500 m would be reduced to 740 m and that the UIC-C loading gauge would only be compulsory on new lines. Through the Ministries of Transport of various Member States and through the Coordinators of the Trans-European Corridors, we continue to this day, step by step, to push for longer trains and broader loading gauges.

Another key issue affirmed by FERRMED was the implementation of the standard gauge on the railway tracks of the Mediterranean Corridor in Spain, which is now slowly moving forward.

Following the presentation of the Global Study results, several involved member states have adopted part of the FERRMED proposed development plan.

FERRMED has carried out or commissioned several more studies like the “FERRMED freight wagon concept”, “FERRMED freight locomotive concept”, “FERRMED Study of the Southern section of the Mediterranean Corridor” and, this year, we have launched the “FERRMED Study of traffic and modal shift optimisation in the EU”, in order to attain the target of the EC White Paper on transport, for at least 60% of core network traffic (in 15 years there has been no progress in rail freight share at EU level).

We have also released many Declarations regarding intermodal freight transportation, particularly related to railway, including an implementation proposal for the FERRMED standards and recommen-dations for a selective part (the most crowded) of the EU Core Network.

FERRMED drove the creation of the “EC Core Net Cities Platform” and the “EU Core Net Cities Tribu-nes” with important meetings in major EU cities.

FERRMED has signed Memorandums of Understanding with UIC, CCTT, Zhengzhou Municipal Go-vernment and Middle Corridor and additional agreements are under way with SHIFT2RAIL, OSJD, and others. The aim of these agreements is to contribute to the consolidation of the FERRMED Multisecto-ral Working Groups (FMWGs). We have very close relationships with these key institutions looking for a more competitive rail network at EU and Eurasian level.

Through the “Belt and Road” initiative, jointly with Zhengzhou Peoples’ Municipal Government, we have launched the “Eurasian Connectivity and Industrial Cooperation Forum”. Editions of the Forums have already been held in China and in the EU and will continue in the future.

FERRMED organises several conferences every year in different European locations. The Steering Committee meeting and the General Assembly are held in a clearly decentralised approach, all over the EU countries.

After 15 years of existence, FERRMED has many contacts, members and partners everywhere, and we look forward to consolidating our presence all across the EU and even across Eurasia, such is the socioeconomic approach necessary for the development of the Railway Core Network. The main issue is to facilitate optimisation of the multimodal transportation system, incorporating the last technologies and management criteria, including high capacity intelligent trains and multimodal terminals, digitali-sation, data sharing, block chain and smart intercity links in the framework of 5G and the Circular Eco-nomy. With close collaboration with our members and partners, the advisory council, and the FMWGs, we are convinced that we can achieve significant objectives in the near future.

Attached you will find a short summary of the main actions and activities carried out by FERRMED over the last 15 years.

2007Start of the FERRMED Global Study development

On 10th of October 2006, on the proposal of the DG TREN of the European Commis-sion, the TENT Committee of the European Commission has indicated his approval for the financing of the “Technical, Socio-eco-nomic and Supply/Demand Study regarding the transport on the Great FERRMED rail freight axis (Scandinavia-Rhine-Rhô-ne-West-Mediterranean) and its zone of

influence.”

This means that the Global Study proposed by FERRMED has passed with success the administrative and technical evaluation of the EC and can count on the assent of the 25 member states.

FERRMED request acceptance by the Spanish Governement of the conversion of the conventional lines tracks to international gauge in the Mediterranean Corridor.

This year, the TEN-T network will be reviewed in order to adjust the list of Priority Projects. Therefore we modestly believe that FERRMED Global Study criteria could be very much helpful on determining a definitive transeuropean rail freight network.

This network has to link all EU locomotive economic regions (EULERS), as well as, all mega-regions (as described below by the economist Richard Florida).

In that sense, we can classify the investments in two categories:

Main Preference: Reticular and polycentric Trans-European intermodal corridors (linked with neigbouring countries) as an EU “open“ Core Network, oriented to the emerging three vectors of business development

Secondary Preference: Main feeders of the Trans-European intermodal corridors.

