As part of €he process to receive a renewal of a Texas Railroad Commission permit €or lignite mining, SWEPCo provides guarantees of mine reclamation of approximately $65 million. Since SWEPCo uses self-bonding, the guarantee provides for SWEPCo to commit to use its resources to complete the reclamation in the event the work is not completed by Sabine Mining Company (Sabine), a consolidated variable interest entity. This guarantee ends upon depletion of reserves and completion of final reclamation. Based on the latest study, we estimate the reserves will be deplefed in 2036 with final reclamation completed by 2046 at an estimated cost of approxhately $58 million. As of December 31,201 0, SWEPCo has collected approximately $49 million through a rider for final mine closure and reclamation costs, of which $2 million is recorded In Other Current Liabilities, $25 million is recorded in Deferred Credits and Other Noncurrent tiabltities and $22 miltion is recorded in Asset Retirement Obligations on our Consolidated Balance Sheets.
Sabiie charges SWEPCo, its only customer, dl of its costs. SWEPCo passes these costs to customers through its fuel clause.

Two distinct methods stre used for forecasting kwh. Both methods are statistidy based, but use different h e horizons and inprrts. The results of both methods are used as inputs to forecast kW d e m d .
First, regression models with time series error terms were used to forecast kwh sales up to 18 months ahead (short-term). These models use the most recent customer count, kwh sales data, weather data (in the form of degree days) and indicator (dummy> vaFiabIes where needed. These models use the latest available d e s and weather information to represent the variation in kWh sdes on a mondly basis and produce forecasfs in the short run.
The long-term process starts with an economic forecast proxided by Moody's Econotuy.com for the United States as a whole, each state and regions within each state. These forecasts include forecasts ofemployment, popdation, income and other variables* The long-term kwh forecast for residentid and commercial kWh uses statistically adjusted end-use (SAE) models that combine end-use and economic characteristics to produce a forecast of mual k+U% sales. The long-term kwh forecast for,fhe other' revenue classes uses econometric models incorporating the economic forecast. Inputs such as regional and national economic and demographic conditions, energy prices, appliance s~tuations, eiZciency trends and programs, weather data and customer-specific information are aIl utilized in producing the forecasts. These models explicitly tie electricity consumption to economic, eEciency and demographic factors at least ten years into the future.
To forecast peak kW, historical load and temperature data is used to deveIop hourly load representations (load shapes) for specific temperature increments. This data is dso used to develop daily energy models using regession techniques. The model resdts are then applied to a forecast of typical weather to generate a daily energy forecast. This forecast is then calibrated to tie to the long-term sales forecast. The load shapes are then applied to the daily energy forecast to produce an hourly load and peak kW forecast.
