and all that the New Year may have in store, I sincerely hope that everyone was ableto spend some time with family and friends during the holidays.

2006 was a great year for FEMSA and that is due to the hard work of Board mem-bers, Committee Chairs and members, and of course to the tireless efforts of KarenBurnham. But FEMSA’s growth and success is also due to the support of the mem-bership. Without you, FEMSA would not exist. It has been our focus over the pastyear to be sure that FEMSA is delivering value to the membership and we pledge tocontinue in that effort in 2007.

In my view, FEMSA’s most important accomplishment in 2006 was the amazingprogress of the Governmental Affair Committee. As you know, this is a joint effortbetween FEMSA and FAMA, and the results of that cooperation have been incredi-ble. We not only have a seat at the Fire Service table in Washington, we are takinga leadership role on some very important fronts. The development of www.firegrant-data.com has been a major achievement. Not only have other stakeholder organiza-tions pledged to support the site’s continued operation (significant in and of itself), butthe reaction from Capitol Hill has been extraordinary. I believe that firegrantdata.comand the continued coordinated efforts of all stakeholder organizations will help usensure the continued federal funding that the emergency services deserves.

The GAC has also searched for and found an excellent strategic consultant inDave Gatton. Dave’s company, Development Initiatives, Inc., will help us understandthe changing landscape in Washington as well as helping us craft our message tolawmakers. Working with a professional consultant in Washington signals the nextstep in our journey to become more effective on the Hill.

I would like take a moment to personally recognize and thank all members of theGAC, both FEMSA and FAMA, for their hard work and dedication. On the FEMSA sidea special word of thanks to our Co-Chairs Steve Lawrence and John Granby. Theseguys have done an outstanding job and they deserve the thanks of every FEMSAmember.

The Annual Meeting held in Arlington, Virginia last fall was a great event. Beingso close to Washington D.C. we were able to combine the Annual Meeting and HillDay with great results. Everyone had the opportunity to visit the halls of Congressand interact with their state’s representatives, to learn the importance of staffers andto hear directly from Congressman Curt Weldon and FEMA Director David Paulison.We were also honored to participate in the National Fallen Firefighter Foundation’sMemorial Weekend opening reception at the Library of Congress.

The business meeting portion of our gathering allowed us to conduct the busi-ness of the organization, hold board elections and plan for thefuture. The Annual Meeting has become a terrific event. TheBoard has worked hard to be sure that the time and moneyspent by members to attend is well worthwhile. With edu-cational content, caucus group meetings, business andplanning sessions and the joint FEMSA/FAMA session, theAnnual Meeting is a busy and productive time. One of thereasons we have been able to improve the Annual Meetingsis due to the support of our sponsors. A special thanks to FireChief, Fire Engineering, Firehouse, Fire Rescue andVisionMark for their continued generosity and support ofFEMSA.

Before you know it, the 2007 trade show sea-son will be upon us. As you are walking theaisles this year, please keep an eye out forcompanies that should belong to FEMSA andtake a minute to introduce yourself andFEMSA to them. Our strength depends onexpanding our membership to include a largercross section of the industry. The stronger webecome, the more we can do to benefit all.

Membership Meeting was held October4-7 at the Crystal City Marriott inArlington, Virginia. The annual meetingeach year is held in conjunction with thefall meeting of FAMA (Fire ApparatusManufacturers’ Association), and sever-al events are held jointly. Headlining themeeting schedule this year was theannual “Hill Day” program on October5th organized and presented by theFAMA/FEMSA Governmental AffairsCommittee (GAC).

The hospitality suite provided agreat setting for greeting old friends andmaking new ones for the four days ofthe meeting schedule. A sincere thankyou to Fire Engineering Magazine /FDIC for generously sponsoring thehospitality suite.

An evening Welcome Receptionkicked off the meeting events onOctober 4th. We were honored to haveFire Chief James Schwartz of theArlington County (VA) Fire Departmentjoin us and provide a briefing on hisdepartment and the community it pro-tects.

Activities started at the crack ofdawn on “Hill Day” - October 5th - with afull breakfast sponsored by Fire ChiefPublications (thank you!) for all FEMSAand FAMA members and their guests.By 7:45 a.m., meeting escorts directedall to the hotel “Forum” where theyreceived a portfolio of documents pre-pared by the GAC’s Hill Day team, andwhere GAC Co-Chairs conducted themorning program before “leading thecharge” to Capitol Hill.

