My dear Friends and Colleagues.

One more time, I address you all, to inform you about everything that has happened in our organization. Now at this time, with pleasure to analyse our 15th year of activities.

FEMOZA, Fédération Mondiale des Zones Franches, was created in December 1999, in Geneva Switzerland, where we are headquartered.

The City of Geneva and its institutions gave us a warm welcome. During these years, we shared together objectives and strategies, being FEMOZA an open Organization, with members in over 125 Countries, we always have considered this cosmopolitan city as “Genève, notre Ville”.

We thank to all those who been committed and have worked hard to consolidate, the strong Organization that we are today. With a personal recognition to the Fondation EMA, Board of Directors, as the real strategic promoter and engine during the take-off, to Mr. Francisco J. Vendrell, UNCTAD Offi cer and fi rst Secretary-General and many other from a long list. Also a special memory of our beloved Peter F Ryan.

In these 15 years Femoza got recognition, credibility and respect. We have kept regularly contacts with UNCTAD, ITC and WTO in Geneva, UNIDO in Wien, as well as with many other Swiss and International institutions. During these 15 years, we signed more than 20 Institutional cooperation agreements.

FEMOZA’s, Fédération Mondiale des Zones Franches, “The World Free & Special Economic Zones Federation”, it is the only such federation, representing the interests of Free Zones, Export Processing Zones [EPZ] and Special Economic Zones [SEZ] globally.

Our Team of professionals with large experiences in the fi elds of Free Zones, Logistics and FDI, it is the reason that confi rms our leadership.

In 2014 the Executive Committee decided to establish Regional Committees, opening FEMOZA to the zones and during last eighteen months activities have been intensifi ed with the organization and participation in Regional Events and Projects in: Africa, America, Asia, Europe, and Middle East. With this strategy we achieved a new scenario, improving the Zones development, individually and collectively.

We reached our 15th year of History, but this is only the beginning

FEMOZA’s offi cers especially by our President, Mr. Torrents, Mr. Peter F. Ryan (UNIDO) and Mr Francesc J Vendrell (UNCTAD) to work close with Free and Special Economic Zones,

was an old commitment. Here there are some of the most signifi cant facts.

1976 Export Processing Zones Program UNIDO – Wien structured and managed by Mr. Peter F Ryan for more than 10 years, 200.000 jobs in 2 years.

1983 EMPRETEC (UNCTAD) program for Latin America UNCTAD – Geneva Mr Francesc J Vendrell was the team leader for 8 years.

1991 Shanghai – Pudong Free Trade Zone, China Mr Torrents, cooperate with them as external consultant, his professional contribution for several years, got public acknowledgment in 1998.

1994 Dubai - UAE Organized by the Jebel Ali Free Zone, Mr Torrents participated as keynote speaker in an International Free Zones Conference.

1997

Ho Chi Minh City - Vietnam Mr Torrents, Interested with the Vietnam Free Zones development made a personal visit and met the Vietnam Special Economic Zones National Authority.

Santo Domingo - Dominican Republic With our loved friend Ing Victor Thomen (RIP), they organized the 1ª Conferencia La tinoamericana de Zonas Francas, in the City of Santo Domingo, the event was the berth of AFZA (Former Comite de Zonas Francas de las Americas).

1998

Femoza’s fi rst steps * During the EMA Invest Salon in Geneva, organized by Fondation EMA, most of the participants from emergent Countries and involved in FDI and Free and Special Economic Zones, had many questions, without answers.

* These circumstances retained the attention of several Swiss Organizations considering seriously to bridge the gap of knowledge and give professional assistance through a NGO association.

* Late 1999, before the Salon EMA Invest, Mr. Francisco J. Vendrell (UNCTAD), Mr Peter F Ryan (UNIDO) and Juan Torrents were called to meet, EMA Fondation trustees to discuss about to create a new institution, in order to give response to the market demands, especially in emergent Countries.

* All parts agreed to create the “Fédération Mondiale de Zones Franches” with headquarters in Geneva, as a non for profi t organization under Federal and Canton laws, neutral, open, global, without political or religious ties and to represent equally the Free Zones, Special Economic Zones and Export Processing Zones without any exception.

* Earlier this year, Femoza began to operate and to take shape.

