MCI ATCT, (Kansas City, Missouri)

• Background– Tower is Leo Daly, similar to DTW and STL ATCT

and currently has approximately 70 employees assigned to the tower

– First mold remediation completed December 2004 subsequent to project to seal exterior of ATCT (remediation included 2 rooms of base building)

– December 2005/January 2006 – Reports of condensation from facility personnel and blocked drain discovered and corrected on sub-junction level by Ops Engineering Personnel.

MCI ATCT Background

– January – June 2006, Ops Engineering continued to monitor/evaluate moisture issues at ATCT,

• Fire rated access panel installed to allow for inspection and observation of concealed areas on 10th floor.

• Initiated cycle of testing surface temperatures, ambient temperatures and humidity levels.

• Facility personnel requested to monitor specific areas for evidence of moisture and water intrusion

• Mold growth was identified in concealed area on the sub-junction level of the ATCT.

• Requirements captured in local requirements system for sub-junction remediation and comprehensive evaluation of ATCT and base building.

MCI ATCT, Evaluation

– June 2006 – January 2007, Extensive evaluation conducted in ATCT by Kansas City EOSH contract support and Ops Engineering personnel to asses potential mold growth from drain incident and on-going condensation issues and to identify corrective actions for moisture issues.

– Areas of mold growth were identified via visual confirmation and sampling of suspect materials/areas that could not be visually confirmed.

MCI ATCT Evaluation

– Mold was identified in the following levels/areas: • Cab Level (ceiling of cab stairs) (occupied); • Junction Level (above elevator door in corridor )(occupied)• Sub-junction Level (equipment room occupied by Tech Ops

personnel)• 2TS5 (NATCA office Room), (occupied)• 11TS5, 11TS6, 11TS1, 10TS1, 10TS4, 10TS5, 8TS1,

8TS6, 4TS3, 3TS3, 3TS5, (unoccupied)• Between 8th and 9th floors in elevator shaft (unoccupied)

MCI ATCT, Current Status

• Statement of work for remediation of tower shaft is in draft; estimates for remediation and restoration are $120K and include:– Extensive HEPA vacuuming of walls, stair stringers, in the stairwells

and elevator lobbies– Removal of impacted gypsum board on multiple layers of the tower– Installation of additional access doors to allow for visual

inspection/monitoring of concealed areas – Cleaning of elevator shaft

• Corrective Actions identified to date for the shaft are estimated at $40K and include:– Replacement of the 4th floor outside air intake louver– Repair of leaks on one junction level walkway – Insulating of steel beams and roof deck in ASDE penthouse– Replacement of stained ceiling tile in the control cab

MCI Current Status

• Condensation issues are still unresolved, Additional engineering resources are required to get this resolved.

• Base Building evaluation still needs to be conducted.

• Requirements for this work were entered into the NAP system and submitted in the FY 09 F&E Budget Submission.

MCI ATCT Current Status

• Efforts are underway to prepare a project plan, obtain immediate funding for remediation and fully define the requirements/resources required for additional engineering analysis.

• Engineering approach has been to resolve moisture issues and then complete remediation (in lieu of continued multiple remediation projects).

• Approach will be modified to include immediate abatement of occupied areas in the short term with a long term plan for continued engineering analysis and resolution of the moisture issues.

• Need dedicated engineering resources applied to resolve issues.

MCI ATCT Current Status

• On January 16, local Terminal management received the following:– FOIA request for information pertaining to: requirements

documents /funding requests for the current issues, previous mold remediation project; health risk assessments; any air monitoring from recent assessments and previous remediation project.

– Request to bargain concerning appropriate accommodations and procedures to be utilized in conducting mold remediation at MCI ATCT.

• Representatives from FOH are scheduled to conduct an employee briefing and assessment of the ATCT and base building on January 31 – February 2, 2007.