The distinguished Arlington County(VA) Fire Department Honor Guard(Doug Barb, Byron Dixon, RichardQuinn, and Rodney White) compliment-ed opening ceremonies orchestrated by

the recorded “Pledge of Allegiance” ren-dition by Red Skelton.

The GAC was privileged to haveCathy Hedrick of the National FallenFirefighters Foundation speak to mem-bers on the importance of the NFFF andthe role it plays to help families of fallenfighters cope with their losses.

One of the strongest proponents onCapitol Hill of the fire and emergencyservices industry, Curt Weldon (R-7thPA), made a special trip fromPennsylvania to be with us to deliver hismessage of thanks for the support of theindustry to our nation’s first responders.He also witnessed and participated inthe presentation of two special com-mendations by the GAC to:

The presentations were not only madeto former staffers of Mr. Weldon’s, but inaddition were named in memory of his long-time friend,

Edward H. McCormack, Jr., who died inApril 2006. Mrs. Mary McCormack alsoparticipated in the presentations to Mr.Weis and Mr. Dozor. The commenda-tions read,

Ed McCormack dedicated over 40years of his life to the American FireService through training and education.Of his many accomplishments, one ofhis proudest was his charge to pass leg-islation that led to the creation of theMassachusetts Fire Training Academyin the mid 1960s. Through that effort,he learned very quickly about politics,the importance of working behind thescenes with appropriate stakeholders,and soon became one of the mostrespected fire service advocates in thecountry. ers of legislation that created the UnitedStates Fire Administration and theNational Fire Academy.

“Big Ed” McCormack was a manahead of his time who had extraordinaryvision … in spirit, action and deed. Forhis leadership through service to others,compassion for his fellow man, and hisperseverance, he was truly a beacon inthe heart of the American Fire Service.

With that spirit in mind, theFAMA/FEMSA GAC applauds you as afellow “beacon in our hearts” for yourachievements and honors you today.

In addition to the letters of com-mendation, beautifully inscribed crystalawards, designed and crafted compli-ments of VisionMark (thank you!), werepresented to the inaugural award recipi-ents for extraordinary service and assis-tance to the FAMA/FEMSA GAC.

The “Hill Day” program resumedwith the presentation ofFireGrantData.com, a GAC project thatprovides “essential facts and successstories about the FIRE GrantPrograms.” The beta web site can beviewed at www.firegrantdata.com.

“Leave-behind” pamphlets were madeavailable for all attendees to distribute totheir legislators and staffers. CFSI’sSean Carroll addressed members onthe importance of building relationshipswith staffers, offering the assistance ofthe CFSI whenever needed. The GACintroduced David Gatton, who has beenretained as the GAC’s Washington con-sultant. David provided a “coaching”session and covered the key talkingpoints for “Hill Day”. “General”Lawrence ordered the “charge” andmembers en mass headed for CapitolHill for their appointments.

Two special tours for our memberswere arranged later that afternoon – oneat the Capitol Building (THANK YOUCFSI) and another at the Library ofCongress (THANK YOU CongressmanTierney (MA)). These tours precededthe NFFF Remembrance TributeReception at the Library of Congress,sponsored by the FAMA/FEMSA GAC.

Friday, October 6th, the FEMSAmembership meeting followed a break-fast sponsored by the FireRescue mag-azine group. (THANK YOU) PresidentGiff Swayne welcomed members toArlington, introduced new members andfirst-time attendees, introduced meetingsponsors, Board members, HonoraryMember Kit Cafaro, and guests. He pro-vided a review of the Board’s actionssince the 2005 annual meeting, and out-lined committee activities touching onWashington, D.C. initiatives and HomeDay. Director Don Welch provided anoverview of the User Information Guideprogram and the updating of the guidespursuant to recent applicable NFPAstandards amendments. DirectorsRoger Weinmeister and Peter Nielsenrecapped the Media Caucus’ surveyfrom 2005, 2006, and touched on theintentions to run another survey in 2007.

Coffee breaks during the annualmeeting program, sponsored by theFirehouse group, (THANK YOU) provid-ed an opportunity for members to net-work between sessions. The requiredannual business meeting of FEMSA wascalled to order by President Swayne at

approximately 10:15 am. Reports of theSecretary/Treasurer and Board ofDirectors were presented. [Details ofthe business meeting may be found inthe draft minutes emailed to memberson November 20th.] The meeting con-cluded with the presentation of candi-dates for the 2007 Board and the cast-ing of ballots. Giff SwayneThe 2007 Annual Meeting of FEMSA willbe held October 3-7, Portola PlazaHotel, in Monterey, California.