* Femoza was legally established during the 2000 annual EMA Invest Salon held in Geneva, in a very modest ceremony, we issued and signed the “Process Verbal Constitutive” the meeting was attended by founder members and supported by a small group of colleagues and friends.

* Mr. Peter F Ryan and Mr Francisco J Vendrell, formers Directors in UNIDO and UNCTAD respectively, worked hard and their support was critic for a fast development of Femoza.

* Mr Peter F Ryan, former UNIDO’s Manager, linked with Free Zones for more than 30 years, occupied the Femoza’s Vice Presidency. * Mr. Francisco J Vendrell, Director of UNCTAD EMPRETEC program for Latinamerica inGeneva, became the Secretary General, and he became our liaison with the United Nations Divisions and International Organizations.

* The Fédération Mondiale des Zones Franches, was introduced to Swiss and international organizations in Geneva, our relationship is still constant

* Among our fi rst assistant issues were to revise Free Zones laws, for the Governments of Ecuador and Haiti in this case at a request of the Government of Haiti, we drafted a legal, economic and political text for a new Free Zones Law, later on, discussed and approved by it Parliament.

* Another Swiss great endorsement, SGS (Société Générale de Surveillance) company headquartered in Geneva with presence in more than 142 countries, leader in the Control and Certifi cation fi eld, became our fi rst sponsor, funding us and consolidating our position.

* We spread our presence internationally with several regional events, informing not only about how to support Free Zones, but also how to optimize incentives and minimize risks to promotors and tenants.

* In our ongoing collaboration with United Nations, we start up the application process for the Status of Observer with UNCTAD and UNIDO.

* Also the Croatian Government, asked us for a revision of their Free Zone Law and Foreign Direct Investment Program, which was delivered directly to the Croatian President, during this visit we met the Croatian Free Zone of Pula and Rijeka.

* We co-organized the V Latin American Conference on Free Zones held in Panama City in partnership with Comite de Zonas Francas de las Americas.

* We also participated in a workshop organized by the Ministry of Foreign Trade of Bolivia in La Paz with the topic “Free Zones, WTO Incentives and Strategies for Bolivia”.

* Communication Department, worked with a new corporative image improvement, the proposal was approved by the Executive Committee and a new Logo was implemented and we decided to use “FEMOZA” as a short form for “Fédération Mondiale des Zones Franches”.

* We were recognized by Geneva Welcome (Conseil d’Etat du Canton de Genève), whose objectives are to support NGO established in Geneva and facilitate the development of its activities.

* The Executive Committee Board unanimously approved the creation of Femoza’s Gallery of Honor, to recognize all those individuals who have been active in their countries in Free Zones program development.

* In this fi rst meeting were presented as candidates for distinction • Dr. K.T. Lee (Taiwan) architect of the industrialization of Taiwan and the implementation of the Export Processing Zones in 1965, • Lic. Jaime Bermudez (Mexico) author of the Mexican Maquila, which now has more than 1.5 million jobs, • H.E. Ahmed Sultan Bin Sulayem, (UAE) developer of one of the best Free Trade Zones in the World, Jebel Ali Free Zone World in United Arab Emirates. • Mr Peter F Ryan (Ireland), Femoza’s Vice President for being the father and developer of UNIDO’s Export Processing Zones program

* The Government of Syria requested a study about challenges and opportunities for FDI in Syrian Free Zones, Mr. Peter F. Ryan spent two months in Damascus with Government Offi cials fi nishing the report.

This year was very active and we achieve the fi rst objective. * We were granted with the “Status of Observer” by UNIDO and UNCTAD, allowing us to participate in all meeting and debates as observers representing globally Free & Special Economic Zones.

* We Co organized with Al Fajer Information and Services Ltd, Dubai, UAE, with the Patronage of H.H. General Sheikh Mohammed Bin Rashid Al Maktoum and sponsored by Jebel Ali Free Zone “FREEZEX” a Major International Conference on Free Zones in Dubai.

* During this Event we sealed our partnership, started two years before, with Global Resources, this company publish the only one directory about UAE Free Zones and Tenants.

* H.H. Sheikh Hamed from Abu Dhabi, invite us for a professional meeting to discuss about Free Zones challenges and opportunities in the Emirate of Abu Dhabi.