2010In fact, we have to consider that we are going towards a new socio-economic dimension in Europe, following three emerging main vectors of business development:

• EULER’S vector (FERRMED Great Axis Vector)

• Trans-Mediterranean vector

• Trans-Eurasian Vector

The obsolete criterion of “close” radial network, at member State level, has to be abandoned. The invest-ment in all member States has to be fully oriented towards a reticular and polycentric EU rail network as described in FERRMED standards.

The European Commission takes into account the criteria of FERRMED, basically oriented to the development of a profitable railway network from an econo-mic, social and environmental point of view,” said Jean Eric Paquet, Directorate General for Mobility and Transport, European Commission, during his speech recorded expressly for the 3rd FERRMED Conference entitled “The New Concept of Rolling Stock for goods in the EU”, which took place on May 27 at the SIL (Barcelona).

Platform concept (several wagon types can be demanded/detachable superstructures)

Three basic designs:

• Design A1: Long wagon > mainly for intermo-dal/volume-cargo (25m of loading length)

• Design A2: Short wagon > for bulk and break-bulk commodities

• Design B: Flat wagon for trailer Transport

Key parameters: Axle load 22,5 ÷ 25 tons; Loading gauge: UIC-GC; Speed: 100 ÷ 120 km/h.; Central beam; Automatic central couplers; Electric power Supply/ IT equipment; compact brakes; tare weight decrease.

Main advantages:

• A1: More capacity when loaded with containers. Better adapted to 40‘ containers. 50% more capacity when loaded with C-Swap bodies

• B: handles 100% of European semi-trailer fleet

FOREWORD

Last March, FERRMED organized in the European Parliament in Brussels the conference “Long and Heavy Trains – The Way to EU Rail Freight Competitiveness” to discuss the economic and environmental advantages of adapting EU key railway corridors, to long trains and large tonnage. The event was attended by more than 250 people across Europe, with the participation of 44 out-standing personalities and renowned specialists in the logistics and freight transport domain. The progressive introduction of longer and heavier trains on main EU rail freight corridors shall improve European competitiveness.

FERRMED REPORT ON THE ACTIONS IN THE MEDITERRANEAN CORRIDOR

Aim of the Report

To highlight the actions to be carried out in the Mediterranean Corridor from Lyon to Algeciras starting from the outputs of FERRMED Global Study.

Freight traffics in the corresponding railway lines as well as saturation levels are fixed from freight volumes to be trans-ported, ac-cording the forecasted Demand and the exis-ting Supply. From this point, an Action Plan at short term (2011-2015), Medium term (2016-2020) and Long term (2012-2025/2030) is defined.

The need of incorporating new lines in the Corridor: Mixed Line Nimes – Montpellier – Perpignan; High Speed line bet-ween Tarragona and Castelló as well as the new stretches Almendricos – Baza – Guadix and Almería – Motril – Málaga – Algeciras is also demons-trated.

Dear friends, dear Mr Amoros,

In these 15 years, Ferrmed represented an important landmark of constructive dialo-gue between private sector and legislators.

As you know, the European Union dedicated last year to multi-modality. It is the most efficient transport solution, with lower costs and reliability.

If we want transports to be safer and to respect the environment, we must invest more. True sustainability and an integra-ted transport system require investments in infrastructure and connectivity For this reason, I am proud that during my Presi-dency, the European Parliament voted for a new Connecting Europe Facility. The main objective is the modernization of the European networks, especially in terms of security.

More than 42 billion euros will be inves-ted in the next seven years in infrastruc-ture, energy and digital. For the transport sector, the investments amount to 30 billion euros, an unprecedented financial envelope.

For the first time, the CEF calls will provide the combination of EU funds and private investments, using the European Fund for Strategic Investments (EFSI), European Investment Bank Funds and private sector investors.

It is an important opportunity that the business community cannot miss. Today, there is a high level of inefficiency in the European transport system.