At noon, the Executive Committeesof FEMSA and FAMA met to discusscommon interests while members ofboth associations enjoyed a luncheontogether. Following lunch, FEMSAmembers regrouped in the “Forum” forthe afternoon session of caucus groupbreakouts. At 3:00pm, members ofFEMSA and FAMA met jointly to hearGarry Briese (IAFC) address issuesrelating to the American and CanadianFire Services and the National FireFighter Near-Miss Reporting System;Grady North presented the FAMA GrantFund program; CFSI Executive DirectorBill Webb updated members on recentlegislative issues on Capitol Hill; andGAC Co-Chairs Bob Kreps and SteveLawrence provided details on the GAC’sactivities and budget for 2006.

Friday evening, members ofFEMSA and FAMA met socially for areception and dinner. The associationswere honored to have as the keynotespeaker, FEMA Director David Paulison.Presidents Swayne (FEMSA) and Dean(FAMA) recognized the efforts ofMeeting Planners Dan Reese, PhilTurner and Bob Grimaldi who orches-trated the meeting events in Arlington,as well as the Boards of Directors whospent countless hours during the yearmanaging the affairs of the associations.Peter Nielsen, who completed his Boardterm in December, was specificallyapplauded for his years on the FEMSABoard along with the wisdom andremarkable sense of humor that kepteveryone on the edge of their seats!(We’ll really miss you, Peter!)

Saturday, October 7th, FEMSAmembers reconvened for a morningroundtable to help give guidance to theBoard for activities and prospectiveevents slated for 2007 based on discus-sions that occurred during the caucusbreakouts on Friday. By noon, all meet-ings had adjourned, and members setout for their journeys home. r

“Resolve to beReady in 2007”

WASHINGTON — Nearly half of alladults in this country will make at leastone New Year’s resolution. The U.S.Department of Homeland Security(DHS) is urging Americans to make aresolution that is both important andeasy to keep – to prepare themselves,their families and their businesses foremergencies.

“We want 2007 to be a year whenour nation’s families and businessestake steps to prepare for emergencies,”said Homeland Security Secretary

Michael Chertoff. “Setting a clear goalto be prepared in 2007 is an easy wayfor all Americans to be as ready as pos-sible if an emergency occurs. TheReady Campaign Web site atwww.ready.gov provides individuals,families and businesses with a variety oftools and check lists to help them getstarted.”

A recent national survey conductedby The Advertising Council found that 91percent of individuals agreed that it isimportant for all Americans to be pre-pared for emergencies, but only 55 per-cent said that they had taken any stepsto prepare. A survey of small business-es found more than 90 percent recog-nized the importance of business emer-gency preparedness, but less than 40percent said their company had anemergency plan in place.

Through its Ready Campaign andCitizen Corps program, DHS educatesand empowers Americans to prepare forall types of emergencies, including natu-ral disasters and potential terroristattacks. Last month, the department

and the Ad Council released new televi-sion, radio, print, outdoor and Internetpublic service advertisements (PSAs)for the Ready Campaign. The PSAshighlight the fact that many familieshave not yet taken the steps needed toprepare, including getting an emergencysupply kit, making a family emergencyplan and learning more about differentemergencies and their appropriateresponses.

Citizen Corps, a DHS grassrootsinitiative, brings the preparedness mes-sage alive at the local level by providinginformation, training and opportunities toget engaged in community prepared-ness. Nearly 2,100 Citizen CorpsCouncils across the country bringtogether local governments and emer-gency responder groups with non-gov-ernment organizations to plan, train andexercise together.

By visiting www.ready.gov or calling1-800-BE-READY, Americans can learnhow to prepare themselves, their fami-lies, homes and businesses for emer-gencies. Individuals can also getinvolved in preparing their communitiesby visiting www.citizencorps.gov andcontacting their nearest Citizen CorpsCouncil. Through these resources indi-viduals can access free materials thatwill help them make a New Year’s reso-lution that will bring peace of mind.r

WOW what a fall! Since we last visited,your GAC committee has, as CaptainKirk used to say, "traveled to new placespreviously unknown!” With the eventssuch as the annual meetings and theelection results (I'll get to more of that ina minute), we have had a lot going.Those are the high profile events, theimportant events were the results fromthe efforts the committee members didquietly behind the scenes that has trulymade a difference. I am going to spenda few minutes highlighting those effortsof this past fall and then most important-ly, spend a few minutes talking about theimportant goals that need to be accom-plished this coming year as the110th Congress moves into fullswing.