* Recognized by WTO, we sent a delegation to the V Ministerial Conference of the World Trade Organization in Cancun, Mexico.

* We consolidate our collaboration with ITC, participating in its Annual Forum in Montreux, where we were represented by our Vice-President Peter F. Ryan.

* We been part of an UNCTAD Mission as external experts in Free Zones to the Islamic Republic of Iran. * We Co-organized with DIMENSION4, Mumbai, India, “2nd World Free Zones Conference” in Delhi.

* USAID a United States Government company required us as external consultants in Free Zones, to issue a report for the Government of Guatemala, in order to improve the taxation control in the Guatemalan Free Zones.

* Our Vice President Mr. Peter F Ryan represented Femoza as a keynote speaker in an Investment Forum in the city of Varna, Bulgaria.

2005

* With a program already established, our agenda became most systematic.

* We started to compile our global free zones database a tool which allow us to keep in touch permanently with many Zones helping them to solve doubts and to have answers for its projects.

* We travelled twice to Israel, upon demand of an Israeli entrepreneur group interested in the implementation of a last generation cancer treatment, under free zone regime, in the Republic of El Salvador. Project was sustainable, generating new and consolidated jobs and had a wide social response, unfortunately due to differences between the Salvadorian Institutions, and personal interests the project aborted.

2006

* We participated in a UNIDO mission to Azerbaijan, to issue a report about Special Economic Zones program.

* Mr Peter F Ryan, participate as a keynote speaker at a Conference on Transport and Ports in Mauritius Island.

* Mr Peter F. Ryan became a regular contributor of FDI Magazine, edited by Financial Times Group with papers about FDI in Free Zones.

* FEMOZA was the Special Guest at Business Park Delhi 08 Conference, in Delhi, India.

* We participated also in the Forum, “Défi of Mondialisation” organized by the Chamber of Commerce and Industry of Perpignan, France.

* Vice-President Mr. Peter F Ryan, after 10 years devoted to Femoza, he left the activity at the age of 80, Mrs. Andree Emilie Segura, was elected as new FEMOZA Vice-President .

* Ubifrance, organized in Paris a working session about “Zones Franches et Export Strategies”, the welcome address was in charge of our President Mr. Juan Torrents also Madame Andree Emilie Segura, participated in the panel.

* FEMOZA awarded Dr Kürsad Tuzmen, the Team leader in the successful Turkish Free Zones program, as Member of our Gallery of Honour.

* This was the year of consolidation, working to issue a three-year strategic program.

* Co-organizers of the 1st Free Zones Forum in Panama, with our Vice President Mrs. Andreé Emilie Segura as Keynote Speaker and Mr Walter De Scheepers, member of our Board of Advisers.

* Organized by the Chamber of Commerce and Trade Zone Mersin, Turkey, FEMOZA conducted a Workshop “How to create and operate a Successful Free Zone Project”

* ASCAME and FEMOZA signed a MoU, in order to cooperate and join affords, to increase FDi projects to Mediterranean Countries through Free Zones.

* Organized by the Sultanate of Oman, we participate as special guest at the “Free Zone IV Investment Forum” held in Muscat.

* FEMOZA awarded Dr Al Zarooni, DAFZA Director General, as member of the Gallery of Honor

* Manaus Free Zone, Brazil, organized the 7th FIAM International Fair of the Amazon” FEMOZA participate represented by our Vice President, Mrs. Andree Emilie Segura.

* Began with unpleasant and bad news, our President and FEMOZA, were charged of fraud through an action of pressure, in the Republic of El Salvador, promoted by a former State Minister and Colonel.

* Fraud consisted according to the denouncing, that our President said: “I am President of FEMOZA with more of 30 years experiences in free zones” by the complainant, our president was accused of false expert in free zones and he denied the presence of FEMOZA, with just a single objective an economic benefi t through extortion. Our legal advisers brilliantly closed de deal and the Justice of El Salvador dismissed the issue.

* We conducted a training seminar organized by ABRAZPE, Rio de Janeiro Brazil, in the City of Fortaleza, Brazil, attended by 40 delegates as ZPE’s executives and Government Bodies Offi cials

* FEMOZA was invited by the Financial Times to participate in the Forum INVEST IN LEKKI (Nigeria) held in London.

