Review of LPAC MOY Procedures

LPAC’s are responsible for- following administrative procedures in

guides provided by TEA making decisions on individual student

basis working as a committee to make

decisions maintaining required documentation

LPAC Role In coordinating with subject area teachers

on linguistic accommodations for STAAR/TAKS, the LPAC’s role should not be simply to make decisions and process paperwork

The LPAC process provides opportunities for supporting teachers, guiding ELPS implementation, and determining needs for professional development for instruction

Establishing Procedures to Ensure Validity and Reliability Ensure procedures are in place and

documented for validity and reliability (Refer to pages T-24 to T-25 of the TELPAS Coordinator Manual)

Written documentation of the procedures must be kept with your other training documents such as oaths etc.

Who can rate?Teacher designated to be the official rater of ELL

student must: Have the student in class at the time of the

spring assessment window Be knowledgeable about student’s ability to

use English in instructional/informal settings Hold valid education credentials Have been appropriately trained in the holistic

rating process & calibrated Rate the student in all eligible language

domainsParaprofessionals may NOT serve as

Which students must be rated? ALL ELL students in grades K-12, including

students with parent denials, are required to be assessed in listening, speaking, reading and writing through the holistic rating process.

Guiding Principle Students who Move

If new ELL enrolls before March 19 (start of testing window), receiving campus responsible for all assessments

If new ELL enrolls on or after March 19, receiving campus only responsible for grade 2–12 reading test (if not already administered)

Applies whether new student is from another school district, state, or country