Legislative front – TheGAC had two very importantissues that the team spent a lotof time working on behind thescenes. The first was theFEMA reform legislation. Twonotes of importance to ourmembers: First, our longtimefriend David Paulison was con-firmed as the new head ofFEMA, and his organizationhas been given the authority tobuild a professional organiza-tion that will respond to theneeds of our country. Second,Grants and Training will nowfall under FEMA in the future.The importance of this to our industry isthat this is where the FIRE Act grantsand related programs are housed andadministered. The other issue we spenta lot of time on was the administration(or lack of in this case!) of the FIRE Actgrants and related programs by DHS.Members of the committee worked col-lectively with members of our alliancepartners on the Hill to meet with keypeople within DHS, the Members ofCongress staff, and people within theadministration to get out the message ofthe lack of clarity and continuity of theadministration of this past year’s pro-gram. Quite frankly folks, we were toolate in the process to have any realaffect on the program for this year.However, the key results are that wehave rallied our alliance partners to helpwith the facts, and have our messageabout the program out as a major dis-cussion item for reform for this coming

year. We will be asking each of you toparticipate in that process in the comingyear with your local Members’ staff,while our alliance partners are going toassist us in carrying the message in DC.

Project front – The GAC hasworked hard to have thefiregrantdata.com project ready to roll-out in the 1st quarter of 2007. We arevery excited about this new communica-tion tool for Members of Congress (andprimarily their staff), members of theadministration and DHS, FEMA, USFAstaff. This new online tool will featuresuccess stories and information regard-ing the entire emergency/rescue serv-ice. The program is being led by theGAC, with active participation from the

many stakeholders across the fire serv-ice. More details will follow … stay tunedto your weekly GAC e-newsletter fordetails!

Activities front - The highlight ofthis year for the GAC were our annualmeetings in Washington, D.C. We thankall who participated and hope that youhad as much fun with the programs aswe did. Here are some of the activitiesfrom this fall: • Interviewed candidatesfor a new political consultant position inWashington, D.C. • Inauguration of theEd McCormack Spirit of ExcellenceAward (this year’s recipients were AndyWeis and Joshua Dozor) • Sponsorshipand participation in the CFSI golf tour-nament for congressional staff in August• Sponsorship and participation in theCFSI Fire School for staff members atMFRI in November • Sponsorship andparticipation in the CFSI Holiday gather-ing in Washington, D.C. in December •

Monthly Fire Side Chat luncheons inWashington, D.C.• Fall National Advisory Committeemeeting in Washington, D.C. • WildlandUrban Interface Summit in December inWashington, D.C. • Several meetings inWashington, D.C. with alliance mem-bers, the Administration staff and DHSon FIRE grant issues.

Several of you hosted events foryour Congressional Members aroundelection time. A big “Hooray!” to you forgetting involved!

Strategic front - The Boards ofboth organizations authorized the GACto hire a political consultant to helpguide us through the political process.We are very excited to introduce DaveGattton from Developmental Initiatives,LLC. Members of the GAC met inWashington, D.C. in December withDave and his team, and are in theprocess of building short term and longterm plans. Again, stay tuned to yourweekly e-newsletter for details!

For the future … The election inNovember showed us how quicklythings can change in Washington.With Curt Weldon, Mike DeWineand many other leaders of the FireCaucus losing their seats, thisemphasized the point of how criticalour relationships with staff membersreally are. Most of them are stillthere, however, they will be workingelsewhere. Bill Webb has alwaystold us, "Never throw away a busi-ness card, because you never knowwhere someone will end up". Thisyear’s election proved his theory.On the bright side, we have achance to make 40+ new friendsthis coming year. We are workingwith our alliance partners on a cou-ple of programs to introduce thesenew members to our organization

and our industry as a whole. Again, staytuned to your e-newsletter for details!

In closing, what a great year! Wehave learned so much and had fundoing it. However, it is time to looktoward tomorrow. There are some bigchallenges ahead including the fire-grantdata.com project, the reform of theFIRE Act grants administration, a sup-port program for the new U.S. FireAdministrator, and the new friends wewill make. Little did MacDonaldknow his name would be drawn toreceive $5000 worth of equipment forhis fire department.

