Profile of Federation of Malaysian Freight Forwarders Association

19 years old. Inaugurated on 19th April 1986.

Founding members were the Freight Associations of Penang, Johor,Port Klang & Air Freight Forwarders Assoc. of M’sia. (resigned in 1990)

FMFF is the sole National Organisation representing the Freight Forwarders in Malaysia of all modes of Transportation and Logistics,Multi modal transport operators,ancillary freight forwarding services and Customs brokers. Membership is open to all State level Freight Forwarders and Logistics Associations.

Current membership of FMFF stands at over 800 organisational Members nationwide.

FMFF Management Council consists of the following Office Bearers:

President 3 Vice Presidents Honorary Secretary General Honorary Treasurer 19 Council members

FMFF is affiliated to FAPAA /FIATA/AFFA/ and the MNSC (M’sian National Shipping Council)

As a National Association, it is often called upon and consulted by Federal Ministries, Statutory Authorities and others for the betterment of the Industry and the Country.

Dialogues & consultations were held with the following ministries & Govt. Agencies:

Min. of Trade & Industry Min. Of Finance ( 2004 Budget planning) Min. Of Transport Royal M’sian Customs Human Resources Development Council Standard Industrial & Research Institute Of M’sia. M’sian International Chamber of Commerce & Industry.

Aims & Objectives of the FMFF

To speak with one voice in respect of issues & concerns of the Industry in Malaysia.

To collate and disseminate information to members and other interested parties

To provide for vocational education and training for members.

To liaise with various United Nation bodies such as United Nations Economic & Social Commission for Asia Pacific (UNESCAP) and the UN Conference on Trade and Development(UNCTAD) etc.

To provide Advisory services to Members

To develop and enhance the Freight Forwarding & Logistics Industry of Malaysia.

Education & Training Updates

FMFF is fully committed to Education & Training of its manpower resources, more so, with the enforcement of the Asean Free Trade Agreement(AFTA) in 2003 and the World Trade Organisation(WTO) in 2005.

FMFF has also worked on development of a Training Program for School Leavers called the MultiModal Transport Operators Apprenticeship Scheme (MTOAS) as entry requirements to gain admission into the Multimodal Transport Operators Professional Management Programme.

Supervisory Management staff with more than 5 years industry experience with the MTOPMP qualification will be able to satisfy the academic requirements for Corporate Membership of the CIT which is recognized by the Malaysian Government as equivalent to a Honours Degree from a local University.

FMFF thru respective State Associations enrolls and conducts IATA/FIATA Courses for members on behalf of IATA/FIATA, Montreal. Currently working with IATA to conduct courses on Dangerous Goods Regulations locally by FMFF.

The Customs Agents Foundation Courses are conducted on an on going basis, by the Royal Malaysian Customs since early 2003. Up to date over 2000 personnel nationwide have been trained.This is a mandatory requirement for all agents to comply to professionalise the industry for Executive & Operations personnel.

Driver and Attendants Security and Safety Training Program conducted for over 530 personnel by the Penang Freight Forwarders Association. This one day program is to provide the necessary skills for drivers and attendants on how to handle emergency situations in case of robbery and hijackings.

2004-2005 DEVELOPMENTS & HIGHLITES

FMFF co-hosted ACCAI 32nd Annual Convention in Kuala Lumpur from 25th Nov.-28th 2004. Attended by over 290 delegates.

ASEAN Federation of Forwarders Association (AFFA) Meeting in Bangkok December 2004.

National Cargo carrier, MASKargo, implements E-AWB nationwide effective 16th August 2004 in accordance with IATA Memorandum CBPP/13/MEET/001/2004.This system is most welcomed by all Air Cargo Agents as it will reduce and ultimately eliminate paperwork and expedite transactions.

MAS will implement CASS system for all AWB stockholders in 3rd quarter subject to agreement with Foreign Banks.

MAS Kargo introduces volume measurement machines effective 11th April 2005.

MAS has increased Security handling and X ray charges to per kilogram instead of as per consignment without consultation as published in June 2005 TACT. The Air Freight Industry is objecting to this increase.

In a memorandum, FMFF has called on the Government of Malaysia to compile a National Register of all Freight Forwarders in Malaysia to enhance professionalism.

FMFF has also reiterated it’s call to the Government for the establishment of a National Logistics Council to enhance to competitiveness and growth of the industry.

FMFF has been granted full authority by the Ministry of Trade to endorse “Certificates of Origin”

concern and that the FMFF will only be referred to when further appropriate action plans are required.

That the FMFF will effectively represent the Industry on all trade related matters for policy decisions by the government and other relevant

bodies.

FMFF believes that all it’s member companies shall ensure the efficient handling of cargo which are critical to all our customers at large.

That FMFF will continue to play an effective role in all regional and international groupings/bodies to coordinate and cooperate for mutual

benefit.