* In the October, Executive Committee, the President’s proposal to nominated Mr Peter F Ryan, as Honorary President, have been unanimously approved.

* We organized a “Table Ronde des Zones Franches Africaine” at Mogador Hotel in Tangier, Morocco, with a large delegation of Gabon among other Francophone countries and observers from Morocco and Brazil.

2013

* Mr Richard L. Bolin died at age of 90 in Flagstaff, Arizona on June 12, Mr. Richard Bolin (Dick) and Peter F Ryan, were the most important actors of the twentieth century, defending Free Zones and Export Processing Zones development.

* In February FEMOZA organized the “ 1er Forum des Zones Franches de la Méditerranée” in the city of Tangier, Morocco, attended by over 100 delegates, was a great success for the interest achieved, the quality of the speakers and media coverage. Unfortunately, despite being an international tool of promotion, to spread the infrastructures, incentives, advantages and challenges offered by Tangier and Morocco, the support received from local institutions was very weak.

* In April, the Executive Committee discussed and adopted an important decision; to establish regional committees in order to support projects of Free Zones, legislation, management, training programs, meetings, networking with investors, with the objective to create a future IPA pointed out to Free Zones. Free Zones Executives will part of the committees, this a new step to open FEMOZA to Zones and Regions.

2014

Fall 2014 begins with a very active Agenda.

* September 18th and 19th in Belgrade, we open the “South-East Europe Free Zone Conference” organized in close collaboration with our partners, Chamber of Commerce and Industry of Serbia, Ministry of Finance of the Republic of Serbia, Free Zones Administration and Serbian Free Zones Group. The event was a great success; due to the professional management and leadership of Pirot Free Zone, with the support of 15 sponsors. We received delegates from most Eastern European countries such as, Croatia, Bulgaria, Macedonia, Belarus, Poland, Montenegro and Turkey, the event have been crowned with a Gala Dinner, sponsored by the local company NIS Gazprom Neft.

* FEMOZA, signed cooperation agreements with the Chamber of Commerce and Industry of Serbia and with Gomel Raton Special Economic Zone Authority, Belarus.

* The Executive Committee held in October 14, awarded PhD Dragan Kostic, by unanimous decision to the highest FEMOZA distinction “Member of FEMOZA Gallery of Honor”, for his 30 years Free Zones support and dedication in Serbia and internationally.

* October 13th to 16th, we participated in the “World Investment Forum” organized by UNCTAD, during the event we held meetings and reached compromises with different governments and Free Zones to assist them with a review of its Free Zones and FDI programs.

* November, We organized a technical guided visit to United Arab Emirates, with a Republic of Gabon Government Delegation, visiting Rak Investment Authority, RAK Free Trade Zone and Jebel Ali Free Zone, delegates exchanged opinions and experiences and all the parties agreed to maintain contacts for future cooperation.

* November ended with the Barcelona Mediterranean Week of Economic Experts, on its eighth edition. The event received 1300 delegates, supported by 20 International Organizations, and in 60 working sessions to exploring the opportunities in the Mediterranean Region, 23 Countries, with a population of 500 million people.

FEMOZA organized a Free & Special Economic Zones Forum, with 110 delegates from different Mediterranean countries. After the opening ceremony Mr. Jean Claude Plana, UNIDO Offi cer, delivered the award to Dr Dragan Kostic PhD, CEO of Free Zone Pirot, as a new member of the Femoza Gallery of Honor.

2014

* The year began with a mournful fact; we lost our Honorary Chairman Peter F. Ryan, who left us in the month of January. Mr. Peter F Ryan has been for the past 50 years, crucial in the development of Free Zones worldwide. We lost a professor, but the most important: A friend.

Two Thousand and fi fteen, our 15th year of activities, began with the same intensity that ended the year before.