MacDonald didn’t believe it whenFEMSA Board member RogerWeinmeister called to tell him his namewas drawn to win $5000 of equipmentfrom FEMSA’s members. “My next callwas to the chief,” MacDonald said.

Fire Chief Mark Bogenschutz, EggHarbor Town & Village Fire Department,Egg Harbor, Wisconsin, couldn’t believeMacDonald’s good luck, but when theequipment was delivered this week, theChief and the department turned out.

Egg Harbor Town & Village FireDepartment is an all-volunteer depart-ment with 41 members, cross-over firstresponders, firefighters, EMTs. Theyrespond to over 80 calls a year, includ-ing assisting a local ambulance serviceon 40-60 actual calls.

With the winnings from the FEMSASurvey contest, the department select-ed items from the W.S. Darley catalog,including two on-scene road signs, high-rise pack carriers, wildland firefightersuits, two RIT packs and four RIT lines(CMC Rescue), and Fire ResearchCorporation scene lights. Early this pastspring the department proudly tookdelivery of a new 2006 Pierce 75’ Quint,so some of the equipment will be storedon the new truck.

“We chose items that wouldenhance our safety efforts in our depart-ment,” said Chief Bogenschutz. “We

thank FEMSA for the opportunity to par-ticipate in the survey and then be select-ed as winners.”

On November 29th... Paul Carpenter (Elkhart Brass) under-went double-knee replacement surgery.Paul reports that surgery went well andhis prognosis is positive. Julien L. Carpentier (Innotex) wasbrought into the world this day, born at5:00 p.m., 9lbs. Mother Sophie and DadLouis are doing well and are trying to getaccustomed their new schedule.

On February 28th...Bob Linster Sr. will retire from Hurstafter 36 years. Bob sais that he will stillbe around doing a variety of things, andlooks forward to a diverse future, mostlyspent with wife Barbara. [December 11, 2006]I am pleased to announce a series ofmajor legislative victories for NAM mem-bers in our enduring battle to lower yourcosts of doing business and level theplaying field for U.S. companies com-peting in the global marketplace.

I personally thank the thousands ofexecutives and employees at NAM-member companies and associationswho contacted their lawmakers in sup-port of these energy, trade, tax, andhealth policy measures.

Shortly before adjourning, the109th Congress came through inapproving priorities long sought by NAMmembers. Legislation to be sent forPresident Bush’s approval includes:

• An offshore energy measure thatwill permit environmentally responsibleenergy production in deep watersbeyond 100 miles from the Floridacoast. For NAM members, this victorywill mean increased supplies of energy,making our nation and our economymore secure.

• Major trade initiatives: theMiscellaneous Tariff Bill (MTB), theGeneralize System of Preferences(GSP), the Andean Trade PreferencesAct (ATPA) and Permanent NormalTrade Relations for Vietnam. All are crit-ical trade programs for U.S. manufactur-ers.

• A seamless extension and historicstrengthening of the R&D tax creditwhich is a proven innovation-spurringincentive used primarily by manufactur-ers.

• Provisions on Health SavingsAccounts (HSAs) that allow moreemployers to offer HSAs, and moreemployees to enroll in them, offering thepromise of lower costs.

The NAM salutes the outgoing109th Congress for its work. We lookforward to working with policymakers inthe new Congress that begins inJanuary on a number of key issues,including a comprehensive energy strat-egy. The work begins again for advanc-ing the nation’s manufacturing agendain the 110th Congress. Thank you againfor making your voice heard in ournation’s capital.r

President George W. Bush announcednomination of Gregory B. Cade ofVirginia as Administrator of the UnitedStates Fire Administration (USFA),Department of Homeland Security.

Fire Chief Gregory Cade had beenthe Virginia Beach FireChief/Emergency ManagementCoordinator since August 1998, andoversaw a multi-service agency ofcareer and volunteer personnel. ChiefCade holds a Master’s Degree in PublicSafety Leadership from Old DominiumUniversity. He received his B.S. in FireAdministration (with honors) from theUniversity of Maryland, College Park.He also holds an A.A. Degree in FireScience from Price George’sCommunity College.

Chief Cade has also participate inthe Senior Executives in State and LocalGovernment Program, HarvardUniversity, John F. Kennedy School ofGovernment.