This inefficiency, according to the World Economic Forum, causes an estimated loss for the EU of one-hundred-sixty billion Euros per year. It is time to change this.

CEF also provides incentives for research and digital solutions. You know how much the digital revolution is changing our life. Transport sector should exploit all the potential of the digitalization. It is the only way to reduce costs, ensuring traceability and reduce CO2 emissions. Improving the management procedures in transports is one of most important challenges.

In the last years, the European Union promoted the Climate diplomacy. We worked at political and diplomatic level to create consensus on our proposals against climate change. Today, we should develop a logistic diplomacy. The decar-bonisation of our economy and the promotion of clean mobility should be accompany with investments and measures to facilitate enterprises in this process. It is also necessary a closer integration between transports and energy. As you know, I am from Italy, the country of great explorers, like Marco Polo and Cristoforo Colombo.

Their discoveries changed the world. We all know how much transport and trade can develop countries. Today we need their same spirit and attitude. An innovative transport policy will bring jobs and economic growth. In this, as you did in past, you play a key role.

FERRMED LAUNCHES A STUDY OF TRAFFIC AND MODAL SHIFT OPTIMISATION IN THE EUROPEAN TEN-T CORE NETWORK

With the acquaintance of the European Commission, FERRMED is beginning work on the “FERRMED Study of traffic and modal shift optimisation in the main corridors of the EU Core Network”), through the FERRMED Multisectoral Working Groups (FMWGs).

The background justifying the undertaking of this study is:

· The environmental impact of freight transport represents 30% of total emissions of the transport sector

· Freight transport by road contributes substantially to congestion, accidents and pollution. In this situation, the shift to rail is a key issue. Compared with road, energy consumption of rail freight is six times lower, as well as six times lower than the external cost of road.

· If this were not important enough, modal shift to rail is even more important in the light of macro economic forecasts. According to the OECD, terrestrial freight transport in Europe will increase by some 30% by 2030, assuming no further financial crises with their devastating repercussions.

· Taking into account that there has been no increase in the share of rail in overall terrestrial freight traffic in the last 15 years (17.9% in 2005 and 17.3% in 2017), added to the fact that the Trans-Eu ropean Core Network is very extensive (80,000 Km), moving traffic from road to rail requires the concentration of investments in a selective part of the Core Network, that which has the most traffic.

Aside from the economic advantages (lower transport costs), the environmental benefits are enormous. It would be possible to save more than 40 million tonnes of emissions every year and contain the growth in the number of lorries on the motorways.

The FERRMED study aims to facilitate the prioritisation of action in every EU member state, as well as to be a fundamental tool in the modification of the TEN-T Regulation planned by the European Commission for 2021.

The Study will provide details of traffic flows, both globally and by mode of transport, section by section, of the 9 corridors of the EU Core Network. It will define the measures to be taken to optimise modal distribution in the most congested areas, country by country, and propose the actions to be carried out in the railway network to achieve the objectives of the White Paper of the European Commission (30% of transport of terrestrial goods over distances greater than 300 km shipped by rail or barge by 2030) in the sections of the corridors with the highest traffic, up to 60% of the total traffic of the Core Network.

In addition, in the case of the rail transport mode, the Study will analyse the strategic intermodal ter-minals (which are part of the busiest agglomerations), the main lines of connection between them, the back-up lines and the main feeder lines. For each section of the lines, it will detail the number of freight and passenger trains, the maximum permissible length of freight trains (which should be 740 m in the first phase and 1500 m in the final phase), the loading gauges allowed, which should be P 400 or GC-C, and the bottlenecks; it will also assess the state of implementation of the ERTMS system. Furthermore, it will identify the innovations in freight rolling stock needed to meet the requirements of so-called “intelligent trains”.

In the Study, freight trains would have the same consideration as ships or ferries that run short sea ship-ping routes. For long distances, trucks and / or their trailers should be transported by rail.

At the FERRMED conference on 6 November in Brussels, details of the effectuation of the Study, which is expected to be completed by the end of 2020, will be presented. Periodically, progress will be reported.