January

* FEMOZA has reached an agreement with the Union pour la Méditerranée UfM, to issue a report about logistic structures in the Mediterranean Region, and how to improve them, creating a synergy and sustainability throughout the Region, generating motorways of the sea, implement a network of logistics platforms, offering economy of scale, increasing intra-regional trade and exports. The project that have to be ready on 2017, received endorsements from Governmental Bodies and Companies, from Italy, Serbia, Montenegro, Bosnia Herzegovina, Albania, Bulgaria, Romania, Lebanon, Turkey, Egypt, Libya, Tunisia, Algeria and Spain The project will include a “Cahier de Charges” for Halal products logistic requirements.

* Our President attending a personal invitation of the Aras Free Trade Zone’s CEO, in the Islamic Republic of Iran, visit the Zone, after three days of meetings with zone Executives, Tenants, local Organizations and Media, all parties agreed that Free Zones are best challenges to attract foreign investment, visit concluded signing a cooperation agreement.

February

* We travelled to Shanghai to meet Shanghai Pilot Free Trade Zone and Shanghai Waigaoqiao International Trading Operation Center, with the aim to cooperate in an Import Hub project, focused to reach the Chinese market, increase and facilitate trade, through Free Zones infrastructures, especially for SME’s .

March

* We organized, the 1st Northern-Eastern European Free & Special Economic Zones Congress in Gomel, Belarus on 19th and 20th March, “Business Globalisation and Foreign Direct Investment” “The New European Investment Corridor”. * Our President was keynote speaker at Astana Investment Forum, Kazakhstan. Kazakhstan in a strategic location, between three “Brics” Russia, India and China, has options to be a future headquarters for global decisions of Central Asia. June

* We participated and attended the Southeast Europe Economic Forum, in Sofi a, Bulgaria, organized by the Bulgaria Economic Forum, one of the major Events in the Balkans Region.

* Because our close relationship, with the United Arab Emirates, especially with Ras Al Khaimah, we join an Iftar Dinner, invited by H.H Sheikh Ahmed Bin Saqr Al Qasimi, Chairman of the Ras Al Khaimah Free Trade Zone. July

* As we done since several years ago, we participated and cooperated as Judge in the Financial Times, Free Zones of the Future Awards, a competition that every year receive more applications, and we recommend that if you didn’t applied this year do not lose the next opportunity.

* We joined and supported our partners Free Economic Zone Gomel Raton Authority and Belarusian Chamber of Commerce and Industry (Gomel Branch) at EXPO 2015 in Milan, on its program FDI Challenges in the Gomel Region, attended by many potential investors; Mrs. Gianotti and Mr Gabriele, Femoza’s offi cials attended the Event supporting our Belarusian colleagues.

* The Prime Minister of the Republic of Gabon sent a personal invitation to our President to visit the Country, during four days the agenda was very tight, they discussed about a major project in Port Gentil, a deep water Container Port, a Logistic Hub and an Industrial Park including a Residential Area, all under Free Zone Regime. During his stay in Gabon, Mr. Torrents visited the Nkok Free Zone. The President of the Republic received him, during the meeting they talked about how Femoza can cooperate in new Free Zones projects in the Country.

* Financial Times, organized the fDi Forum 2015, in London on September 24th, Mr Torrents, participate in a Panel about “Investing in emerging Countries”.

* Another visit to the Islamic Republic of Iran, attending as Keynote speakers the Free & Special Economic Zones Conference, organized by the University of Khorramshar, we completed the stay visiting; Arvand Free Zone and the very busy Cross-Border Free Zone Terminal at the Iraqi border, with a traffi c of thousand trucks per day.

* In addition, we signed a cooperation agreement with the Khorramshar University in order to interchange data, and with the Khorramshar Chamber of Commerce and Industry, we start talks about to cooperate in the Regional Free Zones development.

* In Dubai, KW Group, organized the 6th Global Trade Special Economic Zones, FEMOZA participated moderating a panel about: “Fostering, Innovation, Knowledge Transfer and Technological Upgrading through Special Economic Zones”.

November

* November is reserved for the traditional, Barcelona Mediterranean Week of Economic Experts MEDA, organized by our partners ASCAME, The Mediterranean Chamber of Commerce and Industry Association, this event is a real “network” platform for Mediterranean Executives, Organizations, and Companies, after this successful ninth Edition, the organizers are endorsed enough to go on with the 2016 tenth edition.

* On December 7th our team of MBA students, introduced the project “Best Practices for FDI through Free & Special Economic Zones”