Chief Cade began his fire servicecareer as a volunteer firefighter withPrice George’s County, Maryland. Heserved in a number of positions in thePGFD, becoming a career firefighter in1971, serving as Bureau Chief ofAdministrative Services and BureauChief of Fire Suppression before beingselected as the Hampton, Virginia, FireChief in 1992. His work in Hamptonincluded developing a strong career andvolunteer organization with oversight ofboth Fire and EMS resources.

When appointed, Cade will replaceActing U.S. Fire Administrator CharlieDickinson.

2007 Grant Funding Cycle:FAMA GRANT FUND

At the joint meeting of FEMSA and FAMA members in October in Arlington, Virginia,Grady North, Director-at-Large of FAMA, reintroduced the FAMA Grant Fund. He

announced that if any FEMSA or FAMA member knew of a project or person lookingfor grant assistance meeting the following criteria, they can obtain a Grant Fund

application from Karen Burnham at [email protected].

• The grant application must be submitted in compliance with grant process deadlinesand include a complete and clear presentation of the grant request, utilizing appropri-

ate FAMA proposal forms complete with all authorizing signatures.

•The proposal demonstrates creativity and innovation in educationalprogramming development and delivery.

• The proposal offers benefits to a significant number of FAMA membersand/or member companies.

• The proposal provides a plan for additional non-FAMA funding if necessary.

• The proposal applicants formally commit to observe all procedures governingaccounting for and reporting on the project once funded.

NOTE THAT ALL APPLICATIONS ARE DUE TOTHE FAMA BOARD OF DIRECTORS BY MARCH 1, 2007.

NAM Launches Databaseof 400 Cases AffectingManufacturers

The NAM has launched a new “LegalBeagle” database of more than 400 legalcases dating back to 1995 affecting manu-facturers that is now readily available onthe NAM Web site.

“The NAM is active on a broad rangeof legal issues affecting manufacturers,business and the economy,” said QuentinRiegel, NAM Vice President for Litigationand Deputy General Counsel. “Over theyears, we have amassed an impressivetrack record of effective and influentialadvocacy for business, and there is grow-ing interest in this case file. With this newsystem, anyone can now access this data-base and quickly find the informationsought.”

The system allows for searches by avariety of criteria – name of litigating party,the topic, the jurisdiction, or the year thecase was decided. More new cases arebeing added to the database regularly.Legal Beagle greatly simplifies the legalresearch function for anyone with an inter-est in business litigation.

Legislative UpdateThree years after the President

signed into law the Hometown HeroesSurvivors Benefits Act (Public Law 108-182), the Department of Justicereleased the final rule for the PublicSafety Officers’ Benefits Program. Thefinal rule reflects comments submittedby CFSI, several national public safetyorganizations, members of Congressand survivors of fallen public safety offi-cers. The fire service scored a victorywhen Congress voted to increase fund-ing for three important programs.Despite pressure from theAdministration to scale back funding forthe FIRE Act, Congress voted toincrease funding by $2 million overFY06 levels to $547 million. TheSAFER Program, proposed for elimina-tion by the Administration, will receive$115 million, a $5 million increase. TheUnited States Fire Administration willreceive $46.85 million, a $1.9 millionincrease. The funding increases wereincluded in the FY 2007 HomelandSecurity Appropriations measure signedinto law on October 4, 2006.

Several attempts have been madeon Capitol Hill during the 109th sessionto weaken a FCC ruling requiring Voice-over Internet Protocol (VolP) providersto provide 9-1-1 services to their sub-scribers. But CFSI, the InternationalAssociation of Fire Chiefs and theAssociation of Public SafetyCommunications Officials Internationalworked closely with members in boththe House and Senate to thwart anyattempts that would grant waivers to

VolP providers to connect subscribers tolocal public safety answer points.

CFSI Hosted Training Program forCongressional Staff

With the support of local area firedepartments and the Maryland Fire andRescue Institute, CFSI is able to offerCongressional staff unique hands-ontraining programs to help them broadentheir understanding of the fire and emer-gency services. In November, CFSIoffered opportunities for staff to ride withthe Arlington County and theWashington, DC fire departments for anevening and to experience actual train-ing in fire suppression at the MFRI train-ing facility in College Park. Each year,over 100 Congressional staffers takeadvantage of these programs. CFSI’sgoal is to educate them so they betterunderstand the importance of the feder-al government’s role in training andequipping first responders. This is anongoing effort because there are fre-quently new staff members to educate.

The FAMA/FEMSA GAC was proudto participate in the event this year bysponsoring t-shirts worn by all staffers.In addition, GAC members SteveLawrence and Mike Natchipolskydawned firefighting gear along withstaffers and joined in the process.

2007 Budget PlanningAs you plan your budgets for 2007,

remember the CFSI. The date of the19th Annual National Fire andEmergency Services Seminars andDinner is set for March 28th and 29th,with the dinner taking place on the 29th.In previous years, the program was aone-day event, but due to the positivefeedback received from attendees aboutthe seminars and to the growing numberof federal programs and legislationaddressing first responders, CFSI hasadded a second full day of seminars tothe program. The CFSI plays a unique role – onethat unites the national fire organiza-tions around a common agenda andworks closely with the leaders of theCongressional Fire Services Caucus toadvance its legislative priorities. Fire Apparatus Magazine and FDSOA[December 6, 2006] Fire Apparatus &Emergency Equipment Magazine hasjoined in a strategic alliance with the FireDepartment Safety Officers Association(FDSOA) to improve communication ofFDSOA objectives and programsamong its membership, and to encour-age fire departments nationwide todevelop safety officer programs andstandards as recommended by NFPAand endorsed by the Association.

The FDSOA mission is to promotesafety standards and practices in thefire, rescue and emergency servicescommunity, and promote fire groundsafety awareness at all levels.Emergency vehicle safety, from crash-worthiness to operating procedures, is avital concern of FDSOA as well asdeveloping innovations and new tech-nology to protect firefighters, reduceinjuries and minimize line-of-duty fatali-ties.

Each year, the FDSOA hosts theAnnual Apparatus Specification andMaintenance Symposium in January inOrlando, FL. C. Peter Jorgensen, pub-lisher of Fire Apparatus Magazine andMary McCormack, FDSOA ExecutiveDirector, recently met to discuss the nat-ural synergies that exist between themission of the Association and the edi-torial focus of Fire Apparatus magazine.

Their mutual goals and benefitswere immediately apparent, especiallyin the area of apparatus and mainte-nance issues covered each year at theSymposium. A strategic allianceseemed only natural to spread the wordof the Association's programs and bene-fits across the country and to promoteincreased membership and support forsafety issues.

That customer demand was whatrecently made us decide to add a videodepartment. It just made sense. Thenew video capabilities have alreadybeen a big help in TFT’s OEM market.“When firefighters are spec’ing out anew truck, it’s an amazing supportprocess for them to be able to call andask for video shots so that not only canthey see exactly what they’re ordering -but they can see the actual flow andreach, and show that to the decisionmakers on their team.”

Tempest Technology[December 7, 2006] TempestTechnology hired a new south CentralRegional Sales Manager in August.Kevin King, based in Dallas, TX, will becovering the South Central portion of theUnited States, overseeing sales of cer-tain Tempest products.

Kevin is a volunteer firefighter, andwe are very pleased to have him as amember of our team.

Tempest Technology is pleased toannounce the appointment of Cieplak'sFire & Safety as our new Manufacturer'sRepresentative Agency in the NewEngland States. I was an intern forW.S. Darley & Co last summer. I workedin the sales and accounting depart-ments and even got to go to the IAFCFire Rescue conference in Denver. Task Force Tips[December 11, 2006] VALPARAISO, IN-- Moving is never fun, especially if it’san entire factory and more than 100employees, but TFT recently expandedits already busy operations by relocatingproduction to its south Valparaiso,Indiana location - where it has acres togrow. “And the real news is that wealready know that we’re going to out-grow this space within a short time,” saidRod Carringer, TFT vice president ofmarketing and sales. “In the mean time,this move allowed us to double our oper-ational square footage, as well as opti-mize our existing operations. In particu-lar, this gave us a chance to rework andexpand our shipping department, whichis nothing but great news for our cus-tomers.”

As a part of its expansion, TFT pur-chased several new milling and lathemachines that will help increase produc-tivity, production efficiency, and allow fortailoring custom orders to specifications.“As technology advances, so do cus-tomer expectations,” Carringer said. “It’slike with our remote control monitors.Firefighters are seeing that remotesactually maximize their efficiency, aswell as reduce their risk. So not only dothey want new or improved products,but they want whatever they can getremote to be remote. As a result, wehave a number of new or improved elec-tronic products that are in the last stagesof field testing. And with the demands ontoday’s firefighters, we see that numberof products growing.”
